Abstract

The legislative recruitment candidates as the election 2019 are still having problems including the candidates of legislative and former of the legislative convicted felon. This tendency occurs in legislative recruitment candidates by political parties both at central and regional levels, nationwide there are 199 legislative candidates and 49 corrupt legislative candidates. Thus, it is necessary to evaluate and to measure the consistency of Political Parties in the process of recruitment the legislative candidates. This research used the concepts of Election and Democracy theory and Political Recruitment. The type of this research is a single case with a qualitative approach by observation, in-depth interview and documentation. Informant selection using purposive sampling technique as of obtained the informants who are suitable for the research criteria, namely commissioner of KPUD Riau, Bawaslu Riau and Elite Political Parties. Furthermore, data analysis through ethical and emic interpretation afterwards elaborate in a study of electoral and democratic governance as according to the discussion under this study. The result of this research showed that consistency of political parties in legislative recruitment candidates as the election 2019 is not selected yet and half-hearted in spirit establishment for anti-corruption. The bad intuitional of political parties in develop structure and political culture, thus showing that the caderization process is not professional-oriented parties in functional political recruitment.

Abstract

This research is based on implementing the Hope Family Program (HFP) as an alternative policy in reducing poverty in Indonesia, including Seberang Taluk Hilir Village, Central Kuantan District, Kuantan Singingi Regency. This study's problem formulations and objectives are: 1) how is the influence of HFP in overcoming poverty in Seberang Taluk Hilir Village, 2) the extent of the influence of the HFP program in overcoming poverty in Seberang Taluk Hilir Village. The population and samples of this study was 50 households who received direct assistance. This research is using Qualitative method with non-experimental.Data collection was carried out through observation, in-depth interviews and documentation. The data analysis technique uses an interactive model through data reduction, data presentation, and conclusion drawing.The results showed a very big influence with the HFP program for the survival of the beneficiary, a change in consumption patterns and the ability to meet their daily needs. The achievement of the HFP program objectives for household recipients of assistance, especially in terms of education and health are getting better. Strengthened by management and supervision by household facilitators so that beneficiary communities can manage cash assistance properly.There needs to be a government policy to improve service quality, especially the number of HFP facilitators who are still lacking, so that the role of the assistants is still not maximal in serving and supervising the implementation of the HFP program in the village of Seberang Taluk Hilir

Abstract

Purpose of this research is to describe the direction of bureaucracy reform road map policy in the field of public service with the focus of service standard in Riau Provincial government. This research uses qualitative analysis. Field data obtained in Riau Province is set in description or report in the form of table, so it can get a clear picture about what is going on about the direction of bureaucratic reform policy of Riau Province public service. government. Based on the results of the research indicates that the road map of bureaucratic reform of the provincial government in the field of public service already has the standard of service but has not provided the form of legality and seriousness in the form of promise of giving the right of society in service. In SOP sub-indicators for the implementation of service standards already exist in most types of services, but improvements to service standards do not involve stakeholders and improvements to SOP have not been done regularly. Therefore, the direction and policy of bureaucratic reform, especially in the field of public services, must be prepared in accordance with the action plan because this stage is important to describe the activities and techniques in more detail in a short period of one year. Keywords: Bureaucratic Reform, Public Service, Government, Road MapAbstrakPenelitian ini bertujuan untuk mendiskripsikan arah kebijakan road map reformasi birokrasi bidang pelayanan publik dengan fokus standar pelayanan di pemerintah Provinsi Riau. Metode penelitian menggunakan analisis kualitatif. Data lapangan yang diperoleh dituangkan dalam suatu uraian atau laporan dalam bentuk tabel, sehingga diperoleh gambaran yang mengenai arah kebijakan reformasi birokrasi pelayanan publik pemerintah Provinsi Riau. Berdasarkan hasil penelitian menunjukkan road map reformasi birokrasi pemerintah Provinsi Riau di bidang pelayanan publik sudah memiliki standar pelayanan tetapi belum memberikan bentuk legalitas dan kesungguhan dalam bentuk janji yang memberikan hak masyarakat dalam pelayanan. Dalam sub-indikator SOP bagi pelaksanaan standar pelayanan sudah ada pada sebagian besar jenis pelayanan, tetapi perbaikan atas standar pelayanan tidak melibatkan stakeholder dan perbaikan atas SOP belum berkala. Untuk itu sebaiknya arah dan kebijakan reformasi birokrasi khususnya dibidang pelayanan publik disusun sesuai rencana aksi karena tahap ini penting menggambarkan kegiatan yang lebih detail dan teknis dalam waktu singkat yaitu satu tahun Kata Kunci : Reformasi Birokrasi, Pelayanan Publik, Pemerintah, Road Map REFERENCESGubernur Riau. Abstract

ABSTRAK: Tujuan penelitian adalah melakukan identifikasi aspek sosial, perumahan dan lingkungan hidup, kondisi perekonomian dan keuangan Desa Logas di Desa Logas serta menyusun naskah akademik monografi Desa. Lokasi penelitian ini dilakukan di Desa Logas, Kecamatan Singingi Kabupaten Kuantan Singingi. Jenis data yang digunakan dalam penelitian ini adalah data primer melalui observasi, pengisian kusioner dan FGD dengan aparat desa dan tokoh masyarakat. Hasil penelitian menunjukkan sarana dan prasarana pendidikan di Desa Logas masih tergolong kurang, karna belum adanya sarana dan prasarana pendidikan pada jenjang pendidikan SLTA/MA. Selain itu masih terdapat penduduk yang putus sekolah dan buta huruf. Jumlah kelahiran di Desa Logas menunjukkan sebanyak 34 orang ibu melahirkan sehingga jumlah balita di Desa Logas sebanyak 217 yang terdiri dari 110 balita laki-laki dan 107 balita perempuan. Adapun jumlah pemeluk agama di Desa Logas didominasi oleh penduduk beragama islam yaitu sebanyak 2.103, kristen sebanyak 78 jiwa dan katolik sebanyak 7 jiwa. Selain itu struktur mata pencaharian masyarakat Desa Logas didominasi oleh mata pencaharian masyarakat yang berprofesi sebagai petani yaitu sebanyak 652 orang. Selain profesi utamanya, masyarakat Desa Logas memiliki pekerjaan sambilan sebagai penambang emas dengan jumlah hampir sebagian besar masyarakat. Karena sumber penghasilan utama adalah pertanian sub sektor perkebunan dengan komoditas karet dan kelapa sawit tetapi mayoritas lahan perkebunan masyarakat masuk kedalam Kawasan hutan yaitu hutan produksi konversi/HPT dan hutan produksi terbatas/HPT yang tidak bisa mengeluarkan surat sertifikat tanah/SHM, perubahan Rancangan Tata Ruang Wilayah/RTRW menjadi harapan masyarakat. Pada sisi keuangan Desa menunjukkan total APBDes pada tahun 2020 sebesar Rp. 1.656.327.000, naik pada tahun 2021 menjadi Rp. 1.782.189.500, perlu kreativitas dan inovasi Badan Usaha Milik Desa/BUMDes untuk meningkatkan kesejahteraan bagi pendapatan pemerintah desa dan masyarakat. Abstract

This study aims to look at policy recommendations for developing village potential in Bandur Picak Village, Koto Kampar Hulu District, Kampar Regency, and to find out alternative policies that have been implemented, especially in the management of the Larangan River. Many models are available in the policy recommendations. One of them is a simple model, an analytical model used only to choose to remain in the old condition/action (status quo) or choose a new series of activities/actions as an alternative policy. The method in this research is descriptive qualitative, with data sources in the form of primary data and secondary data. Preliminary data were sourced from the village head, sub-district head, the Kampar Regency Village Empowerment Service, and the community. Informants will be selected through a purposive sampling technique. At the same time, secondary data is obtained from written sources such as village profile books, BPS data, and so on. Data collection techniques used in this study were intensive observation, in-depth interviews, documentation techniques, and a literature study. The results of this study are expected to be a reference for policy recommendations in developing village potential using the same model

Abstract

The policy on gender mainstreaming began with the issuance of Presidential Instruction No. 9/2000. The follow-up to this regulation was the issuance of circular letter No. 270/M.PPN/11/2012; number : SE-33/MK.02/2012; number : 050/4379A/SJ and SE46/MPP-PA/11/2012 concerning the National Strategy for the Acceleration of Gender Mainstreaming (PUG) through Gender Responsive Planning and Budgeting (PPRG). The seven pre-requisites of PUG, namely commitments, policies, institutions, resources, analytical tools, disaggregated data, and public support, have not been fully met by Ministries/Agencies and local governments. Gender integration in planning, budgeting, implementation, monitoring, and evaluation of development policies, programs and activities at the central and regional levels still needs to be strengthened. Referring to this, this service activity is carried out to strengthen institutions in the government in the Rokan Hulu Regency area in gender mainstreaming. The activity partner in this service activity is the Social Service for Women's Empowerment and Child Protection (Dinsos P3A) of Rokan Hulu Regency as the center of government in implementing policies on women and related agencies in the implementation of planning, budgeting and evaluating gender-responsive local government programs

Abstract

Stunting is a disorder of growth and development in children caused by chronic malnutrition and recurrent infections, characterized by height below normal. Batu Gajah Village is one of the villages in Tapung district, Riau province where KUKERTA UNRI 2023 students perform community service by promoting high-end employment programs, specifically reducing underdevelopment. This work program is implemented as a primary preventive measure so that the rate of stunting in Indonesia will decrease, because stunting is currently a serious problem facing the government. The method used by Kukerta students to prevent stunting is to perform community service by going directly to the field and interacting directly with the community through activities in the work program that takes place once a week. Riau Kukerta University Student Activity Results 2023 Results is a community service in Batu Gajah Village, Tapung District, Kampar Regency, with the main objective of developing and providing education on condition prevention efforts stunting malnutrition by providing solutions in the form of consumable foods to prevent stunting, specifically establishing a stunting prevention garden, socializing stunting, and planting 4 avocado trees. At Batu Gajah Village, there is great hope that through all this, one can feel the benefits, increase the education and understanding of the Batu Gajah Village community on the prevention of stunting. This is a form of support for the government program to reduce the rate of stunting in Indonesia and help improve the country's economy through activities carried out by students of Kukerta Riau University 2023 in Batu Gajah village.

Abstract

The condition of poverty experienced by the poor causes the inheritance of poverty between generations. Responding to increasingly high economic conditions and demands, those who play a role in making a living in the household are not only men but also women. Rokan Hilir Regency is the third highest number of poor people in Riau Province, and one of the villages in Rokan Hilir is the coldest village. To help the family economy where the husband's income has not been able to meet family income. Through working women means an increase in income for poor families. This addition is a contribution of women's income that can be used to meet family needs so that family welfare can be achieved. So the purpose of this study is to analyze the factors that affect the income of working women in Tanah Putih District, Rokan Hilir, Riau Province. The method used is the Multiple Linear Regression Method using primary data from 50 samples of women working in Sedinginan Village. The results of this study found that education level, age and husband's income had a positive and significant effect on women's income, while marital status had no significant effect.
