Abstract

Penelitian Tentang  Implementasi Kebijakan Pemilihan Kepala Pemerintahan Negeri di Kabupaten Maluku Tengah (Studi Di Kecamatan Salahutu) Belum efektif pelaksanaannya walaupun Kebijakan Peraturan Daerah Nomor 3 Tahun 2006 telah berlangsung lama. Pemerintah Daerah Kabupaten Maluku Tengah telah melakukan berbagai terobosan, namun terkendala dengan berbagai permasalahan. Permasalahn konflik internal diantara Matarumah Parentah serta intrik dan kepentingan dari Elit Politik Lokal. Metode Penelitian yang digunakan adalah Metode Kualitatif. Hal ini dikarenakan objek yang diteliti memerlukan pengamatan langsung dari peneliti sebagai instrumen utama sekaligus menghindari terjadinya spekulasi dan rekayasa data atas masalah penelitian. Berdasarkan   penelitian, menunjukan ketidakefektifan pemilihan Kepala Pemerintahan Negeri disebabkan Personil atau Sumberdaya Saniri Negeri belum mumpuni, tidak konsisten dengan aturan, kebijakan yang setengah hati dan tidak tegas, kondisi eksternal masyarakat yang terpolarisasi dengan kebijakan Orde Baru. Implementasi Kebijakan Pemilihan Kepala Pemerintahan Negeri di Kecamatan Salahutu belum efektif dilaksanakan karena , variabel (1) Idealized Policy,(2) Implementation Organization,(3)Target Group, dan (4) Environmental Factors tidak dilakukan secara baik oleh Saniri Negeri dan badan pelaksana lainnya.

Abstract

This study aims to get a clear picture of the meaning of life in the perspective of C.I (Cosmic Intelligence), this type of research is field research with the intent of the data used as a source of reference originating from the research location. The data sources used in this study are primary sources in the form of interviews with Cosmic Intelligence pioneers, teachers or leaders of Cosmic Intelligence training, and respondents or Cosmic Intelligence meditators, and secondary sources in the form of books on Islamic Psychology, Religious Psychology, Sufism and related psychology. . Techniques for collecting data through interviews or interviews, observation, and documentation. Furthermore, the data obtained was analyzed using data analysis methods, the process of simplifying data into forms that were easier to read and interpret. The results of the study show that someone who has undergone or practiced Cosmic Intelligence training in contemplative meditative dhikr, finds awareness, awareness of his existence on this earth, his awareness as a servant of Allah, the realization that he is the caliph of Allah, who must undergo duty of servitude (imaniyyah-ilahiyyah, ubudiyah ilahiyyah, ubudiyyah insaniyyah, mu'amalah insaniyyah) and undergo the task of the Caliphate or called the Cosmic Task. Continuing to apply these cosmic tasks in daily life that do not separate the fields of life between learning, worship, work, work (must be integral) will lead to an awareness of life, self evaluation, self-ability, motivation and purpose, awareness of life which will bring to the presence of the meaning of life.

Abstract

Policy implementation of solid waste management is a part of public policy to implement in order to create a safe, sound environment and public space for the people. Bekasi Regency government contributes to solid waste management in their region that they assign the Environmental Office to hold the main role in implementing the policy. Thus, this study sought to profoundly describe the policy implementation of solid waste management by the Environmental Office of Bekasi Regency. This study used qualitative approach with ?single instrumental case study? strategy by selecting a relevant case and focusing on the given phenomena and problems. The results show that policy implementation of solid waste management by the Environmental Office of Bekasi Regency has not been optimized due to the limited capacity of the Office in providing resources and budgets, creating new innovations, and influencing people?s mindset. However, it can be said that Environmental Office has been good enough in making policies and efforts for solid waste management since they have been sinergyzed with those of the above level.

Abstract

The word “governance” has gained extensive usage in the business sector. Thus, “information governance” is not a new addition to the lexicon. This study aims to examine English articles on information governance written by international academics and published in Scopus-indexed journals by adopting bibliometric and content analyses. We conducted the content analysis using the VOSviewer program, which allows us to display keyword co-occurrence and bibliographic coupling of nations and sources. We identified 587 publications on information governance spanning the last 30 years. The most prolific publication platform is the Journal of the American Health Information Management Association (n=32). The most productive nation is the United Kingdom (n=206). Citations reveal that the most significant authors and periodicals are Michie S. et al. (n=352) and the Journal of Medical Internet Research (n=552), respectively. The search terms for information governance (e.g., information governance, humans, and human) in this study generate six clusters. Research on information governance has experienced dramatic growth over the past three decades, which is evident from a worldwide viewpoint. Publications in European-published journals are observed. Consequently, Asia has to engage more actively in the study of this subject.

Abstract

This research aims to find out how much service quality is achieved in making population certificates in Mekarsari Village, Cikajang District, Garut Regency. In this research, the author uses the SERVQUAL (Service Quality) theory with 5 dimensions, namely tangible, reliability, responsiveness, assurance, and empathy. The method used is descriptive with a quantitative approach. The results of this research show that the quality of service in making population certificates in Mekarsari Village, Cikajang District, Garut Regency, based on the tangible dimension, is in the good category, while the dimensions of reliability, responsiveness, assurance and empathy are in the very good category. Overall, the results obtained from the average calculation for all SERQUAL dimensions were 3.10, which means it is in the very good category. In conclusion, all service activities in making population certificates in Mekarsari Village have been running very well and can provide quality services to the community because the service in making population certificates is quite simple, including the process, completeness and file requirements as well as the costs required. and the time required is also not long Keywords: Service Quality, Mekarsari Village Government, Population Certificate

Abstract

Tempe merupakan produk pangan yang telah diakui dunia sebagai produk Indonesia. Selain nilai kearifan lokal dan budaya, tempe juga menjadi produk pangan yang kaya akan zat gizi,  kandungan kalsium dalam tempe mempunyai nilai bioavailabilitas sebesar 66%. Selain itu, kandungan asam lemak bebas dan asam amino bebas dalam tempe membuat makanan ini mudah dicerna dan diserap oleh tubuh. Terdapat beberapa tantangan dalam pengembangan tempe, antara lain standar higiene yang harus dipenuhi oleh para usaha kecil menengah (UKM). Diperlukan pula diversifikasi produk dan inovasi serta citra tempe, misalnya pengemasan, inovasi hidangan, dan pengembangan produk dari tempe seperti suplemen bioaktif dari tempe.Metode pengembangan usaha kecil pembuat tempe di Desa Cisempur dilakukan  melalui metode value chain. Yang pertama dilakukan adalah mendakan survei dan wawancara bersama Tim KKNM tematik kewirausahaan. Dengan survey maka diperoleh  masalah dan kendala industry tempe di Desa Cisempur, setelah proses survey maka dilakukan  analisis melalui diferensiasi produk untuk mencari inovasi produk yang dapat dihasilkan dari olahan tempe seperti Susu Soyu dan Keripik Tempe. Setelah melakukan variasi produk maka perluasan daerah pemasaran olahan tempe  menjadi focus pengembangan lebih lanjut. Tempeh is a food product that has been recognized worldwide as an Indonesian product. In addition to the value of local wisdom and culture, tempeh is also a food product that is rich in nutrients, the calcium content in tempeh has a bioavailability value of 66%. In addition, the content of free fatty acids and free amino acids in tempeh makes this food easily digested and absorbed by the body. There are several challenges in the development of tempeh, including hygiene standards that must be met by small and medium enterprises (SMEs). Product diversification and innovation as well as the image of tempeh are also needed, such as packaging, dish innovation, and product development from tempeh such as bioactive supplements from tempeh. The method of developing small-scale tempeh-making businesses in Cisempur Village was carried out through the value chain method. The first step was to conduct a survey and interview with the KKNM Team on the theme of entrepreneurship. With the survey, the problems and constraints of the tempe industry in Cisempur Village were obtained. After the survey process, an analysis was carried out through product differentiation to find product innovations that could be produced from processed tempe such as Soy Milk and Tempe Chips. After making product variations, the expansion of the processed tempe marketing area is the focus of further development,

Abstract

Penelitian ini mengenai Perencanaan Program Peningkatan Kualitas dan Produktivitas Tenaga Kerja pada Dinas Tenaga Kerja dan Transmigrasi Provinsi Jawa Barat. Latar belakang penelitian ini Jawa Barat memiliki jumlah penduduk tertinggi di Indonesia dan memiliki tantangan yang besar untuk mengatasi jumlah pengangguran. Dalam target Program Peningkatan Kualitas dan Produktivitas Tenaga Kerja masih terdapat target yang belum tercapai, penelitian ini berusaha mengetahui bagaimana perencanaan Program Peningkatan Kualitas dan Produktivitas Tenaga Kerja. Penelitian ini menggunakan langkah-langkah perencanaan James. A.F. Stoner yang memiliki 4 langkah yaitu tetapkan tujuan atau seperangkat tujuan, definisikan situasi saat ini, identifikasikan hal-hal yang membantu dan menghambat tujuan-tujuan dan kembangkan rencana atau perangkat tindakan untuk mencapai tujuan. Penelitian ini menggunakan penelitian kualitatif dengan melakukan observasi, wawancara, dan analisis dokumen sebagai teknik pengumpulan data. This research is about the Planning of Workforce Quality and Productivity Improvement Program at the Manpower and Transmigration Office of West Java Province. The background of this study is that West Java has the highest population in Indonesia and has a big challenge to overcome unemployment. In the target of the Workforce Quality and Productivity Improvement Program there are still targets that have not yet been achieved, this study seeks to find out how the planning of the Workforce Quality and Productivity Improvement Program. This research used James A.F Stoner planning steps that have 4 steps, namely setting goals or set of goals, defining the current situation, identifying things that help and hinder goals and develop plans or tools of action to achieve goals. This research used qualitative research by doing observations, interviews and analysis document as data collection techniques.

Abstract

This research aims to find out the implementation of a mental revolution that encourages  the acceleration of innovation and digitalization of public services through the implementation of e-government to build a clean, effective, democratic and trusted government.  The research design uses descriptive qualitative research by analyzing policy documents. This article examines the evolution of public service innovation policies in Indonesia related to the mental revolution initiative. The documents reviewed are laws, government regulations, ministerial regulations, and policy documents related to public service innovation and transformation, as well as e-government from January 2014 to May 2024. The results showed that since the launch of the National Movement for Mental Revolution, through the Indonesia Serves program, there has been an acceleration of the process of developing public service digitization innovations. This initiative encourages the acceleration of changes in the quality of public services by accelerating changes in the mindset, attitudes, and behavior of state civil apparatus to produce service innovations that improve the quality of public services. The acceleration of innovation development through e-government and public service digitalization can be realized with budget support, human resource readiness, sustainable policy commitment, and strong leadership in supporting the sustainability of holistic public service innovation.

Abstract

Ethanol extract from the leaves of Morus alba, an herb, has been widely used for medicine, including commercial formulations. This study aims to compare the characteristics of NADES extract using the MAE method and the maceration method. Mulberry leaf simplicia (Morus alba. L) ethanol extract was made with various ethanol concentrations of 50%, 60%, 70%, 80%, and 90%, and NADES (Natural Deep Eutectic Solvents) extract with a solvent ratio of 1:20 and 1: 30 on the MAE (Microwave Assisted Extraction) method with a time of 5 and 10 minutes. Measurement of total flavonoid content and total phenolic content was carried out by UV-vis spectrophotometry with quercetin and gallic acid as reference standards. The results showed that the ethanol extract with ethanol concentrations of 50%, 60%, 70%, 80%, and 90% had an average total flavonoid content; and total phenolic: 0.73%, 0.9%, 1.32%, 1.18%, 0.77%; total phenolic 96.789 mg/g, 71.262 mg/g, 126.465 mg/g, 116.643 mg/g, 93.366 mg/g. NADES extract with a solvent ratio of 1:20 at MAE 5" and 10" minutes obtained flavonoid levels of 0.36%, 0.4%, and total phenolic levels of 36.099 mg/g; 75.621 mg/g. While a ratio of 1:30 with an MAE time of 5" and 10" minutes, the flavonoid content was 0.44%; 0.48%, and the total phenolic content of 61.884 mg/g; 121.237 mg/g. Results of water-soluble essence of ethanol extract; NADES is 26%–31%; 21–24%. Result of ethanol soluble extract content of ethanol extract; NADES is in the range of 36%–42%; 85%–86%. Result of the specific gravity of ethanol extract; NADES is in the range of 0.82 g/mL–0.95 g/mL; 1.08 g/mL–1.18 g/mL. The ethanol extract pH test results were; NADES in the range 6.90–7.01; 7.59–7.89.

Abstract

The whistleblowing system is becoming an increasingly utilized tool worldwide to prevent and detect current violations. However, its implementation is not easy, as individuals require a sense of security and safety guarantees to be willing to participate in preventing violations and corruption. Therefore, adequate structures and processes are needed for its implementation. Kendari City is the only local government in the Southeast Sulawesi Province region that has implemented a whistleblowing system in its administration. This research aims to analyze the structure, mechanisms, and procedures of the whistleblowing system that has been implemented using best practices established by the Deputy of Investigation at the Financial and Development Supervisory Agency. The research employs a qualitative approach, utilizing document studies, observations, and interviews with individuals involved or directly engaged in implementing the whistleblowing system in the Kendari City government. The results indicate that the whistleblowing system implementation’s structure, mechanisms, and procedures have adhered to best practices in policy and institutional aspects as per the Technical Guidance Guidelines for the Implementation of the Thematic Fraud Control Plan System and Internal Whistleblowing Behavior.
