Abstract

The National and Political Unity Agency "KESBANGPOL" of Salatiga City is a government agency tasked with overseeing community activities in Salatiga City. In designing the information system architecture of the National Unity and Political Body "KESBANGPOL" of Salatiga City, the Enterprise Architecture Planning "EAP" methodology is used. Enterprise Architecture Planning "EAP" is a tool developed to build an enterprise architecture that harmonizes the three types of architecture in its development, namely data architecture, application architecture, and technology architecture. Based on this research it was found that there was no adequate administrative information system. The condition of the computer network owned by The National and Political Unity Agency "KESBANGPOL" has 1 internet-connected to 1 server. 1 The server is connected to 2 Routers, where 2 Routers are connected to 23 PC Servers and also connected to 20 printers. Based on the application system architecture, the mapping process of infrastructure components can be carried out. These infrastructure facilities are still inadequate for The National and Political Unity Agency "KESBANGPOL" with community service activities in Salatiga City which are very dense, so it is necessary to add computer and PC networks in order to facilitate service activities.

Abstract

the current development of economic, political and technological globalization demands the implementation of an orientation of Good and Clean Government. To achieve this objective, the Indonesian government from central to regional level is required to implement an application of information and communication technology to improve effectiveness, efficiency, transparency and also accountability of public services. From the results of research and also from the results of audit of e-Government at local government level, apparently government’s websites on average are at the first level (preparation level), only a few of government’s websites have reached the second level (maturation level), while the third level (solidification level) and the fourth level (utilization level) have not been reached by government’s websites. This condition is influenced by the complexity of problems in Indonesia, such as the inequality of facilities and infrastructure, the low quality of human resources, high poverty rates, etc. Therefore, this research is conducted to evaluate the quality of the Mimika regency’s website. For a long time, the Mimika government has owned the website: http://www.mimikakab.go.id. Therefore, it will be very interesting to evaluate and recommend the result of evaluation to stakeholders so that steps can be taken for a tactical and strategic development.

Abstract

Pemerintah Provinsi  Papua terus menggalakkan penerapan e-government dalam rangka mewujudkan tata kelola pemerintahan yang baik dan bersih. Namun,  nampaknya implementasi e-government sejauh ini  belum sepenuhnya memberikan dampak signifikan karena para eksekutif  sering  lamban dalam mengambil kebijakan. Oleh karena itu, diperlukan studi rencana strategis penerapan sistem informasi eksekutif di lingkungan Pemerintah Provinsi Papua. Penelitian ini  menggunakan pendekatan Ward and Peppard sedangkan analisis lingkungan internal dan eksternal organisasi menggunakan pendekatan PESTLE (Political, Economic, Social, Technology, Legal, Environment). Analisis lingkungan internal dan eksternal sistem informasi dan teknologi informasi (SI/TI) dan perumusan strateginya menggunakan pendekatan SWOT (strength, weakness, opportunity,  threat), sedangkan portofolio aplikasi dan pengembangan Sistem Informasi Eksekutif mengacu pada Kerangka Fungsional Sistem Kepemerintahan (Government Functional Framework) yang ditetapkan Kementerian Kominfo RI. Berdasarkan hasil analisis dan perumusan rencana strategis, ada dua rekomendasi yang diusulkan yaitu:  pertama perlu adanya roadmap pengembangan e-government  yang disusun secara holistik dan komprehensif. Selanjutnya, perlu dilakukan sosialisasi dan pengawasan secara berkala pada seluruh unit organisasi agar bersungguh-sungguh menerapkan aplikasi e-government guna  mewujudkan tata kelola pemerintahan yang baik dan bersih. Kedua, penerapan  aplikasi e-government yang mengacu pada  Kerangka Fungsional Sistem Kepemerintahan dan ditetapkan oleh Kementerian Kominfo RI perlu disesuaikan dengan kebutuhan daerah. Hal ini penting, mengingat Papua merupakan Daerah Otonomi Khusus dan  memiliki berbagai persoalan terkait affirmative action terhadap orang asli Papua.

Abstract

PT DATP DIGITAL merupakan perusahaan yang bergerak di bidang jasa platform perdagangan saham digital. Untuk mendukung proses bisnisnya, PT DATP DIGITAL telah memanfaatkan dan mengembangkan teknologi informasi. Namun, seiring perkembangan teknologi informasi dan berkembangnya perusahaan maka dibutuhkan penyesuaian terutama mengintegrasikan pada sistem informasi dan teknologi informasi. Untuk mengatasinya yaitu dengan membuat perancangan arsitektur enterprise yang dapat mengintegrasikan sistem yang ada saat ini dengan sistem yang akan dibangun. Penelitian ini mengadopsi metode enterprise architecture planning dan dalam pengumpulan datanya melalui wawancara dan observasi. Penelitian ini akan menghasilkan blueprint arsitektur enterprise yang mencakup arsitektur data, arsitektur sistem informasi, dan arsitektur teknologi dengan studi kasus sebuah perusahaan startup perdagangan saham digital. Hasil rancangan diharapkan dapat digunakan sebagai penentu arah kebijakan perusahaan.

Abstract

Mimika District Population and Civil Registration Office continues to issue new breakthroughs, especially smart city programs, in order to bring services closer to the community more precisely, efficiently, effectively, responsively, and continue to increase innovation and adoption of integrated technologies.. The purpose of this study is to analyze the conditions of smart city implementation that has been running in the research site using 4 perspectives contained in the IT Balanced Scorecard. This study uses a qualitative descriptive approach, supported by observations and interviews to strengthen the research. The results revealed that the perspective of the company's contribution, user orientation, and future orientation is good by providing excellent service comfort and speed, as well as how these services work so as to increase citizens' satisfaction with intelligent system service products. But from an operational refinement perspective, there are problems with internet networks that have not been optimized.

Abstract

E-gov is a digital innovation created by the government to create more effective and efficient business processes to meet the needs of the community. As a manifestation of this innovation in the land sector, the government makes an application called Sentuh Tanahku. Sentuh Tanahku is distributed on Google Play and generates a lot of reviews from users. The results of these reviews have an impact on the use and development of the application. However, with the large amount of review data, it will be difficult to process manually. Therefore, a method is needed to automatically see the user's tendency towards the application, whether it is positive or negative. The method that will be used is sentiment analysis. The stages are collecting review data on Google Play, manually labeling to get positive and negative review data, data preprocessing, TF-IDF weighting, classification using the Naïve Bayes algorithm, and evaluation. The labeling process shows that Sentuh Tanahku application gets positive response from users with a comparison of 407 positive reviews and 235 negative reviews. And from the results of sentiment analysis testing using the Naïve Bayes algorithm with TF-IDF weighting, it produces an accuracy of 89%, precision of 83%, and recall of 87%.

Abstract

The Communication and Informatics Service of Papua Province is one of the government agencies that has the main task of organizing government affairs in the field of communication and informatics known Diskominfo. The Communication and Informatics Service of Papua Province has implemented IT in its operational processes. In this study using COBIT 2019, determining the domain process to be studied based on the data obtained resulted in capability levels in different MEA Domains. MEA01 is at capability level 4 Customer Focus. MEA02 is at capability level 3 Service/Product Focus. MEA03 is at capability level 5 Business Led. MEA04 is at capability level 4 Customer Focus. IT Governance at the Communication and Informatics Service of Papua Province has been running well but still needs to be developed.

Abstract

The Rene Cashier application is an information system that serves to make it easier for staff to overcome customer queues in printing order receipts, inputting data sold by restaurants and storing restaurant sales data and making it easier for staff to arrange orders and customer seats, the information contained in Rene Cashier has been adjusted to the applicable restaurant regulations. In implementing an information system there must be risks that hinder the process of the system, so here a risk analysis is needed that aims to prevent or minimize the risks that will occur. By using ISO 31000 at Oemah Djari Restaurant Salatiga, it is expected to minimize the possible risks that will occur around the Rene Cashier application. The results of the ISO 31000 risk analysis are documents of possible risks that will occur around the Rene Cashier application, classifying possible risks and their impacts. So, the results of this study can be useful for Oemah Djari Restaurant Salatiga to prevent or at least minimize the risks that may occur in the Rene Cashier application.

Abstract

Perkembangan teknologi informasi dapat meningkatkan kinerja dan memungkinkan berbagai kegiatan dapat dilaksanakan dengan cepat, tepat dan akurat, sehingga akhirnya akan meningkatkan produktivitas. Pemerintah Kota Jayapura telah memanfaatkan dan mengembangkan Teknologi Informasi untuk mendukung aktivitas kepemerintahan dan layanan kepada publik oleh Dinas Komunikasi dan Informatika Kota Jayapura. Tujuan penelitian ini adalah untuk menganalisis tata kelola teknologi informasi dengan framework COBIT 5.0 domain MEA pada Dinas Komunikasi dan informatika Kota Jayapura. Penelitian ini akan menghasikan rekomendasi-rekomendasi untuk perbaikan Tata Kelola SI/TI di Dinas Komunikasi dan Informatika Kota Jayapura. Penelitian dilakukan dengan pendekatan kualitatif deskriptif  melalui wawancara dan observasi disimpulkan bahwa Dinas Komunikasi dan Informatika Kota Jayapura telah mencapai standar yang ditetapakan dan berada pada level rata-rata 4.00 dengan penjabaran pada domain MEA01 mendapatkan level 4,00, pada MEA02 mendapatkan level 4,00 dan pada MEA03 mendapatkan level 3,00.

Abstract

Hotel Kartika Bandungan is one of the family hotels located in Bandungan District, Semarang Regency, Central Java Province. Hotel Kartika Bandungan has a lag in the field of technology because other hotels around it already have their own system. Due to the absence of an integrated system, it is necessary to plan an IT / SI strategic plan that suits the needs and conditions of the Kartika Bandungan Hotel. This study aims to increase the effectiveness and efficiency in carrying out business processes, as well as make Hotel Kartika Bandungan still able to lead during hospitality business competition. In this study, the methodology used was Ward and Peppard which was supported by SWOT, PEST, Value Chain and McFarlan Strategic Grid analysis methods. The data collection method used is a descriptive qualitative method inandi by conducting an interview with the company owner and direct observation to the Kartika Bandungan Hotel. Based on the results of the analysis at the Kartika Hotel Bandungan, it is proposed that the Customer Data Information System, Financial Information System, Employee Payroll Information System, Hotel Needs Information System, and Attendance Information System are proposed. The results of IT/SI strategic planning can be implemented in the next four years.
