Abstract

Implementasi Kerja Sama Pemerintah dan Badan Usaha (KPBU) dengan mekanisme Availability Payment (AP) menjadi solusi strategis dalam mengatasi keterbatasan anggaran dan kebutuhan pembangunan infrastruktur. Namun, keberhasilan skema ini sangat bergantung pada kesiapan daerah yang dapat diukur melalui indikator yang jelas. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor utama yang menjadi dasar dalam penilaian kesiapan daerah dalam mengimplementasikan skema KPBU AP pada pembangunan infrastruktur di tingkat kabupaten/kota. Metode yang digunakan adalah studi literatur dengan analisis tematik, yang melibatkan kajian terhadap peraturan perundang-undangan, sistem penilaian kesiapan yang dikembangkan oleh organisasi internasional seperti The World Bank, UNECE, dan UNESCAP, serta literatur ilmiah terindeks yang relevan. Hasil penelitian menunjukkan bahwa fakotr utama dalam penilaian kesiapan daerah meliputi kerangka peraturan dan kebijakan, kerangka kelembagaan dan kapasitas pemerintah, kondisi lingkungan ekonomi, sosial, dan politik, kemampuan finansial dan akses keuangan, serta kapasitas penyedia jasa dalam mendukung implementasi proyek KPBU AP. Penelitian ini bersifat konseptual dan berkontribusi dalam mengidentifikasi faktor-faktor yang perlu diperhatikan dalam penilaian kesiapan daerah tanpa mengembangkan sistem pengukuran spesifik. Temuan ini diharapkan dapat menjadi landasan bagi penelitian selanjutnya dalam mengembangkan instrumen evaluasi kesiapan daerah serta mendukung perumusan kebijakan yang lebih adaptif, meningkatkan daya tarik proyek bagi sektor swasta, serta memastikan keberlanjutan penyelenggaraan infrastruktur melalui skema KPBU AP.

Abstract

Indonesia's economic growth drives infrastructure development as outlined in National Medium-Term Development Plan 2020–2024. However, a funding gap of USD 164.5 million exists between infrastructure investment needs (USD 391.7 million) and State Budget allocations (USD 144.9 million). To narrow this gap, the government utilizes Surat Berharga Syariah Negara (SBSN) as an alternative financing source for construction projects. This research aims to identify factors influencing SBSN utilization, review its implementation and evaluation, and develop strategies for SBSN utilization. The research was conducted by using mixed-method approach with quantitative analysis using Internal Factor Evaluation (IFE), External Factor Evaluation (EFE), and SWOT matrices along with qualitative analysis through the interview with stakeholders involved in one of educational infrastructure construction project at a major university in Indonesia. SBSN primary strength is the guarantee of fund availability throughout the contract period, which ensures sustained financing during project execution. Conversely, its notable limitation is the funding restriction confined exclusively to asset acquisition expenditures, thereby limiting its applicability for other financial needs. However, the implementation of SBSN faces challenges, such as regulatory ambiguities, ineffective coordination in project monitoring and control, and insufficient understanding among involved human resources. Proposed strategies include enhancing monitoring and evaluation systems, clarifying regulations, and providing training and capacity building for relevant stakeholders to utilize SBSN in construction projects.

Abstract

Kualitas konstruksi infrastruktur pemerintah harus terjaga untuk memberikan keamanan dan kenyamanan kepada masyarakat yang menggunakannya. Sistem pengadaan yang digunakan oleh pemerintah untuk mengadakan proyek konstruksi mempengaruhi harga penawaran dan dapat berdampak pada pengelolaan keuangan dan kualitas konstruksi yang dilakukan oleh penyedia jasa. Oleh karena itu, penelitian ini dilakukan dengan membawa tujuan yaitu: 1) mengidentifikasi kualitas proyek konstruksi pemerintah pada daerah tinjauan; 2) mengidentifikasi pengaruh metode pengadaan sesuai Perpres No.12 Tahun 2021 terhadap kualitas proyek konstruksi pemerintah pada daerah tinjauan. Penelitian ini menggunakan metode data kualitatif dan proyek-proyek tinjauan dari Dinas PUPR dan Dinas DIKBUD Kabupaten Tegal. Data dikumpulkan melalui wawancara, kajian literatur, pengambilan data langsung, dan survei lapangan. Analisis dilakukan untuk mengevaluasi implementasi regulasi tinjauan, kualitas konstruksi berdasarkan metode pengadaan, dan pengaruh sistem pengadaan terhadap kualitas konstruksi proyek pemerintah. Dari analisis yang dilakukan didapatkan kesimpulan yaitu: 1) proyek konstruksi pemerintah di Kabupaten Tegal yang diadakan dengan metode pengadaan langsung menghasilkan kualitas konstruksi yang lebih baik dibandingkan dengan proyek konstruksi pemerintah yang diadakan dengan metode tender; 2) faktor pengaruh utamanya adalah rendahnya harga penawaran pada proyek tender sehingga anggaran yang dimiliki penyedia jasa lebih sedikit dan muncul potensi kecurangan pada spesifikasi supaya penyedia jasa tetap mendapatkan laba.

Abstract

Permasalahan penerapan keselamatan konstruksi sering kali muncul akibat perencanaan dan pelaksanaan Sistem Manajemen Keselamatan Konstruksi (SMKK) yang kurang maksimal. Pemerintah Indonesia telah mengeluarkan Peraturan Menteri PUPR Nomor 10 Tahun 2021 yang mewajibkan penerapan SMKK di semua proyek konstruksi, baik pemerintah maupun swasta, sebagai bagian dari perencanaan dan pengendalian proyek. Penelitian ini menggunakan metode campuran kualitatif dan kuantitatif, termasuk kuesioner dan pengkajian variabel penilaian penerapan SMKK. Tujuan dari penelitian ini menggambarkan penerapan SMKK pada proyek pemerintah dan proyek swasta, serta mengidentifikasi kendala dan upaya yang telah dilakukan, dan memberikan rekomendasi terkait penerapan SMKK berdasarkan temuan penelitian. Penelitian menunjukkan penerapan SMKK pada proyek pemerintah mencapai 90,45% dan 93,31% pada proyek swasta. Perbandingan persentase yang tidak jauh berbeda dikarenakan adanya proyek pemerintah memiliki perbedaan penerapan yang signifikan. Kendala yang dihadapi meliputi penggunaan Alat Pelindung Diri (APD) yang tidak optimal, dana yang terbatas, pengawasan yang inkonsisten pada proyek pemerintah, dan pengguna jasa pada proyek swasta yang tidak berlatar belakang teknik sipil. Beberapa upaya telah dilakukan untuk meningkatkan penerapan SMKK, termasuk komitmen pengguna jasa, pengadaan APD, manajemen penggunaan dana terkait implementasi SMKK, serta komunikasi dan integrasi antara pengguna jasa dan penyedia jasa pada proyek swasta. Rekomendasi perbaikan yang diusulkan pada penelitian adalah sikap ownership danleadership, komunikasi dan good governance, kesadaran dan kepatuhan terkait penggunaan APD pada proyek pemerintah dan proyek swasta. Transparansi penggunaan dana terkait penerapan SMKK khususnya pada proyek pemerintah, dan Pelatihan sesuai dengan kebutuhan sumber daya pada proyek terkhusus pada proyek swasta menjadi kebutuhan perbaikan penerapan SMKK pada proyek-proyek selanjutnya.

Abstract

Public-Private Partnership (PPP) in local government is an infrastructure financing innovation introduced as a crucial solution for infrastructure procurement and improving public services in the regions. However, the adoption of the PPP scheme in various regions is considered less than optimal, where several structural obstacles hinder the potential for private investment in supporting regional development. This problem indicates the need for a deeper understanding of the factors that influence the adoption of PPP. This study aims to analyze the context of PPP adoption and develop an adoption model using the approach of three main theories: the Diffusion of Innovation Theory, Institutional Theory, and Stakeholder Theory. Through a systematic literature review of 23 publications, it was found that the majority of PPP research focuses on the post-adoption and implementation phases. More critically, all articles using a theoretical approach (Diffusion of Innovation, Institutional, and Stakeholder) were found to examine implementation at the Central Government level, and none focused on the Local Government context. This review provides in-depth insight into the drivers and barriers of PPP adoption. The implication is that these findings serve as a vital foundation for Local Governments to formulate targeted policies, thereby accelerating PPP implementation and fostering sustainable regional development.

Abstract

Sistem Manajemen Keselamatan Konstruksi (SMKK) merupakan kebijakan pemerintah melalui Permen PUPR No. 10 Tahun 2021 yang bertujuan meningkatkan keselamatan kerja di proyek konstruksi. Konsultan Manajemen Konstruksi (MK) memiliki peran penting dalam mengawasi penerapannya, terutama di lapangan. Penelitian ini bertujuan mengevaluasi tingkat pengawasan yang dilakukan oleh konsultan MK kelas menengah di Kota Bandung, mengidentifikasi kendala yang dihadapi, serta merumuskan strategi pengawasan yang tepat. Metode yang digunakan adalah pendekatan campuran kuantitatif dan kualitatif, dengan pengumpulan data melalui kuesioner dan wawancara kepada konsultan MK dan pengguna jasa. Hasil menunjukkan adanya kesenjangan persepsi antara konsultan MK yang menilai kinerja pengawasannya sudah baik (81,2%) tetapi pengguna jasa menilai masih kurang (55,2%). Kendala utama meliputi rendahnya kesadaran pekerja terhadap keselamatan, lemahnya koordinasi antar pihak, keterbatasan tenaga ahli K3, serta minimnya penegakan aturan. Strategi yang diusulkan mencakup peningkatan kompetensi dan jumlah tenaga ahli K3, digitalisasi dokumentasi, pengawasan proaktif, serta penguatan kolaborasi antara konsultan MK dan pengguna jasa.

Abstract

The high-rise building construction industry is characterized by a high risk of occupational accidents, where unsafe actions are the dominant cause of incidents. This study aims to identify the most frequent unsafe actions occurring in PT “X” (a state-owned enterprise) building projects to support effective prevention strategies. The research method includes a literature review, validation of indicators by five construction safety experts, development of a Likert-scale questionnaire, data collection from 119 project management respondents via Google Forms, and descriptive analysis combined with a focus group discussion (FGD) to determine intervention priorities. Validity and reliability tests confirmed that the research instrument is appropriate, with Cronbach’s Alpha values ranging from 0.769 to 0.927. Descriptive statistical analysis revealed the three highest-risk behaviors: working while smoking (mean 2.857), storing materials in inappropriate locations (mean 2.832), and improper or incomplete use of personal protective equipment (mean 2.630). Through the FGD, seven unsafe actions were identified as top priorities for intervention, including working in haste, forcing work under unfit physical and mental conditions, and relying on personal work methods that disregard standard procedures. The study concludes that controlling worker behavior through strengthening safety culture, consistent implementation of procedures, effective supervision, and continuous training is essential. These findings are expected to serve as a foundation for developing targeted intervention strategies to reduce accident rates in building construction projects.

Abstract

Women's participation in the construction sector remains significantly low on a global scale. This persistent underrepresentation is primarily driven by multiple systemic barriers that severely limit career advancement, retention, and professional development for female practitioners. Consequently, there is a critical need for comprehensive systematic analysis and strategic solutions to address these challenges within the architecture, engineering, and construction (AEC) industries. This study aims to systematically analyze the multifaceted challenges, emerging opportunities, and practical strategic solutions for enhancing women's involvement in the construction industry through an integrative methodological approach. The research methodology encompasses a comprehensive integrative literature review combined with a robust SWOT analysis framework, involving extensive database searches across major academic repositories, strict quality assessments, and systematic data extraction. The findings identify critical internal barriers such as workplace discrimination, safety concerns, work-life balance challenges, and limited career progression pathways. However, favorable external opportunities such as technological advancements, evolving industry policy reforms, and severe labor shortages creating high demand provide viable avenues for long-term professional growth and integration. Furthermore, this research proposes structured strategic development pathways, including targeted training programs, flexible work arrangements, institutionalized mentoring, and the cultivation of an inclusive organizational culture. By bridging the gap between internal diagnostics and external environmental scanning, this paper contributes an evidence-based strategic framework and actionable recommendations for diverse industry stakeholders. Ultimately, it fosters a sustainable development pathway for gender equality, ensuring that women's participation is recognized not merely as a compliance measure, but as a strategic catalyst for long-term industry innovation, workforce resilience, and overall organizational efficiency in the built environment

Abstract

The Design-Bid-Build (DBB) method remains entrenched in Indonesia's construction sector, despite recognized inefficiencies regarding project duration and coordination. The Design-Build (DB) method, offering enhanced integration by combining design and construction responsibilities within a single entity (the designbuilder), has emerged as a significant alternative. Although DB presents advantages, its implementation poses distinct challenges for both design consultants and contractors. This study aims to empirically identify the key opportunities and challenges encountered by design consultants and contractors participating in building projects utilizing the DB method in Indonesia. Employing a mixed-methods approach, quantitative data were gathered via questionnaires and analyzed using the Relative Importance Index (RII), while qualitative insights were obtained through interviews and subjected to descriptive analysis. The research focused specifically on design consultants and contractors involved in Indonesian DB building projects, yielding 8 consultant and 20 contractor respondents. Findings indicate that the primary opportunity for both parties stems from early and sustained collaboration inherent in the DB model, facilitating streamlined project execution. However, significant challenges persist that design consultants face, including compressed timelines for preparing bidding documentation and finalizing designs, while contractors encounter difficulties in securing timely design approvals and exercising adequate on-site project control. This research provides crucial empirical evidence on the specific dynamics affecting key stakeholders, contributing valuable insights for optimizing the implementation of the Design-Build procurement system within the Indonesian construction industry.
