Abstract

ABSTRAK: Pondokpesantren sejak dasawarsa terakhir telah muncul kesadaran untuk mengambil langkah-langkah tertentu guna meningkatkan kualitas SDM yang mampu menjawab tantangan dan kebutuhan transformasi sosial (pembangunan). Dari sinilah timbul berbagai model pengembangan SDM. Baik dalam bentuk perubahan kurikulum pondok pesantren yang lebih berorentasi kepada kekinian atau dalam bentuk kelembagaan baru semacam pesantren agribisnis. Dan bahkan di beberapa pondok pesantren telah mengadopsi dengan teknologi maju. Sudah mengajarkan berbagai macam tehnologi yang berbasis keahlian dan pendidikan keterampilan yang mengarah pada pendidikan profesi. Penekanan pada bidang ketrampilan ini pondok pesantren semakin dituntut untuk self supporting dan self financing. ABSTRACT : Boarding school since last decade awareness has emerged to take certain steps to improve the quality of human resources that address the challenges and needs of social transformation ( development ). From this arises the various models of human resource development. Either in the form of changes in the boarding school curriculum more oriented to the present or in the form of a kind of new institutional boarding agribusiness. And even in some boarding schools have adopted the advanced technology. Has taught a variety of technology -based educational expertise and skills that lead to professional education. This emphasis on field skills increasingly demanded boarding school for self-supporting and self-financing. Abstract

Government ethics is a set of standards that regulate the behavior of officials in carrying out their responsibilities. These standards are based on important values, including accountability, integrity, and morality. Implementing this code of ethics is important to improve the performance of government organizations, especially in the context of Industry 5.0 and the digital era. Qualitative methodology and case study design were used to conduct research in Village Government. The results show that digitalization has an impact on human resource governance in villages which in turn has an impact on changes in data administration, work methodology and competencies. To achieve success in the context of digital transformation, it is necessary to increase digital literacy and apply information and communication technology in rural areas. The aim of this research is to increase the competitiveness and welfare of villages, as well as increase the effectiveness of human resource management in village government, encouraging the progress of sustainable and efficient government ethics in the digital era and Industry 5.0.

Abstract

Recruitment of Civil Servant Candidates (CPNS) is an important element in creating an effective and professional bureaucracy. However, this process still faces various challenges such as lack of transparency, mismatch of formation with agency needs, and nepotism and corruption practices. This study uses a qualitative descriptive analysis method to evaluate government performance in organizing CPNS recruitment, focusing on administrative barriers, regulations, and organizational culture. The results of the study indicate that technology-based systems such as the Computer Assisted Test (CAT) have increased the transparency of the initial selection, but further stages such as interviews and document verification are still prone to intervention. In addition, disparities in access to education and technology in disadvantaged areas hinder the inclusiveness of the recruitment process. Recommendations include strengthening the competency-based selection system, increasing supervision, and affirmative policies for applicants from remote areas. With comprehensive improvements, the CPNS recruitment system can become the foundation for a responsive and service-oriented bureaucracy.

Abstract

Tourism plays a crucial role in regional development, not only in terms of the economy but also in enhancing the social and cultural quality of the community. Mojokerto Regency, particularly Pacet District, has significant natural tourism potential, one of which is Camping Outdoor Dolanan (COD) Tegal Klopo. This study aims to examine the role of the Village Government in community development through the utilization of this tourism potential. The research method used is descriptive qualitative, with data collection techniques including in-depth interviews, observations, and documentation. The informants in this study include the village head, BUMDes managers, tourism site managers, and local residents. The results of the study show that the Village Government plays a strategic role in designing and implementing tourism development programs in the village. The Village Government not only plays a role in building synergy between BUMDes and the community but also actively plans promotional strategies that can attract tourists to visit COD Tegal Klopo. Additionally, the Village Government also plays a role in raising community awareness about the importance of maintaining the sustainability of the environment and local culture so that this tourism can provide long-term benefits for the village. However, this tourism development faces several challenges, such as limited facilities and a lack of trained human resources to professionally manage the tourism destination. Despite these challenges, the development of COD Tegal Klopo tourism has shown positive impacts on the local economy, with an increase in income from the tourism sector. Moreover, this tourism also helps preserve local culture and encourages active community participation in the village development process. With continued support from the Village Government, it is expected that this tourism development will continue to grow, provide greater economic benefits, and preserve local culture and the environment for a better future.

Abstract

Penelitian ini bertujuan untuk mengetahui implementasi etika pemerintahan desa dalam pelayanan publik yang berada di kantor desa Pacing. Jenis penelitian yang digunakan yaitu yang penelitian kualitatif dengan pendekatan studi kasus. Teknik dasar dari penelitian ini wawancara dengan informan memperoleh bertujuan untuk mendapatkan informasi lebih tentang implementasi etika pemerintahan desa dalam pelayanan publik. Hasil penelitian menunjukkan bahwa aparatur pemerintah desa Pacing menerapkan etika pemerintahan dalam pelayanan publik dengan indikator Pertanggung jawaban (responsibilt); Pengabdian (dedication); Kesetiaan (loyality); Kepekaan (sensitivy); Persamaan (equality); Kepantasan (equity). Namun aparatur desa Pacing perlu meningkatkan kembali etika pemerintahannya untuk perfoma yang lebih dalam mengembankan tugas dan bisa menggapai cita-cita desa yang sejahtera, aman dan pelayanan yang baik. Abstract

Penyakit Tidak Menular (PTM) kian mendominasi beban kesehatan dan menuntut pergeseran paradigma layanan dari kuratif ke promotif-preventif. Penelitian ini bertujuan menganalisis peran Pemerintah Desa Dlanggu dalam memfasilitasi sarana dan prasarana Posbindu PTM serta menilai tantangan implementasinya. Penelitian menggunakan pendekatan deskriptif kualitatif dengan informan yang dipilih secara purposif (pemerintah desa, bidan, kader Posbindu, dan warga), melalui wawancara mendalam, observasi partisipatif, dan telaah dokumentasi; analisis data menerapkan reduksi, penyajian, dan penarikan kesimpulan dengan pengujian keabsahan melalui triangulasi sumber dan teknik. Hasil menunjukkan pemerintah desa berperan aktif dalam penganggaran, penyediaan alat, pemanfaatan fasilitas desa, penetapan regulasi teknis, dan koordinasi dengan puskesmas; namun partisipasi warga usia produktif rendah, pembinaan kader belum merata, transparansi informasi belum optimal, serta mekanisme evaluasi belum baku. Implikasi penelitian menekankan perlunya penguatan strategi komunikasi publik, peningkatan kapasitas kader, penataan standar evaluasi berbasis komunitas, dan pengarusutamaan program promotif dalam dokumen perencanaan desa.

Abstract

Era Society 5.0 menuntut transformasi digital dalam penyelenggaraan pelayanan publik, termasuk pada tingkat pemerintahan desa. Penelitian ini bertujuan mengkaji implementasi e-government di Desa Pegayaman serta kontribusinya terhadap pengembangan Sumber Daya Manusia (SDM) pemerintahan desa dalam menghadapi tantangan era digital. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif, menerapkan kerangka teori implementasi kebijakan George C. Edwards III yang mencakup empat variabel utama, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa penerapan Sistem Informasi Desa (SID) telah meningkatkan efisiensi pelayanan publik dan mendorong pengembangan kapasitas SDM perangkat desa, di mana dari aspek komunikasi pemerintah desa berhasil mengatasi tantangan literasi digital melalui pemanfaatan media sosial dan komunikasi langsung, aspek sumber daya menghadapi keterbatasan SDM terlatih dan infrastruktur teknologi tetapi menunjukkan komitmen tinggi terhadap pembelajaran berkelanjutan, serta struktur birokrasi berhasil mengembangkan SOP yang memfasilitasi transformasi digital dengan pendekatan fleksibel dan adaptif.

Abstract

Setiap penegakan hukum Pemilu ditangani oleh lembaga negara tergantung dari jenis pelanggaran yang dilakukan. Bawaslu adalah salah satu lembaga yang memperoleh atribusi kewenangan untuk menegakan hukum Pemilu terkait dengan sengketa proses Pemilu. Pada pelaksanaan kewenangannya tersebut Bawaslu dinilai seringkali melakukan tindakan yang melampaui apa yang seharusnya dilakukan. Dan penelitian ini menggunakan metode penelitian kualitatif dengan memiliki arti sebagai suatu cara ilmiah untuk mendapatkan data yang valid, dan dengan tujuan dapat ditemukan, dikembangkan, atau dibuktikan, suatu pengetahuan atau objek tertentu sehingga dapat digunakan atau dipahami untuk memecahkan, dan mengantisipasi masalah dalam bidang atau objek tertentu. Dengan ulasan bawaslu sebagai peran yang sangat penting dalam rangka sebagai pengawalan pemilihan umum sesuai dengan yang diamanatkan di dalam Undang-Undang tentang Penyelenggaraan Pemilu, yang disebutkan bahwa fungsi pengawasan pada pemilihan umum yang di jabarkan atau dijelaskan dalam tugas, wewenang, kewajiban pengawas pemilu, dan penyelesaian permasalahan atau sengketa yang ada didalam nya yang meliputi pemilihan umum

Abstract

Realizing the services needed by the community is the task of bureaucrats who are in the government bureaucracy. Mojokerto Regency as one of the regions in Indonesia also has a duty to provide quality public services to the community. Therefore, the application of bureaucratic Ethics in the quality of public services in the Mojokerto Regency KPU is very important to improve the quality of public services in the area. The purpose of this study was to determine how the application of bureaucratic Ethics in the quality of public services in the Mojokerto Regency Commission. This study uses descriptive qualitative research methods with data collection through observation and interview. The result of this study is that the Mojokerto Regency KPU has made several efforts to implement bureaucratic Ethics in public services. By applying bureaucratic Ethics in public services, the Mojokerto Regency KPU provides better public services and fulfills the rights of the community to obtain quality public services. In addition, these efforts can also increase public confidence in the bureaucracy and local government. Therefore, the application of bureaucratic Ethics in the quality of public services in the Mojokerto Regency KPU is very important to improve the quality of public services in the area.

Abstract

The impact of early marriage and reproductive health for adolescents is very influential on all factors, both economic, social, health and educational factors. And early marriage seems to still be happening, including in Indonesia. Especially in Mojokerto Regency, the numbers are very fantastic, the people still do this. Usually the causes of early marriage are cultural and socio-economic factors. Some parents still have the notion that children can be a "savior" of family finances when they get married. There are also those who consider unmarried children to be an economic burden on the family. Actually, the bride who is still in her teens is the most disadvantaged party in early marriage. Because this event will sacrifice the physical and mental development of women. Getting pregnant at a young age and dropping out of school will limit women's career opportunities. In addition, early marriage can increase the risk of domestic violence. Community service activities were held at the P2KBP2 Office Hall, Mojokerto Regency, Jln RA. Basuni No. 19 Sooko Mojokerto. The purpose of this activity is to find out what are the factors behind early marriage and reproductive health for adolescents and what impact this has on the household and the social, economic, educational and health environment of couples who marry early. Partners for community service activities are IIDI Mojokerto Branch and Puspa Majapahit, Mojokerto Regency. The participants of the activity are OSIS representatives for high school students or the equivalent in Mojokerto Regency. The methods in this community service are lectures, discussions, and questions and answers. The result of this drawing is the existence of counseling ambassadors representing 1 youth mass organization or 1 student council member in each high school or equivalent to be able to conduct counseling or socialization in every secondary school in each of these schools or the equivalent in all Mojokerto district.
