Abstract

PKM bertujuan meningkatkan omset penjualan kelompok pengusaha mikro Aisyiyah yang terdampak pandemi Covid-19. Mereka selama ini hanya menjual produknya kepada tetangga dan teman dekat karena kurangnya sarana promosi yang memadai. Untuk memulai langkah pengembangan promosi, pengusul mengajak mereka untuk mengenali kekuatan, kelemahan, peluang, dan tantangan dengan menerapkan analisis SWOT. Tujuan dari Kegiatan PKM ini memberikan pendampingan serta pelatihan tentang pengemasan produk, serta promosi online dan offline menggunakan berbagai media promosi kepada para pengusaha mikro kecil skala rumahan yang menjadi binaan Majelis Ekonomi. Kegiatan. Tahap pelaksanaan meliputi kajian dengan metode SWOT, memberikan pelatihan dan pendampingan strategi promosi, menentukan segmen pasar, membuat desain model promosi, praktik promosi secara digital, memantau perkembangan omset penjualan produk, melakukan analisa terhadap omset penjualan, dan mendesain ulang strategi promosi jika perlu. Kegiatan pengabdian masyarakat ini dalam penyelenggaraannya dilakukan melalui dua tahap pelatihan yaitu pertama tahap pelatihan pengemasan produk dan tahap kedua pelatihan promosi berhasil secara signifikan. Peserta mendaptkan pengetahuan yang bermanfaat bagi pengembangan usahanya dalam hal ini mampu membuat foto produk yang berkarakter dan layak diunggah sebagai promosi dalam media sosial. Hasil kegiatan berhasil meningkatan omset penjualan produk kelompok pengusaha mikro kecil Aisyiyah skala rumahan meskipun baru 50%. Sedangkan 50% peserta lainnya masih mendapatkan pendampingan dari tim pelaksana kegiatan pengabdian masyarakat dan Majelis Ekonomi Pimpinan Daerah Aisyiyah Kabupaten Jember   Increased product sales turnover of Aisyiyah home-based micro and small entrepreneurs through product packaging training and online/offline promotion.   Abstract: PKM aims to increase the sales turnover of the Aisyiyah micro-entrepreneur group affected by the Covid-19 pandemic. They have only sold their products to neighbors and close friends due to the lack of adequate means of promotion. To begin the promotion development step, the proposer invites them to recognize strengths, weaknesses, opportunities, and challenges by applying a SWOT analysis. The purpose of this PKM activity is to provide assistance and training on product packaging, as well as online and offline promotion using various promotional media to home-scale micro-small entrepreneurs who are fostered by the Economic Council. Activities. The implementation stage includes studies with the SWOT method, providing training and assistance in promotional strategies, determining market segments, designing promotional models digital promotional practices, monitoring the development of product sales turnover, analyzing sales turnover, and redesigning promotional strategies if necessary. This community service activity, in its implementation, is carried out through two stages of training. Namely, the first stage of product packaging training and the second stage of promotional training is significantly successful. Participants gain knowledge that is useful for their business development, in this case, being able to make product photos that have character and are worthy of being uploaded as promotions on social media. The results of the activity succeeded in increasing the sales turnover of the products of the home-scale Aisyiyah small micro-entrepreneur group, even though it was only 50%. While the other 50% of participants still received assistance from the implementation team of community service activities and the Economic Council of Aisyiyah Regional Leaders of Jember Regency.

Abstract

This volunteer effort intends to help the Aisyiyah Branch Leader of the Jember Regency deal with instances of abuse against women. To address cases of abuse against women, both non-litigation and litigation strategies are used. The overall number of participants in all the action was 50 (fifty). Three (3) steps make up the execution of this community service: preparation, performance, and evaluation. There were two activities before the event: (1) Through the distribution of questionnaires, the community service activities confirmed to the Aisyiyah Branch Manager the types of violent cases that had happened and the breadth of the handling efforts that had been made in the working area of the Aisyiyah Sumbersari Branch Manager, Jember Regency. (2) The service project delivery includes data processing from the distributed surveys. (3) The activity's organizer must create the materials necessary by the Aisyiyah Branch Managers in the office of the Aisyiyah Sumbersari Branch Manager, Jember Regency, based on the data acquired regarding the various types of violence. The primary topic of the literature is litigation, or the processes used to adjudicate cases of victimized violence in court system. While the purpose of non-litigation is to help by using alternate techniques without going through legitimate methods. According to the evaluation of the activities, the Aisyiyah Branch Leaders in the Jember Regency-managed Aisyiyah Sumbersari Branch are better able to handle situations of violence against women.

Abstract

The transformation of public policy in Indonesia takes place gradually and accumulatively, not through radical changes. The analytical framework of policy evolution theory can be used to understand this change as an adaptive process to internal and external dynamics. This research aims to describe the application of the incremental approach in education reform and regional autonomy in Indonesia. Utilizing a desk study method, the article traces patterns of policy change through analysis of academic literature. The findings reveal that curriculum reform and decentralization policy revision clearly embody evolutionary principles, such as institutional selection, collective learning, and adaptation to environmental pressures. The conclusion of the article emphasizes the relevance of the policy evolution approach to understand the complexity and contextuality of governance change in Indonesia.

Abstract

This article's main focus research result is on the unpredictable public service in Covid-19 pandemic as a factor in the quick digitization of public services. During the Covid-19 Pandemic, in the Population and Civil Registry Office of Situbondo Regency adopted an online population management service information system (SILAO). Data for this study were gathered through observation and interviews using a qualitative methodology. Using qualitative descriptive analysis is applied to data collection and analysis. Face-to-face interaction has been displaced with electronic delivery of public services. The results of the study show that This article's main focus is on the unpredictable COVID-19 pandemic as a factor in the quick digitization of public services. During the Covid-19 Pandemic, the Population and Civil Registry Office of Situbondo Regency adopted an online population management service information system (SILAO). Face-to-face interaction has been displaced with electronic delivery of public services. This research found that the public service technology system that had been built during the pandemic did not always guarantee that the public service had been implemented successfully. Public service technology system, requires a stable internet signal. The power of the internet, which has been unstable, has affected the poor quality of public services. Fokus utama artikel  ini adalah pada ketidakpastian  pelayanan publik di masa pandemi Covid-19 sebagai faktor cepatnya digitalisasi pelayanan publik. Pada Masa Pandemi Covid-19, di Dinas Kependudukan dan Catatan Sipil Kabupaten Situbondo mengadopsi sistem informasi pelayanan pengelolaan kependudukan secara daring (SILAO). Data untuk penelitian ini dikumpulkan melalui observasi dan wawancara dengan menggunakan metodologi kualitatif. Menggunakan analisis deskriptif kualitatif diterapkan pada pengumpulan dan analisis data. Interaksi tatap muka telah digantikan dengan penyampaian layanan publik secara elektronik. Hasil penelitian menunjukkan bahwa fokus utama artikel ini adalah pada pandemi COVID-19 yang tidak dapat diprediksi sebagai faktor dalam digitalisasi layanan publik yang cepat. Pada Masa Pandemi Covid-19, Dinas Kependudukan dan Catatan Sipil Kabupaten Situbondo mengadopsi sistem informasi pelayanan pengelolaan kependudukan secara online (SILAO). Interaksi tatap muka telah digantikan dengan penyampaian layanan publik secara elektronik. Penelitian ini menemukan bahwa sistem teknologi pelayanan publik yang telah dibangun selama pandemi tidak selalu menjamin bahwa pelayanan publik telah berhasil dilaksanakan. Sistem teknologi pelayanan publik, membutuhkan sinyal internet yang stabil. Kekuatan internet, yang selama ini tidak stabil, telah mempengaruhi buruknya kualitas pelayanan publik.

Abstract

This article discusses "The phenomenon of ambivalence in policy implementation: How Muhammadiyah / Aisyiyah Universities protect women from sexual violence". This phenomenon began when the Ministry refused to change the statement by the Council for Higher Education, Research and Development regarding the revision of article 5 (paragraph 2). ).Due to the Minister's rejection, the Rectors of Muhammadiyah/Aisyiyah as street level bureaucracy, only adopted clauses in the articles of the ministerial regulations that were in line with Islamic values and principles, and integrated them with interpretive clauses related to Article 5 (paragraph 2). ) becomes a new policy. This research uses qualitative research. The informant were the Rectors of Muhamamdiyah/Aisyiyah Universities in the Eastern part of East Java. Qualitative descriptive techniques are used to analyze the data. Each Muhamamdiyah/Aisyiyah University is currently implementing this new policy internally. Presumably because it is enforced internally, the Ministry has not banned this practice. These findings highlight the flexibility of implementing policies to protect women against sexual violence, allowing for changes in line with the internal norms and principles of street-level bureaucracy.Artikel ini membahas tentang “Fenomena ambivalensi dalam implementasi kebijakan: Bagaimana Perguruan Tinggi Muhammadiyah /Aisyiyah melindungi perempuan dari kekerasan seksual”. Fenomena ini bermula ketika Kementerian menolak mengubah pernyataan Majelis Pendidikan Tinggi, Penelitian dan Pengembangan terkait revisi pasal 5 (ayat 2). Atas penolakan Menteri tersebut, maka para Rektor Muhammadiyah/Aisyiyah sebagai street level birokrasi, hanya mengadopsi klausul dalam pasal-pasal peraturan menteri yang sejalan dengan nilai-nilai dan prinsip-prinsip Islam, serta mengintegrasikan dengan klausul penafsiran terkait dengan Pasal 5 (ayat 2). ) menjadi kebijakan baru. Penelitian ini menggunakan metode penelitian kualitatif.Informannya adalah Rektor Universitas Muhamamdiyah/Aisyiyah di Jawa Timur bagian Timur.Teknik deskriptif kualitatif digunakan untuk menganalisis data. Masing-masing Universitas Muhamamdiyah/Aisyiyah saat ini sedang melaksanakan kebijakan baru secara internal. Agaknya karena diberlakukan internal, Kementerian belum melarang praktik ini. Temuan- temuan ini menyoroti fleksibilitas penerapan kebijakan perlindungan perempuan terhadap kekerasan seksual, yang memungkinkan perubahan sejalan dengan norma dan prinsip internal birokrasi tingkat jalanan.
