Abstract

ABSTRAKDRPD is one of the main pillars to support the regional administration. Furthermore, in an effort to realize their tasks and functions, Parliament has a role in terms of creating transparency in local governance.Pleased with this, since decentralization, Parliament as one of the elements of regional government, is increasingly playing the role and authority as well as an institutional bridge between the aspirations of citizens of diverse with political decisions development that translate these aspirations into formats payments area along the eye budget.Authority in the legislative process, budgeting and supervision of the regional administration of making Parliament can play a major role in the making of public policies in the area. With such authority allows Parliament take a role in determining local regulations, budgets and public services to be more pro-people. Abstract

This study aims to determine and analyze the Effect of Recruitment on the Implementation of Public Servicesin the Population and Civil Registration Office of North Halmahera Regency. The research method that I usein this research is quantitative research methods. Data and information were collected through a questionnairetechnique and completed with interview data source techniques / research respondents were all employees inthe Department of Population and Civil Registration of North Halmahera Regency as many as 36 people.Theanalysis techniques used by testing hypotheses are frequency tables, product moment correlations and simplelinear regression. Based on the description of the data it turns out that most of the respondents who gave anassessment of the recruitment variable of the State Civil Apparatus were in the category of “high” or at 66,66%,then as many as 12 employee respondents or at 33,33% who state that the recruitment of the State CivilApparatus in the Office Population and Civil Registration of Nort Hamlmahera Regency are in the “medium”category, while the category of “law” is not out of 36 employee respondents who were interviewed in the NorthHalmahera Regency Population and Civil Registration Service. While public service variable in the NorthHalmahera Regency Population and Service are in the “high” category or 52,77%, then 17 employeerespondents or 47,22% stated thah public services in the Halmahera Regency Population and Civil RegistrationService in the “medium” category, while in the “low” category there isn’t.Keywords: Recruitment of State Civil Apparatus, Public Services

Abstract

This research thesis preparation with a view to obtaining a bachelor's degree in social and political science faculty, that there are problems in the process and in the implementation of increased development funds through the village in the Village District of Pineleng Minahasa Sea. Researchers saw that the lack of cooperation between government and community development improvement. In stepping up development in the Village Sea through the village fund or assistance from the central government to village aspired to achieve a prosperous society and is able to manage the autonomy in the village in accordance with the laws that exist to growth and change in a planned and conscious taken by a country and nation toward modernity in order to develop the nation. But what happens the public still was not satisfied with the performance of the government's development, as seen from the problems that occur through the government's development is still lacking precise targets and a lack of consistency on the part of the government regarding village development forum that governments actually took the benchmark through deliberation village, which has been set in the deliberations when in fact it should be done instead of carrying out construction just see where that becomes personal or group interests to seek opportunities through the village fund for rural development and implicated in political elements. Abstract

Vilage health post is a community based health effort that serves as a forum for the health of rural communities. The purpose of this study was to find out how to manage the Village Health Post in Poniki Village. This study uses descriptive qualitative research methods. Data collection techniques used were observation, interviews, and data collection with documents to see how the management of Poskesdes in Poniki Village. This researcher uses four indicators, namely: planning, organizing, actuating, and controlling. Based on the results of research on the Village Health Post stated that the immature planning resulted in the Poskesdes not running according to their functions, there was no action from the Health Office to advance the Poskesdes in Poniki Village, and lack of supervision from the Health Office to each village health post. The village has many Poskesdes which until now have not run. It can the be said that the management of the Village Health Post in Poniki Village is still not good.Keywords: Management, Health Post, Village.

Abstract

Abstrak : Implementasi kebijakan pendistribusian dana bantuan sosial banjir bertujuan untukmembantu masyarakat yang terkena bencana banjir dengan memperbaiki pemukiman warga yanghancur dan sudah tidak layak untuk di tempati namun kenyataannya kebijakan yang dilakukanbelum berjalan dengan maksimal, oleh karena itu penelitian ini dimaksudkan untuk menjawabpertanyaan tentang bagaimana implementasi kebijakan pendistribusian dana bantuan sosial banjir diKecamatan Tikala. Dalam penelitian ini peneliti menggunakan model implementasi dari Donald VanMeter dan Carl Van Horn, dimana dalam implementasi kebijakan dilihat dari 6 variabel yangberpengaruh besar dalam implementasi kebijakan. Standar dan tujuan kebijakan adalah pentingkarena implementasi kebijakan yang berhasil bisa jadi gagal ketika para pelaksana tidak sepenuhnyamenyadari terhadap standar dan tujuan kebijakan. Sumber daya yang memadai baik sumber dayamanusia maupun sumber daya finansial akan berpengaruh terhadap tingkat keberhasilan kebijakan.Komunikasi merupakan informasi bagi pemerintah untuk menginformasikan kebijakan kepadamasyarakat sebagai kelompok sasaran. Karakteristik agen pelaksana meliputi organisasi formal danorganisasi informal yang terlibat dalam mengimplementasikan kebijakan. Disposisi adalah sikap yangdimiliki oleh pelaksana kebijakan seperti etika dan komitmen untuk membuat kebijakan ini berhasil.Kondisi sosial ekonomi dan politik adalah menilai kinerja implementasi sejauh mana lingkunganeksternal turut mendorong keberhasilan kebijakan publik. Dalam penelitian ini menggunakan metodepenelitian kualitatif deskriptif yaitu melalui wawancara kepada 7 orang informan, observasi secaralangsung dan penelusuran dokumen yang ada kaitannya dengan kebijakan, bahkan dalam penelitiandibantu dengan adanya pedoman wawancara, alat perekam dan alat tulis menulis. Hasil penelitiansecara umum menjelaskan bahwa Implementasi Kebijakan Pendistribusian Dana Bantuan SosialBanjir di Kecamatan Tikala belum berjalan dengan maksimal.Kata Kunci: Implementasi Kebijakan, Pendistribusian Dana Bantuan Banjir

Abstract

Summary: Human resources is divided into two, namely, human resource macro is a resident of a countrythat has already entered the age of the work force, either not working or who are already working. Whileunderstanding the micro is the individual work and became a member of a company or institution and iscommonly referred to as employees, workers, employees, workers, labor and others Nawawi (2003:37).Coastal communities need real activities that can build their economies without eliminating the culture andcharacteristics of coastal communities, the required form of community-based activities.This research uses descriptive qualitative approach method. This study describes the data obtainedfrom the results of research on the quality of human resources the coast (study in the village of Kahakitangsub-district of Tatoareng Regency Sangihe). In qualitative research, data collection is done by observation,in-depth interviews and documentation.Based on research results drawn the conclusion that the quality of human resources viewed fromthree indicators categorized quite well. The quality of human resources in particular physical health fishingcommunities quite well seen from the community who care about their own health and are already providinghealth support facilities and infrastructure for the community. For the quality of intellectual (education andtraining) itself is also quite good because there's been an effort of the Government in the fulfillment of theeducational infrastructure and facilities for the community as well as the already existing cooperation withthe Fisheries Agency in empowering human resources especially fishing communities. The quality ofhuman resources in terms of the spiritual quality of its own quite well seen from the daily life of fishingcommunities in the society and harmony between religious communities in compliance, and comply withthe rules made by the Government, as well as the morale of the fishing communities in doing his job. So theGovernment in directing the village empowerment on fishing communities the quality should be on theincrease, the application of the improved quality of HUMAN RESOURCES through three indicators,namely physical quality and health, the quality of intellectual (education and training) and spiritualqualities.This issue became important note for the Government because of the presence of obstacles wherethe quality of HUMAN RESOURCES more precisely to improve the quality of HUMAN RESOURCES wasgoing to be difficult, therefore, needs to be awareness of the Government and the community. The qualityof human resources in realizing better or boost community empowerment which is better then theGovernment should be in driving, giving information, and facilitate Community fishermen.Key Words: Human Resources Quality Coastal Communities

Abstract

Abstract: this research aims to know the implementation of the policyof retributionMarket Bersehati Subdistrict Detention Manado city. Thisstudy uses qualitative methods with selected informants consisted of Director of PD. The market townof Manado, head of Retribution PD. Manado City Market, Bersehati Market,Officer Coordinator/Billers Levy Bersehati Market, and Traders in the market Bersehati. Datacollection techniques used are interviews, observation and documentation. Qualitative datawereanalyzed with descriptive narrative supported by primary and secondary data.The results showed thatthe implementation of policies related Market levy Bersehati sub-district of Manado City Detention hasshown a fairly good results, in terms ofattitude, and the compliance officer in carrying out the policy. Thiscan be seen on the Apparatus involved in the implementation of the Bersehati sub-districtof Markets ballot levy arbitrary arrest city that transparency in carrying out the tasks and always refers tothe existing regulations. In addition the adequacy of manpower is already implementing a policy that is goodwith officers and employees of the PD marketManado city that exists in the market Bersehati. Similarly, thedecisions taken in case of problems or constraints in implementation is always good for the commongoodparty PD. Manado City Market or user community market. However for the benefit of employees andresponse against complaint merchants still showed a less good results. Similarly, the strategies used are alljust communication and sosialisai without any action even though the degree of change that's been good tobe achieved, namely repair and upgrading of infrastructure and quality of service. Abstract

Community empowerment actually refers to the word empowerment, which is an effort toactualize the potential that is already owned by the community. Thus, the approach of communityempowerment in the development of palm sugar farming communities is the emphasis, on the importanceof self-reliant local communities, as a system that organizes themselves. Such a community empowermentapproach is certainly expected to give a role to individuals not as objects, but as actors who determine theirlives. Community empowerment efforts can be seen from the side of their existence as a process.Empowerment as a process can be seen from the stages of activities in order to achieve a goal, which isusually determined by the time period. Society in English terms is a society that comes from the Latin wordsocius which means (friend). The term community comes from the Arabic word which means (to participate and participate). Society is a group of people who get along with each other, in scientific termsit interacts with each other. A human entity can have infrastructure through which its citizens can interactwith one another. Another definition, society is the unity of human life that interacts according to aparticular system of customs which is continuous, and which is bound by a sense of shared identity.Continuity is a community unity that has all four characteristics, namely: Interaction between its citizens,customs, continuity of time, a strong sense of identity that binds all citizens. The most important factor thatmust be considered in carrying out community empowerment programs is that without business capital it isvery difficult for the community to be able to improve their standard of living. Empowering people is notenough just to provide venture capital but must be accompanied by an increase in the capacity of humanresources so that they are able to think and act in making various efforts and efforts to improve their welfareindependently without any dependence on others. The provision of facilities and infrastructure for thecommunity to be able to do their business is one part of the government's responsibility which must becarried out through community empowerment programs.Keywords: Empowerment, Community, Business Capital, Facilities and Infrastructure.

Abstract

Abstract : This study in order to obtain a Bachelor's degree thesis Tier One at the Faculty of Social and Political Sciences, University of Sam Ratulangi Manado. Moving on from the pre-study conducted by researchers, that turns Implementation of Land and Building Tax Collection in the Village Tombatu Two found no universal agreement or cooperation between tax collectors officer with the taxpayers. Thus, the researchers see the need to be studied and considered the implementation of tax collection in the village Tombatu Two. This research uses qualitative research methods. Data were collected starting from the stage of observation, interviews and literature.The conclusion that can be drawn from this research is that it is found not optimal performance of employees in the implementation of land and building tax collection in the village Tombatu Two. Because in practice there has been no cooperation between tax officials and taxpayers. The village government should seek more optimal in the implementation of land and building tax collection so that the problems that exist in the village can be resolved and useful to the progress of the village into a better direction.Keywords: Performance Officer, Land and Building Tax Collection

Abstract

The aim of the research is to measure the impact of coastal reclamation on the social and economiccondition of fishermen in Sario Tumpaan. This research uses quantitative approach methods. The subjectof this study amounted to 30 of one group occupying the research site so that researchers took theconclusion to give Kuisoner to the 30 subjects. Data collection uses questionnaires and interviews, whilethe analytical techniques used are validity and reliability tests as well as the homogeneous test modelGhozali, 2011. Based on the results of the research that has been done by the authors, it can be concludedas follows: (1) based on the results of research that has been tested from some data with a population of 1organization and there are 30 people who are respondents. The Data obtained is declared valid or normaldistribution so it is feasible to proceed with a simple linear regression analysis test. (2) The socialeconomic erdahap of the fishermen of the city of Manado Mega Mas has been carried out quite well, it isseen from the results of the research scoring instrument that puts the reclamation variable to be in thecategory quite good until good. (3) reclamation has a positive and significant relationship and influenceon the social economy of the fishermen Mega City of Manado, which means the reclamation variable is afactor that determines the determinant of the socio-economic fishermen.
