Abstract

Program bantuan alokasi dana desa bertujuan untuk menopang program-programpembangunan desa untuk mensejahterakan masyarakatnya. Dan berdasarkan Undang-UndangRepublik Indonesia No 6 Tahun 2014 tentang Desa, desa mempunyai sumber pendapatan berupaPendapatan Asli Daerah, bagi hasil pajak daerah dan retribusi daerah kabupaten / kota, bagian daridana berimbang antara keuangan pusat dan daerah yang diterima oleh kabupaten / kota, alokasianggaran APBN, bantuan keuangan dari APBN provinsi dan APBN kabupaten / kota. Desadiberikan kewenangan sesuai kebutuhan dan prioritas desa, secara keseluruhan sumber pendapatdesa digunakan untuk mendanai seluruh kewenangan untuk mengatur dan mengurus kewenangantersebut. Fokus dalam penelitian ini adalah bagaimana kebijakan Alokasi Dana Desa untukmengetahui sejauh mana keberhasilan dari implementasi Alokasi Dana Desa tersebut diukurdengan 4 model variabel yang didasari pada indikator teori Edward III yaitu komunikasi, sumberdaya, disposisi dan struktur birokrasi. Kebijakan ini bertujuan agar ADD bisa digunakan denganbaik dan benar sesuai dengan kebutuhan masyarakat desa. Metode penelitian yang digunakanadalah metode deskriptif dengan pendekatan kualitatif. Teknik analisis data yang digunakan dalampenlitian ini adalah teknik yang diperoleh melalui wawancara atau interview menurut SurachmanWinarto. Hasil dari penelitian ini pada indikator Komunikasi merupakan bagian penting untukmenilai keberhasilanpelaksanaan suatu kebijakan. Karena komunikasi akan memberikan pengaruhterhadap penerimaan dari pelaksana. Kedua Sumber daya, yaitu menunjuk setiap kebijakan harusdidukung oleh sumber daya yang memadai, baik sumber daya manusia maupun sumber dayafinansial. Ketiga Disposisi menunjukkan karakteristik yang menempel erat kepada implementorkebijakan/program. Karakter yang paling penting dimiliki implementor adalah kejujuran,komitmen dan demokratis dan yang terakhir Birokrasi yang bertindak sebagai pelaksana sebuahkebijakan harus dapat mendukung kebijakan yang telah diputuskan secara politik denganmelakukan koordinasi yang baik.Kata Kunci : Implementasi Kebijakan, Alokasi Dana Desa

Abstract

Farmer empowerment is all efforts to improve the ability of farmers to carry out better farmingthrough education and training, counseling and assistance, developing systems and means of marketingagricultural products, consolidation and guarantee of agricultural land area, easy access to knowledge,technology and information, and institutional strengthening of farmers. Farmer Institution is an institutionthat is developed from, by and for farmers to strengthen cooperation in fighting for the interests of farmersin the form of farmer groups and farmer groups combined. Farming community empowerment is the effortsmade in order to improve the agility of the agribusiness community so that they are able to independentlydevelop themselves and do business sustainably. Farmers can be defined as the work of utilizing biologicalresources by humans to produce food, industrial raw materials, or energy sources, as well as to managetheir living environment to meet their daily needs by using traditional and modern equipment. Aren (Arengapinnata Merr) is one type of palm plant potential and can grow well in the tropics, including in Indonesia.In English literature it is called sugar palm, gomuti palm, and palm sugar. Actually the sugar palm plant(Arenga pinnata) has long been known in Indonesia and around the world. Wanga Amongena Village, EastMotoling Subdistrict, Wanga Amongena Village, is seen from natural resources, namely palm sugar whichis one of the people's livelihoods and is one of the potentials of the village that is favored because of themany communities of Wanga Amongena Village who work as palm sugar farmers. The Government ofWanga Amongena Village takes steps so that the income of palm sugar farmers Wanga Amongena Villagecan meet the daily needs of life by providing assistance such as palm sugar farming equipment as well asgovernment steps and community empowerment institutions in stabilizing the selling price of palm sugar,then given training and socialization from community empowerment institutions on how to improve thesmall palm sugar industry so that in the future the community will be able to run palm sugar farming withsatisfying results for them.Keywords: Empowerment, Farmers, Palm Sugar, Training, sosialization

Abstract

The purpose of this research is to know the extent of the influence of communication internalagainst the effectiveness of the sevices in the Office of the head of Mandolang District Minahasa in NorthSulawesi Province. This research using quantitative research methods. With the samples used is SaturatedSampling are 35 people. Based on a simple linier regression analysis showed that there is influence ofinternal communication between (X) and (Y) work efficiency. It is evident simple linier regression equationof Y=14,613 + 0,538 X + e. for calculation of the correlation relationship is category of being, This evidencedby the r value 0,565 interpretation advanced by Sugiono are in the interval (0,00-0,199). And the value ofthe coefficient of determination is 31,9% indicating that the influence of internal commucation against theeffectiveness of the service namely 31,9% and the rest is 68,1% influenced by variables that are not includedin this research.From the results of the comparism of the value of a sig (0,03) a (0,05) these authors conclude thatinternal influential communication significantly to the effectiveness of the sevices Head Office Mandolangin the Regency of Minahasa in North Sulawesi province. Then the hypothesis in this study was acceptedH1and H0 denied.Keywords: Internal Communication, The Services Effectiveness

Abstract

Abstract : The purpose of this study was to determime how camat rolein empowering communities in the districtRainis Talaud islands district. The method used is descriptive gualitative method. The focus of research includes: The subdistrict govermments to encourage public participation in delelopment planning in the district; role toguide the work units implementing the orogram/community developmend activities in the district; successfulresearch informants interviewd as many as 10 persons namely : 2 sub-district government officials, 2 villageheads 2, 2 Orang LMP members, two community leaders, and two villagers data collection technigues usedwere interviews. Data was analysed using qualitative descriptive analysis technigues-interactive model of Milesand Huberann. Based on the results of the study conclude : (1) role toencourage public participation indevelopment planning in the discussion forum of development planning in the district has done fairiy weill; (2)role to provide guidance to the working units of government and community organization in the district havebeen done fairily well ; (3) role in empowering communities through the role to supervise theprogram/community development activities whether perpetrated by units of government work and civil societyorganizations have also done fairly well. Based on these conciusions suggested : (1) let more active inmobilizing the community to engage in development planning at the vollage and sub-district; (2) let moreeffective coordination meeting forum/consultation on guidance to the work units that acted uponprogram/activities of people in the district pemerdayaan; (3) let improve the implementation ofmonitoring/pemantauan and reporting systems on a regular basis about the implementation ofprogram/community development activities in the district.Key words : The role of community empowerment.

Abstract

This research aims to know the effectiveness of the implementation of Rural Infrastructure development programme in the village Bulude, district Kabaruan Talaud Islands Regency. This research uses qualitative descriptive approach, the author assesses the effectiveness indicators based on data collected through in-depth interview techniques, the study of librarianship, and observations. Against 10 informants directly related to the implementation of the rural development programme in the village of Bulude Sub-district Kabaruan. Through this research is also Bulude Village Government and people could find out if the program has been running effectively?. After the data is collected, either in the process of collecting and after collecting the data, and then in the analysis with the results it was concluded that is the implementation of the programme of infrastructure development in the rural village of Bulude had enough runs well were carried out and completed in a timely manner.Key words: Effectiveness, Rural Infrastructure, development.

Abstract

The implementation of management of village-owned companies must touch the community through the utilization of existing potential in the village with the aim of improving the economy of the local village community. The purpose of this study was to determine the implementation of management of village-owned enterprises in the rae village of north beo district talaud island regency. This study uses descriptive qualitative research methods. Data collection techniques used were interviews, documentation and data collection with documents to see how the implementation of management of village-owned enterprises in the rae village of north beo district talaud island regency. The researcher used four indicators, namely: planning, organizing, actuating and controlling. Based on the results of this study it was stated that the implementation of management of village-owned enterprises in the rae village of north beo district talaud island regency had not been effective and efficient, because the planned program has not been in accordance with the needs of the village community in general, organizing that is not in accordance with the needs of the business entity, actuating carried out in the conduct of business activities is not maximum, and controlling was not optimal. Thus It can be concluded that the achievement of the objektives of implementation of management of village-owned enterprises in the rae village of north beo district talaud island regency it was not effetive and efficient.Keywords: Implementation, Management, Of Village, Business Entities.

Abstract

ABSTRACT: The process of structural official promotion can be seen still the employees who are not yetqualified rank is determined, the appropriate position, not yet qualified positions of seniority and experience.In the delivery of information only verbally, so it is still difficult to be accepted and understood by theintended object or the information. The purpose of this study was to determine the Structural PromotionSystem Implementation at the Regional Secretariat Bitung.Research using qualitative methods. The informants were 10 structural, staff / implementers. Datacollection by interview, while data analysis using interactive model analysis techniques. The focus of thestudy was defined as the implementation of a system of promotion or appointment / placement in a structuralposition as a civil servant which is already regulated in Government Regulation. Number 13 of 2002 on theappointment of civil servants in structural positions.The results showed: (1) policies (rules) is communicated or disseminated to employees, but notformally. Communication and coordination between the implementing unit managers pretty good. (2) Thedisposition is consistent implementation of regulations on the promotion system of civil servants in astructural position has been good, but not optimally. (3) implementing human resources policies areadequate, especially in BKD and Agency of office and rank position (Baperjakat). (4) The bureaucraticstructure / organization and job descriptions of the functions of the implementers of structural officerpromotion system is well defined, in which the selection process and the determination of structural officialsconducted by Baperjakat, while the technical and administrative processes implemented BKD.Keywords: Structural Promotion Policy Implementation

Abstract

This study aims to explain the extent of the work ability of government officials in serviceto the community in the West Tahuna District Office in Sangihe Regency. This study uses qualitativeresearch, with primary and secondary data sources, then the data obtained by interview,documentation and observation. The collected data is then analyzed through data reduction and datapresentation then conclusions and verification are carried out so that they can provide answers tothe research problem. The results of this study indicate that the ability of the apparatus to provideservices to the community in the West Tahuna District of the Sangihe Islands Regency is evidentfrom intellectual abilities and physical abilities. 1. The intellectual ability of the apparatus to provideservices to the community is seen from their educational background, understanding of the rules,previous positions and support from leaders and colleagues. 2. The physical ability of the apparatusin providing services to the community is good because it is supported by the age factor of relativelyyoung employees, the ability to take advantage of new technological work facilities as well as theexistence of a good working relationship with the leadership and coworkers. And in order to improvethe ability of officials in providing services to the community in the District of West Tahuna, SangiheRegency, it is necessary to create an employee capacity development program in accordance withthe existing work. And the nature and character as an apparatus that is responsive and cares for theneeds of the community must be owned by every state civil apparatus.
