Abstract

Bima port is a vital necessity. The progress of crossing transportation in Bima port encourages the smooth flow of goods and services. The port of Bima since the Dutch colonial era has been known as a gateway for people to enter and leave various regions in the country. Various activities for distributing basic food items are increasingly massive and intensive, making it easier to provide food, board and clothing stocks in the Bima area. As a port, this area is quite strategic in supporting sea transportation and the distribution of goods and services for the local government and the people of Bima. The method used is descriptive quantitative with a population of all employees and the public who receive services, the number of samples is 30 random sampling respondents. As a result, 13.15% of respondents answered that they were very satisfied that the distribution of basic food items was getting more massive, then 44.85 percent of respondents answered that they were satisfied, and respondents who answered quite satisfied were 42.00% and respondents who answered dissatisfied were 0.00%. Abstract

Masyarakat adalah kelompok sosial yang juga memiliki potensi yang sangat besar bila dapat mengarahkan kemampuan dirinya dalam mengembangkan berbagai kompetensi yang dapat memberikan nilai tambah dalam kehidupan. Permasalahannya adalah peran masyarakat, seringkali terhadap karena ketidak tahuan terhadap masalah kehidupannya sendiri. Oleh karenanya, perlu untuk mengembangkan serangkaian program pendidikan luar sekolah yang jauh lebih komprehensif agar dapat membangun kesadaran masyarakat untuk terlibat dalam proses pemberdayaan masyarakat yang jauh lebih optimal.

Abstract

This paper aims to explain the implementation of public services today from a humanistic perspective/paradigm. Public policy innovation as a necessity in principle and substantively will provide reinforcement in responding to and resolving public policy problems that take place in the community. The method used is descriptive method, which describes several studies, public service policies from various literatures. The results of the literature review show that character education and the inculcation of humanistic values to service providers (government/political elites, bureaucratic apparatus) are very important and must be carried out so that the public service process can be of higher quality and provide optimal satisfaction for service recipients. The result to be achieved in this research is the existence of public policy innovation efforts with the dimensions of novelty and usefulness so that it is expected to have an impact on more concrete efforts and build sustainable community participation. Innovation is applied not only at the evaluation stage of public policies but is applied from the beginning of public policy planning, implementation and evaluation of public policies.

Abstract

This study aims to determine the level of development of the traditional weaving group activities in Monta Baru Village, while the data collection techniques are interviews, observation, and documentation. Then the results of the research are the efforts of the new monta village government to develop a traditional weaving business which is given to 3 (three) groups in the new monta village with a total budget of Rp. 60,000,000, - with the division that each group gets a budget of Rp. 20,000,000,- with the stimulation of this fund, it can provide sufficient capital injection for the weaving group in the village of Monta Baru. A sheet of sarong takes 3 (three) days, this is because the production process is still traditional and requires a high level of focus and precision. The production of a sheet of sarong takes a long time and varies as the difficulty level gets higher. Marketing is still carried out between individual buyers and bought up by clothing sellers, sometimes marketing is done by means of social gathering. Village Head Regulation Number 4 of 2018 concerning improving the competence of weaving groups.

Abstract

Administrative services that often occur are considered low quality due to lack of human resources, unclear time certainty and inadequate infrastructure, thus giving a bad assessment from the community. This is the background behind the formation of the Minister of Home Affairs Regulation No. 24 of 2006 regarding PTSP (One Stop Integrated Implementation Guidelines) to improve the quality of public services to the community organized by the government. However, the implementation of PTSP has yet to be implemented in all Indonesian government institutions because several institutions still have difficulties and doubts about its effectiveness. This is the author's background to discuss the Effectiveness of One Stop Administration Services for the Community. This study aims to determine whether there is effectiveness and the level or value of effectiveness provided in providing administrative services for the community through a one-stop line or system in City Y. The method used is descriptive quantitative with data collection techniques, namely observation and interview documentation. Moreover, the distribution of the questionnaire to 100 respondents who were selected by purposive sampling. The study results show that the one-stop administrative service is quite effective at 30%. However, it is insignificant in its effectiveness because it still requires adaptation to the system and improvements in various ways.

Abstract

Abstract

Abstrak: Salah satu tugas dari pemerintah adalah memberikan pelayanan publik dengan baik sesuai dengan peraturan perundang-undangan yang berlaku. e-Government merupakan media yang sangat efektif dan efisien dalam memutus rantai birokrasi pelayanan masyarakat yang panjang di pemerintahan. Namun, masalah dan tantangan yang ada menyebabkan terhambatnya perkembang e-Government di Indonesia. Sebagai negara berkembang, kebanyakan masalah yang dihadapi pada program pemerintah ini adalah kualitas sumber daya manusia dan infrastruktur. Perlu digaris bawahi, setiap masalah dan tantangan tersebut dapat diselesaikan dengan melakukan evaluasi pada tahap awal perbaikan setiap lini kualitas program. Studi ini akan mengkaji masalah evaluasi e-Government dalam bentuk diagram SWOT dan dimensi perbaikan secara kualitatif deskriptif. Literatur yang digunakan berupakn buku, jurnal, dan sumber lainnya yang relevan. Sehingga, dengan studi ini dapat diharapkan dapat menjadi pertimbang pihak dalam hal ini pemerintah untuk menuntaskan masalah dan tantangan pada program e-Government di Indonesia. Abstract

An important element in improving performance in the organization is the availability of quality human resources, productivity, having a high work ethic, and being able to make optimal contributions. In the Village Government environment, the Village Head and all Village Apparatus as executors of Village Government duties are expected to carry out village government duties properly in order to create the welfare and development of the people in the village. In increasing the capacity of Village Apparatus, the policy of the Naru Village Government to engage in this kind of activity is very important to follow. The dynamics of the Renda Village Government in Woha Sub-district are so dynamic that this is influenced by the dialectic of leadership or village heads who are in the process of reaching an educational point in understanding the management of village governance. The role of village government is a measure that states how far the target is determined in advance. Abstract

Kualitas Pelayanan Administrasi Kependudukan harus ditingkatkan untuk menjamin kepuasan masyarakat. Pelayanan publik dalam administrasi kependudukan merupakan isu krusial yang menjadi perhatian pemerintah baik pusat maupun daerah dalam menjalankan fungsi pelayanan publiknya. UU No. 25 Tahun 2009 tentang Pelayanan Publik, UU No. 24 Tahun 2013 tentang Perubahan atas UU No. 23 Tahun 2006 tentang Administrasi Kependudukan, dan Perda Kabupaten Bima No.1 Tahun 2011 tentang Penyelenggaraan Pelayanan Administrasi Kependudukan, semuanya tidak diterapkan secara efektif. Implementasi Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi No. 16 Tahun 2014 tentang Pedoman Survei Kepuasan Masyarakat Terhadap Penyelenggaraan Pelayanan Publik masih belum mampu menghasilkan kepuasan masyarakat terhadap penyelenggaraan pelayanan administrasi kependudukan. Adapun jenis penelitian adalah deskriptif kualitatif. Lokasi penelitian di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Bima Provinsi Nusa Tenggara Barat. Teknik analisis data kualitatif adalah model Spiral. Hasil penelitian dijelaskan sebagai berikut: (1) Yang diperlukan untuk menghasilkan kepuasan masyarakat meliputi: 1) spesifikasi produk layanan, 2) kompetensi layanan, 3) perilaku petugas layanan, dan 4) penanganan pengaduan. Terdapat lima item yang tidak memberikan kepuasan masyarakat, masing-masing 1) persyaratan pelayanan, 2) prosedur pelayanan, 3) waktu pelayanan, 4) biaya/insentif pelayanan, dan 5) klaim pelayanan. Hal-hal tersebut merupakan sembilan unsur kepuasan masyarakat sebagaimana tertuang dalam Keputusan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi No.16/2014. Direkomendasikan melalui penelitian ini bahwa pelaksanaan manajemen pelayanan publik harus efektif dan harus menghilangkan faktor-faktor penghambat penyampaian layanan. Beberapa aspek juga dapat diprioritaskan seperti: 1) One Stop Service, 2) Active Stelsel Service, 3) Citizen,s Charter, dan 4) Budget Sharing (APBN dan APBD). Dengan memperhatikan aspek-aspek tersebut maka kualitas pelayanan dapat ditingkatkan guna menjamin kepuasan masyarakat terhadap penyelenggaraan pelayanan administrasi kependudukan pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Bima.

Abstract

The future of Indonesian diversity is influenced partly by educational design and policy. In that sense, this study aims to analyze the actual and potential impacts of Kampus Merdeka's educational policy in strengthening multicultural encounters. Based on a specific context of Yogyakarta State University or Universitas Negeri Yogyakarta (UNY), Indonesia, this study used the qualitative method to reveal the Merdeka Belajar-Kampus Merdeka (MBKM)/Freedom of Learning Kampus Merdeka program in providing both actual and potential multicultural encounters, particularly in the Faculty of Social Sciences. The determination of research subjects was combining purposive and snowball sampling. The data analysis technique utilized an inductive approach for qualitative data analysis. The stages of data analysis consisted of data reduction, data display, conclusion, and verification, while validity checking employed triangulation. The study concludes that the MBKM program provides an experience and a cross-ethnic encountering spaces for students to share each other's diversity of identities. The encounters are through the three-semester learning rights program outside the study program. Cross-identity encounter in the MBKM program also allows students to combine aspects of concern for structural and cultural issues through a derivative program of three-semester learning rights outside the study program. The actual impacts of the MBKM program include providing spaces of strengthening multiculturalism, through students-exchanges, Center of Excellence (CoE) facilitation, and equal education for all. In addition, the needed regulations have been issued to provide the potential impacts to optimize for multicultural encounters through student exchanges, especially intercultural understanding or multicultural collaboration programs.
