Abstract

The problem in developing practical courses at universities that apply the distance education in Indonesia are: 1)It is difficult to determine the place of practice for students because students are spread in different locations; 2)The study program found it difficult to develop a practice course in distance education methods. The development of subject matter practice in the government science study program at Universitas Terbuka has a significant urgency with the needs of the people in Indonesia. This article aims to analyze the development of practical courses in government science study programs, in Universitas Terbuka.This article is the result of a research with a qualitative approach. Primary data obtained from interviews with experts, students, and graduate users. Secondary data includes the results of the literature review, the results of previous studies, and documents relating to practical subjects. The research findings are: 1)Mastery of students in understanding governance as science and art implies not only at the level of mastery of theory and concepts, but also the importance of prioritizing attitude skills and behavior in dealing with government phenomena. 2)The subject matter which has the potential to be developed into practice material is a course related to development, village government, the legislature, and the methodology of governmental science. The implication of this finding is the need to conduct a comparative study in the application of practical subjects at several other universities that use distance learning methods both domestically and abroad.

Abstract

Pada Focus Group Discusion (FGD) ditemukan Model Pembelajaran Cooperative Learning Berbasis Pendidikan Karakter ditemukan bahwa dalam penerapannya belum sepenuhnya diterapkan oleh guru sebagai pengajar pada ranah pembelajaran di sekolah. Hal ini disebabkan guru belum diberikan informasi atau pelatihan terkait dengan pembelajaran Cooperative Learning Berbasis Pendidikan Karakter. Pada workshop ini guru dibekali dengan model-model pembelajaran Cooperative Learning yang bernuansa Pendidikan karakter dalam menghadapi era digitalisasi 4.0, sehingga para guru Ketika mengajarkan pembelajaran di kelas dapat menerapka model tersebut secara paripurna. Tujuan diadakannya kegiatan ini adalah untuk mengetahui Pengembangan Model Pembelajaran Cooperative Learning Berbasis Pendidikan Karakter Dalam Menghadapi Era Digitalisasi 4.0 Bagi Guru Di Kabupaten Sumedang Provinsi Jawa Barat. Metode pelaksanaan workshop dilaksanakan dengan cara: 1) metode ceramah bervariasi yaitu Narasumber memberikan langsung materi penyajian dengan diselingi metode tanya jawab antar peserta; 2) Metode praktek, yaitu peserta diberikan contoh model pembelajaran yang inovatif dan bervariasi kemudian peserta membuat satu contoh model dan peserta membuat perangkat pembelajarannya sesuai jenjang pendidikannya. Adapaun hasil dari adanya workshop ini para guru dapat mengimplementasikan dengan baik dan sempurna model-model pembelajaran Ketika di kelasnya berbasis pada Pendidikan karakter dalam menghadapi era digitalisasi 4.0, sehingga siswa menjadi siap dengan perubahan zaman tersebut.

Abstract

The development of ecotourism in Indonesia is carried out not only by the government but also by Village-Owned Enterprises (BUMDes). One district, namely Klaten Regency, has 300 BUMDes from 319 villages, and is the largest district that has BUMDes businesses in various categories. Some of these BUMDes focus on developing tourism that utilizes natural wealth or other environmental potential. Tourism development is based on cooperative, participatory, emancipatory, transparent, accountable and sustainable principles. This research study method uses a qualitative descriptive approach. The research objects were 6 (six) villages in Klaten Regency, 3 (three) villages with BUMDes in the advanced category, 2 (two) BUMDes developing, and one BUMDes in the growing category. From the results of research on BUMDes, the principle of transparency is realized starting from budget management, for example at the start of its establishment it produces profits, which are paid as PADes amounting to 30% of the profits from business income and all of this can be accounted for for BUMDes in the advanced category. Meanwhile, BUMDes in the category of growth and development show the principle of transparency starting from the preparation of a master plan for developing business facilities from BUMDes, environmental management and intensifying promotion. Innovation and development of BUMDes that are successful and in the "advanced" category are the hopes of the community or village residents in Klaten Regency, because with the success of BUMDes will have an impact on the welfare of village communities. The success of BUMDes certainly cannot be separated from the role of various elements such as village government, community and community institutions.

Abstract

Pada FGD yang dilaksanakan oleh Pelaksana PkM ditemukan bahwa Hakikat Kurikulum Merdeka Belajar belum sepenuhnya di mengerti dan dimaknai secara mendalam oleh guru-guru di Kecamatan Buahdua baik dari segi: 1) Capaian pembelajaran; 2) Tujuan Pembelajaran; 3) Modul ajar; 4) Profil pelajar Pancasila; 5) Kriteria ketercapaian tujuan pembelajaran; 6) Teaching at the Right Leve; 7) Kurikulum operasional di satuan Pendidikan. Melihat dari masalah tersebut diatas maka diperlukan suatu perubahan yang sistematik dalam rangka menyambut perubahan Kurikulum tersebut. Pembelajaran di kelas akan berjalan maksimal dan optimal jika didukung oleh proses pembelajaran yang berkualitas, artinya bahwa guru serta merta harus memahami strategi belajar dan pembelajaran yang mengimplementasikan pembelajaran yang bermkana dalam hal ini kurikulum merdeka belajar. Kurikulum merdeka belajar merupakan kurikulum prototipe yang di kembangkan sebagai kerangka kurikulum yang lebih flesibel dan berfokus pada materi esensial serta pengembangan karakter dan kompetensi siswa. Kurikulum merdeka belajar adalah Pendidikan berpatokan pada esensi dan makna belajar siswa dimana setiap siswa memiliki bakat dan minat masing-masing. Pada workshop ini guru-guru dibekali tentang hakikat kurikulum merddeka belajar, pembuatan perangkat pembelajaran, dan asesmen kurikulum. Sehingga para guru Ketika mengajarkan pembelajaran di kelas dapat menerapka model tersebut secara baik dan memahami kurikulum merdeka belajar. Tujuan diadakannya kegiatan ini adalah untuk mengetahui pengenbangan dan implementasi kurikulum merdeka belajar bagi guru-guru di  Kecamatan Buahdua Kabupaten Sumedang Provinsi Sumedang. Metode pelaksanaan workshop dilaksanakan dengan cara : 1) metode ceramah bervariasi yaitu Narasumber memberikan langsung materi penyajian dengan diselingi metode tanya jawab antar peserta; 2) Metode praktek, yaitu narasumber memberikan contoh RPP kurikulum merdeka belajar kemudian peserta membuat satu contoh RPP Kurikulum merdeka belajar beserta asesmen-nya. Adapaun hasil dari adanya workshop ini para guru dapat mengimplementasikan kurikulum merdeka belajar dengan baik didalam kelas pada akhirnya siswa menjadi lebih mandiri dan bisa memaknai pembelajaran berbasis kurikulum merdeka belajar.

Abstract

Public service from upstream to downstream is filled with friendship, ethnicity, and political affiliation. It is common knowledge that the public service process, including investment services, is greatly influenced by who gets what in which relationship. The public service process does not have transparency in terms of time, costs, and procedures that must be followed, resulting in complicated procedures and quite high costs. Licensing procedures involving central authority are difficult to issue quickly in a simple process. Regulatory uncertainty is part of bad governance, this challenge must be overcome so that investors are attracted to Indonesia. Investors are not interested in entering Indonesia but have difficulty realizing their investment. The problem is not as easy as turning the palm of the hand to make the investment climate in Indonesia attract investors. Issues related to ease of licensing, overlapping laws and regulations, and regulations that are out of sync are still often heard. The concept of one-stop integrated services to electronically integrated business licensing has been echoed. For this reason, reforming business licensing and regulations is a national priority agenda, the government is committed to providing legal certainty for investors and business actors. This is one method of bureaucratic reform, namely "regulation and deregulation" meaning that for things that have not been regulated, regulations need to be carried out. In contrast, for existing laws and regulations that are considered to cause various problems, deregulation needs to be carried out. This research study method uses a qualitative descriptive approach. Generally, studies of the symptoms, processes and meaning of regulation are more directed at economic regulations which have implications for the economic sector or regulations for economic activities or sectors in a country, especially markets.

Abstract

The development of ecotourism in Indonesia has increasingly involved Village-Owned Enterprises (BUMDes) as institutional drivers of rural innovation and socio-economic transformation. This study explores the innovation practices of BUMDes in Klaten Regency, Central Java, which hosts one of the highest concentrations of active BUMDes in the country. Using a qualitative descriptive approach, the research examines six villages, including BUMDes classified as advanced, developing, and growing, with a focus on how innovation principles are implemented in ecotourism development. Data were collected through interviews, observations, and document analysis. The findings reveal that successful BUMDes adopt cooperative, participatory, emancipatory, transparent, accountable, and sustainable management practices. Villages such as Ponggok have leveraged natural resources, particularly water-based tourism, to generate substantial local revenue, reduce unemployment, and promote community participation. However, challenges remain, including limited human resources, regulatory constraints, and uneven innovation capacity across BUMDes categories. The study underscores the importance of institutional innovation, capacity building, and cross-sector collaboration in realizing ecotourism’s potential for rural empowerment. These insights contribute to the discourse on sustainable village development and provide practical implications for policy and community-based tourism governance.
