Abstract

Inter-organizational collaboration has been reconceptualized as a strategy to make public service innovation more effective and sustainable. Therefore, this study aims to analyze the relationship between inter-organizational collaboration and public innovation in Central Sulawesi Province in Indonesia. A quantitative method was used, and data were analyzed using descriptive statistics and Structural Equation Modeling (SEM) analysis. The results showed that inter-organizational collaboration, consisting of common aims, power, trust, membership structure, and collaborative leadership, positively contributes to public service innovation. In conclusion, inter-organizational collaboration offers benefits and is feasible for implementation to achieve a more efficient and effective innovation within public organizations.

Abstract

A strategy collaboration approach is an appropriate system used by an organization to structure the way a team works, which is based on solid teamwork and developing capabilities which including the improvement of collaboration strategies within the organization. This study was employed to investigate the role of strategic collaboration approaches on developing the capacity development in basic education in Indonesia. The study applied the sequential mixed methods, which have a total sample of 350 respondents in Central Sulawesi Province, Indonesia. This study used quantitative analysis through questionnaires. This analysis uses Norris-Tirrell & Clay Theory, which involves four analyses such as strategic collaboration planning, collaborative leadership development, stakeholder collaboration capacity, and interorganizational collaboration. The study found that the four dimensions of strategic collaboration have influenced capacity development in basic education; there must be more challenges for the strategic collaboration to be a greater strategy for developing the capacity development, especially in basic education in Indonesia.

Abstract

This study aims to determine the extent to which the social participation of the community in legislative elections and to find out several factors that affect the high number of people who are not involved in the legislative elections in the electoral district Banggai III in April 9, 2014. Research locations are in six districts; Bualemo, Pagimana, Lobu, Bunta, Nuhon, and Simpang Raya, with a research population of 101.296 people, and the total sample of the study was 236 people. The results show that inadequate matters can be seen in 61% legislative election voting, 36% political discussion activity, 47% campaigning, 30% other group activities, and 37% individual communications. The results also show that positive and significant effects on society are social and economic status, geographical situation, parent affiliation, organization, political awareness, and encouragement to the government.

Abstract

This research aims to examine the performance of Civil Servants (ASN) in public service at the Tanamodindi Sub-District Office, Palu City. The study employed a descriptive qualitative method using Agus Dwiyanto’s (2012) theory, which consists of five performance indicators: productivity, service quality, responsibility, responsiveness, and accountability. This study is based on field research with both primary and secondary data. Data were collected through purposive sampling with six informants, using observation, interviews, and documentation as the main techniques. The findings show that the overall performance of ASN has not yet been fully optimal. In terms of productivity, ASN performed well by providing services that were fast, orderly, transparent, and effective, despite several challenges in the field. For service quality, ASN demonstrated good performance by being polite, quick, communicative, and thorough, which improved public satisfaction. In terms of responsiveness, ASN showed good performance by responding quickly in urgent situations, remaining meticulous, and being easily accessible to the community. On the accountability indicator, ASN also performed well since service procedures were transparent, clear, and easy to understand. However, regarding responsibility, weaknesses were found, particularly in time discipline and consistency of attendance, which often caused delays and forced the public to wait longer to receive services.

Abstract

The results of this study indicate that Employee Performance at PT. MGS Berkarya Mandiri, Sigi Regency has not been running optimally, this is caused by the failure to achieve the performance indicators used in this study, such as the quality aspect which has not been optimal due to the low responsiveness, discipline, and accuracy of the employees in the company in carrying out their duties. The quantity aspect has not been optimal because there are still a number of activities that do not reach the target. The punctuality aspect has not been running optimally due to frequent delays in completing tasks. The effectiveness aspect has been running optimally due to the large number of facility and infrastructure resources allocated to support each employee's activities in the company to achieve the desired results in several work units. The independence aspect has not been running optimally because there are still some employees who actually transfer their tasks and work to other employees where the work should be completed by employees in their fields. The interpersonal impact aspect has been running optimally because the work commitment of employees in the company is quite good towards what is their obligation as employees

Abstract

The purpose of this research is to analyze public administration services at the Sakita Village Office, Bungku Tengah Sub-district, Morowali Regency. This study was conducted using a qualitative descriptive method with a descriptive research type. The data used consisted of primary and secondary data. Data collection techniques included observation, interviews, and documentation, with 5 informants. Data analysis followed Miles, Huberman, and Saldana’s model: data collection, data condensation, data display, and conclusion drawing.This study employed Lovelock’s theory of five public service indicators: Tangible, Reliability, Responsiveness, Assurance, and Empathy. The results show that public administration services in Sakita Village are fairly good, demonstrating progress in digitalization, transparency, and officers’ attentiveness, particularly through the implementation of the Peapua application. However, its implementation is not yet optimal due to limited socialization, inadequate facilities, and low discipline among village officials who are often absent. These issues cause delays in services, such as the issuance of domicile certificates, which often exceed the standard processing time stated in the SOP. Among the five service dimensions, Tangible and Reliability remain constrained by infrastructure, staff presence, and technical issues; Responsiveness and Empathy are rated positively as officers are proactive, friendly, and communicative; while Assurance is adequate but weakened by dependence on a single operator. Therefore, improvements in discipline, staff capacity, equitable distribution of responsibilities, and the provision of facilities and infrastructure are urgent to ensure more effective and efficient public services.

Abstract

The Bromo Tengger Semeru National Park (TNBTS) area is a prime tourist destination with significant natural and cultural potential for the Tenggerese people. This study aims to analyze the effectiveness of empowering local businesses in supporting ecotourism, identify barriers, and analyze the gap between ideal conditions (das sollen) and reality (das sein). This study used a qualitative descriptive method, with data collection techniques through direct observation and literature review. The results indicate that although the Community-Based Tourism (CBT) concept has begun to be implemented, entrepreneurial empowerment remains suboptimal. Local businesses (homestays, culinary, transportation, and crafts) still face obstacles in access to capital, technology, and managerial skills. A gap was identified, with the community's role still predominantly at the operational level, rather than the strategic one. Sustainable synergy between the government, academics, and the community is needed to create inclusive economic independence.
