Abstract

AbstrakAgroindustri menjadi pilar utama dalam pembangunan di Kalimantan Selatan, hal tersebut terdapat dalam RPJPD tahun 2005-2025. Kawasan Andalan Kandangan sebagai salah satu dari tiga kawasan andalan di Kalimantan Selatan yang potensial dikembangkan untuk mendorong pertumbuhan ekonomi melalui kegiatan industry berbasis pertanian (agroindustri). Konsep agroindustri selain diharapkan dapat mendorong pertumbuhan ekonomi sekaligus dapat mewujudkan distribusi pendapatan yang merata. Penelitian ini bertujuan untuk ; (1) mengidentifikasi perkembangan ekonomi wilayah di Kawasan Andalan Kandangan, (2) mengidentifikasi komoditas unggulan, (3) mengidentifikasi sarana penunjang agroindustri, dan (4) merumuskan strategi pengembangan wilayah berbasis agroindustri. Analisis entropi menunjukkan perkembangan ekonomi Kawasan Andalan Kandangan cukup berkembang yang didominasi oleh sektor pertanian, yaitu subsektor tanaman bahan makanan. Analisis LQ dan SSA menunjukkan tanaman padi dan jagung menjadi komoditas unggulan. Sarana prasarana pendukung kegiatan agroindustri sangat kurang. Rumusan strategi dalam penelitian ini yaitu peningkatan infrastruktur atau sarana prasarana yang dapat memperlancar konektivitas antar wilayah di Kawasan Andalan Kandangan dan pemerintah sebagai aktor utama pengembangan agroindustri.AbstractAgroindustry has become the main pillar in South Kalimantan development, it can be found in RPJPD 2005-2025. Kandangan mainstay region as one of three leading region in South Kalimantan which potentially improved to push economy growth through agriculture based industry activity (agroindustry). The concept of agroindustry a side is expected to drive economic growth as well as to realize the equitable distribution of income. This research ains to : (1) identify to economic development of the region in Kandangan mainstay regions, (2) identify the main commodity, (3) identify means of supporting agroindustry, and (4) formulating development strategies based agroindustrial region. Entropy analysis shows the development of the economy sufficiently developed in Kandangan mainstay region dominated by the agricultural sector, namely food crops subsector. LQ an SSA analysis shows corn and rice crops become competitive commodities.There are only few of supporting infrastructure agroindustrial activities. Strategy formulation in the research is the improvement of infrastructure or infrastructure that can facilitate inter regional connectivity in the region mainstay Kandangan and the government as the leading actor agroindustry development.

Abstract

The creation of new entrepreneurs in the City of Banjarmasin and South Kalimantan Province is one of the missions of the local government as a commitment to encourage more people to start a business in the region. The Local Government took the initiative to develop a Business Incubator (Kawal Incubator and Inbitek Borneo Incubator) as a medium for developing and creating new and more focused entrepreneurs. This Study aims to analyze the role of business incubation in creating new entrepreneurs for 90 tenants from Kawal Incubator and 40 tenants from Inbitek Borneo. This research uses descriptive qualitative research with the Reflective, Recursive Design and Development Model (R2D2) model. Currently, the local community (Kalsel Creative Forum) manages a business incubation run by the City of Banjarmasin, while Inbitek Borneo is managed in-house. The Study shows that Full Stack Incubation Services are needed; legal facilitation, photo product, Business Logo, Digital Marketing, Funding opportunities (Credits and Grants), and access to the market. The Funding scheme provided by the government is too rigid to match the dynamism of business incubators; it requires more flexible financing. The incubation model also determines the success of the creation of new entrepreneurs, especially in the recruitment process, selection of mentors and mentors, curriculum, and program escalation.

Abstract

Information technology in the government environment has an important role in providing a convenient access to various aspects of public service activities. However, there is the need to analyse the public satisfaction as the means for monitoring and evaluation for the online public services provided. This paper aims to analyse the level of community satisfaction to the online public information services for the City of Banjarmasin. A quantitative approach is used to analyse the data, and the calculation of the community satisfaction index is modified from the basic calculation method on public services that have been published by the Ministry of Administrative and Bureaucratic Reform. Each score of the question is weighted and accumulated and then classified. The results of the study showed that the community satisfaction index for the online public information services for the City of Banjarmasin was 71.66 or in the category of less satisfied. This condition is due to some users experiencing technical problems when accessing the website. User satisfaction for the updated information: 64% were dissatisfied, 35% satisfied, and 1% dissatisfied. User satisfaction for speed access: 79% dissatisfied, 14% satisfied, and 7% dissatisfied. Satisfaction for the availability of the regulation: 80% less satisfied, 10% satisfied, and 10% dissatisfied. User satisfaction for the website appearance: 58% satisfied, 41% less satisfied, and 1% dissatisfied. User's purpose for accessing the website: 45% for data / information updates, 24% for research needs and 15% for work or assignments. To increase the satisfaction index, the City of Banjarmasin needs to prioritize in improving the online-based public information service through direct and indirect support on aspects of the number and level of HR education, data availability and information processing, budget and facility limitations, and IT mastery constraints and software quality. Abstrak Teknologi Informasi di lingkungan pemerintahan memiliki peran yang sangat penting dalam hal memberikan kemudahan pada berbagai aspek kegiatan pelayanan publik. Namun demikian perlu adanya data kepuasan publik sebagai bahan monitoring dan evaluasi bagi setiap pelayan publik dalam menyediakan layanan informasi berbasis online. Tulisan ini bertujuan untuk menganalisis tingkat kepuasan masyarakat terhadap layanan informasi publik online lingkup Pemerintah Kota Banjarmasin. Metode yang digunakan melalui pendekatan kuantitatif dimana perhitungan indeks kepuasan masyarakat dilakukan dengan modifikasi metode perhitungan pada pelayanan publik yang telah ditetapkan pada Peraturan Menteri PANRB No. 16 Tahun 2014. Setiap skor pertanyaan akan diberi bobot dan diakumulasikan dan kemudian diklasifikasikan. Hasil kajian menjelaskan bahwa Indeks kepuasan masyarakat terhadap layanan informasi publik berbasis online lingkup Pemerintah Kota Banjarmasin sebesar 71,66 atau dalam kategori kurang puas. Kondisi tersebut disebabkan sebagian pengguna mengalami permasalah teknis pada saat mengakses website. Kepuasan pengguna terhadap update informasi, 64% kurang puas, 35% puas, dan 1% tidak puas. Kepuasan pengguna terhadap kecepatan akses, 79% kurang puas, 14% puas, dan 7% tidak puas. Kepuasan terhadap ketersediaan regulasi, 80% kurang puas, 10% puas, dan 10% tidak puas. Kepuasan pengguna terhadap tampilan website, 58% puas, 41% kurang puas, dan 1% tidak puas. Para pengguna umumnya memanfaatkan website tersebut 45% untuk kebutuhan update data/informasi, 24% kebutuhan penelitian dan 15% untuk pekerjaan atau tugas. Untuk meningkatkan indeks tersebut, Pemerintah Kota Banjarmasin perlu memprioritaskan peningkatan layanan informasi publik berbasis online melalui dukungan langsung maupun tidak langsung pada aspek jumlah dan tingkat pendidikan SDM, aspek ketersediaan data dan proses pengolahan informasi, aspek keterbatasan anggaran dan fasilitas, serta kendala penguasaan IT dan kualitas software.

Abstract

One of the efforts to apprehendthe food sovereigntyis the sovereignty of animal-based food with a beef selfsufficiency program. The main challenge to achieve the beef self-sufficiency is the insufficient of the cattle beef population itself. Increasing cattle beef population can be done through a breeding program with a cheaper and more efficient model. One model that can be developed is the palm oil-cow integration model. Integration of palm-oil-cow has a great opportunity, especially by utilizing the potential area of oil palm plantations in order to support the beef self-sufficiency program in South Kalimantan. This study is intended to identify priority areas for palm oil integration based on the basis of the area with the LQ (Location Quotient) method of oil palm plantation and cattle in South Kalimantan. The priority development area is determined based on the cattle density index by comparing the index of the cow base region with the index of the base area of the oil palm plantation. The results of the study show that the priority areas for the development of palm oil integration are Kotabaru, Tapin, Tanah Bumbu, Barito Kuala and Hulu Sungai Utara Regencies. Abstrak Upaya dalam mewujudkan kedaulatan pangan, salah satunya adalah kedaulatan pangan asal ternak dengan program swasembada daging sapi. Tantangan dalam upaya mencapai swa sembada daging sapi antara lain karena jumlah populasi ternak sapi potong belum mencukupi kebutuhan. Peningkatan populasi sapi potong dapat dilakukan melalui kegiatan pembibitan dengan model pemeliharaan yang lebih murah dan efisien. Salah satu model yang dapat dikembangkan adalah model integrasi sawit sapi. Integrasi kelapa sawit dan ternak memiliki peluang yang besar, terutama dengan memanfaatkan potensi luasan perkebunan kelapa sawit sekaligus dalam rangka menunjang program swasembada sapi potong di Kalimantan Selatan. Penelitian ini bertujuan untuk mengidentifikasi wilayah prioritas pengembangan integrasi sawit sapi berdasarkan wilayah basis dengan metode LQ Location Quotient sawit dan sapi di Kalimantan Selatan. Wilayah prioritas pengembangan ditentukan berdasarkan Indek Kepadatan sapi dengan membandingkan indeks wilayah basis sapi dengan indeks wilayah basis sawit. Hasil dari penelitian menunjukan bahwa wilayah prioritas pengembangan integrasi sawit sapi adalah Kabupa ten Kotabaru, Tapin, Tanah Bumbu, Barito Kuala dan Hulu Sungai Utara.

Abstract

One of South Kalimantan's development priorities is South Kalimantan to one of the national tourism destinations, and in an effort to glorify the earth's heritage for the welfare of the people, the Provincial Government of South Kalimantan plans to make the meratus mountains become national geopark. Therefore it is deemed necessary to conduct a study related to the Geopark development plan. As a first step to realize this, an initial study of the development of mountains meratus as a national geopark was carried out. The objectives of this study are (1) Identifying the mountainous area (Geosite) which has the potential to be developed by national geopark, (2) Analyzing the location conditions of the area (Geosite) referred to in relation to be developed as a national geopark and (3) Establishing policy recommendations / strategies what needs to be taken in the development of the national geo park of the Meratus mountain region.The analytical method used is (1) descriptive qualitative analysis to describe the mountainous Meratus area that will be used as a geopark (2) a spatial analysis to map which meratus mountain area will be used as a geopark area. The results show that in general there are 57 geosite points that have the potential to be developed as part of the Meratus mountain geopark. The theme that can be raised in this geopark meratus is the meratus geopark as the ofiolite Mountains, considering that in the Meratus mountain range it is composed of the oldest rocks which form the depositional base of all rocks in the South Kalimantan region and also one of the oldest rocks exposed in Indonesia. Abstrak Salah satu prioritas pembangunan Kalimantan Selatan adalah mewujudkan Kalsel sebagai salah satu destinasi wisata nasional, dan dalam upaya memuliakan warisan bumi untuk kesejahteraan masyarakat, Pemerintah Provinsi Kalimantan Selatan berencana menjadikan pegunungan meratus sebagai Geopark Nasional. Oleh karena itu dipandang perlu melakukan suatu kajian terkait rencana pengembangan Geopark tersebut. Sebagai langkah awal untuk merealisasikan hal tersebut maka penting dilakukan studi awal pengembanganpegunungan meratus sebagai geopark nasional. Tujuan dari kajian ini adalah (Mengidentifikasi kawasan Geosite pegunungan meratus yang memiliki potensi untuk dikembangkan geopark nasional, ( Menganalisis kondisi lokasi kawasan Geosite dimaksud dalam kaitannya untukdikembangkan sebagai geopark nasional dan ( Menetapkan rekomendasi/strategi kebijakan yang perlu diambil dalam pengembangan geopark nasional kawasan Pegunungan Meratus. Metode analisis yang digunakan adalah ( analisis kualitatif deskriptif untuk menggambarkan kawasan pegunungan meratus yang akan dijadikan geopark ( analisis spasial untuk menentukan titik titik lokasi kawasan pegununganmeratus yang akan dijadikan kawasan geopark Hasil kajian menunjukan secara umum terdapat 57 titik geosite yang berpotensi dikembangkan sebagai bagian dari geopark pegunungan meratus. Penelitian ini menyimpulkan bahwa konsep tematik yang diangkat adalah geopark Meratus sebagai Pegunungan ofiolit mengingat pada pegunungan Meratus tersusun oleh batuan tertua yang menjadi dasar pengendapan dari semua batuan yang ada di wilayah Kalimantan Selatan dan juga menjadi salah sat u batuan tertua yang ada di Indonesia.

Abstract

Puskesmas is one type of health care facilities set by the government to conduct public health efforts so as to achieve the highest level of health. The minimum standard of facilities and infrastructure of Puskesmas are arranged in Permenkes RI No. 75 year 2014 about Community Health Centers. Medical devices is one of aspect that supports the implementation of prevention of disease (preventive) and disease cure (curative). Data about the availability and condition of existing health equipment in each Puskesmas are still not available. The availability of data is needed as the basis for planning and development of Health Center by the Government of South Kalimantan Province. This study aims to: (1) analyzing the suitability of geographic location of Puskesmas, accessibility and availability of public utilities also environmental health management, and (2) mapping the availability of rooms and health equipment at Puskesmas. The analytical methods used are (1) qualitative descriptive analysis to describe suitability of location of Puskesmas and availability of room and health equipment; and (2) spatial analysis for mapping the availability of space and health equipment regionally. Percentage of availability of health equipment in ccordance with the Minister of Health Decree No. 75 of 2014 are still below 50%. Based on their compliance with site requirements, Puskesmas in South Kalimantan are known to be mostly in safe zone, accessible to the public, have adequate public utilities, but do not yet have adequate environmental management facilities. The percentage of the availability of administrative room, service, and supporting puskesmas above 50%.The recommendation of this study is to fulfill the equipment and the room gradually, continuously and based on priority scale. Abstrak Puskesmas merupakan salah satu jenis fasilitas pelayanan kesehatan yang ditetapkan oleh pemerintah untukmelakukan upaya kesehatan masyarakat sehingga terwujud peningkatan derajat kesehatan yang setinggitingginya.Standar sarana dan prasarana minimal Puskemas diatur dalam Permenkes RI No. 75 tahun 2014tentang Pusat Kesehatan Masyarakat. Alat kesehatan merupakan salah satu aspek yang mendukungterselenggaranya upaya pencegahan penyakit (preventif) dan penyembuhan penyakit (kuratif). Data tentangketersediaan dan kondisi alat kesehatan yang ada di masing-masing Puskesmas hingga saat ini masih belumtersedia. Ketersediaan data sangat dibutuhkan sebagai dasar perencanaan dan pengembangan Puskesmasoleh Pemerintah Provinsi Kalsel. Kajian ini bertujuan untuk: (1) menganalisa kesesuaian persyaratan lokasiPuskesmas secara geografis, aksesibilitas dan ketersediaan utilitas pubik serta pengelolaan kesehatanlingkungan, dan (2) memetakan ketersediaan ruangan dan peralatan kesehatan pada Puskesmas. Metodeanalisis yang digunakan adalah (1) analisis kualitatif deskriptif untuk menggambarkan kesesuaianpersyaratan lokasi Puskesmas dan ketersediaan ruangan dan peralatan kesehatan, dan (2) analisis spasialuntuk memetakan ketersediaan ruangan dan peralatan kesehatan secara kewilayahan. Persentase ketersedianperalatan kesehatan yang sesuai dengan standar Permenkes No. 75 tahun 2014 sebagian besar masih dibawah50%. Berdasarkan kesesuaiannya dengan persyaratan lokasi, Puskesmas di Kalsel diketahui sebagian besarberada pada zona aman, mudah diakses masyarakat, memiliki utilitas publik yang memadai, tetapi belummemiliki fasilitas pengelolaan lingkungan yang memadai. Rekomendasi kajian ini adalah melakukanpemenuhan peralatan dan ruangan secara bertahap, berkesinambungan dan berdasarkan skala prioritas.
