Abstract

The implementation of house enhancement policy in inhabitable settlement through village structuring at DKI in 2013 (a case study at kampung deret Petogogan) was aimed to find out how a policy is implemented at DKI Jakarta, and how local society’s participation an to changing their house areas healthier, more well-structured and more habitable. The research methodology was qualitative. The data collection came from primary and secondary data. Research subjects were the Department of Housing and Building of DKI Jakarta Province, the Department of Housing and Building of South Jakarta, and Petogogan inhabitants.Tecnique of collecting data, by interview and documentation. The inhabitable is one of the social problems that is difficult to be solved. Building an inhabitable settlement called as slum area can cause a potential problem in the city. The implementation of house enhancement policy in inhabitable settlement through village structuring at DKI Jakarta is one of the outstanding programs planned and socialized by the government of DKI Jakarta. The target village operates the concept of changing regions into one unified region. It is different from the slum reduction programs initiated by the previous governor of Jakarta, the policy involved the community during implementation. Abstract

Abstract  Wonorejo village, Kaliwungu sub-district is one of the three coast villages in Kendal regency which becomes the implementation place for Resilient Coastal Rural Development program (Pengembangan Desa Pesisir Tangguh) as known as PDPT in 2012 until 2014. Basicly, PDPT contents stresses more in institutional strengthen activity, the building of infrastructure and environment, human resources and the independence of people around coastal area especially, for this research, is the strength of Wonorejo village, Kaliwungu sub-district, Kendal regency.Research method that is used in this research is qualitative approach with data collecting techniques are observation, interview, and document study. Informants of this research are Fishery and Naval Department (Dinas Kelautan dan Perikanan), Functionary of Wonorejo village, Kaliwungu sub-district, Kendal regency, PDPT team of Wonorejo village, and Coastal People Group (Kelompok Masyarakat Pesisir) a.k.a KMP.This research result shows that in the implementation, all the elements that take role in PDPT program have done their tasks and functions well, so the people around receive various benefits especially in the building of infrastructure. Now, the mobility of people in Wonorejo village is easier and it makes a good development of their life quality to be better than before.Recommendation that can be given in this research is that KMP is not related with financial area has to keeping an eye on the result of their work, so they can minimalize drastic decreasing of value. Moreover, if problems happen, it can be reported directly into relatable Department. Fishery and Naval Department of Kendal regency has to work along with Industrial Department, Koperasiand, and UMKM (Dinas Perindustrian, Koperasi, dan UMKM) in solving various problems faced by KMP that have correlation with Food Production. Key Words: Implementation; Resilient Coastal Rural Development; Building; Empowerment

Abstract

Disaster tough village is of village that have own capability to  adapted and  facing disaster potential threat, and  healing soon from disaster impact. Board of Disaster Manajemen District of Kendal (Badan Penanggulangan Bencana Daerah Kabupaten Kendal or BPBD) its a branch of government that have responbility to countermeasures the disaster. I of to decrease disaster risk, BPBD Kendal district there have step before disaster with continue to doing program disaster tough village with society involve to the man actor. In 2016 Kendal district that have 3 disaster tough village in diference of kind disaster.This research used metodic of descriptive qualitative used collective data teknik through interview, observation, and document. The informan in this research is people that knowen well about this field aplication program development.This research, researcher using theory of Thomas Dye “evalution of policy its a objective, investigation, systematic and empiris to policy and public program target from the purpose”. On the basic from this theory, the implementation disaster tough village program in Kendal district thats couldn’t doing well, because limited facility and there’s no good kaderisasion program of volunter, and lack of awareness from young generation, there’s no budgeting to operasional and there’s no facility to on decrease risk disaster effort, and also theres no participation yet from branch of government in Kendal district to decrease risk disaster effort in Kendal district.Based on reseacrh result, we can the conclusion that the implementation program disaster tough village in Kendal district 2016 still have the of stacles to get purpose. To the next time development disaster tough village program can increase quality and quantity, increase the amount of volunteers, and also have facility support budgeting well.Key word : Disaster Tough Village, Disaster Risk Reduction, and Disaster Management

Abstract

The issue with the empty box is already familiar with the elections in Indonesia, it is already done in some region. As an election in Pati Regency in 2017, it is known there is only one single candidate who involved. It makes the empty box as an opponent. Uniquely, in Pati Regency, people who unhappy with the incumbent are doing resistance with an action to select the empty box and called themselves as Alliance of Democracy Election Pati (AKDPP). The purpose of this research is to know how big the role of AKDPP in winning the empty box in Gajahmati and Maitan Villages in Pati election in 2017. The method that used in this research is a qualitative method with collecting observation data whether in interview and document study. The informants are volunteers of AKDPP and the parties concerned. The highest number of empty box vote in Gajahmati and Maitan Villages does not mean the entirely due to the role of AKDPP, they do have a role on the number of empty box votes that can be considered quite large in Pati election in 2017. However, the victory in Gajahmati and Maitan villages is not due to the role of AKDPP. Both villages each have different backgrounds and winning factors.Key words: Election, Opposition, Empty Box

Abstract

Incumbent always has a strategic position in general election. Many literatures discuss how incumbents take advantage of his position by holding on his budgeting power to create personal popularityr. In political economic literature this phenomena is called politics budget cycle. This research trys to uncover the practice of this kind of politics in Surakarta: wheater the incumbent used his budgeting power to win the local election or not?In doing so, this research used descriptive analisys which took advantage of documents as well as indepth interview. The main finding of this research is we cannot find any evidence of the use of politics budget cycle in Surakarta.Two sensitive sectors, namely social sectors did not increase dramatically before the election. When probing into some important sections of the budget, it is found that alocation for education and health services increase dramatically. However, those two sections are parts of basic services so that we cannot conclude that it has something to do with incumbent’s political ambition to retain his power. When we look into education and health programs, we found that those programs have already served the need of the people long before the election. In conclusion, there are not any clue that incumbent take advantage of his budgetary power to win his position as mayor of Surakarta.

Abstract

In order to reduce the amount of waste that goes to landfill Jatibarang, Semarang City Government appointed Ward Pleburan to implement community-based waste management system. Waste management system requires a connection between the theory of the best waste management, proper legal basis and clear policies that can be handled properly, effectively and efficiently. Not only that, waste management, especially those involving the public, can not be separated from the role of government, the private sector itself. Community-based waste management activities in the Ward Pleburan is expected to empower also open employment opportunities for the surrounding community. The research method used in this study is a qualitative method. The data in this study come from interviews with respondents and the data obtained from these reports, books, journals, magazines, and so on. The data was then compiled with the stages of examining the data obtained from the field, analyzing the data and information and then draw conclusions and verification. Thus generating descriptive data to portray a community-based waste management systems in Ward Pleburan Southern District of Semarang, Semarang City. Based on the research conducted, community-based waste management in Ward Pleburan using the principle of the 3Rs (reduce, reuce, recycle) by involving the community. Government's role as regulator, facilitator and dynamic, the role of the public looks to the participation in this activity, and the role of the private sector can be seen with the financial assistance and infrastructure as a manifestation of their CSR. Community-based waste management in Ward Pleburan not optimal due to unresolved obstacles still facing such difficulties marketing products processed garbage, lack of funds as capital activities, lack of control and supervision of the government, as well as the characteristics of communities that are divided into two groups, namely the middle class which tend to be less participative up because I was busy outside the home and the middle class are more atusias down in this activity because it has more free time at home. Abstract

 ABSTRACT The Pattern Of Partnership In Tourism Development In Karimunjawa  Archipelago Jepara RegencyKarimunjawa Subdistrict, Jepara regency has a key region in the tourism sector (eco) tourism-based nature is a Marine National Park Publications (TNKJ). Currently TNKJ has developed into a tourist area that became famous in the national and international arena. To realize the tourism area TNKJ more advanced and interesting course Jepara regency government should involve the cooperation of various parties. Based on these ideas, the authors conducted research on partnership in attraction Karimunjawa.This study aims to look at the fabric of partnerships between government, private and community in the management and development of the area TNKJ Tourism. In this study, researchers used a qualitative research method deskripstif by collecting data through observation, interviews and documentation. This research was conducted in the Department of Tourism and Culture of Jepara and the National Park Karimunjawa. Interviews were conducted with actors involved in the network of partnerships and competent in their respective fields.The theory explains the partnership activities performed by the actors involved. Partnership that exists in the management of tourist attraction TNKJ a collaborative partnership / multi namely the implementation of an activity or handling a problem in order to help improve the effectiveness of regional management and synergistic TNKJ jointly by the parties on the basis of understanding and mutual agreement in accordance with the legislation applies. To maximize tourism management TNKJ, then the manager in charge to coordinate cooperation and synergy, in addition to minimizing conflicts of interest that may be the case then you should lasting partnerships built on the principles of mutual respect, mutual respect, mutual trust and mutual benefits.

Abstract

This research is aimed at finding out the general description of resettlement program in Bengawan Solo riverbank area in Surakarta Municipality. Thegeneral description includes program background and purpose, resettlement process (from census to accountability presentation), and the resettlement committee membership. Another aim is to figure out the formation of work groups in Sangkrah and Joyosuran village and the performance of those work groups along with the government in dealing with the people who refuses to be relocated. Based on the method of data analysis, this research is qualitative and belongs to the descriptive-analytical category which aims to provide systematic, accurate, and factual on research data and its interrelation with the phenomenon being studied.Results show that people are participating in the resettlement process from the beginning (census) through the accountability presentation. The process of work group formation in Sangkrah and Joyosuran village in Surakarta Municipality is a model of deliberate participation that involves all related political entities (village chief and his/her staff, LPMK, community leaders, and the affected community). They sat together in a forum of dialog (RembugWarga) that facilitates ideas exchange, discussion, and consultation with and among the parties present. The hindrances that affect resettlement program are some part of the community that still refuses the program, the different abilities of each work group, and the limited budget set by the regional government. The attempts made by the work group along with the municipal government of Surakarta focus on persuasive approaches that put people empowerment first. These attempts were made easier by the trust of the community to the resettlement program. The result is 64% resettlement realization in Sangkrah village, and 91% resettlement realization in Joyosuran village during 2012 through 2014.Keywords: people’s partiipation, relocation, Sangkrah, Joyosuran, Surakarta

Abstract

AbstractThe study was backed by the objective conditions which showed the low qualityof public services in Central Java Province. Ombudsman of Indonesian Republic CentralJava Province Representative on their survey has come across many SKPD in CentralJava Province have not meet the services standards yet. As a public service watchdogagency aimed to increase the quality of public services, Ombudsman needs to beoptimized. Therefore, the purpose of the research is to know how the implementation ofthe duties and functions of Ombudsman of Indonesian Republic Central Java ProvinceRepresentative, how patterns of cooperation with other institution, and how the productof Ombudsman manifested in improvements to public services.This study is a qualitative research, technique of data collection by observation,interviews, documentary, and literature. The research result was that Ombudsman ofIndonesian Republic Central Java Province Representative on doing their roles has yetbeen maximum, preventive efforts through society education or socialization has yet toreach all stratums. It affects the intensity of report and complaint coming in toOmbudsman. The functioning of Ombudsman product as means to handle case until nowhas been adequate, despite there still Ombudsman product which tends to be ignored bythe reported party during written clarification stage. On the PDAM Tirta ModalSemarang case, Ombudsman worked well to settle it by mediation. Ombudsman insupporting their performance employs cooperation with all public service institution andprivate institution LSM Pattiro Semarang, the cooperation pattern is socialization andparticipation. Ombudsman product is realized on the improvement of public services byobliging public service institutions which has done maladministration to offercompensation to victims, and also to give assurance of improved public services in thefuture.To support optimization of Ombudsman of Indonesian Republic Central JavaProvince Representative, there need to be a synergy between existing stakeholders, an2enhancement of intensity of socialization to the public society and also an enhancementof human resource quality in the Ombudsman of Indonesian Republic Central JavaProvince Representative.

Abstract

Minapolitan program, is a national government program implemented to encourage thedevelopment of aquaculture in the region to improve the economy and growth of aquacultureactivities. One of the districts that have implemented Minapolitan Program Year 2009 isBanyumas. The development of aquaculture production of fish rearing quite rapidly from 2009-2011. Production continued to rise although not yet able to meet production targets in 2010 and2011. However, the conditions found in the field of fisheries issues Agribusiness system fromupstream to downstream is not optimal, especially in the area of marketing and processing.This type of research uses descriptive analysis , with research sites in Pokdakan Mina Sari , SariUlam Pokdakan I and Mina Bieber as Pokdakan receiver Minapolitan Program to illustrate whyit has not happened yet understanding / seriousness related local government offices in theachievement of program implementation Minapolitan . In addition, the analysis also illustrateshow the process of program implementation Minapolitan?The results showed that there were some problems in the process of implementing the programMinapolitan as in planning, development, and management. The process of planning, does notalways involve the community in planning programs, because that is representative of the peopleinvolved and the results are not planning to convey to the general public. So that people onlyknow of three Pokdakan program planning of components and labor costs contributed to thedevelopment of facilities and infrastructure Minapolitan program. On the other hand, MinaPokdakan Bieber has problems in infrastructure development programs impacting Minapolitanimplementation Minapolitan program management, which is a problem in the process ofdetermining the source of water that does not go through trials so that the adequacy of the waterproduced is not sufficient for the community to irrigate the pond, which in turn making facilitywas never used and is not maintained by the community. Mina Pokdakan Ulam Sari Sari and Ihave a problem in the irrigation development process that hampered the development processtimeline completion. Resulting in stagnating water supply to the pond .Keywords: Minapolitan program, process, community involvement
