Abstract

In realizing the objectives of the development program in each institution it takes a managerialpattern in the management of development and other governmental programs to be perceived and enjoyedby the community. The use of village funds is prioritized in village development. One of the most importantthings needed is the wisdom of the village head to direct and guide the community to jointly implement thedevelopment program. The purpose of this research is to know how the Management Of Village Funds InDevelopment In Paslaten Village Langowan West District Minahasa Regency. The research methods usedin this study are qualitative methods. The informant in the research is a person who can provide informationabout the situation and background conditions of research. The focus of research is seen from the indicatoraccording to George Terry, which is planning, organizing, mobilization and controlling. Data collectiontechniques through observation, interviews, and documentation. The results showed that the ManagementOf Village Funds In Development In Paslaten Village Langowan West District Minahasa Regency in themanagement of village funds is not done transparently or openly to every community even a lot of issuesCommunity that the management of village funds in the use of village funds is not suitable for it.Keywords : Management, Village Funds, Development.

Abstract

This study aims to determine and analyze the Effect of Recruitment on the Implementation of PublicServices in the Population and Civil Registration Office of North Halmahera Regency. The research methodthat I use in this research is quantitative research methods. Data and information were collected through aquestionnaire technique and completed with interview data source techniques/research respondents wereall employees in the Department of Population and Civil Registration of North Halmahera Regency as manyas 36 people.The analysis techniques used by testing hypotheses are frequency tables, product-momentcorrelations and simple linear regression. Based on the description of the data it turns out that most of therespondents who gave an assessment of the recruitment variable of the State Civil Apparatus were in thecategory of “high” or at 66,66%, then as many as 12 employee respondents or at 33,33% who state that therecruitment of the State Civil Apparatus in the Office Population and Civil Registration of NortHamlmahera Regency is in the “medium” category, while the category of “law” is not out of 36 employeerespondents who were interviewed in the North Halmahera Regency Population and Civil RegistrationService. While public service variable in the North Halmahera Regency Population and Service are in the“high” category or 52,77%, then 17 employee respondents or 47,22% stated that public services in theHalmahera Regency Population and Civil Registration Service in the “medium” category, while in the“low” category there isn’t.Keywords: Recruitment of State Civil Apparatus, Public Services

Abstract

Health care is one of the fundamental rights of societies that are organized by the mandatory Governmentarranged. One important element in the system of hospital is labour, organization and quality of medicalpersonnel and nurses in the hospital, because it will affect the quality of the management and service.Therefore the hospital as a health care provider must provide satisfying service towards patients SocialInsurance Administration Organization (BPJS). Because the hospital is an organization that sells services,then a quality service is one of the demands that must be met. Hence the need for an action that is trulyconcerned with the public interest in terms of providing services that are really good to society. The purposeof this research is to know the patient's medical service quality in hospital BPJS Islam of Sitti MaryamManado. This study uses qualitative methods. Informants in this study amounted to seven people. Datacollection techniques used are interviews, observation and documentation. Measurement using the theory ofParasuraman with five dimensions of service quality that is reliability, empathy, intangibles, responsiveness,assurance. The results of this study stated that by using five dimensions of service quality measurement of thehealth of the patient in hospital BPJS Islam of Sitti Maryam Manado votes is enough. More suggestionsimprove existing facilities and infrastructure at the Islamic Hospital of Sitti Maryam Manado in order tosupport existing services. Hospital employees should mutually enhance the sense of the importance ofhospitality towards the patient or patient's family in the service of process in order for the patient or thepatient's family gave a good response against an employee of the hospital.Keywords: Quality Of Service, Patient BPJS

Abstract

Abstrak: The research was conducted on the basis of initial observations location study indicated thatemployee performance is still relatively low. The relatively low performance of employees is presumablyrelated to the implementation of human relations factors in the work environment at the RegionalEmployment Board of West Halmahera. Thus, this study aims to: (1) to investigate the implementation ofhuman relations approach. (2) To determine the achievement of employee performance. (3) To analyze theeffect of the implementation of human relations approach to employee performance at the RegionalEmployment Board West Halmahera district. By applying the method of descriptive and quantitativeapproach, respondents were determined purposively sampled as many as 53 employees, then distributed alist of questions or the questionnaire, the results are tabulated and analyzed by applying statisticaltechniques. To describe the research variables used analytical technique that is processed in the percentageof Frequency Distribution Table, while to test the hypothesis used a simple linear regression analysis andcorrelation of product moment.Once the data is collected and then analyzed the results showed that (1) Implementation of human relationsapproach in working condition at the Regional Personnel Agency (BKD) West Halmahera has succeededin improving the performance of employees that are in the category of "high". (2) The increasedperformance of employees at local staffing agency West Halmahera succession is determined or influencedby the application of human relations approach in working condition.Thus, it can be concluded that the hypothesis which states that "the human relations approach effect onEmployee Performance in the Regional Employment Board of West Halmahera District", acceptableempirically at the same time justifying the underlying theories. Can be given some suggestions as follows:(1) To optimize employee performance, it is recommended to local governments West Halmahera streamlineperformance benefits are selective and controlled in order to avoid wastage of financial areas, as well asboost employee performance itself. (2) In addition, the application of human relations approach is neededmore fused with a bureaucratic culture that is based on the culture and local wisdom to better work togetherin encouraging employee performance more optimally.Keywords: Approach Human Relations, Employee Performance

Abstract

Abstract: this research aims to determine the influence of midwives profesionalisme on the quality of maternal and childhealth services at tatelu Community Health Center in Dimembe Sub-District North Minahasa Regency. This research usesquantitative method. The respondents in this research amounted to 36 patients were health visitors of maternal and child attatelu community health centre. Instrument and data collection techniques used are questionnaires and assited by interviewsand observation. The data analysis techniques used for hypothesis testing is the correlation coefficient analysis and simplelinear regression analysis assited by SPSS 21.0 data processing program. Based on the result of this study, midwivesprofessionalism has a significant effect on the quality of maternal and child health services at tatelu community healthcentre. The result of the analysis in this study showed that there is a positive relationship between midwives professionalismvariables and maternal and child health service quality variables with r-count = 0,766 greater than t-table with df (N-2 =36-2 = 34) at level 0,01 = 0.2785. If inserted into a simple regresstion equation then the value is Y = 1,336 + 0,971 X + e,with correlation coefficient (R) = 0,766. This number indicates that the relationship between the independent variable (X)and the dependent variable (Y) in the “strong” category as proposed by sugiyono is at the interval of 0,60-0,799. Thecorrelation and determination of midwives professionalism variable on the quality of maternal and child health services isreal and significant at 0,01 or 99% confidence level, as shown in the significant test (t-test) where the t-count = 6,958 is fargreater that t-tabel value at significance level of 0,01. As for the hypothesis put forward by the author is the alternative (Ha)states that “the higher (good) level of midwives professionalism, the higher the quality of maternal and child health services”has been tested and real, can be accepted convincingly. Then the determination coefficient value (R2) = 0,587 indicates thatthe variable (X) of midwives professionalism contributes 58, 7% to the development of variable (Y) quality of maternal andchild health services at tatelu community health centre in dimembe sub-district north minahasa regency, while theremaining 41, 3% is influenced by other factors that are outside of this research.Keyword: professionalism, midwives, quality, health services

Abstract

Schools have a role in providing quality services to the community where the role of the school against a community in it is to educate the nation's life community intelligence can be developed through formal andnon-formal education. Schools must be able to apply their roles to the community so that the communitygets the effect of satisfaction on the services provided by the school, but the lack of a maximum level ofservice quality in schools is something that needs to be considered as in providing learning to students isnot done optimally, Teacher Behavior who are less professional in serving the community and theperformance of the teaching staff/teacher is not yet maximal in teaching students at school. The purposeof the study was to find out how the quality of service in Elementary Schools (SD) Inpres 6/75 MadidirBitung CityThis research was conducted using a qualitative approach. Data Analysis Techniques In this studyqualitative analysis of Miles and Huberman was usedThe results showed that the quality of service at the Inpres 6/75 Madidir State Primary School was classifiedas good in terms of existing service devices both teachers and staff at the school had done their job well sothat the customers, students, and lever students were satisfied with the service. Abstract

Employee recruitment is the process of finding, finding and attracting suitable applicants tobecome employees within and by an agency. To obtain quality human resources with the amount that suitsyour needs, a recruitment method is needed that can be used in the withdrawal process based on a trulymature plan. Recruitment as a process of collecting prospective office holders in government agencies thatare in accordance with human resources to occupy a position in the employment function. The method thathas been developed by BKN in the recruitment and selection process is a competency-based recruitmentsystem using the Computer Assisted Test (CAT) method which is a refinement of the current recruitmentsystem. Computer Assisted Test (CAT) has many advantages including test participants can registerthemselves through the internet, test participants can be assessed directly according to the results obtained,the computer provides all the basic competency questions (general knowledge tests, scholastic aptitude tests,and maturity scale tests), the assessment is carried out objectively, the examinee can easily access the score(score) obtained. Another advantage of the use of Computer Assisted Test (CAT) in the selection process isthat the results obtained are more valid, minimize the possibility of corruption, collusion and nepotism, andreduce all forms of fraud. This study uses a type of qualitative research in which this research is descriptive,namely conducting in-depth interviews of primary data collection and secondary data collection, which thenresults of primary and secondary data is processed and data will be obtained. The results of the study broadlyindicate that the recruitment procedures carried out by the Manpower and Human Resources DevelopmentAgency of the City of Manado have been effective and in accordance with the initial purpose ofimplementing the CAT system, namely, to eliminate all forms of fraud during the recruitment process ofCivil Servants. It is hoped that the Human Resources Development and Human Resources Agency of theCity of Manado will continue to maintain and improve its performance so that further recruitment can runwell and can screen Civil Servants who are truly competent in their field.Keywords: Effectiveness, Recruitment, Procedure.

Abstract

Public policy evaluation is the activity of assessing the success or failure of a policy whethera policy has had an impact and has achieved the objectives set. Levies are regional levies as payments forcertain services or permits that are specifically provided and / or given by local governments for the benefitof individuals or entities. A traditional market is an open place where buying and selling transactions aremade possible by the bargaining process. In traditional markets visitors are not always buyers, but visitorscan become sellers, and even everyone can sell their wares in traditional markets. In this study using atype of qualitative research in which this research is descriptive in nature that is conducting in-depthinterviews collecting primary data and collecting secondary data, which then results of primary andsecondary data are processed and data will be obtained. The results showed that the achievement ofmarket service levies in the West Tondano Market Has Been Achieved Every Year, It's just that there areseveral monthly targets, namely in certain months there are many red dates so that the achievement ofretribution results cannot be maximized. But overall the results or target levies can already be achieved .Efforts made to achieve retribution include announcing the importance of levy payments. With theachievement of the results of the levy can solve problems that exist in the market such as renovation andprovision of appropriate facilities for market traders. With the costs of levies can be leveled to markettraders in the form of market improvements towards even better. In addition, the existence of levies can beuseful and provide satisfaction for market traders because it can be given appropriate facilities for traders.Keywords: Policy Evaluation, Retribution, Traditional Markets

Abstract

The purpose of this study was to determine the impact of public housing development policies inthe Sea Village of Minahasa Regency. This study uses a descriptive-cumulative approach. Researchinformants were the village head, housing residents, and community leaders / residents of the Sea Village.The data analysis technique used is an interactive model analysis of Miles and Hubernann. ResearchResults Show: (1) Housing development policies in Sea Village have a positive impact on public matters andon the target group's policy community, which is to help people who do not yet have a home to get housingloans with affordable installments, and in locations that are accessible comfortable and safe. Housingdevelopment does not have the expected impact of disturbing security and comfort in society. Theunexpected impact is mainly the reduction in agricultural land and community forestry. (2) Housingdevelopment policies have a positive impact on economic and social conditions in Sea Village, namelyincreasing people's income and increasing the progress of social life such as education, social andcommunity social activities, and development participation. (3) Housing development policies have apositive impact on current conditions in Sea Village, namely increasing the progress and development ofthe village and community now and in the future. (4) Housing development policies in Sea Village do nothave an impact on the direct and indirect costs that must be borne by the community as a result of thehousing construction.Keywords: Impact of Policy, Housing Development

Abstract

Tujuan penelitian ini untuk mengetahui pengelolaan obyek pariwisata Resting Area di Kota Tomohon. Penelitian ini menggunakan teori dari dari George R. Terry mengungkapkan inti dari pengelolaan yang baik adalah meliputi empat hal yaitu (planning) perencanaan ,(organizing) pengorganisasian, (actuating) penggerakan, (controlling) pengawasan. Pengelolaan adalah suatu seni atau cara yang berproses yang dimulai dari perencanaan, pengorganisasian, pengarahan, dan pengawasan sumber daya  untuk mencapai tujuan yang telah ditetapkan. Pariwisata adalah berbagai macam kegiatan wisata dan didukung berbagai fasilitas serta layanan yang disediakan oleh masyarakat, pengusaha, pemerintah, dan Pemerintah Daerah. Resting Area adalah tempat yang diberfungsikan untuk pemberhentian sementara pengguna jalan raya dan juga sebagai tempat daerah transit wisata. dalam penelitian ini menggunakan metode penelitian kualitatif. Masalah perencanaan (planning) dimana perencanaan tidak berjalan dengan baik karena adanya potensi bencana di kawasan pariwisata tersebut karena kontruksi bangunan dan kualitas tanah yang tidak cocok dan Dinas Pariwisata sudah mengetahui namun belum melakukan usungan ke pemerintah pusat mengenai revisi bangunan, masalah pengorganisasian (organizing) atasan Dinas Pariwisata belum mampu mengkoordinir bidang-bidang yang terkait dengan pengelolaan obyek pariwisata Resting Area, masalah proses penggerakan (actuating) Dinas Pariwisata belum cukup baik dalam mendorong masyarakat sekitar obyek pariwisata agar turut berpartisipasi dalam memelihara dan membersihkan Resting Area, masalah pengawasan (Controlling) Dinas Pariwisata belum maksimal dalam melakukan pengawasan dikarenakan kesibukan yang dimiliki pejabat dinas sehingga jarang turun langsung dilokasi mengingat lokasi Resting Area jauh dari pusat kota dan jauh dari pemukiman penduduk. Temuan hasil penelitian perencanaan (planning), pengorganisasian (organizing), penggerakan (actuating), pengawasan (controlling) yaitu Dinas Pariwisata belum baik dalam pengelolaan obyek pariwisata Resting Area di buktikan dengan belum adanya usungan perbaikan oleh Dinas Pariwisata ke Pemerintah Pusat tentang kontruksi bangunan Resting Area yang tidak sesuai dengan kualitas tanah dilokasi sehingga sampai saat ini belum ada perencanaan untuk revisi bangunan kiranya Dinas Pariwisata sebagai pelaksana teknis segera memberikan usungan ke pemerintah pusat agar dapat segera melakukan revisi bangunan supaya pengelolaan obyek pariwisata Resting Area tidak terhenti. Kata Kuci : Pengelolaan, Obyek Pariwisata, Resting Area.
