Abstract

ABSTRAK : This study aims to identify the role of Head Tumpaan in carrying out its duties andfunctions are actually especially in managing the administration in villages in districts Tumpaan.In thisresearch using descriptive qualitative method, with the informant as many as 14 people were taken from therelated elements, namely sub-district, sub-district secretary, the village head, village secretary, members ofthe Village Consultative Body (BPD), and leaders / members of the public. And this study also taken fromthree villages in the district Tumpaan, 3 village in select from the closest distance, middle, and furthest fromthe central district.In this study it can be concluded that the role of the Head in carrying out duties and functionsespecially in managing administration in the village in the District Tumpaan can not say maximal, the articleinformant argued there is less satisfactory in performance Head. Abstract

The behavior of the people in the environment and preserving the environment is very minimal.The lack of sensitivity and awareness of the community towards the environment gave birth toenvironmental conditions that had a negative impact on humans themselves. The purpose of this studywas to determine the causes of people's behavior in disposing of garbage on the banks of the MantungRiver, Beo District. This study uses descriptive qualitative research methods. The technique of collectingdata used is observation, interviews and data collection with documents. To see how people behave indisposing of garbage on the banks of the Mantung River, Beo District. The researcher used threeindicators, namely: knowledge, attitudes and actions. Based on the results of this study, it was stated thatthe behavior of people in disposing of garbage on the banks of the Mantung River in Beo Subdistrict interms of knowledge, attitudes and actions was still not good because the community did not know andunderstood well the importance of maintaining riverbanks. The community is also indifferent and does notcare about the cleanliness of the Mantung River. It can be concluded that the behavior of the communityin disposing of garbage on the banks of the Mantung River in Beo District is still not good.Keywords: Community Behavior, Cleanliness and River Banks.

Abstract

AbstractThis thesis aims to determine the contribution of local tax revenue to PAD who performed theDepartment of Finance and Asset Management District South Halmahera during the three fiscal years(2010-2012) , as well as enabling and inhibiting factors in increasing revenue ( PAD ) in taxes area inSouth Halmahera . The results showed that the contribution of local taxes to large revenuecontribution. This is reflected in the amount of local tax contributions increased from year to year anda source of revenue ( PAD ) District. South Halmahera where we see of the total revenue of Rp .11,735,130,069.82 in 2010 , local taxes accounted for Rp 1,223,577,233.00 or 10.51 % and then in 2011of the total revenue of Rp.32.296.618.479,35, local taxes accounted for Rp 2,333,993,323.00 or 29.93 % ,and in 2012 of the total revenue of Rp.43,965,874,804.28 local taxes accounted for Rp 3,368,905,822.00or 40.59 % .The factors affecting the increase in revenue ( PAD ) of the local tax sector enabling andinhibiting factors . Supporting factors include the organization and management , facilities andinfrastructure as well as the intensification and extension were carried Dpkad Kab . South Halmahera, while the limiting factor is the participation of the community in paying taxes , data collection orcomplicated test , and quality personnel inadequate marked with the level of education that do notcomply with the ability to manage local taxes .Keywords : Local Taxes , Local Revenue

Abstract

ABSTRACTThis study departs from the phenomenon that the villages in the district governance Silimoindicated Yahukimo Papua Province has not been effective . This condition seems to be related to severalfactors inhibiting . Thus , this study aims to : ( 1 ) To determine the effectiveness of village governance ;and ( 2 ) . To determine the factors inhibiting the achievement of effective governance at the village SilimoDistrict Yahukimo .This study used a qualitative approach to the application of descriptive methods . Data andinformation gathered through interviews with 16 informants techniques , and equipped with observationand documentation , then analyzed by applying descriptive analysis techniques .Based on the analysis of data , it is known that : Implementation of the village administration .Particularly in Silimo District Yahukimo generally not effective . This condition can be seen from thereality of the interview in which the criteria for effectiveness penyelnggaraan village administration hasnot been implemented to the maximum .Thus , it can be concluded that there is some obstacle , namely : low accessibility factors , quantityand quality of human resources village government officials are inadequate , infrastructure andgovernment facilities were inadequate , and still strong patriarchal values that characterize the activity ofthe community , especially government officials village that gave birth to the paternalistic culture asinhibitors of achieving effectiveness village governanceTherefore , it is suggested that regional governments need to reform Yahukimo in several sectors , amongothers : land transportation network , infrastructure , equipment , facilities and budget supporting thedelivery of village governance , improving the quality and quantity of resources and village governmentofficials to build a culture system oriented achievement through religious guidance .Keywords : Effectiveness , Government , Village

Abstract

ABSTARCT: Every good areas of the city to the village level have programs of human resource development to its citizens. but whether the government has implemented its policy implementation is well or not in each region ? So that will impact the results. The purpose of this study was to determine the role of government in implementing human resource development policy in the sub-district Tewaan villages of Bitung city. The method used in this study is a qualitative method , as well as to find the percentage of analytical techniques with the help of the formula P = F / NX100. Data sources and respondents were 14 respondents taken 6 staff employee in the office of the villages 8 community leaders. Data collection using questionnaire and with interview techniques assisted. The results of data analysis showed : The Role of government in the implementation of human resource development policy is positive and highly significant, capable of both high and directed in improving standards of living. Based on the results of these studies concluded that the role of governmnent in implementing human resource development policy in the villages tewaan of bitung city, the government has been able to implement a very good and high quality human resources development policy because it has been as expected and needed by the community. Based on these conclusions suggested : Maintaining implementation pattern of development that has been done, focus on the implementation of human resource development in improving standards of living, continues to establish communication with all level of society in order to support the implementation of development.Keywords : Role, Policy implementation

Abstract

The aim of the research was to determine the influence of the sub-district head coordination onthe success of the community empowerment program in Essang District, Talaud Islands Regency. This studyuses quantitative methods. The sub-district head coordination variables are observed from indicators ofcommunication, cooperation, synchronization, and integrity or unity of action; while the success variableof the community empowerment program is measured from indicators of welfare, access, critical awareness,participation and control. The research respondents were 40 people from the sub-district government,village government, BPD, LPM and the community. Instruments and data collection techniques usingquestionnaires and assisted with quide interviews. The analysis technique for hypothesis testing usedstatistical regression of the product moment linear regression. The results of data analysis showedregression coefficients and the sub-district head coordination variable correlation coefficient for the successof community empowerment programs in the sub-district South Essang is positive and significant, so it wasconcluded that the sub-district head coordination had a positive and significant correlation with the successof the community empowerment program in Essang District. Based on the results of this study, it can berecommended that sub-district head coordination in community empowerment programs needs to beimproved both in program planning and implementation by streamlining the sub-district level coordinationforum, conducting direct monitoring of the implementation of community empowerment programs/activitiesin the sub-district area, and evaluating community empowerment programs/activities in the sub-district.Keywords: Coordination, Sub-district Head, Community Empowerment.

Abstract

The purpose of this study is to determine the impact of online transportation policies,especially online motorcycle taxis in the target group (entrepreneurs / online motorcycle taxi drivers), onconventional motorcycle taxi drivers and on the user community. Based on the research results, conclusionscan be drawn: (1) Online ojek transportation policy has the expected positive impact on the target group,namely increasing online ojek driver income and helping to improve the living standards / welfare of thefamily of online ojek drivers. (2) Online ojek transportation policy also has a positive impact on the widercommunity, which makes it easy to obtain cheap, convenient, safe, and fast transportation / transportationservices. But for conventional motorcycle taxi drivers, the presence of online motorcycle taxi drivers isconsidered to be detrimental to them because income is reduced. (3) Online ojek transportation policy alsohas a positive impact on the present and future conditions of the community, whereby the community's needfor public transportation services can be more fulfilled. (4) Online ojek transportation policy has a positiveimpact on the direct costs by the community which can reduce transportation costs; and (5) Online ojektransportation policy does not affect the indirect costs that must be borne by the community as a result ofthe policy because online ojek transportation does not have a negative effect on society.Keywords: policy, the impact of online transportation policy

Abstract

The purpose of the study was to explain the Supervision of Society in Financial Management in Mamuya Village, Galela District, North Halmahera Regency. This study used descriptive qualitative method. Community Supervision in Financial Management was observed from two criteria namely preventive and repressive. The research informants were the village head / village government, village secretary: BPD chairperson, members (BPD), community. Data collection uses interview guidelines, documentation study observations while analysis techniques are carried out through data collection, data reduction, data presentation stages. Based on the results of data analysis concluded that Community Supervision of Financial Management in Mamuya Village, Galela Subdistrict, North Halmahera District was observed from two criteria, namely preventive and repressive, not yet maximally implemented. Based on the results of the study found that Community Supervision on Financial Management has not been maximized so that advice can be recommended: The quality of the human resources of the village head and village apparatus needs to be improved through training in village financial management. Community involvement in financial management is increased so that there are no irregularities between village and community governments, and sources of village financial revenue and other sources of income that are regulated in Government Regulation Number 113 Year 2014 concerning village financial management, and Law. No. 6 of 2014 concerning villages, be optimized.

Abstract

Community empowerment actually refers to the word empowerment, which is an effort toactualize the potential that is already owned by the community. Thus, the approach of communityempowerment in the development of palm sugar farming communities is the emphasis, on the importanceof self-reliant local communities, as a system that organizes themselves. Such a community empowermentapproach is certainly expected to give a role to individuals not as objects, but as actors who determine theirlives. Community empowerment efforts can be seen from the side of their existence as a process.Empowerment as a process can be seen from the stages of activities in order to achieve a goal, which isusually determined by the time period. Society in English terms is a society that comes from the Latin wordsocius which means (friend). The term community comes from the Arabic word which means (to participate and participate). Society is a group of people who get along with each other, in scientific termsit interacts with each other. A human entity can have infrastructure through which its citizens can interactwith one another. Another definition, society is the unity of human life that interacts according to aparticular system of customs which is continuous, and which is bound by a sense of shared identity.Continuity is a community unity that has all four characteristics, namely: Interaction between its citizens,customs, continuity of time, a strong sense of identity that binds all citizens. The most important factor thatmust be considered in carrying out community empowerment programs is that without business capital it isvery difficult for the community to be able to improve their standard of living. Empowering people is notenough just to provide venture capital but must be accompanied by an increase in the capacity of humanresources so that they are able to think and act in making various efforts and efforts to improve their welfareindependently without any dependence on others. The provision of facilities and infrastructure for thecommunity to be able to do their business is one part of the government's responsibility which must becarried out through community empowerment programs.Keywords: Empowerment, Community, Business Capital, Facilities and Infrastructure.

Abstract

abstract : The phenomenon in the management of village funds, the Village Head as the holder of the power of financialmanagement and village assets, in determining the budget of village income and expenditure does not involve the componentsof society other than that the obligation to submit reports on the implementation of APBDes to the community is notimplemented. Based on the background of the problem, the purpose of this research is to know / explain the role of villagehead in managing the village fund in South Essang Subdistrict The type of research used in this study is qualitative research.The focus of this research is the role of village head in the management of village fund in South Essang sub-district.Reviewed on budget planning, implementation, and evaluation. Determination of informants is based on the criteriaaccording to the research objectives. The result of the research shows that the Village Fund Program Planning in SouthEssang Subdistrict has not gradually implemented the concept of village community participation development which isproven by participative, responsive, transparency principle, in order to realize every priority program of society needs.Villages that are held through Musrembangdes, the implementation of the Village Fund program, in the physicaldevelopment, community empowerment has been running in accordance with the planning in musyawarah kan, but theproblem is the lack of supervision by the village government to the people who cheat so that inhibition of village fundmanagement in the field of development and Empowerment.
