Abstract

ABSTRAKOrganizational culture is a norm or various types of regulations to improve andcontrol the performance of employees in the agency, but in reality there are employeeswhose performance does not match the organizational culture in the institution enacted.departed from the matter, this study are intended to answer the question whetherorganizational culture is closely linked to the performance of civil servants in the officeof the mayor of Manado.This research uses quantitative methods.The research done by taking 60 respondents in the mayor's office in the captureManado randomly in the Regional Secretariat on 12 sections / agencies. collecting datausing questionnaires roebuck aids interview techniques. ata analysis using staticticanalysis , linear regression , and the product moment correlation. pengelolahan dataanalysis using manual calculation formula based on statistical analysis , linear regression ,and the product moment correlationBased on the analysis of the data : (1) The regression coefficient cultural relationsorganization with the performance of civil servants in the amount of 0.654 scale / unit. (2)based on the analysis of the data : 1. The regression coefficient cultural relationsorganization with the performance of civil servants in the amount of 0.654 scale / unit ;while the determination coefficient is 0.32 or 32 % of the results of these studiesconcluded that cultural relations organization with the performance of civil servants , apositive and significant impact on employee performanceBased on these conclusions, responsive local government is very needed incontrolling as well as re-evaluating the performance results of the employees to be moreon the increase.Key words: organizational culture, Employee Performance

Abstract

Abstract: Organization of the Government is required in order to have a good quality of work so it can be and start working professionally as well as strengthening the power of lowering public sector organizations. The ability to be competitive can only be shown through the mastery of technical work including mastery of modern technology which is currently the main requirement for being tlah each organization in order to increase productivity and competence the Organization publicly. The purpose of this research is to know the role of the head of the Organization of the Government in the construction of subdistricts in Southeast Minahasa Regency Ratahan. this method used in this research is the way is the qualitative research methods. Qualitative research is used in order to examine the conditions of natural kujungi which is its current status is a key instrument of liquid. The results showed that the role of the head of the Organization of the Government in building the village s good, them is head of s do become basic tasks and functions as leader in Ratahan. In this case the construction of the quality of work the employee s felt by his servants, ranging from the enforcement of discipline with tighter again, his goal in order to get good quality employees and professionals in and start working. The construction of the ability technically, is head of giving encouragement and continue to encourage every employee to update any ability they possess skills to more developed again. Coaching in the use of technology by providing training in operating computers and technology tools to another. However it still contained some shortcomings and constraints so that the impact on the Organization of village government that has not been the maximum.Key Words: The Role Of The Head Of The Organization Of The Government,

Abstract

Abstract : Introduction One of the purposes of the implementation of mutations policy is to seek the rightperson in the right place "the right man on the right place". Will thus be able to improve employeeperformance. Although we have already arranged for the purpose of putting the right people in the rightplace, but it does not mean the problem has been completed. A work that is routine may lead to boredom,so that in these circumstances the possibility of his enthusiasm and excitement down. This can happendespite the fact that the placement in place the right people have been executed. For that reason inmutates we must see to it that a new task is still in line with the duties and previous work. Therefore, thisstudy aimed to determine the effect of policy transfer of civil servants to the improvement of theenvironmental performance of employees in the education department of youth and sports district Talaudislands. Methods The method used is quantitatively using simple linear regesi analysis, and correlationanalysis is simple. And the sample studied were 30 people, in the data collection techniques using SampleRandom Sampling technique, a questionnaire (questionnaire) or a list of questions, and observations.Results The results of the overall analysis shows that the policy of transfer of civil servants have a positiveinfluence on the improvement of the performance of employees in the Ministry of Youth and SportsTalaud Islands. Conclusion As the results of this research as well as theoretical idea then it can be statedthat the policy of transfer of civil servants have a positive influence on employee performanceimprovement.Keywords: Policy, Mutations, Increased Perform

Abstract

AbstractThis thesis aims to determine the contribution of local tax revenue to PAD who performed theDepartment of Finance and Asset Management District South Halmahera during the three fiscal years(2010-2012) , as well as enabling and inhibiting factors in increasing revenue ( PAD ) in taxes area inSouth Halmahera . The results showed that the contribution of local taxes to large revenuecontribution. This is reflected in the amount of local tax contributions increased from year to year anda source of revenue ( PAD ) District. South Halmahera where we see of the total revenue of Rp .11,735,130,069.82 in 2010 , local taxes accounted for Rp 1,223,577,233.00 or 10.51 % and then in 2011of the total revenue of Rp.32.296.618.479,35, local taxes accounted for Rp 2,333,993,323.00 or 29.93 % ,and in 2012 of the total revenue of Rp.43,965,874,804.28 local taxes accounted for Rp 3,368,905,822.00or 40.59 % .The factors affecting the increase in revenue ( PAD ) of the local tax sector enabling andinhibiting factors . Supporting factors include the organization and management , facilities andinfrastructure as well as the intensification and extension were carried Dpkad Kab . South Halmahera, while the limiting factor is the participation of the community in paying taxes , data collection orcomplicated test , and quality personnel inadequate marked with the level of education that do notcomply with the ability to manage local taxes .Keywords : Local Taxes , Local Revenue

Abstract

bstract: The aim of this research is to know the implementation of policy of land certificate in Talaud Islands Regency asthe executor of KanTah of Talaud Islands Regency. Larasita is a policy issued by BPN RI in order to maximize services inthe field of land is making land certificate by doing direct service to the community. Number of informants 6 people. Thisresearch uses descriptive qualitative research type that is a method to describe a social phenomenon or trying to describecertain social phenomena in detail. This research was conducted at the land office of talaud islands district on 14 - 18 May2018. In the research, to know about the implementation of policy, the writer uses theory from Edwad III where there arefour factors influencing it, namely Communication, Resources, disposition and bureaucratic structure. The result of theresearch shows that the policy of larasita in the district land office. Talaud islands are not implemented because there is nosocialization done by the implementing party to the community, lack of human resources consisting of only 9 ASN and 9PTT, no breakthroughs and positive ideas to improve the service of land certificate (larasita), the last is lack of coordinationamong policy implementing units.Keywords: Policy Implementation, Land Certificate

Abstract

This study aims to determine competence in terms of aspects of knowledge, skills, and attitudesof the village officials Efi-Efi District of South Tobelo towards their work. This research method isqualitative descriptive and research focus in Efi-Efi Village, South Tobelo District, North HalmaheraRegency with data collection techniques conducted through interviews, observation and documentation.The research data obtained were processed using qualitative analysis, namely data reduction, datapresentation and conclusion drawing. The results showed that the competence of the village apparatus ofthe Efi-Efi District of South Tobelo District, North Halmahera Regency was still not good. This can beseen based on the results of the interview by looking at indicators of knowledge, skills and attitudes. Fromthe results of this study, it can be concluded that the Competency of the Efi-Efi Village Apparatus in theDistrict of South Tobelo, North Halmahera Regency is still not good enough. This needs to be consideredso that local governments can increase the competence of their village apparatus.Keywords: Competence of Village Apparatus

Abstract

The purpose of this studi is to understand how the role of community empowerment institutions(LPM) in the village of Salibabu District Salibabu Talaud Island.The research used qualitative method. 10 respondents from Salibabu Village Head, Section Headof Village Development og Salibabu Village, Chairman and one Board member/member of BPD, Chairmanand one LPM management, And two members of the village community. Data collection with interviewtechnique; While data analysis using qualitative analysis technique of interactive model from Miles andHubernann.Based on the results of research drawn conclusions: (1) LPM does not play an active role indevelopment planning in the village. LPM is not actively participating in village planning (musrembang)planning meetings to develop and establish a Medium Term Development Plan for Villages and AnnualDevelopment Plans or so-called Village Government Work Plans (RKPD). (2) LPM has little active role inthe implementation of village development. LPM is not actively involved in the implementation of villagedevelopment programs. (3) LPM has little role as a forum for participation of villagers in villagedevelopment. LPM is not actively accommodating, channeling and fighting for the aspirations on the villagecommunity in rural development, and not actively ancouraging and mobilizing the participation and selfhelpof the village community.Based on the conclusions of the research results, suggestions can be put forward: (1) LPM shouldcontinue to be encouraged to participate actively in assisting village government in village developmentplanning and implementation. Therefore, LPM must be given allowances or incentives. (2) LPM shouldcontinue to be encouraged to take an active role in the implementation activities of village developmentprograms, by providing operational costs. (3) LPM should continue to be empowered to take and active roleas a container for aspirate suppliers, and mobilize community participation in village development. For that,LPM should be given a proportional role in the deliberations of village development planning and decisionmakingof village development programs.Keywords: Role of LPM, Rural Development
