Abstract

Public Works Education and Training Center in Region IV of Surabaya is one of work units from education and training center, ministry of public work. It has a role as the organizer of any educational and training as the administrator of non-taxable revenue. Public Works Education and Training Center in Region IV of Surabaya has building which can be used by the internal institute or by the public through the non-taxable revenue fee. However, the property itself is not sufficient compare to the activities held. It caused the utilization of the building is not optimal. The aim of this research is to analyze the strategy of improving the utilization of public work education and training center building area IV Surabaya. The method used in deciding the strategy was by analyzing the internal and external factors through SWOT method. The analysis process of the internal and external factors was done by using the Focus Group Discussion (FGD) method; they were determining the internal and external factors, evaluating them, and developing strategy. The FGD was attended by the internal authorities. By using the Grand Strategy Matrix would be gained the grand strategy of improving the utilization of the building, which then the derivative strategy was analyzed based on the highest score in EFI and EFE matrix. The result is the organization position in the big strategy matrix was in the first quadrant which encourages the aggressive growth. The grand strategies which believed suitable to the organization condition were the market development, market penetration, and product improvement.

Abstract

A proper fuction of irrigation system needs sustainable water resource management, supported by Water Resources Management Service Costs (BJPSDA). BJPSDA is a partial reimbursement of the cost required for water resource management activities, especially for operation and maintenance activities, must be calculated and set by water resources management. There are two methods that are used to calculate BJPSDA, which is BJPSDA in accordance with the Regulation of the Minister of Public Works and Public Housing No. 18/PRT/M/2015 and BJPSDA using basic service fee by considering the quality of service and value of economic benefits modelling. This study was conducted by comparing two BJPSDA methods in the Delta Brantas Irrigation Area and will be analyzed descriptively. BJPSDA of irrigation in accordance with Regulation of the Minister of Public Works and Public Housing No. 18/PRT/M/2015 is Rp. 255,-/m3, as cost recovery.. BJPSDA of irrigation value using basic service fee by considering the quality of service and value of economic benefit modelling amounted Rp. 338,-/m3, calculated from basic service fee amounted Rp. 177,-/m3, added with NME for agriculture water in Delta Brantas Irrigation Area amounted Rp. 161/m3, as a water value.

Abstract

Government spends a lot of money in infrastructure, including buildings. And it increases by years. Therefore, a research to formulate how to well manage our public building is needed. The method of this research is formulating Standard Building Assets Management which can be rationally implemented  in The Office of Public Works Highway in Jember. It should be based on the theory of asset management, the ministrial regulations and best practise guideline of Queensland government building. The results of this study is the cycle of building asset management. These are Planning, Procurement, Administration (Registration and Sertification of assets), Management in Use (Assesment, Operation and Maintenance) and Disposal.
