Abstract

In an effort to reduce teenage dropouts, collaboration is needed from various parties, both from the government and the community. One of the efforts made is to provide social services. The social service aims to keep out of school teenagers getting education outside of school that can be used as provisions to obtain work so that they can meet their needs independently. The social services provided must of course have to be in accordance with the needs of teenagers dropping out of school. Social services th at can be provided are in the form of coaching for school dropouts through guidance. Guidance provided is religious mental  guidance,  social  and  physical  guidance,  skills  guidance  and  Job  Learning  Practices  (PBK).  This research was conducted at the Technical Implementation Unit of Tanjung Morawa adolescent social services using qualitative descriptive research methods. While the source of the data in this study were employees at the UPT Sosisal Services for Adolescent Children. The withdrawal technique used is the "purposive sampling" technique. Data collection techniques used through interviews, observation and document analysis as well as recording and recording. Data Analysis Techniques used in this study are qualitative data analysis techniques. This study aims to find out how the implementation of the policy of the School Dropout Guidance Program in UPT Tanjung Morawa Social Services for Teenagers in 2018. The implementation of the Policy for School Dropping Guidance Programs at the UPT Tanjung Morawa Teenage Social Services Year 2018 has been done quite well. Only the lack of facilities and funds to run coaching for school dropouts.

Abstract

The quality of service is the priority of PDAM Tirtanadi Tuasan Branch to customers. This research aims to analyze the quality of drinking water services provided by PDAM Tirtanadi Tuasan Branch along with i ts supporting factors and inhibition. The theory used is from Zeithaml and Bitner which is the benchmark of quality judging by several indicators of reliability, responsiveness, assurance, empathy, and tangible. The research method used is a qualitative approach by means of observation, interview and documentation. The results of this study show that the quality of drinking water service provided by PDAM Tirtanadi Tuasan Branch is not fully effective. This can be said to have not been effective on the basis of some indicators that were used as a benchmark of research has not been carried out optimally. Supporting factors and inhibition are also determinants of the quality of service provided.

Abstract

The purpose of this study was to describe the role of the village head in improving community welfare in Gonting Garoga Village, Garoga District North Tapanuli Regency. This study uses a qualitative approach, with data collection techniques through interviews, observation and documentation. The subjects of this study were the village head and village apparatus, the head of the BPD, and the community. The object studied was the role of the village head in improving community welfare by using indicators from the part that is determined from the four. The results of this study indicate that the role of the Village Head in improving community welfare is measured from the four indicators, three indicators can be categorized as not optimal either including Innovators (Renewal), Pioneers and Modernizers (Thinking Forward).  These three indicators are still very far from being found in the Gonting Village Government. Garoga, however, there is one indicator that is quite optimal, namely the stabilizer, which is to create stability both in terms of security and order in the midst of the Gonting Garoga community. The inhibiting factors include human resources, both the village head, officials and also the Gonting Garoga community themselves, people who are less interested in change.Â
