Abstract

Innovation is a need for organizations to improve service and performance. Puslatbang PKASN LAN develops the innovation called by one-stop e-office. One-stop e-office are the programs that consist of a website integration program; the official correspondence electronic system; the staffing information system; and the inventory information system. One-stop e-office aims to simplify the office administration to support the implementation of the tasks institution. The programs have developed and maintained to ensure innovation sustainability. One-stop e-office innovation aims to facilitate the implementation of office administration to support the implementation of the tasks and functions of the institution. Therefore, this study aims to analyze how the implementation process of innovation. This study described the implementation model of one-stop e-office innovation in Puslatbang PKASN LAN. The research used a qualitative approach and descriptive method. Data collection techniques used were literature study, in-depth interviews, and observation. The data analysis technique used is descriptive qualitative technique. The innovation is implemented through three stages, namely the generation, acceptance and implementation of ideas. The Factors that drive the innovation implementation are the support from the stakeholders; the availability of competent personnel; the innovation competition climate in LAN; and the technology availability. While the factors that inhibit the innovation are the interest differences between work units; and limited resources for the innovation implementation.

Abstract

Community-Based Tourism (CBT) is a type of tourism that includes community participation as the main element in achieving sustainable tourism development goals. Community participation can be realized if a community has substantial social capital to move collectively to increase living standards. This research explores the community's cultural values in the UNESCO Ciletuh Palabuhanratu Global Geopark (CPUGG) area as the main element in forming community social capital. Using a qualitative case study type method, the author explains the dynamics of business actors in Ciletuh in developing their businesses through the concept of social capital, which includes social relationships, norms, values, and beliefs in society. The research results show Sundanese cultural values, such as (1) Sabilulungan; (2) Someah Hade Ka Semah; (3) Ngaruwat Alam; (4) Ngamumule Budaya; and (5) Spiritual values and beliefs. These cultural values are essential in forming social capital supporting tourism development in CPUGG. However, communities face various conflicts that can hinder tourism development

Abstract

Despite widespread reports of corruption in 74,961 village authorities in Indonesia, the government has yet to establish an effective mechanism to detect and prevent corruption at the village government level. Therefore, this study provides an overview of corruption in villages by perpetrator profile, village development, and corruption detection pace to identify the highest-risk authorities exposed to corruption and implement preventive measures. Supported by a qualitative descriptive strategy for interpreting the data, this study analyzed 186 villages whose governing bodies engaged in corruption and were prosecuted by law enforcement officials from 2015 to 2021. The result shows that Java is more focused than other regions on prosecuting corruption cases in rural areas. Moreover, corruption cases in Java and Sumatra regions concentrate on developing villages. Outside of these two regions, most corruption occurs in disadvantaged villages. Village corruption cases were detected on average 2.72 years after the onset of corruption. These findings address a gap in previous research by exploring the variation in losses resulting from village corruption cases across different regions. The study underscores the significance of implementing regulations that mandate regular audits and other detection policies customized to specific attributes, such as region, development level, perpetrator profiles, and fraudulent scheme trends.

Abstract

Peraturan Presiden Republik Indonesia Nomor 72 Tahun 2021 Tentang Percepatan Penurunan Stunting dibuat sebagai strategi nasional dalam percepatan penurunan stunting di Indonesia. Posyandu sebagai salah satu sarana pelayanan kesehatan masyarakat desa diharapkan dapat menjadi aktor dalam melakukan pencegahan dan penanggulangan stunting. Penting untuk melihat faktor-faktor penyebab stunting pada balita dan kaitannya dengan kualitas pelayanan Posyandu di Desa Tanjungsari. Penelitian ini bertujuan untuk menjelaskan bagaimana Kualitas Pelayanan Posyandu Desa Tanjungsari Dalam Upaya Penanganan Stunting. Teori yang digunakan sebagai dasar dari penelitian ini adalah Teori Kualitas Pelayanan dari Zeithaml. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dengan data primer yang diperoleh melalui observasi dan wawancara, serta data sekunder melalui studi dokumen dan literatur. Analisis data pada penelitian ini dilakukan melalui kondensasi data, penyajian data, kesimpulan. Hasil yang diperoleh dari penelitian ini menyatakan bahwa bahwa kualitas pelayanan Posyandu Desa Tanjungsari dalam upaya penanganan stunting sudah cukup baik. Menurut penelitian yang dilakukan, terdapat 4 dimensi kualitas pelayanan yang masuk kedalam kategori baik dan 1 dimensi kualitas pelayanan yang kurang baik yaitu dimensi tangible.

Abstract

This research examines the discourse on the Public Housing Savings (Tapera) policy in Indonesia through an analysis of actor networks and public sentiment patterns. This research employed qualitative methods with a discourse analysis approach, using Discourse Network Analysis (DNA) to map relationships between actors, and NVivo to identify patterns of public sentiment. This research utilized secondary data collected from online news media, related regulations, and relevant scientific literature. The research findings indicate that actors involved in the public discourse regarding the Tapera policy include the government, business associations, celebrities, academics, professionals, labor groups, and the general public, who exhibit fragmented and ambivalent attitudes. The research implications indicate that lower-income groups are more vulnerable to the impacts of the Tapera policy. This situation has led to concerns and a narrative of distrust, thus increasing the tendency for pessimism towards the policy's implementation. Therefore, more adaptive and inclusive policy solutions are needed that better address the socio-economic dynamics of low-income communities (MBR).

Abstract

Danantara, as a state asset management institution, aims to build a sustainable economic foundation through the principles of meritocracy, transparency, and professionalism in its managerial selection process. This study analyzes the application of trust, transparency, and transformation principles in the selection of Danantara’s managerial team and their impact on the effectiveness of state asset management. A qualitative approach was employed, using in-depth interviews and document analysis. The principle of trust highlights the importance of mutual confidence among team members and stakeholders, which, according to Kramer and Tyler (1996), can accelerate decision-making and enhance collaboration. Transparency, as emphasized by Gierlich-Joas et al. (2020), involves open information sharing within organizations to strengthen accountability. Meanwhile, the transformation principle focuses on adaptability and innovation, aligning with Norman and Pahlawati’s (2024) findings on the role of adaptive leadership in sustainable transformation. The preliminary findings indicate that implementing these three principles fosters a competent management team and improves Indonesia’s competitiveness globally. This research contributes to the development of effective state asset management practices and enriches the literature on economic transformation, positioning Danantara as a new driver of national economic growth.
