Abstract

Abstract

This study focuses on enhancing the capacity of Village Apparatuses in Naru Village, Bima Regency to improve their performance in executing Village Government duties. The aim of the study is to determine the effectiveness of capacity building programs for village officials. A descriptive quantitative research method was employed with a sample size of 30 respondents, representing a total population of 2,630 individuals who visited the Naru Village Office. The data was collected through a questionnaire and analyzed based on the respondents' answers. The study found that the role of the Village Government is critical in achieving predetermined targets, and most villages in Indonesia operate under customary law regulations. The study highlights the importance of having quality human resources with high work ethics and productivity to ensure optimal contributions to Village Government duties. Overall, this research contributes to the development of policies for enhancing the capacity of Village Apparatuses in Naru Village and other similar settings, towards creating welfare and development for the people in the village.

Abstract

Societal demand for qualified and innovative public service has increased. In the era of decentralization, the ability to overcome various public service problems greatly determines the government's credibility. Thus, a capable government would gain more and more support from the people to provide satisfying public service. The quality of service should become all parties' concern within the government, either at the implementation or leadership level, by its role. The regional government needs integrated management within its administration, particularly in licensing services. The service would highly depend on three aspects: the implementation pattern, human resources support, organization, and facilities infrastructure. Therefore, the task force's order, mechanism, and implementation procedures are needed to improve the service.

Abstract

This article explores the complexity of factors that mobilize the participation of first-time voters in the 2024 Legislative Election in Rabadompu Timur Village, Raba District, Bima City, West Nusa Tenggara Province. The low level of involvement of first-time voters in the general election process in Indonesia is the imperative basis for exploring the root causes underlying this phenomenon in order to strengthen the integrity and inclusiveness of electoral democracy. The urgency of this study is based on tracing the path of first-time voter participation, which has a crucial function in strengthening the legitimacy of the general election results through identifying dominant determinants in the form of political efficacy levels, candidate campaign strategies, and financial incentives. Data were collected from interviews with 20 first-time voters. The results of the study show that political efficacy plays an important role in encouraging participation, where voters with high confidence in their ability to influence election results tend to be more active. Candidate campaign strategies that utilize social media effectively also increase the involvement of first-time voters, although overly aggressive campaigns can actually reduce participation. In addition, financial incentives have been shown to mobilize some voters, although many still consider the candidate's program. These findings provide practical insights for policymakers and candidates in increasing the political participation of first-time voters, as well as offer theoretical contributions to the literature on voter behaviour.

Abstract

 pandemi virus Corona atau Covid-19 ini memberikan dampak yang serius salah satunya pada bidang pendidikan. Sistem pembelajaran yang dilaksanakan secara daring atau online dari rumah memiliki kelebihan dan kelemahannya masing-masing. Kegiatan belajar dan mengajar yang sudah terbiasa bertatap muka secara langsung menjadi tantangan baru saat kegiatan belajar dan mengajar dilaksanakan secara online. Dalam hal ini peran guru dituntut untuk dapat berinovasi dalam menyampaikan materi pembelajaran. Guru dapat memanfaatkan platform yang ada untuk menunjang pembelajaran. Pembelajaran yang dilakukan secara daring tidak menjadi alasan untuk kita untuk tidak mendapatkan pendidikan. Pendidikan adalah hal yang penting dan setiap warga negara berhak mendapatkan pendidikan. Meskipun dalam kondisi yang serba terbatas karena pademi Covid-19 ini tetapi pembelajaran masih dapat dilakukan secara daring atau online. Adanya pembelajaran daring ini membuat siswa lebih mandiri dan percaya diri karena pembelajaran yang lebih mengarah pada student centered sehingga mereka lebih berani dalam mengemukakan pendapat mereka.

Abstract

The urgency of this research pertains to the political feasibility of Minister of Education and Culture Regulation No. 30/2021 regarding the Prevention and Handling of Sexual Violence (PPKS) in the University Environment due to the emergency situation of sexual violence on campus. This study not only highlights the extent to which the policy is acceptable to decision-makers and the general public but also underscores the importance of ensuring that any enacted policy has strong political support and does not generate controversy. The research methodology involves detailed analysis of existing regulations, gathering readings from books, academic journals, electronic media news, and conducting interviews with various stakeholders to gather their views on the political feasibility of the regulation. The findings indicate that the enactment of the regulation initially elicited diverse reactions from the public, with clear pros and cons. From different perspectives, particularly concerning various interests, the public voiced protests and controversies regarding the implications and impacts of the regulation. While supporters perceive it as a positive step in providing protection for the entire university community, with expected preventive measures and effective handling of sexual harassment cases, opponents view it as potentially promoting adultery and LGBT issues, especially from a religious standpoint. Nonetheless, it is crucial for the public to regard this regulation as a formal public policy, established based on an understanding and handling of societal issues.

Abstract

Tujuan dari kegiatan pengabdian masyarakat ini adalah untuk melakukan pengkaderan dan Pelatihan Kepemimpinan pada remaja Masjid di Desa Sangga Kabupaten Bima. Adapun metode yang digunakan dalam kegiatan pembinaan  ini yaitu melalui pendekatan ceramah bervariasi, kemudian dilanjutkan dengan metode demonstrasi. Terakhir dilakukan dengan Metode latihan (driil) disebut juga metode training. Hasil kegiatan menunjukkan bahwa Pengkaderan kepemimpinan remaja masjid di desa Sangga kecamatan lambu  kabupaten Bima yang dilakukan oleh Tim Pengabdian pada Masyarakat Universitas Mbojo Bima telah dilaksanakan dengan baik. Hal ini dapat dilihat dari ketercapaian hasil dari pelaksanaan kegiatan ini sampai dengan 96%, dimana para peserta mengikuti dengan seksama mulai dari acara pembukaan sampai dengan penutupan. Masih terbatasnya kemampuan peserta untuk menerima materi yang disajikan karena tingkat pendidikan para peserta masih rendah serta keterbatasan waktu kegiatan Pengabdian pada Masyarakat dalam pembinaan pengkaderan kepemimpinan remaja masjid ini sangat terbatas, sehingga materi yang yang disajikan singkat, padat dan yang penting cepat selesai sesuai dengan jadwal kegiatan ini.

Abstract

This paper aims to explain the implementation of public services today from a humanistic perspective/paradigm. Public policy innovation as a necessity in principle and substantively will provide reinforcement in responding to and resolving public policy problems that take place in the community.The method used is descriptive method, which describes several studies, public service policies from various literatures. The results of the literature review show that character education and the inculcation of humanistic values to service providers (government/political elites, bureaucratic apparatus) are very important and must be carried out so that the public service process can be of higher quality and provide optimal satisfaction for service recipients.The result to be achieved in this research is the existence of public policy innovation efforts with the dimensions of novelty and usefulness so that it is expected to have an impact on more concrete efforts and build sustainable community participation. Innovation is applied not only at the evaluation stage of public policies but is applied from the beginning of public policy planning, implementation and evaluation of public policies.

Abstract

Penelitian ini bertujuan untuk mengeksplorasi fenomena tekanan politik terhadap Aparatur Sipil Negara (ASN) selama Pilkada Serentak 2024 di Kota Bima, dengan fokus pada dilema etis yang mengancam netralitas dan imparsialitas birokrasi. Meskipun ASN seharusnya profesional dan netral, mereka kerap terjebak dalam tekanan politik dari elite lokal, menciptakan konflik antara kepatuhan terhadap regulasi dan desakan untuk mendukung calon tertentu, yang pada akhirnya merusak kredibilitas birokrasi. Penelitian ini menggunakan metode deskriptif kualitatif, dengan data yang dikumpulkan melalui wawancara mendalam dengan ASN, pejabat pemerintahan, pengawas pemilu, dan pengamat politik, serta observasi partisipatif terhadap dinamika politik di Kota Bima. Hasil analisis menunjukkan bahwa ASN sering dihadapkan pada tekanan politik signifikan, menciptakan dilema etis dan mengancam integritas birokrasi. Tekanan ini, jika diabaikan, dapat merusak netralitas ASN yang seharusnya independen. Selain itu, ancaman terhadap karier ASN yang menolak tekanan politik semakin memperparah situasi. Hasil penelitian juga mengindikasikan bahwa kurangnya pemahaman ASN terhadap regulasi netralitas semakin memperburuk kondisi, yang berdampak negatif pada kualitas pelayanan publik dan integritas demokrasi lokal. Penelitian ini diharapkan memberikan wawasan untuk reformasi birokrasi yang lebih kuat dalam mendukung pelaksanaan demokrasi yang jujur dan adil di Kota Bima.

Abstract

Penelitian ini bertujuan untuk mengeksplorasi dan mengidentifikasi tantangan serta potensi yang terkait dengan pengembangan model pengelolaan sumber daya manusia (SDM) yang berorientasi pada pendidikan karakter di Universitas Mbojo Bima, Nusa Tenggara Barat. Pendekatan penelitian ini menggunakan metode deskriptif kualitatif yang melibatkan observasi, wawancara, dan dokumentasi pada level kampus di Universitas Mbojo Bima. Hasil dan pembahasan dari penelitian ini menyoroti pentingnya seleksi staf pengajar dan karyawan yang memiliki komitmen terhadap pendidikan karakter, pengembangan program pendidikan yang mencakup aspek karakter dan nilai-nilai moral, integrasi nilai-nilai karakter dalam kurikulum, pengembangan kebijakan dan prosedur yang mendukung pembentukan karakter mahasiswa, serta evaluasi dan peningkatan berkelanjutan dalam menjaga kualitas dan relevansi program pendidikan karakter. Dari temuan penelitian ini, diharapkan dapat memberikan kontribusi penting dalam meningkatkan kualitas pendidikan tinggi di Indonesia dan memperkuat karakter serta moralitas generasi muda.
