Abstract

Tulisan ini berupaya menggali konteks yang membentuk dan mengembangkan ancaman stunting (gangguan tumbuh dan kembang) sumber daya manusia Indonesia di tingkat lokal masuk dalam status kronis. Dengan meneliti kasus stunting di Trenggalek, mengindikasikan pelembagaan urusan wajib pemerintahan bidang kesehatan oleh pemerintah di tingkat lokal sebagai hasil  pembagian kewenangan pusat dan daerah di Indonesia tidak bekerja pada ruang hampa bebas nilai, bahkan seringkali terbawa arus sehingga tidak ada kelembagaan kesehatan yang kokoh di tingkat lokal. Absennya pelembagaan terhadap masalah kesehatan  stunting ini tidak terlepas dari pembiaran kekosongan pengetahuan tentang stunting di masyarakat yang lambat laun menyusup dalam logik berfikir negara di tingkat lokal. Data dalam tulisan ini dicari mempergunakan wawancara mendalam kepada kepada aktor-aktor pengambil kebijakan, orang tua anak stunting, petugas pemberi layanan kesehatan kepada anak stunting, dan perangkat desa di Kabupaten Trenggalek. Hasilnya adalah terjadi perubahan logika berfikir dari stunting adalah hanya permasalahan kesehatan menjadi stunting adalah permasalahan sosial yang harus diselesaikan oleh berbagai sektor. Perubahan logika berfikir ini memberikan dampak secara kelembagaan pada kebijakan penanganan stunting di Kabupaten Trenggalek.

Abstract

For a very long time, villages have been positioned as objects of development by the state in various fields of development, including health and human resources. After the implementation of the village law issued in 2014, villages were granted autonomy. The granting of this autonomy does not necessarily make the village dissolve in the euphoria of celebrating managing its territory, especially health matters. Villages cannot simply be separated from the resources of the authorities that have been accustomed to relied on villages so far. Our study shows that there are negotiation efforts between the two autonomous regions to resolve cases of stunting (failure to develop and develop children) in Trenggalek District. What we want to put forward in this study is the strategy adopted by the village and the ingenuity of the district to embrace the village in preventing and reducing stunting. This research use a qualitative research methodThrough interviews with various parties at the local, sub-district, and village government levels, we found that the negotiations carried out had been able to change the ego between actors and the negative stigma about stunting into a collective force capable of fighting the high rate of stunting in Trenggalek District. Stunting is not only a problem for the health department . The stunting case in Trenggalek District can be reduced through cooperation between actors from various sectors because stunting is a form of failure of various policies that must be addressed together.

Abstract

Pendapatan Asli Daerah (PAD) seringkali dijadikan bahan komparasi antar kabupaten/kota di Indonesia. Tidak hanya besarannya saja, tetapi juga komposisinya terhadap jumlah pendapatan daerah selain dari dana perimbangan dan lain-lain pendapatan daerah yang sah menarik untuk dikaji. Umumnya, penerimaan PAD didominasi oleh pajak daerah. Sayangnya, jenis-jenis pajak daerah terlalu kaku sehingga menyulitkan bagi kabupaten/kota dalam berinovasi demi meningkatkan PAD. Untuk meningkatkan PAD lahkah pertama yang diperlukan adalah menganalisis potensi daerah masing-masing. Dengan mempergunakan dokumen-dokumen keluaran Pemerintah Kota Malang antara tahun 2012-2019 yang dianalisis secara kuantitatif, tulisan ini menemukan hasil bahwa perkembangan ekonomi telah merubah potensi daerah. Beberapa sektor pajak seperti BPHTB, PBB, dan PPJ tidak dapat lagi dijadikan sebagai sektor yang diandalkan apabila masih dikalkukasi dan dikelola dengan pemahaman lama. Terdapat faktor yang tidak dapat dikendalikan oleh pemerintah Kota Malang, seperti suku bunga bank, pertumbuhan ekonomi makro, nilai tukar rupiah terhada dolar, dan lain-lain yang juga berpengaruh pada realisasi pajak daerah. Perkembangan ekonomi Kota Malang telah menghasilkan primadona baru dalam pajak daerah, yaitu hotel dan restoran. Sayangnya Pemerintah Kota Malang masih terlalu berfokus pada BPHTB, PBB, dan PPJ sehingga belum mengoptimalkan potensi pajak hotel dan restoran.

Abstract

This research will explore the role and involvement of the indigenous people, the Dayak Tribe, in resolving the problem of wildfire and transboundary haze pollution. This article's case study will focus on Kapuas Hulu, Kalimantan Barat. The research aims to explain indigenous people's participation in resolving transboundary haze pollution in West Borneo. This article will use qualitative methods and a descriptive approach. Data collection and analysis will be done through 1) observation to map the actors involved in resolving transboundary haze pollution, 2) interviews with actors affected by transboundary haze pollution, and 3) assessment to clarify data and secondary sources from the government. The research concludes that the involvement of the Dayak People as an indigenous tribe in West Kalimantan is relatively minimum in solving the transboundary haze pollution. Government programs focusing on transboundary haze pollution should engage with Indigenous tribes actively and deliberately.

Abstract

The objective of this study is to investigate how right-wing populist parties influenced post-pandemic welfare state policy shifts, particularly in family welfare, gender equality, and immigration. This research utilizes right-wing populism and welfare state regime theories. Employing a Most Similar Systems Design (MSSD) and a qualitative comparative case study approach, this research analyzes policy changes from 2020-2024 using secondary data. Findings indicate that Italy, under right-wing populist governance, adopted exclusionary policies, reinforced traditional family structures, and restricted migrant access to social benefits. Conversely, Spain’s governance expanded social protections, promoting inclusive gender policies and migrant integration. The study concludes that right-wing populism significantly shaped divergent welfare state responses in these comparable Southern European contexts.

Abstract

This article explores the intersection of the processes and dynamics of democratic regression, illiberal peacebuilding and path dependence in the?context of the Guyana-Venezuela territorial dispute for the Essequibo region. It was based on colonial era resentment, and has been worsened by the oil discovery - it speaks?to different but equally implacable forms of conflict resolution. Venezuela uses nationalist mobilization and autocratic means for domestic hegemony, while its partner Guyana resorts to technocratic legalism?in the form of international adjudication, all too often avoiding broad-based public participation. The analysis employs a qualitative comparative-historical analysis (CHA) within an HI approach to demonstrate how path?dependent institutional behavior influences state response to geopolitical disputes. The study makes comparisons to other international disputes, including Russia's forcible annexation of Crimea and China's construction works?in the South China Sea, with a view to illustrating how territorial conflicts can be exploited by illiberal regimes. The evidence indicates that procedural?democracy without participation and overt authoritarianism support the erosion of democratic governance. The article argues in favour of transparent, inclusive and?participatory peace-building approaches with regional organizations and impartial mediators. It maintains?that a sustainable solution to conflict must harmonize legal structures and democratic values when dealing with territorial disputes and domestic challenges to regime legitimacy in the Latin American context.

Abstract

Gerakan pemisahan diri terbentuk akibat tidak terpenuhinya hak-hak dasar masyarakat daerah dan kebijakan pemerintah pusat yang cenderung diskriminatif. Peneliti mengkaji gerakan pemisahan diri Papua Barat dan Catalonia karena keduanya mengalami kegagalan akibat tidak adanya dukungan aktor regional. Dukungan aktor regional terbagi menjadi tiga: provision of tangible support diplomatic role, dan regional actor’s ability to shape great power foreign policy. Tujuan penelitian adalah untuk memahami hubungan antara dukungan aktor regional dengan kegagalan gerakan pemisahan diri di Papua Barat dan Catalonia. Metode yang digunakan adalah kualitatif komparatif dengan teknik studi kepustakaan. Hasil penelitian menunjukkan: dalam hal penyediaan dukungan nyata, Indonesia menggunakan kekuatan militer untuk menggagalkan kemerdekaan Papua Barat yang berbeda dengan sikap tidak memberikan dukungan apapun terhadap Catalonia maupun Spanyol dari Uni Eropa; dalam hal peran diplomatik, Indonesia mencari dukungan diplomatik negara Asia dan Afrika berbeda dengan Uni Eropa yang absen sebagai mediator konflik dan menghormati Konstitusi Spanyol; dalam hal kemampuan aktor regional mempengaruhi kebijakan luar negeri negara adidaya, kebijakan luar negeri Amerika Serikat berubah mengikuti kepentingannya dalam investasi tambang di Indonesia sedangkan dalam kasus Catalonia kerangka kebijakan luar negeri Amerika tetap sama.

Abstract

This study investigates the manifestation of neo-extractivism within Indonesia’s nickel downstreaming policy by specifically examining the Weda Bay Industrial Park (IWIP). To provide context, the research analyzes how state-led industrial strategies, often presented as resource nationalism, intersect with the demands of the global energy transition and local socio-ecological conditions. A qualitative single case study design was applied for this researh. Furthermore, the analysis utilizes Svampa’s framework of neo-extractivism, which includes three specific dimensions: the eco-territorial turn, the commodities consensus and developmentalist illusion, and new dependencies. The findings indicate that IWIP represents Indonesia’s ambition to move from a raw material exporter to a strategic processing hub, yet one must acknowledge that this transformation is established through ecological degradation, the dispossession of indigenous communities, and persistent inequality. Moreover, the study shows that rapid economic growth in North Maluku failed to improve household welfare, effectively confirming the presence of a developmentalist illusion. Indonesia’s reliance on Chinese capital, technology, and offtake agreements has also entrenched structural subordination, thereby creating new dependencies. Consequently, the research concludes that IWIP illustrates the inherent contradictions of neo-extractivism, which underscores the necessity for a radical reorientation toward development models that are socially and ecologically just.

Abstract

This article examines the transformation of political Islam in Aceh, Indonesia, within the context of decentralized democracy. It traces the evolution of religious governance from insurgency and culturally embedded practices to the establishment of formal judicial and administrative systems. The research draws on qualitative fieldwork conducted in Aceh, combining document analysis, participant observation, field visits, and nine semi-structured interviews with actors from Islamic institutions, political bodies, and civil society organizations. The paper studies the embedding of Sharia into local governance through legal, institutional, and administrative mechanisms. The results show that Aceh’s post-conflict Islamic order developed along three primary trajectories: political reintegration, the codification of ideology into law, and the bureaucratization of religious practices. Sharia is operationalized through qanun legislation, Islamic courts, religious authorities, and enforcement agencies, resulting in a system where moral regulation is embedded within the state apparatus. This configuration enhances political legitimacy and Acehnese identity, yet it also generates challenges related to gender equality, minority rights, and democratic accountability. The article argues that Islamic governance in Aceh arises from institutional compromise rather than ideological dominance, underscoring both the capacity and constraints of political Islam in a pluralist democracy Artikel ini meneroka transformasi Islam politik di Aceh, Indonesia, dalam konteks demokrasi yang terdesentralisasi, dan menelusuri evolusi governansi keagamaan dari fase pemberontakan dan praktik keagamaan kultural menuju pembentukan sistem peradilan dan administrasi formal. Berdasarkan riset lapangan yang dilakukan di Banda Aceh, penelitian ini menggunakan wawancara, analisis dokumen, dan observasi partisipan. Artikel ini juga menelaah bagaimana Syariah dilembagakan dalam pemerintahan lokal melalui mekanisme hukum, institusional, dan administratif. Hasil penelitian menunjukkan bahwa tatanan Islam pasca-konflik di Aceh berkembang melalui tiga trajektori utama: reintegrasi politik, kodifikasi ideologi ke dalam hukum, dan birokratisasi praktik keagamaan. Syariah dioperasionalisasikan melalui legislasi qanun, peradilan Islam, otoritas keagamaan, dan lembaga penegakan hukum, sehingga menghasilkan suatu sistem di mana regulasi moral terintegrasi ke dalam aparatus negara. Konfigurasi ini memperkuat legitimasi politik dan identitas Aceh, namun sekaligus memunculkan tantangan terkait kesetaraan gender, hak-hak minoritas, dan akuntabilitas demokratis. Artikel ini berargumen bahwa governansi Islam di Aceh muncul dari kompromi institusional, bukan dari dominasi ideologis, yang menegaskan kapasitas sekaligus keterbatasan Islam politik dalam demokrasi pluralistik.

Abstract

Indonesia has signed multiple Free Trade Agreements (FTAs) to expand market access. However, the utilization rate of preferential tariffs remains low, while non-tariff barriers and rules of origin (ROO) complexity persist. This study aims to assess the effectiveness of Indonesia’s FTAs in reducing trade barriers, explain the implementation factors that make their impacts partial, and draw implications for Indonesia’s national economic strategy. Using a qualitative policy case study approach, the research combines semi-structured online interviews with eight officials from the Ministry of Trade and document analysis of FTA texts, implementing regulations, technical reports, and trade data; validity is strengthened through source triangulation. The findings show that FTAs have lowered tariffs and expanded market coverage to roughly 70% of Indonesia’s exports, yet the benefits have not been translated evenly across firms. Preferential use particularly among MSMEs is constrained by ROO compliance costs, documentation and input traceability burdens, post-shipment verification concerns, and divergent technical standards and certification requirements. Moreover, rising sustainability and labor compliance demands increase compliance costs, leaving de facto barriers significant even when preferential tariffs are available. FTA proliferation also generates a noodle bowl effect through overlapping rules and procedures, prompting firms to choose MFN tariffs when preferential savings do not justify administrative costs. The study concludes that FTA effectiveness depends critically on regulatory harmonization, simplification of preferential procedures, strengthened MSME compliance capacity, and enhanced digital trade facilitation to ensure more inclusive and sustainable gains.
