Abstract

Abstract: The purpose of this study to determine the Community Participation in PlanningNational Program of Rural Community Empowerment (PNPM-MP) In the village of Tawa CentralBacan District South Halmahera as a general purpose of the National Program for CommunityEmpowerment in Rural Areas is to improve the livelihoods and employment opportunities of thepoor in rural areas. To determine the Public Participation in Planning National Program forCommunity Empowerment Rural (PNPM-MP), the researchers refer to the theories Ericson (inSlamet, 1994: 89) forms of community participation in development is divided into three stages,namely: participation in planning, participation in the implementation of, and participation inpemanfaatan.Dengan using qualitative method where the researcher as a key instrumentconsisting of 6 informants.Public participation in the planning of the National Program of Rural CommunityEmpowerment (PNPM-MP) in the village of Tawa not running optimally. Because according tothe reality in the field is only part of the population that participated in the form of thoughts orsuggestions and input in the preparation of development programs or the National Program forCommunity Empowerment of Rural .; Public participation in the implementation phase of menmore active role in the implementation of self-help in the form of energy, thoughts, and material.While women prefer the affairs of the household, as well as the community's participation in thedevelopment stage of utilization of the National Program for Community Empowerment is notgroomed properly, so it is not proper to be used again by the public.To achieve the general objectives of the National Program of Rural CommunityEmpowerment (PNPM-MP), the village government should give attention to disseminating theprogram to the public by calling or inviting the public to participate in the planning stage. Societyas a target group of the National Program for Community Empowerment Rural, it is expectedberperanaktif in the implementation of both men and women. Because basically the purpose ofPNPM-MP is to improve the lives of local people. As well as the village government needs toprovide a good understanding of the community in the maintenance of the results of developmentof the National Program for Community Empowerment or village government needs to create amaintenance team is the result of development of National Program of Rural Peoples, Mandiri(PNPM-MP) in the village of Tawa.Keywords: Paritsipasi Society, the National Program for Community Empowerment Rural.

Abstract

Poverty cannot be separated from the context of community development. Communitydevelopment means as a conscious, systematic and directed effort organized by, for and in society thataims to change their own standard of living in a better direction. Therefore, many things are done indealing with poverty, both from the government, the private sector and from the public. One of theprograms carried out by the government in handling poverty is through the Joint Business Group(KUBE). The community can utilize and participate in the Joint Business Group (KUBE) which isadjusted to expertise supported by environmental conditions that are carried out in groups to deal with theproblems of poverty that have taken root in a community. The Joint Business Group in Kamanga DuaVillage is largely targeted by the community in accordance with the criteria set by the government, namelythe people belonging to the weak economy are also adjusted to their environmental conditions andcapabilities. The purpose of this study was to determine the effectiveness of the Joint Business GroupProgram in Kamanga Dua Village, Tompaso District, Minahasa District. This study uses a qualitativemethod. The informants in this study were seven people. Data collection techniques used were interviews,observation and documentation. Measurements using the theory from Ducan quoted by Richard M. Seterswith three points of measure of effectiveness, namely achievement of goals, integration, adaptation. Theresults of this study state that by using three points of measurement of the effectiveness of the KUBEprogram in Kamanga Dua Village, Tompaso Subdistrict, Minahasa Regency is considered to have runwell. Suggestions further enhance the ability of members and groups and improve infrastructure facilities.

Abstract

Tujuan penelitian ini adalah untuk mengetahui pengaruh kesejahteraan terhadap kinerja pegawai diInspektorat Daerah Kabupaten Bolaang Mongondow. Penelitian ini menggunakan metodekuantitatif. Responden penelitian adalah sebanyak 30 orang pegawai Inspektorat DaerahKabupaten Bolaang Mongondow. Instrumen dan teknik pengumpulan data yang digunakan adalahkuesioner dan dibantu dengan wawancara terstruktur (interview quide). Teknik analisis yangdigunakan untuk pengujian hipotesis analisis statistik korelasi sederhana atau koreasi productmoment. Berdasarkan hasil analisis data ditarik kesimpulan : (1) Kesejahteraan berpengaruh positifdan signifikan terhadap kinerja pegawai di Inspektorat Daerah Kabupaten Bolaang Mogondow; (2)Kesejahteraan punya korelasi dan daya penentu (determinasi) yang signifikan terhadap kinerjapegawai di Inspektorat Daerah Kabupaten Bolaang Mogondow. Penelitian ini merekomendasikan :(1) Kesejahteraan pegawai harus ditingkatkan seiring dengan peningkatan kebutuhan pegawai,yaitu dengan terus memperbaiki kompensasi (gaji dan tunjangan) serta pemberian insentif kinerjasesuai dengan beban kerja, taggungjawab, dan resiko pekerjaan; (2) Kinerja pegawai harus dinilaisecara obyetif dan konsisten untuk pemberian tunjangan atau insentif kinerja.Kata Kunci : Kesejahteraan Pegawai, Kinerja Pegawai

Abstract

DPRD berfungsi dan berperan dalam melaksanakan fungsi-fungsi, budgeting, legislation, dancontrolling. Tantangan pokoknya adalah bagaimana DPRD dapat menciptakan suatu mekanisme kerja yangdapat mengoptimalkan kinerjanya. Menumbuhkan kesadaran DPRD akan fungsi yang diembannya merupakansuatu kebutuhan yang mendesak, karena masyarakat madani sangat berharap banyak agar DPRD dapatmelakukan fungsi-fungsi parlemennya dengan peran yang lebih nyata dan dirasakan manfaatnya bagimasyarakat. Artinya bahwa pelaksanaan penyelenggaraan pemerintahan daerah harus memenuhi akuntabilitaspublic, sehingga diperlakukan sebuah fungsi pengawasan. Dengan fakta ini maka peran pengawasan dari DPRDmenjadi suatu yang vital dalam menjaga roda pemerintah agar tetap dapat berjalan baik. Namun banyak faktamenunjukan masih banyak anggota DPRD yang tidak memiliki kemampuan yang komprehensif untukmenjalankan fungsi pengawsan yang akan mengakibatkan fungsi pengawasan tersebut tidak berjalan baik. Dansesuai hasil penelitian DPRD Kabupaten Bolaang Mongondow tidak melakukan fungsi pengawasan secaraoptimal atau dengan kata lain pelaksanaan pengawasan yang telah dilakukan tidak efektif atau tidak membawaperubahan dalam mengatasi masalah – masalah pembangunan yang dilaksanakan di DPRD kabupaten BolaangMongondowKata kunci: Efektivitas, Fungsi Pengawasan dan DPRD Kabupaten Bolaang Mongondow

Abstract

This study aims to find out about the empowerment program in increasing the income of fishermenin Bunong Village, Bintauna Subdistrict, Bolaang Mongondow North Regency. This type of research used inthis research is qualitative descriptive research type. All data presented is in accordance with primary andsecondary data. Data collection techniques based on observation, interviews and documentation, dataobtained from various sources analyzed and made a conclusion. The problem in this study lies in the level ofincome and welfare of fishermen to the inability to utilize the potential of marine resources owned by Indonesia.The findings of this study indicate that the empowerment program in increasing the income of fishermen inBunong Village, Bintaunan Sub-district, Bolaang Mongondow North Regency is seen from the researchindicators namely enabling, empowering, and protecting can increase the income of fishermen by encouragingthe work spirit of fishermen through activities and assistance from empowerment programs such as capitalassistance, outreach, work equipment and motivation assistance, as well as workforce and facility training.The village government needs to collaborate more with the Maritime Affairs and Fisheries Office in conductingsocialization and training of workers in increasing the income of fishermen in Bunong Village, BintaunanSubdistrict, Bolaang Mongondow North Regency.Keywords : Empowerment Program, enhancement, income, fisherman

Abstract

The purpose of this study was to determine the impact of public housing development policies inthe Sea Village of Minahasa Regency. This study uses a descriptive-cumulative approach. Researchinformants were the village head, housing residents, and community leaders / residents of the Sea Village.The data analysis technique used is an interactive model analysis of Miles and Hubernann. ResearchResults Show: (1) Housing development policies in Sea Village have a positive impact on public matters andon the target group's policy community, which is to help people who do not yet have a home to get housingloans with affordable installments, and in locations that are accessible comfortable and safe. Housingdevelopment does not have the expected impact of disturbing security and comfort in society. Theunexpected impact is mainly the reduction in agricultural land and community forestry. (2) Housingdevelopment policies have a positive impact on economic and social conditions in Sea Village, namelyincreasing people's income and increasing the progress of social life such as education, social andcommunity social activities, and development participation. (3) Housing development policies have apositive impact on current conditions in Sea Village, namely increasing the progress and development ofthe village and community now and in the future. (4) Housing development policies in Sea Village do nothave an impact on the direct and indirect costs that must be borne by the community as a result of thehousing construction.Keywords: Impact of Policy, Housing Development

Abstract

Abstract : This study aims to find out about the implementation of clean water facility developmentpolicies in rural areas in Insil Village, Passi Timur District, Bolaang Mongondow Regency. Type ofqualitative descriptive research. All data presented is in accordance with primary and secondary data.Data collection techniques based on observation, interviews and documentation. Data obtained fromvarious sources were analyzed and conclusions were drawn. The problem in this research lies in theimplementation of the policy of developing clean water facilities that have not been running optimally sothat some people still have difficulty getting clean water. The findings of this study indicate that theimplementation of clean water facility development policies in rural areas in the Insil Village of PassiTimur sub-district Bolaang Mongondow can be seen from the indicators of this research thatcommunication, resources, disposition and bureaucratic structure have not been fully implemented. Thecommunication process that occurs in the implementation of clean water facility development policies tothe lack of support by the apparatus resources in implementing clean water facility development policiescauses the implementation of these policies to not be carried out effectively. The village government needto conduct direct socializatio of programs or activities carried out related to the development of cleanwater facilities as well as improvements in coordination between relevant organizations or institutions andincrease information regarding the implementation of clean water facility development policies.Keywords : Policy Implementation, Development, Clean Water Facilities, Rural Areas.

AbstractMany giant companies were initially very rapidly growing, but suddenly closed or broke. Indications of thecause of the company failed to operate its business one of them is Human error or human errors in carryingout management function. Based on the objective of this research is to know how the role of managementfunction of natural resources (steam power) in PT. Pertamina Geothermal Energy Area Lahendong KotaTomohon.Based on the problem formulation and in accordance with the objectives that want to be achieved in thisstudy then the type of research used in this research is qualitative descriptive research. Data collectiontechniques are conducted using observation, interviews, documentationBased on the results of the study with the interview method of several employees at PT. Pertamina GeotermalEnergy Area Lahendong found management of natural resources management at PT. PertaminaGeotermal Energy Area Lahendong seen from the process of planning has been working well that followsthe guidelines of the work that has been established including the implementation strategy, spatial design,and recruitment of personnel/employees. From the organizing process of people – people involved inmanagement management can be said to be good because all work in accordance with the field of theirduties – each with a clear division of work so that it has almost no obstacles as well as the timeliness ofmanagement work set strict discipline comes timely and also home according to the time prescribed for thosewho violate the rules are sanctioned until the dismissal Based on the results of the research found the factthat there is still abuse of power by managers where many employees were fired for unreasonable reasons.Keywords: management, management, natural resources

Abstract

Tujuan penelitian adalah untuk mengetahui Tatakelola Pemerintahan Di Kantor KecamatanMalalayang Kota Manado Penelitian ini menggunakan metode pendekatan kualitatif. TatakelolaPemerintahan Kantor Kecamatan dilihat dari lima indikator prinsip tatakelola pemerintahan yangbaik yang dikemukakan oleh Daniri yaitu adalah transparansi, akuntabilitas, responsibilitas,indenpendensi, dan kesetaraan/kewajaran. Informan penelitian adalah Camat, Sekretaris, Kepala SubBagian, Perangkat Kecamatan. seluruh nyaber jumlah 9 orang. Pengumpulan data menggunakanpedoman wawancara, sedangkan teknik analisis yang digunakan adalah analisis model interaktif.Berdasarkan hasil analisa data ditarik kesimpulan bahwa tatakelola pemerintahan di kantormalalayang dilihat dari indikator transparansi, akuntabilitas, responsibilitas, indenpendensi, dankesetaraan/kewajaran. Sudah berjalan dengan baik .Berdasarkan hasil penelitian dapatdirekomendasika saran : Di Kantor Kecamatan Malalayang seningga dapat menjalankan pengelolaanpemerintahan dengan baik. Untuk pemerintah Kecamatan Malalayang agar bisa mengasah danmemberikan pelatihan kepada perangkat adminidtratif terkait surat menyurat dan hal administratiflainnya agar kedepan bisa berjalan dengan libih baik lagi. Seperti yang ditetapkannya UndangUndang Nomor 22 Tahun 1999 yang diubah dengan Undang-Undang Nomor 32 Tahun 2004 tentangpemerintahan daerah diharapkan menjadi birokrasi yang efektif.Kata Kunci : Tata kelola, Pemerintahan, Kantor Kecamatan.

Abstract

Abstract: This research dotted from the initial observation that the effectiveness of the organization'sSecretariat indicated area of North Halmahera Regency is still relatively low. This condition is presumablyrelated to policy implementation resformasi bureaucracy that has not gone well. Thus, this study aims: "toanalyze the effect of policy implementation of bureaucratic reforms on the effectiveness of the organization inNorth Halmahera Regional Secretariat".The method used is descriptive method with quantitative approach, the sample of respondents is setpurposively as much as 78 employees. The primary data obtained through the deployment list (questionnaire),while the secondary data obtained through technical documentation. After the data is collected and thenanalyzed by using percentage, followed by testing the hypothesis by using the technique of product momentcorrelation analysis and simple linear regression.The results showed that: Impementasi policy of bureaucratic reform, particularly reform of humanresources in the field of personnel is one of the determining factors (determinants) increasing organizationaleffectiveness. Not optimal achievement of bureaucratic reform, particularly in the Regional Secretariat of NorthHalmahera district with an average of only categorized "medium" performance or the average of 61.9%contributed implicated in not optimal effectiveness of the organization is still in the category of "moderate" tomean achievement average of 69.8%.Statistical analysis showed that between implemntasi bureaucratic reform policy with the effectivenessof the organization has a contributive relationship and a positive linear patterned. Relations between the twovariables is significant at test level of 1%, while the degree of determination (decisive power) of 78.6%.Increase or decrease in the effectiveness of the Regional Secretariat of the organization of North Halmaheradistrict of 78.6 percent determined by bureaucratic reform.Thus, it can be concluded that the results of this study indicate that the hypothesis has been tested byempirical research as well justify the underlying theories. It is recommended that the optimization iplementasipolicy of bureaucratic reform, especially reform of the element of human resources personnel need to be donethrough concrete efforts, such as training and other gina make human resource who has the attitude of integrity,neutral, competent, capable, professional, high-performance and prosperous.Keywords: Bureaucratic reform Apparatus Human resources, organizational effectivenes
