Abstract

Masalah dalam penelitian ini adalah belum efektifnya Pemungutan Pajak Bumi dan Bangunan di Kecamatan Cimanggung Kabupaten Sumedang. Berdasarkan pada permasalahan tersebut, rumusan masalah yang diajukan adalah: “Seberapa besar Pengaruh Pengendalian terhadap Efektivitas Pemungutan Pajak Bumi dan Bangunan di Kecamatan Cimanggung Kabupaten Sumedang”. Analisis masalah penelitian dilakukan dengan menggunakan pendekatan teori Pengendalian dari Hasibuan berdasarkan pelaksanaan dimensi Pengendalian Langsung dan Pengendalian Tidak Langsung dan Pengendalian Berdasarkan Kekecualian. Adapun untuk variabel Efektivitas peneliti mengacu pada pendekatan teori yang dikemukakan Steers yaitu Pencapaian Tujuan, Integrasi dan Adaptasi. Berdasarkan pendekatan teori-teori tersebut, hipotesis yang diajukan adalah:”Besarnya Pengaruh Pengendalian Terhadap Efektivitas Pemungutan Pajak Bumi dan Bangunan di Kecamatan Cimanggung, Kabupaten Sumedang ditentukan oleh pelaksanaan dimensi Pengendalian Langsung dan Pengendalian Tidak Langsung dan Pengendalian Berdasarkan Kekecualian". Metode yang digunakan dalam penelitian ini adalah Metode Penelitian Eksplanasi (Expanatory Research) dimana data informasi dikumpulkan dari populasi, hasil data yang dikumpulkan kemudian dianalisis untuk mengukur pengaruh dari satu variabel terhadap variabel lainnya dengan teknik pengumpulan data mempergunakan angket, observasi, dan wawancara. Unsur Populasi dalam penelitian ini terdiri dari Kasi Pelayanan Publik Kecamatan Cimanggung dan Masyarakat Kecamatan Cimanggung. Teknik pengambilan sampel dalam penelitian ini adalah menggunakan rumus slovin. Adapun teknik analisa data yang digunakan untuk merumuskan hipotesis adalah Uji Regresi Linier Sederhana. Berdasarkan hasil pengolahan data yang dilakukan diperoleh hasil penelitian yang menunjukan adanya hubungan sedang dan signifikan antara Pengendalian terhadap Efektivitas Pemungutan Pajak Bumi dan Bangunan di Kecamatan Cimanggung Kabupaten Sumedang. Dengan demikian hipotesis yang diajukan dalam penelitian ini teruji secara empirik. Pengendalian Pemerintah Daerah memiliki pengaruh serta signifikan terhadap Efektivitas Pemungutan Pajak Bumi dan Bangunan di kecamatan Cimanggung Kabupaten Sumedang.

Abstract

Tanjungpinang City is rich in tourism potential, in the form of natural/historical and cultural tourism. This opens up investment opportunities in the tourism sector on offer. However, the problem is that the implementation of the promotion strategy carried out by the Tanjungpinang City government, namely the Tanjungpinang City Culture and Tourism Office has not been maximized. The purpose of this study was to determine the Tourism Object Promotion Strategy of Tanjungpinang City by the Department of Culture and Tourism of Tanjungpinang City. This research is descriptive qualitative approach. Research Locations at the Department of Culture and Tourism of Tanjungpinang City Sources and types of data are primary data and secondary data. Technique data collection through interviews and observations. This research is based on the theory of Fred R. David (2011) “which describes that the strategic management process consists of three stages, namely, formulating strategies, implementing strategies and evaluating strategies. From the results of the analysis carried out, it can be concluded that the Strategy of the Tanjungpinang City Culture and Tourism Office in developing and promoting tourism objects in the Tanjungpinang city by carrying out several forms of promotion, namely events marketing and cooperation between Pokdarwis in all urban villages of Tanjungpinang city. The suggestion that the author can give in this case to the Tanjungpinang City Culture and Tourism Office is optimizing the use of online media in tourism object promotion activities to be one of the major impact alternatives for promotional activities carried out by the Tanjungpinang City Tourism and Culture Office and the Guidance of Arts and Culture Groups, Human Resource Development of Cultural Actors.

Abstract

Cases of violence against children in the Bintan Regency area since 2016 until now have continued to increase, various cases of violence that occurred against children in Bintan Regency such as cases of obscenity, sexual harassment, theft, TIP, traffic accidents, attempted suicide, neglect of children, and child trafficking. This shows that there are problems in good local government governance (Good Governance). This study aims to determine governance in overcoming violence against children in bintan district. Through literature study using descriptive analytic method, through data collection by conducting in-depth interviews and observations. The results of this study are that governance in overcoming violence against children in Bintan Regency has been implemented, but it is still not optimal. This is due to the inhibiting factor from the community to report cases of violence they or their families experience, namely the feeling of "shame". The handling of acts of violence against children is carried out massively, holistically, comprehensively and continuously.

Abstract

Abstract Cemaga Village is one of the cities in Natuna Regency, which has the potential for the tourism industry, especially Akar Island. For the construction and development of the Root Island tour, a budget of 2,625,081,000.00 is budgeted. But the phenomenon that occurs is, access is inadequate. In this case, the Cemaga Village government is required to have high performance to be able to solve development problems in its territory. The purpose of this research is to determine the performance of the Cemaga Village Government, South Bunguran District, Natuna Regency in Village Development from 2015-2019. This research method is descriptive with a qualitative approach. The population in this study were the Cemaga Village Community, Bunguran Selatan District, Natuna Regency, namely 929 people, and 11 village apparatus. While the samples were 1 village head, 1 development section head, 1 village secretary, and 2 community and community leaders, so that the total sample size was 5 people. The data in this study were obtained from observations and structured interviews. Data analysis was performed using a qualitative descriptive technique. The results of this study are the Performance Analysis of the Government of Cemaga Village, South Bunguran District, Natuna Regency in Village Development for the 2015-2019 Study on Akar Island is not good. The advice that can be given in this study is that the government must make careful planning and involve the community so that it is more targeted, and the community must maintain the results of development. Abstrak Desa Cemaga merupakan salah satu kota di Kabupaten Natuna, yang memiliki potensi industri wisata khususnya Pulau Akar. Untuk pembangunan dan pengembangan wisata pulau akar dianggarkan sebesar 2.625.081.000,00. Namun fenomena yang terjadi adalah, akses belum memadai. Dalam hal ini, pemerintah Desa Cemaga dituntut memiliki kinerja yang tinggi untuk dapat menyelesaikan masalah pembangunan di wilayahnya. Tujuan peneitian ini adalah untuk mengetahui Kinerja Pemerintah Desa Cemaga Kecamatan Bunguran Selatan Kabupaten Natuna Dalam Pembangunan Desa Dari Tahun 2015-2019. Metode penelitian ini adalah deskriptif dengan pendekatan kualitatif. Yang menjadi populasi dalam penelitian ini adalah Masyarakat Desa Cemaga Kecamatan Bunguran Selatan Kabupaten Natuna yaitu 929 orang, serta aparatur desa sebanyak 11 orang. Sementara yang menjadi sampel adalah 1 orang kepala desa, 1 orang kepala seksi pembangunan, 1 orang sekertaris desa, dan masyarakat serta tokoh masyarakat yang berjumlah 2 orang, sehingga keseluruhan jumlah sampel adalah 5 orang. Data dalam penelitian ini diperoleh dari hasil observasi dan wawancara terstruktur. Analisis data dilakukan dengan teknik deskriptif kualitatif. Hasil penelitian ini yaitu Analisis Kinerja Pemerintah Desa Cemaga Kecamatan Bunguran Selatan Kabupaten Natuna Dalam Pembangunan Desa Tahun 2015-2019 Studi Pada Pulau Akar kurang baik. Saran yang dapat diberikan dalam penelitian ini adalah Pemerintah harus membuat perencanaan yang matang dan melibatkan masyarakat agar lebih tepat sasaran, dan Masyarakat harus menjaga hasil-hasil dari pembangunan.

Abstract

Based on the results of the 2010 Tanjungpinang City Subdistrict Expansion Study, it appears that the results of the study recommend that the Tanjungpinang City area be divided into 7 subdistricts, of which 3 subdistricts are new subdistricts that must be expanded. However, in real conditions up to now in 2020, the existing sub-district conditions in Tanjungpinang City still consist of 4 (four) sub-districts and have not yet realized the second recommendation of the sub-district expansion study. The purpose of this research is to determine the factors that influence the plan to expand sub-district areas in Tanjungpinang City. This research method is descriptive qualitative. Where data will be collected using observation techniques, interviews and documentation studies. The data analysis technique in this research is qualitative analysis. The informants in this research were all Regional Apparatus Organizations related to the expansion of sub-district areas, the DPRD Secretariat of Riau Islands Province, the Regional Government and Autonomy Bureau of the Regional Secretariat of Riau Islands Province, the Regional Secretariat of Tanjungpinang City, the sub-district heads of Tanjungpinang City. The results of this research are that the factors that influence the plan for the expansion of sub-district areas in Tanjungpinang City are: Economic Capability Factors, Regional Potential, Socio-Cultural and Population, Social Politics, Area Size, Defense and Security, Span of Control for Government Administration, One suggestion What can be given is that the Tanjungpinang City Government should pay special attention to the economic potential of an area that will be expanded.

Abstract

Bintan Regency is one of the districts/cities in Indonesia that implements the STBM program in order to improve sustainable clean and healthy lifestyles by reducing the problem of open defecation in Bintan Regency. Kelong village is one of the villages that implements STBM, but Kelong village has not been declared an Open Defecation Free (ODF) village/sub-district because some of the people still build houses above the sea so they still practice defecation even in private. The aim of this research is to evaluate the First Pillar Community-Based Total Sanitation program to Stop Open Defecation (BABS) in Kelong Village, Bintan Pesisir District, Bintan Regency. The type of research used is evaluative analysis with a qualitative approach. The informants in this research were employees of the Bintan District Health Service, Kelong Community Health Center sanitarian workers in the field of environmental health, employees of the Public Works, Spatial Planning and Land Services and the Kelong village community who received benefits from the STBM program. The data collection tools used were observation, interviews and documentation. Next, a qualitative analysis was carried out. From the research results, it is known that the implementation of the STBM program in Kelong Village is still not optimal. Suggestions that can be given for this research are that the relevant agencies should respond more to reports or complaints from the public regarding the communal septic tank facilities that have been built in Kelong Village.

Abstract

The meaning of the King's tomb on Penyengat Island for pilgrims depends on their perception of the tomb itself. Perception is said to be recognition or identification using the five senses. The impression received by an individual is very dependent on all the experiences that have been gained through the process of thinking and learning and is influenced by factors originating from within the individual. The purpose of this research is to find out the meaning of the king's tomb in the community on Penyengat Island, Tanjungpinang City (Study on the Society of Penyengat Island City Tanjung Pinang). The theory used regarding meaning is phenomenology from Alfred Schutz. This research is qualitative research using interview and observation methods. Based on the research results, it can be concluded that the meaning of the King's tomb in the community on Penyengat Island, Tanjungpinang City, namely that the community interprets a King's tomb as something that must be respected. Moreover, this tomb is the tomb of a figure who was very instrumental in the development and progress of Penyengat Island, such as the tomb of Raja Ja'ffar, the tomb of Raja Ali Haji, the tomb of Engku Putri and the tombs of other figures

Abstract

The Climate Village Program aims to create villages or neighborhoods that are sustainable in terms of the environment and economy, while also reducing the impacts of climate change by increasing community participation in tangible actions to address climate challenges. This study aims to evaluate the implementation of the Climate Village Program (ProKlim) in Kampung Bugis Village. Its implementation is based on the Regulation of the Minister of Environment and Forestry of the Republic of Indonesia Number P.84/MENLHK-SETJEN/KUM.1/11/2016 concerning the Climate Village Program. This study applies the program implementation theory by Van Meter and Van Horn, which examines various factors influencing the success of a program. The population in this study consists of the Climate Village Implementing Group in Kampung Bugis Village, with a total of 74 members. The research sample was selected using purposive sampling, involving six individuals from two different groups to obtain representative data. This study employs aqualitative method. Thestudy concludes that the implementation of the Climate Village Program in Kampung Bugis Village aligns with its intended objectives, although some aspects still need improvement to achieve more optimal results. The researcher suggests that the government enhance support and facilities for the Climate Village Implementing Group and encourage active community participation. Continuous training and education should be improved to strengthen the group's capacity in addressing climate change challenges. Additionally, a sustainable evaluation and monitoring mechanism is needed to periodically assess the program's performance and ensure it runs as planned and achieves its desired goals.

Abstract

This study aims to analyze the application of human resource management strategies at the Bintan Regency Environmental Office. This research is a study that uses qualitative research. The results showed that the implementation of human resource strategies at the Bintan Regency Environmental Office has been implemented but must be developed again because basically human resources have many differences for each individual. Planning at the Bintan Regency Environmental Office has been done well through planning, implementation, organizing. In terms of organizing, human resources owned by the Bintan Regency Environmental Office are still developing and training in order to implement the policies contained in the Bintan Regency regional regulations because the Bintan Regency Environmental Office is engaged in the government sector that regulates government regulations through policies that have been regulated in law.
