Abstract

Over the past few years, environmental issues have became a major policy agenda in developed and developing countries. The government has some alternative policies that can be used as a form of the intervention either to play the role of market-based policies and government regulations as well as other options. In this context, the Government of Indonesia already issued Presidential Decree No. 61 Year 2011 on National Action Plan for Reducing Greenhouse Gas Emissions (RAN-GRK). Based on this document, financial source for climate change (PI) and also protection, preservation of the environment (PPLH) mainly comes from the state budget, local budget, private sector, and other sources legalized by regulations. Unfortunately, the capacity for this obligation is still constrained. For this reason, public funding must be able to cooperate with the private fundingr in order to leverage the capacity. Regarding this matter, the flexibility for the allocation of state budget/local budget is not easy, due several reasons. One of that reason is the lack of policy meanstreaming PPLH the PI on the budgeting systems, the nature of the management PI and PPLH and also lack of awareness from many stakeholders. By using descriptive analysis method, this paper tries to answer these issues from the variety of scenarios, especially in the sphere of government planning and budgeting policy.

Abstract

The Ganjuran society who live in Sumbermulyo Village, District Bambanglipuro Bantul of DIY, have ability to maintain religious harmony although those people are different religions. It is because Ganjuran society have elements that can be a social glue in their local wisdom. This research is conducted by qualitative approach to reveal local wisdom in the maintaining harmony through the form of traditional expressions and tradition of kenduri (ritual of meal). Ganjuran society has strong social harmony perspective which is expressed by traditional idiom like rukun agawe santosa crah agawe bubrah (harmony makes peaceful, hostile makes splits).***Masyarakat Ganjuran Desa Sumbermulyo Kecamatan Bambanglipuro Bantul DIY mampu memelihara kerukunan umat beragama, meskipun berbeda agama. Hal ini disebabkan adanya elemen-elemen yang menjadi perekat sosial berupa kearifan-kearifan lokal yang hidup dalam masyarakat Ganjuran. Penelitian yang dilakukan dengan pendekatan kualitatif ini mengungkapkan kearifan lokal pada masyarakat Ganjuran dalam memelihara kerukunan dalam bentuk ungkapan-ungkapan tradisional dan tradisi kenduri. Masyarakat Ganjuran memiliki pandangan sosial guyub rukun yang diungkapkan melalui berbagai ungkapan tradisional seperti rukun agawe santosa crah agawe bubrah.

Abstract

The community of Singkawang constituted the multi cultural society, in religion, ethnic, and culture. Historically Singkawang society was able to maintain inter religious harmony. The associative social interaction seemed to be potential to support the harmony in the society. Based on the paradigm of functional-structural, society was assumed as an organic system having inter-relatednes between one organ and another in order to maintain the existence of the society. Social interaction within Singkawang society was developed by the the interaction in the cyrcle of family, neighbourhood, economical activities, religious leaders, and the relation within culture and tradition. Inspite of this the relation between the element of society is still cosmo­politant, on which the society members are less active in developing community harmony.***Masyarakat Singkawang adalah masyarakat yang terdiri atas berbagai kelompok suku bangsa dan agama. Secara historis, masyarakat Singkawang mampu mem­pertahankan harmoni antar agama. Model interaksi sosial yang bersifat asosiatif tampaknya potensial untuk mendukung harmoni di dalam masyarakat. Ber­dasarkan paradigma fungsional-struktural, masyarakat diasumsikan sebagai sistem organik yang memiliki huungan antar bagiannya untuk mempertahankan masyarakat. Interaksi sosial di dalam masyarakat Singkawang dikembangkan melalui interaksi di dalam lingkup keluarga, lingkungan sekitar, aktifitas ekonomi, para pimpinan agama, dan hubungan di dalam lingkup budaya dan tradisi. Meskipun demikian, hubungan antar unsur masyarakat masih kosmopolitan, yang di dalamnya anggota masyarakat kurang aktif dalam mengembangkan harmoni masyarakat.

Abstract

Kegiatan industri dikenal sebagai salah satu kontributor utama emisi gas rumah kaca (GRK).Sumber emisi GRK dari sektor industri meliputi input energi, masukan non-energi, proses industri dan limbah industri. Dengan demikian, sektor industri, tercatat sebagai salah satu sektor penting dalam Rencana Aksi Nasional (RAN) Penurunan Emisi GRK. Pelaksanaan aksi mitigasi di sektor industri jelas memerlukan kerangka peraturan yang tepat. Kombinasi yang tepat dari kebijakan dan instrumen fiskal yang diperlukan untuk mendorong pelaku industri menjadi aktif terlibat dalam upaya nasional untuk mengurangi emisi GRK di Indonesia. Permasalahannya, perlu adanya koordinasi peraturan yang terkait upaya penurunan emisi GRK sektor industri di masing masing Kementerian/Lembaga (K/L) yang terkait khususnya Peraturan Menteri keuangan (PMK dan Peraturan Menteri Perindustrian (Permen industri). Untuk itulah penelitian ini dilakukan dengan menggunakan kerangka analisis regulasi demi terciptanya koordinasi regulasi antara PMK dan Permen industri. Melalui mekanisme kodifikasi tersebut, diharapkan terjadi peningkatan efektivitas kebij akan fiskal untuk mengurangi emisi GRK di sektor industri.

Abstract

The contribution of biodiversity to economic development, social and ecological in Indonesia today and thefuture are already being felt very real. Unfortunately, as well as economic development approach to the greeneconomy that appears on the answers rampant deforestation and forest degradation, biodiversity atmospheretoday in Indonesia is under pressure and decrease impact on the species and environmental balance problemsand poverty. Besides the problem of public funding also be other problems. In this case, government role to bevery significant through the Transfer to the Regions. By using the methodology analysis desk study, it can berecommended that General Allocation Fund (DAU) is the main policy priority for funding biodiversity, throughthe addition of indicators of the Fiscal Needs (KbF). Abstract

Sektor transportasi menjadi salah satu penyumbang polusi udara terbesar di Indonesia. Hal ini disebabkan pembuangan emisi yang semakin besar seiring dengan peningkatan jumlah kendaraan bermotor pribadi. Kondisi ini tentu sangat membahayakan mengingat berbagai dampak negative yang ditimbulkan. Untuk itu perlu dilakukan kebijakan oleh pemerintah terkait kewajiban pembangunan BBM hemat dan berkualitas (fuel quality). Permasalahannya, pembangunan fuel quality membutuhkan pendanaan investasi yang besar. Dan peran pemerintah menjadi sangat signifikan melalui berbagai insentif fiskal yang diberikan. Dengan menggunakan metode analisis mapping studi kepustakaan, kajian ini memberikan kesimpulan bahwa potensi insentif fiskal yang dapat diberikan dari sisi kepabeanan, PPh, PPN, PPnBM serta tarif.

Abstract

Peatlands conversion to dryland for plantation has caused environmental havoc and is more prone to natural disasters in Indonesia. Community engagements under village administration should be the main strategy for supporting peatlands restoration. Since the new law on villages was enacted in 2014, the village has gained authority and delegated responsibilities from the upper-level government to make rural development decisions in various sectors, including those connected to environmental management, such as peatland restoration. The recognition of authority is followed by the transfer of significant funds, called village funds, from the central government as a form of commitment to undertake the village law. Currently, applied regulations allow community engagement to utilize the village fund for supporting peatland restoration. This study investigated the community's perceptions of village fund utilization for peatland restoration through in-depth interviews and questionnaires with site-level stakeholders that influence village budget allocation-related policies. The investigated aspects included village budgeting and development planning mechanism, the capacity of the community, and rules of district government in supervising the villages. Based on our findings, the identified challenges include the absence of environmental aspects as a part of village development pillars for developing village planning and budgeting, lack of community's environmental-economical nexus knowledge, and lack of district government in supervising village fund utilization and management at the site-level. However, the opportunities to direct the village fund utilization for peatlands restoration are widely open by strengthening the roles of district government to improve village fund governance at the site level.

Abstract

The construction of houses of worship in some areas of Indonesia often causes social conflict. In some cases, the conflict of houses of worship can be resolved well and some are not resolved. The establishment of houses of worship in Tangerang Regency, Banten Province, namely the construction of HKBP Rogate, GKBJ Sepatan, and GBI Tanjakan churches also triggered the social conflict. This article aims to reveal the chronology of the conflict over the construction of the three churches and the local government's actions in overcoming the conflict issues that arose. These three cases were studied by researchers using a qualitative approach and analyzed using the CGR (Collaborative Governance Regime) model.  This CGR model analysis is part of the early response of the parties related to the conflict and can reveal the weaknesses, and strengths in the conflict resolution of the establishment of houses of worship. The data collection method uses interview techniques and documentation studies. The findings of this research show that in the three cases of conflict, two cases show an escalating conflict (the emergence of mass action), and one case does not escalate. Conflict resolution against the establishment of the three houses of worship by the government and community leaders can prevent conflict escalation in the form of mass mobilization if the parties succeed in identifying problems at the location. Identification of parties who have the authority to determine the final direction of the conflict, especially those who reject the presence or establishment of houses of worship, is important in conflict resolution efforts. The success of conflict resolution efforts depends on the involvement of all parties who are authorized to determine the end of the conflict.

Abstract

Purpose: This study examines the effectiveness of short-term versus long-term portfolio management strategies and the selection of securities. It aims to provide insights into how different strategies impact investment performance, considering risk tolerance and financial goals. Research Design and Methodology: The study synthesizes findings from academic journals and empirical research using a qualitative literature review approach. The methodology involves thematic analysis to identify key themes, patterns, and insights related to portfolio management strategies and security selection. Findings and Discussion: The research highlights that short-term strategies like momentum trading can capitalize on transient market inefficiencies but entail higher transaction costs and volatility. Conversely, long-term strategies, such as value investing, focus on fundamental analysis and offer more stable returns over time. The integration of ESG criteria into security selection is shown to enhance portfolio performance and align investments with sustainability objectives. Behavioral biases and technological advancements also significantly influence portfolio management decisions. Implications: The study underscores the importance of balancing short-term and long-term strategies based on investor risk tolerance and financial goals. Financial practitioners can leverage these insights to design diversified portfolios and offer tailored advice. Future research should explore the dynamic interplay between these strategies and the impact of technological and regulatory changes on portfolio management. Integrating ESG considerations is crucial for sustainable investing and aligning with evolving market dynamics.
