Abstract

Marampit island is aborder area between countries and is included in the category ofunderdeveloped, frontier, outermost (3T) aeras since 2017. The problems experienced by Marampitisland in terms of development, economy, social, education, health, and policy implementers do notrespond to complaints and suggestions from the government and the community on Marampitisland. This study discusses how to implement development management policies forunderdeveloped, frontier, outermost (3T) areas on Marampit island, Nanusa District, TalaudIslands Regency. Through the use of descriptive qualitative research methods, with the datasources used in this study, namely primary and secondary data and data collection techniques werecarried out by observation, interviewes and documentation. With as many as 8 informants. Thefocus of this study uses the theory of Charles Van Meter and Donald Van Horn where the succes ofpolicy implementation is influenced by several indicators, namely :Policy standars andobjectives/policy measures and objectives, resouces, characteristics of implementing organizations,communication between related organizations and implementation activities, disposition or attitudeof implementers, social, economic, political environment. The results show that the process ofimplementing development management policies on Marampit island as an underdeveloped,frontier, outermost (3T) area still has lot of overlap between sectors and intitutions as well as thelack of coordination due to sectoral egos and different priorities of policy implementers, as well aslimited health, education, and information and communication infrastructure,thus requiring specialattention from the government.Keywords : Policy Implementation, Development, Underdeveloped Frontier Outermost Areas

Abstract

The purpose of this study was to determine the impact of Covid 19 in the implementation of learningat the Efata Christian Elementary School, Bambung Village, Gemeh District, Talaud IslandsRegency. This study used a qualitative research method. In order to obtain accurate, relevant, andaccountable data, the authors use several techniques in data collection, namely through observation,interviews and documentation. The data are then grouped to make it easier to filter which data areneeded and which are not. After grouping, the data is described by the author in the form of text tomake it more understandable. After that, the authors draw conclusions from the data, so that theycan answer the main research problem. From the results of the study, it was found that the impact ofCovid 19 in the implementation of learning at the Efata Christian Elementary School, BambungVillage, Gemeh District, Talaud Islands Regency occurred in the aspect of the impact on publicproblems, especially in the target group, the impact of direct costs incurred to finance the programand indirect impacts incurred as a result of implementation of the Covid 19 handling protocol policy.Keywords: Impact, Covid 19, Learning, School

Abstract

The purpose of this study was to find out the Government's strategy for the Pananuareng beach tourismobject, Sangihe Islands Regency during the pandemic Covid-19. This study uses a qualitative approach.Strategy can be seen from the 3 strategic indicators proposed by Fred R. David, namely StrategyFormulation, Implementation, Strategy Assessment. The strategy formulation carried out by the Cultureand Tourism Office of the Sangihe Islands Regency has been going well to formulate new plans and betterprograms for the future in developing the potential for the charm of Pananuareng Beach. Theimplementation of the implementation strategy carried out by the Sangihe Islands Regency Culture andTourism Office has been going well, the facilities and infrastructure are adequate and the existing resourcesare able to be mobilized properly, and also always urges visitors to always comply with health protocols. Wecan see from the strategic assessment of the formulation and implementation that the cultural and tourismservices have been going well.Keywords: Strategy, Government, Covid-19 Pandemic

Abstract

Penelitian ini dilakukan untuk mengetahui bagaimana kemamampuan kerja fasilitator dalampendampingan masyarakat di Desa Ranoketang Tua Kecamatan Amurang dengan menggunakanmetode penelitian kualitatif. Teori yang digunakan yaitu teori kemampuan kerja yang didalamnyaterdapat tiga aspek keterampilan, kemampuan, etos kerja. Data yang diperoleh dalam penelitian inimelalui observasi, wawancara dan dokumentasi yang kemudian di analisis sehingga menjadi satukesimpulan. Hasil penelitian menunjukkan bahwa kemampuan kerja fasilitator di Desa RanoketangTua belum berjalan dengan baik dalam kaitannya dengan keterampilan, kemampuan dan etos kerjafasilitiator. Dimana masyarakat merasa bahwa fasilitator belum memberikan dampak positif terhadapmasyarakat serta belum mampu dalam membangun kepercayaan masyarakat untuk bekerja sama,serta menjalankan tugasnya sebagai pendamping fasilitator belum bisa mengatur waktu dan kurangmemberikan dukungan dan motivasi bagi masyarakat maupun diri sendiri.Kata Kunci: Kemampuan Kerja, Fasilitator, Pendampingan Masyarakat

Abstract

This study aims to find out how the Village Government Strategy in Improving the Quality of Public Servicesin the Midst of the COVID-19 Pandemic at the Pusunge Village Office, Tabukan Utara District, SangiheIslands Regency. This study used descriptive qualitative method. The theory used in this research is thetheory of strategic indicators from Freed R. David which includes Strategy Formulation, StrategyImplementation, Strategy Assessment. The research informants were the village head, village secretary,hamlet head, health agencies and village communities totaling 7 people. Data collection techniques thatresearchers use are observation, interviews and documentation. The results of this study indicate that thestrategy formulation is more effective, and in implementing the strategy the government has tried to providegood service and it can be judged that the strategies taken by the village government have been realized wellby making existing policies such as making village office guard schedules, providing shelter and alwaysremind 3M (wear masks, wash hands, and maintain distance), although in implementation there are stillobstacles in the form of lack of participation from the community in implementing the strategies taken by thevillage government and still not complying with existing health protocols.Keywords: Strategy, Quality, Public Service, COVID-19 Pandemic

Abstract

Tujuan dari penelitian ini yaitu untuk menjelaskan penataan organisasi Pemerintah DesaRaranon Kecamatan Langowan Barat Kabupaten Minahasa dalam kerangka kajian ilmu administrasipublik.Penelitian ini menggunakan desain metodologi penelitian kualitatif dengan analisis deskriptif,dengan maksud bahwa dalam penelitian ini informasi sehubungan dengan fenomena yang terjadi padalatar dan obyek penelitian sehubungan dengan penataan organsiasi pemerintah desa. penentuaninforman didasarkan pada kriteria sesuai dengan tujuan penelitian. Informan diharapkan berdasarkanpertimbangan bahwa mereka dianggap dapat memberikan data dan informasi mengenai penataanorganisasi Pemerintah Desa Raranon Kecamatan Langowan Barat Kabupaten Minahasa. Adapuninforman yang rencanannya akan diwawancarai berjumlah 10Hasil Penelitian Menujukkan Penataan organisasi melalui sumber daya manusia dalam hal jumlah danlatar belakang Pendidikan aparat desa telah sesuai dengan beban kerja dan aturan yang berlaku akantetapi tidak diikuti dengan pembagian waktu dari aparat desa dalam melayani masyarakat setiap hari.Penataan dalam tugas/deskripsi kerja menyangkut pemahaman dan pelaksanaan tugas dari aparat desatelah dilakukan melalui keikutsertaan apparat desa dalam berbagai pelatihan pengembangan kapasitaskerja, akan tetapi kegiatan pelatihan dalam hal waktu pelaksanaan untuk pengembangan kapasitaskerja dilakukan secara terbatas/singkat sehingga sangat sedikit penambahan pengetahuan dan keahlianyang diperoleh aparat desa yang mengikuti pelatihan. Penataan teknologi menyangkut penggunaanteknologi dari aparat desa dalam melaksanakan tugas dan fungsinya telah sesuaikan dengan kebutuhankoordinasi kerja antar aparat desa akan tetapi belum untuk masyarakat secara umum seperti dalampenggunaan website desaKata Kunci. Abstract

This study aims to determine the implementation of the Community Monitoring System ApplicationProgram in Manado City. The research method used is descriptive qualitative. Qualitative descriptiveresearch is a research that aims to describe and describe events and phenomena that occur in the field. Datacollection was carried out by observation and interview techniques. The results show that based on the theoryof policy implementation there are three activities that affect the policy implementation process, namelyOrganization, Interpretation, and Application, seen from these three activities, the implementation of thecommunity monitoring system application program in the city of Manado is not going well and in the processthere are still some obstacles in the implementation of programs implemented by the Manado CityInformation and Communication Office.Keywords: Implementation, Program, Smart City, Sitasya

Abstract

Pandemic COVID-19 adalah peristiwa menyebarnya penyakit korona virus 2019 (bahasa Inggris:corona virus disease 2019, disingkat COVID-19) di seluruh dunia. Penyakit ini disebabkan olehkoronavirus jenis baru yang diberi nama SARS-CoV-2. Wabah COVID-19 pertama kali dideteksi diKota Wuhan, Provinsi Hubei, Tiongkok pada bulan Desember 2019, dan ditetapkan sebagai pandemioleh Organisasi Kesehatan Dunia (WHO) pada 11 Maret 2020. Virus SARS-CoV-2 diduga menyebardi antara orang-orang terutama melalui percikan pernapasan (droplet) yang dihasilkan selama batuk.Percikan ini juga dapat dihasilkan dari bersin dan pernapasan normal. Selain itu, virus dapatmenyebar akibat menyentuh permukaan benda yang terkontaminasi dan kemudian menyentuh wajahseseorang. Penyakit COVID -19 paling menular saat orang yang menderitanya memiliki gejala,meskipun penyebaran mungkin saja terjadi sebelum gejala muncul. Periode waktu antara paparanvirus dan munculnya gejala biasanya sekitar lima hari, tetapi dapat berkisar dari dua hingga empatbelas hari. Penelitian ini menggunakan metode pendekatan kualitatif. Metode penelitian deskriptifkualitatif dalam penelitian ini adalah metode yang bertujuan untuk menjelaskan ataumendeskripsikan masalah secara sistematis, faktual, dan akurat mengenai fakta-fakta dan sifat-sifatpopulasi atau daerah tertentu. Penelitian kualitatif adalah penelitian yang digunakan untuk menelitipada kondisi objek alamiah, dimana peneliti merupakan instrumen kunci (Sugiyono, 2005). Penelitiankualitatif adalah penelitian yang bermaksud untuk memahami fenomena tentang apa yang dialamioleh subjek penelitian misalnya efektivitas kebijakan, upaya pemberdayaan masyarakat, programdana desa dan dengan cara deskripsi dalam bentuk kata-kata dan bahasa, pada suatu konteks khususyang alamiah dan dengan memanfaatkan berbagai metode alamiah. Sesuai dengan rumusan masalahdan tujuan penelitian ini maka yang menjadi fokus dalam dalam penanggulangan Covid-19 dan untukmengukur keberhasilan suatu implementasi kebijakan menurut teori Edward III (Subarsono, 2006:90)dapat diukur melalui 4 dimensi yaitu : Komunikasi, Sumber daya, Disposisi, Struktur Birokrasi.Kata Kunci : Kebijakan, Pemerintah, Partisispasi, Masyarakat, Penanggulangan, Covid-19, dan Desakuma Selatan, Kecamatan Essang Selatan, Kabupaten Talaud

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh kualitas pelayanan public terhadap kepuasanmasyarakat di kantor desa kanonang lima kecamatan kawangkoan barat kabupaten minahasa.Metode penelitian yang digunakan penulis adalah metode penelitian asosiatif yang berlandaskan padafilsafat positivism. Teknik pengambilan sampel yang digunakan adalah teknik accindental samplingdari penelitian di desa kanonang lima kecamatan kawangkoan barat kabupaten minahasa sebanyak 38orang. Uji validitas instrument mengunakan korelasi bivariate pearson sedangkan uji reabilitasnyamenggunakan Cronbach Alph. Dengan hasil pengujian seiruh item pertanyaan dinyatakan valid danmemiliki tingkat reabilitas yang tinggi. Teknik analisis untuk uji hipotesis yang digunakan adalahanalisis regresi sederhana untuk menghitung besarnya pengaruh variabel bebas dengan variabelterkait dan analisis korelasi sederhana mengukur kekuatan hubungan 2 variabel tersebut serta uji t(uji hipotesis) untuk menguji pengaruh signifikan antara variabel bebas dan variabel terkait denganbantuan software SPSS. Berdasarkan analisis koefisien korelasi (r) = 0,614 yang berarti korelasi keduavariabel tersebut positif dan signifikan. Analisis regresi sederhana diperoleh Ŷ = 7,069 + 0,123 yangberarti hubungan antara kedua variabel adalah positif. Berdasarkan hasil pengujian signifikansidiperoleh F hitung = 4,669 dengan F tabel 2,028 pada taraf signifikansi 0,05. Dari data tersebutdiperoleh F hitung lebih besar dari F tabel dimana Fhitung 4,669 > 2,028.Kata Kunci : Kualitas Pelayanan Publik, Kepuasan Masyarakat

Abstract

The purpose of this study was to determine the effectiveness of Assistance for Micro Business Actors(BPUM) in Malalayang Satu Barat Village, Malalayang District, Manado City. By using qualitativeresearch methods, this research focuses on the effectiveness of providing assistance to the community inthe West Malalayang Satu Village. The research study was conducted using the theory of Campbell J.P (inStarawaji 2009:121) which said that the measurement of effectiveness in general can be seen from:Program success; Target Success; Satisfaction with the Program; Achievement of Program Objectives;and Input and Output Levels. From the results of the study, it was found that the success of theGovernment Assistance Program for Micro Business Actors in Malalayang Satu Barat Village had notbeen successful as a whole, in terms of the distribution of assistance to recipients has been runningaccording to the mechanism regulated by the government and the appointed bank, but there are still someproblems that need to be addressed. the government must answer and resolve it, such as beneficiaries whodo not have businesses, there are also those who should have the right but their names are not listed aspotential beneficiaries.Keywords: Effectiveness; Government Assistance; Micro Business
