Abstract

Abstract: Human resources planning that is hard-wired with good will support the quality ofprospective employees as well as the number of types of labour required at any given time, so being able tohelp the recruitment of employees. the process of recruitment of prospective employees who have the abilityto work in a company. PT PLN (Persero) conducts recruitment with several stages of recruitment, i.e.registration of participants, calling on the participants to the process of administration by bringing files thathad been noted at the time of registration, selection of administration, general aptitude test, academic andEnglish, the psychological test, interview and health tests. the environment PT PLN (Persero) is a publiccompany engaged in the service so it has a great responsibility to be able to provide the best service to thecommunity. The company is one of the strategic initiatives prepared for transforming human resources(human capital). to form a quality workforce then need to determine qualifications regarding labor is neededand put it in the right position, so that the company's goals will be achieved. to achieve the objectives of thecompany then needed a good workforce planning for each Division or Department within the company. Theimplementation of the recruitment policy of the State electricity company PT. (Persero) Region Suluttenggo.Views of 6 Implementation according to the theory of van meter and van horn that is standard policy andobjectives, resources, implementing agencies/implementor, implementer of the attitudes, communication,social conditions, economic, political. This research is a descriptive qualitative approach method through indepthinterviews to 8 people additional observations, the informant in the form of a list of guidelines forinterviews and writing stationery. Abstract

ABSTRACTThis study departs from the phenomenon that the villages in the district governance Silimoindicated Yahukimo Papua Province has not been effective . This condition seems to be related to severalfactors inhibiting . Thus , this study aims to : ( 1 ) To determine the effectiveness of village governance ;and ( 2 ) . To determine the factors inhibiting the achievement of effective governance at the village SilimoDistrict Yahukimo .This study used a qualitative approach to the application of descriptive methods . Data andinformation gathered through interviews with 16 informants techniques , and equipped with observationand documentation , then analyzed by applying descriptive analysis techniques .Based on the analysis of data , it is known that : Implementation of the village administration .Particularly in Silimo District Yahukimo generally not effective . This condition can be seen from thereality of the interview in which the criteria for effectiveness penyelnggaraan village administration hasnot been implemented to the maximum .Thus , it can be concluded that there is some obstacle , namely : low accessibility factors , quantityand quality of human resources village government officials are inadequate , infrastructure andgovernment facilities were inadequate , and still strong patriarchal values that characterize the activity ofthe community , especially government officials village that gave birth to the paternalistic culture asinhibitors of achieving effectiveness village governanceTherefore , it is suggested that regional governments need to reform Yahukimo in several sectors , amongothers : land transportation network , infrastructure , equipment , facilities and budget supporting thedelivery of village governance , improving the quality and quantity of resources and village governmentofficials to build a culture system oriented achievement through religious guidance .Keywords : Effectiveness , Government , Village

Abstract

ABSTRACTThis research aims to get an overview or description of the implementation of the policy of the Ministry of health ofthe poor in the HOSPITALS of the city of Bitung. The type of research used in this research is descriptive qualitativeapproach method. Descriptive research aims to describe, summarize a variety of conditions, the situation or thevarious variables that arise in society which became the object of the research. Penelitiaannya focus on the factor ofcommunication, resources, attitudes andbureaucratic structure.Conclusions are in General, almost all indicators of policy implementation services Jamkesmas heldin Bitung city HOSPITALS already are good enough, the indicator of the system/equipment medical facilities arealready full enough. Meanwhile, implementing any policy stance is already pretty good and friendly in serving thepeople who came for the medication, but became the indicator needs to be fixed is the slowness of the distributionof the cards to the general wards of JAMKESMAS recipient JAMKESMAS card.Then there are some factor restricting the achievement of success of implementation of the policy of the Ministry ofhealth of the poor in the HOSPITALS of the city of Bitung IE from external factors, such as lack of understanding ofthe people about the ownership card JAMKESMAS.Keywords: Healthcare, Policy Implementation

Abstract

Abstract: less attention from the Government in considering the subdistrict aspirational society and in meeting the needs ofcommunities make communities living in poverty. Based on the background of the objectives in this research is toknow how the Government's empowerment villages in district North Tabukan District Sangihe, performance andeffectiveness in order to provide the service.Research methods used in this research is descriptive qualitative. Method of collecting Data through: interviews,documentation, the stages of data analysis that explains the stages of analysis on the research of Qualitative Deskritif, asfollows: reduction of data (data reduction), the presentation of the Data, draw conclusionsThe results showed the Government's Empowerment villages in district North Tabukan still hasn't been fullest it is causeddue to the lack of Government attention to the village against society. Abstract

The population in the Talaud Islands, particularly in Beo nearly 90% are Christians.All people always respect one another. They always obey and follow the rules and / or norms, customsand respect among religions. This is reflected in the activities they do every day. Judging from thepeople who so respect the rules and customs applicable in everyday life, the inclusion of theglobalization of information and communication within a community of people who live in Beo,especially for the younger generation can cause a variety of problems, especially in the socio-culturalfield.Therefore the purpose of this study is to analyze the extent to which the impact ofglobalization of information on social and cultural life of the younger generation. This study took placein senior high school (SMA Negeri) 1 Beo Kepulauan Talaud. Design research is a quantitative studywith a sample of 60 respondents / students.The results showed that the opinions of students at SMAN 1 Beo Talaud information aboutthe impact of globalization, the average is still in the category of "medium" or moderate, which isequal to 58.33% of the 60 respondents / students, which is categorized as "low" assessment by 11respondents or 18:33% and categorized as "high" is only 23.34%. As for the social and cultural life,the average is also in the category of "moderate" that is equal to 50%, which is categorized as "low"and categorized as "high" the same judgment that each of 15 respondents, or 25%.Based on the research results, it can be stated that the globalization of information turns outto have a significant impact on social and cultural life of the younger generation.Keywords : Information Globalization, Cultur and Social, Young Generation

Abstract

ABSTRACT: UU no. 32 of 2004 and PP.No. 72 of 2005 mandated that the Institute forCommunity Empowerment (LPM) is a village community institutions that serve as aforum for community participation in the management of rural development as well asto encourage and create the access that rural communities more active role indevelopment activities. In fact the purpose of performing the functions of the LPM hasnot run optimally in most villages. On the basis of this research is to find out how theeffectiveness of the implementation of LPM function in rural development in the districtKepulauan Melonguane Talaud district.This study used a descriptive-qualitative .. Source data / research respondents were 60people who dianbil of various elements in the village. Gathering data usingquestionnaires and interviews open. Data analysis technique used was qualitativedescriptive statistical analysis.The results showed: (1) The LPM functions as a container reservoir and the voice of thepeople in rural development has not been effective. (2) The LPM functions as aninstitution of participatory village development planning has been carried out but hasnot been fully effective. (3) The LPM function in the implementation of plans /participatory rural development program is quite effective, but not optimalKeywords: effective discharge of the functions LPM, rural development.

Abstract

Implementation of Road Infrastructure Development Policy in Support of Community EconomicDevelopment in Sorong. This study aims to find out about the Road Infrastructure Development inSupport of Economic Development conducted by the government of Sorong in particular Umum.OlehWorks Department for the government's role in encouraging the development area should be donewith a set of policies and actions that can improve regional economy Sorong.This study was conducted in Sorong, the process of data collection is done by observation, interviewand documentation. Informants in this study consisted of 14 people. The data collected later describedby using qualitative methods.Results from this study indicate that the construction of road infrastructure in Sorong Regency is goodenough, but not fully wishes of the people can be responded to by the government, especially theDepartment of Public Works. Thus the author can propose to the government to the natural resourcesthat could be used for the benefit of local communities in Sorong for the present and the future.Keywords: Implementation, Policy, Infrastructure Roads and Economic Development

Abstract : Informal leaders are legitimate is not the leader/legality in Government, but theinformal leaders are part of the villagers whose role is crucial in giving influence to the residentsof the village. the role of informal leaders does not appear, this is because the formal leader ofthe village head is not too empowering the role of informal leadership. the purpose of thisresearch is to know the role of the Informal Leader in improving community participation indevelopment in the village Research methods used in this study is a qualitative method ofanalysis is the efforts made by way of working with data, organizing data, sifting through datainto units that can be managed, menyintesiskan data, search for and find patterns, find what isimportant and what is learned, and decide what can be told to others.The results of this research show that the informal leader's role in improving publicparticipation is very important amongst the people, but not too effective in terms of informingand invites the public to take part in development activities to increase the participation ofcommunity development need for sinerginitas between formal and informal leaders leadersKeword: Informal leaders, community participation in development

Abstract

ABSTRACTThe objective of this research is to know the performance of Village Head of one Tolok in the implementation of deda development. The study was conducted from april to june 2017. The method used is qualitative method where a type that providcs a description or description of facts collected in the field relate closely to the object of research, the data source used is primary data and secon dary data and informan are involved are people who can provide information about the situation and condition of the research background that is a total of 10 informants namely the village head 1 orang, village secretary 1 person, guard head 3 person, and the community as many as 5 person. The results showed that the Village Head in carrying out its performance in the implementation of development seen from the quantity of work, quality of work, job knowledge, creativity, cooperation, initiative, dependability, personal qualities it?s goob enough to see from some successful development programs. Referring to the findings of this study, so in view need to give some suggestion as solution of problem solving in this research, as follows : (1) in order to ensure the realization of all village development plans/programs, especially on one tiered villages, it is recommended that at the completion prepation and placement of village development programs/ plans, village heads at time also need to conduct direct socialization to the community to invite the community to participate actively in the process of implementation of village development. So that people can know the importance of community participation in the implementation of development. (2) to increase awareness and high participation of the community in the village development process, it is advisable for the village head and village officials to explore and understand the urgent needs of the community in the planning and implementation of the development program.Keywords: Performance of Village

Abstract

ABSTRACT : As the head of the working area of the districts Head has the authority tocoordinate the implementation of development in the district. The purpose of this study was todetermine how the sub-district coordination in the implementation of development in the districtKauditan North Minahasa Regency.This study used qualitative methods. The informants as many as 10 people, namely: Head,section head of Economic Development, Head of Unit Office (2 people), the Head of Vertical (2people), the village head (2 people), the Chairman of BPD (1 people) and Chairman of the LPM (1people ). Data collection techniques used were interviews. The data analysis was done by usingqualitative analysis interactive model of Miles and Hubernann.The results showed: (1) Coordination Head of the program planning / development activities in thedistrict Kauditan well done and quite effective; (2) Coordination Head towards the implementation ofthe program / development activities in the district Kauditan well done and quite effectiveBased on the results of these studies conclude that camat coordination in theimplementation of development in the district Kauditan implemented properly and fairly effective. Thismeans that the district head coordination in the implementation of development in the district ofcreating or realizing harmony, harmony, balance, synchronization, and integral developmentprograms in the district, and the implementation of development programs can be run on a regular,orderly, smooth and successful.Based on the conclusions of the study and some of the findings in this study, may putforward suggestions: (1) coordination of existing facilities such as meeting coordination, consultationforums, reporting, query data / information needs to be improved the quality of its implementation; (2)Good coordination and effective can be realized optimally only if there is good cooperation andharmony between the coordinating and coordinated.Keywords: coordination, district, development.
