Abstract

This research aimed to examine and identify the internal communication patterns effecting employee performance at the Regional Secretariat Office of Gorontalo Regency. The study employed a qualitative approach with descriptive research. The primary data sources included the Assistant III for General Administration of the Regional Secretary, Head of the General Subdivision, Head of the Protocol Subdivision, General Section Staff, Protocol Section Staff and Policy Analysts. Data collection methods involved observations, interviews, and documentation. The results indicated that the internal communication patterns at the Regional Secretariat Office of Gorontalo Regency were not accurate and responsive This was evident from the vertical communication pattern, which showed inaccuracies and a lack of responsiveness. This left staff confused and unclear about the instructions communicated by leadership. As a result, confusion arose that affected the execution of daily tasks Employee performance tended to decline because time and energy were wasted on seeking clanty or addressing mistakes caused by poorly understood instructions. In terms of horizontal communication, negative dynamics among colleagues at the same level were observed, such as small exclusive groups, a tendency to avoid conflict, and allowing conflicts to persist without resolution, which hindered optimal teamwork Employee performance was impacted due to a lack of synergy in completing joint tasks and regarding diagonal communication, inaccuracies and lack of transparency in cross-division and hierarchical communication hampered coordination and team collaboration communication between divisions and across hierarchies was still not accurate and responsive. On the ground, vanous challenges affected its efficiency and effectiveness The lack of transparency from leadership resulted in miscommunication across divisions. hindering timely task completion. Employees who felt they did not receive clear information or adequate support might become frustrated, negatively impacting their motivation and performance. Abstract

Permasalahan yang dihadapi mitra dalam pencegahan, penekanan angka stunting di Desa Lunta antara lain masih minimnya pengetahuan masyarakat tentang stunting, rendahnya kesadaran masyarakat dalam pencegahan, penekanan stunting, serta belum optimalnya pemanraatan IT dalam upaya pencegahan stunting di masyarakat. Solusi yang ditawarkan adalah perlunya pelaksanaan edukasi tentang pencegahan penekanan angka stunting kepada masyarakat dan perlunya membangun kesadaran dan partisipasi masyarakat berbasis smart edukasi yang terukur, dapat dicapai, tepat waktu serta berkelanjutan. Sinergitas dalam perspektif pelayanan public yang komunikatif, koordinatif, kolaboratif perlu dibangun dalam rangka mewujudkan desa bebas stunting. Untuk keberlajutan program maka luaran riset ini adalah menghasilkan produk aplikasi online peduli stunting yang dapat diakses oleh semua elemen baik dari pemerintah dan masyarakat umum.

Abstract

This study aims to determine the management of Social Assistance (Bansos) in Pentadio Barat Village, Telaga Biru District, Gorontalo Regency. The research method used is qualitative descriptive, in this study data collection through observation, interviews and documentation. The results of the study found that the management of Bansos in Pentadio Barat Village, Telaga Biru District, Gorontalo Regency is not optimal. Of the five evaluation indicators, only the responsiveness indicator is running well, while the other four are not optimal. The Bansos program in Pentadio Barat Village is not fully effective and on target. There is a mismatch in data between the village government and the Social Service, as well as the possibility of multiple recipients of assistance. The adequacy of assistance is also a problem, because the amount of assistance does not meet the daily needs of the community, both in nominal terms and quantity of goods. The distribution of assistance is still constrained by data mismatches, limited quotas from the district, and lack of access to information for the community. The village government needs to improve coordination with the Social Service and improve transparency and effectiveness of data collection. The accuracy indicator in the management of Bansos still faces obstacles, especially in the time of distribution and target recipients. Delays from the central government have an impact on the distribution of aid in villages, so there needs to be improvements in the distribution system to make it more timely and on target.

Abstract

The purpose of this study is to ascertain the effects of public service development initiatives. The research methodology combines a descriptive research design with a qualitative approach. The community, the heads of Sidomulyo and Sidodadi villages, the district secretary, and the head of Boliyohuto district served as the main sources of data for this study. Methods for gathering research data include documentation, interviews, and observation. According to the research findings, two indicators—political and administrative feasibility—are optimal, while three indicators—effectiveness, efficiency, and justice—are not yet at their best because a number of elements still need to be improved. Though not yet completely functional, the development of publik services in Boliyohuto District has been executed well. Since the people are the ones who experience this influence, several things still need to be adjusted in order for the publik services development in Boliyohuto District to proceed smoothly. Based on the research results, it can be concluded that of the five evaluation indicators, researchers found three indicators that were not optimal, including effectiveness, efficiency, and justice. Then there are two indicators that have been running optimally, including political feasibility and administrative feasibility.

Abstract

This study aims to evaluate the implementation of Regional Regulation (Perda) Number 1 of 2018 concerning Public Order in Gorontalo City using the CIPP evaluation model (Context, Input, Process, Product) developed by Daniel L. Stufflebeam. The regulation was established to ensure social order and control the increasing number of street beggars, buskers, and street children. However, despite its implementation, the phenomenon continues to rise annually. The research adopts a qualitative descriptive approach, using data collected through observation, in-depth interviews, and documentation involving key stakeholders, including the Social Affairs Office, the Civil Service Police Unit (Satpol PP), and street actors themselves. The results reveal that, based on the Context indicator, the policy was formulated as a response to a real social problem, yet its focus remains limited to law enforcement without addressing structural issues such as poverty, unemployment, and family dysfunction. From the Input perspective, institutional coordination between Satpol PP and the Social Affairs Office exists but lacks sufficient funding, personnel training, and continuous public outreach. The Process dimension indicates that the policy execution is reactive, short-term, and lacks systematic coordination or post-rehabilitation monitoring. The Product evaluation shows that while periodic enforcement actions have been conducted, they have not significantly reduced the number of street beggars and performers, which continues to fluctuate. Overall, the implementation of Perda No. 1 of 2018 has produced administrative compliance but has yet to achieve meaningful social transformation. To enhance policy effectiveness, a shift toward human-centered and empowerment-based approaches is essential, emphasizing cross-sector collaboration, sustainable rehabilitation programs, and inclusive social interventions

Abstract

Land asset management in Gorontalo Regency faces various problems, including weak inventories, late reporting by Regional Apparatus Organizations (OPD), and the persistence of uncertified assets and overlapping ownership documents. These conditions indicate that land asset management is not yet optimal. This study aims to describe and analyze land asset management in the Gorontalo Regency Government, focusing on planning, implementation, and supervision. The method used was a qualitative approach with a descriptive approach. Data were obtained through observation, in-depth interviews with the Regional Personnel Agency (BKAD) and Commission II of the Regional People's Representative Council (DPRD), and documentation. Analysis was conducted interactively through data reduction, data presentation, and conclusion drawing. The results indicate that planning is not optimal due to weak coordination and data integration. Implementation is still hampered by recording, assessment, and certification due to limited human resources. Supervision has been carried out through document review, but is hampered by late reporting and a lack of transparency. The conclusions of this study confirm that land asset management in Gorontalo Regency is not yet effective and efficient, necessitating strengthening coordination, inventory systems, human resource quality, and transparent supervision.

Abstract

Public services are one of the primary functions of government in meeting public needs. With the changing times, digitalization has become a strategic solution for increasing the efficiency, effectiveness, transparency, and accountability of public services. The Gorontalo City Government developed the Gorontalo Integrated Community (GoMT) application to support digital service transformation. This study aims to determine public understanding of the use of the Gorontalo Integrated Community (GoMT) application in Dungingi District, Gorontalo City. This study used a descriptive qualitative approach, with data collection techniques through interviews, observation, and documentation. The results indicate that the digitalization of public services through the GoMT application has not been running efficiently and optimally. The support indicator shows that government support is available in the form of regulations and policies, but public outreach is still minimal, resulting in many residents being unaware of the application. The capacity indicator shows that the availability of human resources is considered adequate, but technological infrastructure remains challenging, such as unequal distribution of internet networks and supporting devices. Meanwhile, the value indicator shows that although the GoMT application has the potential to provide fast, easy, and transparent services, its benefits have not been fully realized because the public still prefers manual services at the village office.Thus, a sustainable strategy is needed, including improving public digital literacy, strengthening network infrastructure, developing simpler and more user-friendly application systems, and consistent budget support. This research is important because it provides a concrete picture of the challenges and opportunities for digitizing public services at the sub-district level. It is hoped that it will provide input for local governments in developing more targeted policies. With these steps, the digitalization of public services through GoMT can be truly realized optimally and more effectively.
