Abstract

ABSTRACT : Background: In the framework of the implementation of Law No. 32 Year 2004 on Regional Government and Law No. 25 of 2009 concerning public services provided to the public, the government as service providers are required to provide excellent service to the community. Excellent public services can be assessed from the process and product services. Aspects of the human resources of the process include, mechanisms and facilities used in the process. While aspects of the product services on the type, quality, and service product kuantits. Dynamic society has evolved in a variety of activities that increasingly require professional government apparatus. Along with the dynamics of society and its development, the need for increasingly complex services as well as better service, fast and precise and able to provide good service to the community. Research Methodology: This study uses descriptive research through in-depth interviews to 19 informants, observation, and document search aided by additional instruments such as interview guides and stationery. Results: Based on the duties and functions of the village chief and public services according to Lanvine the role of village heads in the services, responsiveness, responsibiliti, accountability and effectiveness of service is quite good, although there are still some problems in improving the effectiveness of services. Conclusion: the role of the village head as a public servant based study in rural South Pinabetengan can say is good enough.Keywords: Head of the village, Effectiveness, Public services.

Abstract

ABSTRACT : Since the enactment of PP. 41 Year 2007 on Regional Perengkat organizations, localgovernments Tomohon has conducted reorganization regional secretariat. Accordingly, this research toknow "how the effectiveness of the arrangement of regional organizations secretariat Tomohon areasthat exist today.Research using qualitative methods. Informants in this study were taken from the executive officersand employees of the Regional Secretariat of Tomohon, the district secretary, the assistant secretary ofthe area, two heads of sections, subsections two heads, and two executive employees / staff. Datacollection by interview; while the analysis of data using analysis techniques interactive model of Milesand Hubernann.Based on the results of the study conclude that the Regional Secretariat organizational structuringTomohon have been effective. In other words, the organization secretariat Tomohon area that is nowable to create or realize the implementation of the basic tasks and functions of the secretariat of thearea effectively. The effectiveness of the arrangement organaisasi secretariat area Tomohon can bedemonstrated by several criteria: rationality, according to need, efficiency, can function optimally, cantarget the optimal results, it can use the budget appropriately and efficiently, is able to anticipate thedevelopment and enhancement task / job, and is able to overcome the problems or barriers / obstaclesthat arise in the implementation of tasks and functions.Based on the conclusions of the research results it is suggested that the organization needs analysis isalways done periodically and continuously so that the future organization of the secretariat ofTomohon area will be more effective in carrying out the duties and functions as mandated by thelegislation in force.Keywords: effectiveness, organizational management

Abstract

ABSTRACT : Information System Management of the National Land policy issued by the government tohelp communities in the rapid completion of the maintenance of land given the land is something lastingand useful for humans. Implementation of the policy of the National Land Management InformationSystem is still not going well, so this research to answer the question of how the policy implementation ofthe National Land Management Information System. In this study, the researchers limited the ModelPolicy of Edward III, communications, resources and attitude.and researchers also see from the qualityfactor of services that exist in the land office Manado. This study uses descriptive qualitatively approachthrough in-depth interviews to 10 informants, observation and search for additional documents in theform of a list of guidelines for the interview, a tape recorder and stationery. Abstract

Education is one of the areas that get serious attention from the government, because education isone important aspect in national development, without any definite education the state will not have thelevel of competition in the international world. Teachers as educators contain a very broad meaning, notlimited to providing teaching materials, but to reach ethics and aesthetic behavior in facing the challengesof life in society. As teachers, teachers should have a mature teaching plan. Teaching planning is closelyrelated to various elements such as teaching objectives, teaching materials, learning activities, teachingmethods, and evaluation. With creativity and competence, besides mastering the material and can processthe learning program, teachers are also required to carry out evaluation and administration. The ability ofteachers to develop the learning process and their mastery of teaching materials is not enough. The abilityof teachers in mastering the class is balanced with the ability to evaluate the students' competency planningthat is crucial in the context of the next planning, or policy of treatment of students related to the conceptof complete learning. The method used in this research is qualitative research method. Through educationis expected to improve the dignity of Indonesian society both nationally and internationally. Quality ofservice is a dynamic state that is closely related to products, services, human resources, and processes andenvironments that at least can meet or even exceed the quality of service expected. This study aims todetermine how the quality of education services in Elementary School (SD) Inpres Kolongan District KombiMinahasa District. The result of the research shows that the quality of service in SD Inpres Kolongan is stillless good because of the lack of supervision from the headmaster in this case the principal, the lack offacilities and infrastructure, the lack of assertiveness of the principal headmaster in giving disciplinarysanction to teachers who often come late or not timely in terms of attendance at school and lack ofprofessional skills of teachers such as lack of mastery of the field of study in the school curriculum. Toimprove the quality of education services in SD Inpres Kolongan, the researcher suggests that supervisionfrom the head of the school principal should be improved, it is also expected that the provision of supportingfacilities and infrastructures must be sanctioned by the leader to the teachers who often come late andexpected to be coached and training to the principals and teachers in order to improve the quality of teachersin carrying out duties and responsibilities and can better master the teaching materials or schoolcurriculum.Keywords: service quality

Abstract

This research focuses on tourism management, namely planning, organizing, mobilizing andmonitoring tourism activities carried out by the Regional Government of Talaud Islands Regency.The aim is to be studied because of the management implemented by the Talaud Islands DistrictGovernment. The research method used in this study is a qualitative method with data collectiontechniques with triangulation (combined).Talaud Regency starts with the village Musrembang,subdistrict Musrembang, and district Musrembang. Work distribution is also available for eachindividual and their respective fields in accordance with their duties. In carrying out its activities, itwas agreed on the rules and technical instructions. Abstract

Abstract: Coastal and marine areas are areas that have potential and prospective resources for a region if themanaged optimally. This is a challenge for a region in managing resources in a sustainable manner toencourage the acceleration of regional development. As a very atrategic area, the coastal area is a zone ofallotment of various human activities both social, cultural, economic, industrial and utilization of naturalresources directly.High dependence on marine resources has led to massive exploitation. This is what happens with the resourcesof coral reefs which are the most important ecosystems in the coastal and marine areas. The main threats tocoral reefs are overfishing, destructive fishing practices, sedimentation and pollution from the land. Burke etal, (2002) suggests that human activity is currently estimated to threaten 88 percent of Southeast Asian reefs,threatening important biological and economic values for society. About 50 percent of the coral reefs that arethreatened, are at a high or very high level of vulnerability. Only 12 percent of them are at a low threat level.Result of researchconducted through data collection obtained through observation, dokuments and interviews.The results of this study indicate that the process of coastal are management goes well. Thanks to thecooperation between the village head and the village apparatus and the villagers so that they can producemaximum results. The basis and reference in measuring the effectiveness of coastal area management programin improving the economics of Maririk village community of Essang district of Talaud islands is in theregulation of Law Number 27 year 2007.Keywords: Peis Area Management

Abstract

ABSTRACTThis study departs from the phenomenon that the villages in the district governance Silimoindicated Yahukimo Papua Province has not been effective . This condition seems to be related to severalfactors inhibiting . Thus , this study aims to : ( 1 ) To determine the effectiveness of village governance ;and ( 2 ) . To determine the factors inhibiting the achievement of effective governance at the village SilimoDistrict Yahukimo .This study used a qualitative approach to the application of descriptive methods . Data andinformation gathered through interviews with 16 informants techniques , and equipped with observationand documentation , then analyzed by applying descriptive analysis techniques .Based on the analysis of data , it is known that : Implementation of the village administration .Particularly in Silimo District Yahukimo generally not effective . This condition can be seen from thereality of the interview in which the criteria for effectiveness penyelnggaraan village administration hasnot been implemented to the maximum .Thus , it can be concluded that there is some obstacle , namely : low accessibility factors , quantityand quality of human resources village government officials are inadequate , infrastructure andgovernment facilities were inadequate , and still strong patriarchal values that characterize the activity ofthe community , especially government officials village that gave birth to the paternalistic culture asinhibitors of achieving effectiveness village governanceTherefore , it is suggested that regional governments need to reform Yahukimo in several sectors , amongothers : land transportation network , infrastructure , equipment , facilities and budget supporting thedelivery of village governance , improving the quality and quantity of resources and village governmentofficials to build a culture system oriented achievement through religious guidance .Keywords : Effectiveness , Government , Village

Abstract

Abstract: This study by using qualitative methods. Informant research consists of head of the agency, secretary,and heads of fields. Staff / executives; all amounted to six State Civil Apparatus. Implementation of competencedevelopment of State Civil Apparatus has been applied by local government, although for the development ofcompetence has not become a priority of regional needs based on regional content not only based on fulfilmentof fundamental need of organization, performance management and competence development still limited bylack of budget and managing staff. The state of apparatus / employee in Local Employment Agency RegencyTalaud Islands generally have good work performance. Development of the competence of the State CivilApparatus Local Employment Agency Talaud District personnel agency is programmed through education,training and training. The development of apparatus competence is also done through the workplace.Therefore, this research recommends some things as follows: 1) In order to improve the ability of employees,sending employees to follow the structural training prioritized those who have held positions / those who aremore senior both in terms of rank and work period. So as not to cause social jealousy among employees. Besides,for the requirements to occupy a position really fulfilled. 2) Implementation of merit system can support thedevelopment of employee competency in the office of the Regional Personnel Agency of Talaud IslandsRegency. Abstract

This study moved on to the phenomenon of the location of the study regarding the existence of some of thecommunity users of health services in the Tahuna Barat Puskesmas about the inadequate quality ofhealth services provided by puskesmas officers. Thus, this study aims to determine the extent of theinfluence of the work environment on service quality in the Tahuna Barat District Health Center, SangiheIslands District. Using descriptive methods and quantitative approaches, the data collected through thedistribution of Research Questionnaires (questionnaires) was analyzed using Frequency Table analysistechniques, while testing research hypotheses used statistical inferencing techniques, such as productmoment correlation analysis techniques and simple linear regression.The results of data analysis showthat (1) both the working environment (X) and the health service quality variable in the Tahuna BaratPuskesma are in the moderate to high category. (2) The results of correlation analysis and simple linearregression show that the work environment has a positive and significant effect on the quality of healthservices with a degree of determination of 38.9%. Thus, the results of this study empirically justify theunderlying theories so that the hypothesis The work environment has a significant influence on thequality of services in the Tahuna Barat District Health Center, Sangihe Islands District, it can be acceptedempirically very convincingly.Referring to the results of this study, it can be suggested: To improve thequality of service even higher, the management of the Tahuna Barat District Health Center, especially thelocal government of Sangihe Islands District, needs to conduct technical training for Puskesmas staff andnurses to improve their performance in providing health services people in needKeyword work : Enviroment, Service Quality, Health Center

Abstract

Policy Implementation is one of the stages of public policy between the formation of policies and theconsequences of policies for the people they influence, the objectives of the policies. The purpose of this studyis to find out whether there is an influence on policy implementation on employee performance. Policyimplementation variables were measured and assessed using five dimensions and employee performancevariables were measured and assessed using twelve indicators. The method used in this study is aquantitative method that is measured using statistics. Data collection techniques used were observation anddistribution of questionnaires or questionnaires distributed to forty respondents. The results of the validityand reliability tests indicate that each statement item used is valid and reliable. Then from the results ofsimple linear regression analysis shows that every 1% addition to the value of the variable policyimplementation, then the value of the variable employee performance increases by 0.420, and it can be saidthat the direction of the variable influence on policy implementation to employee performance is positiveand significant. From the results of correlation analysis shows that the correlation value is 0.420, whichmeans the level of the relationship between policy implementation variables with the variable employeeperformance is included in the category of perfect correlation. Thus, it can be concluded that the proposedhypothesis can be tested empirically and with the underlying theories, and it is suggested to the partiesconcerned to continue to improve the quality of existing services and to continue to build public trust.Keyword: Policy Implementation, Employee Performance, Standart Operating Procedure
