Abstract

Community empowerment aims to improve the economic capacity of the community. One of the sectorsof community empowerment to improve the economic capacity of the community or economic growth of thecommunity is the empowerment of Small and Medium Enterprises. Judging from the potential of existingbusiness coastal city of Manado in improving the economic development of society is very influential with theempowerment of small and medium enterprises. This research uses quantitative research that is trying to answerwhether there is influence and magnitude of influence of variable of empowering small and medium businessto economic development of coastal society of Manado city. The data were carefully compiled, includingquestionnaires in detailed context and in-depth interviews, as well as analysis results. In simple linearregression test it can be seen that constant value (a) equal to 6,375 mean value of constant of economicdevelopment variable is equal to 6,375, while value of empowerment (b / regression coefficient) equal to 0,484.It is clear that the value of regression coefficient (b) is positive sign of 0.484. Y = 6.375 + 0.484X. The magnitudeof determination is 0.568 or 56.8%. Thus, the development of coastal community economy of Manado City56.8% is influenced by Small and Medium Business Empowerment by Manpower Office and ManpowerGovernment of Manado City, another 43.2% is determined by other factors outside the model of simple linearregression equation. The significance value for the empowerment relationship with the economic developmentis 0.000, meaning the significance value is smaller than the value of 0.05 then it can be said that there is arelationship between empowerment with economic development. and Pearson Correlation value is 0.754, itmeans the level of relationship between empowerment and economic development is in the category of 0.600 -0.799 or strong category. Thus, the empowerment of small and medium enterprises coastal city of Manadoaffects the economic development of coastal communities Manado city.Keywords: empowerment, Small Medium Enterprises, community economic development

Abstract

Retribution is a potential source of potential local revenue because the scope of imposition of regional retribution more widelythan the local taxes. Development of regional retribution is easier compared to local taxes since the scope of imposition ofregional retribution is not as restrictive as compared to local taxes. Therefore, local governments in order to develop localrevenues are more focused on efforts to increase the acceptance of regional retribution.This study aims to determine theimplementation of the policy on the management of levy of the market in support of local revenue in the district of MorotaiIsland.This research uses descriptive qualitative approach by describing the data obtained from the result of the research onpolicy implementation the management of leevy of the market in support of local revenue. The subject of this research is theemployees of the department of perindakop and smes and the market traders. In qualitative research data collection is done byobservation, interview, and documentation and data analysis technique consist of data reduction, data presentation andwithdrawal of conclusion/verification. Policy implementation the management of levy of the market in support of local revenuein the district of Morotai Island for the moment this is not optimal as seen from the indicators of the content of policy and theimplementation environment is still far espected as well as the lack of attention from the government especially in theimplementation of market retribution policyKeyword: Policy Implemetation, Market Levy

Abstract

The purpose of this study is to find out and describe how the impact of integrated one-stop service on malls in thecity of Manado. The research method used in this research is descriptive research method with a qualitativeapproach. Data collection in this study was carried out through interviews, observations and document collection.While the data analysis techniques that researchers use are qualitative with Miles and Huberman's descriptiveapproach. Based on the results of the study, it can be concluded that the One Stop On Mall Integrated ServicePolicy is an innovation and program that has a positive impact on the community in terms of licensing filemanagement from file entry to the stage of extraction/physical licensing, supported by satisfying and comfortablefacilities. the community and the online system that was put in place made the community satisfied with thepolicies issued by the Office of Investment and Integrated Services of the One Stop City of Manado. But inaddition to the positive impacts on the community there are also adverse impacts on the permit applicantcommunity, the lack of socialization of this public service center makes the community ignorance and causesintegrated one stop service on the mall to be quiet from the permit applicant, and the problem of coordinationbetween integrated onestop service Mantos and Integrated Services Policy in Manado City Tikala makes thecommunity who administer licenses at the center on mall services must take results / physical at the head office.The Impact of One Stop On Mall Integrated Services Policy makes the community and several related parties feelbenefited from this policy, for example the Mantos and local governments, the potential for more open economicdevelopment, then the flow of investment into the developer. In addition to receiving Local Revenue in this casethe local government (local government) through taxes for the region and a large amount of money for the localgovernment. In terms of speeding up and simplifying the administration of public service center licenses, this isthe right thing to be realized by the Integrated Services Policy in Manado City.Keywords : Policy Impact, Integrated One Stop Service On Mall

Abstract

Abstracts: This study moved from the indication of poor performance on the bureaucratic apparatus of the Regional Secretariat Talaud Islands. This condition is thought to be related to cultural factors and paternalistic leadership as a factor in the performance improvement pengambat. Thus, this study seeks to answer these problems in addition to simultaneously aims to assess and understand the performance of the bureaucratic apparatus adapted to the duties and functions in line with the achievement of the vision, mission and goals of the organization as well as to identify and analyze whether the leadership and culture are factors supporting or inhibiting the achievement of performance bureaucracy at the Regional Secretariat Talaud Islands. The results of the data analysis showed that the application of leadership and organizational culture at the Regional Secretariat Talaud Islands cendering paternalistic still characterized by a significant degree of dependence of the subordinates (employees) to the supervisor (leader), however, the pattern of visionary and transformative leadership and organizational culture modern began to appear in the process of implementation of the tasks and functions of the organization. Abstract

Tujuan yang ingin dicapai oleh peneliti adalah untuk mengetahui bagaimana implementasi programsmart city di dinas komunikasi dan informatika Kota Manado.Penelitian ini merupakan penelitian kualitatif yaitu jenis penelitian yang memberikan gambaran tauuraian suatu keadaan pada objek yang diteliti. Data yang dikumpulkan penelitian ini adalah data yangsesuai dengan objek penelitian, yaitu data menyangkut implementasi program smart city di DinasKomunikasi dan Informatika Kota ManadoHasil penelitian menunjukkan Komunikasi kepala Desa Batumbalan dengan tokoh masyrakat, tokohagama, tokoh adat serta masyarakat dalam rangka mewujudkan pembangunan berjalan lancar jugakomunikasi dengan pemerintah kecamatan, pemerintah kabupaten serta instansi terkait lainnyaberjalan lancar. Abstract

Tujuan penelitian ini adalah untuk mengetahui pengaruh kemampuan pegawai terhadappelaksanaan pemungutan retribusi daerah pada pemerintah kota bitung. Pemungutan retribusi daerah di kotabitung dapat dikatakan belum dilakukan secara maksimal hal ini terlihat dari jumlah penerimaan daerah disektor retribusi masih sangat kurang atau belum mencapai target,sehingga dengan melihat kondisi penerimaandaerah khususnya di sektor retribusi ditemukan masih banyak atau hampir sebagian besar dari objek retribusiyang belum digarap atau dikelola secara baik sebagai contoh retribusi jasa usaha.Metode yang di gunakandalam penelitian ini adalah metode kuantitatif, respoden adalah 42 pegawai di badan pengelolaan pajak danretribusi daerah. Teknik analisis yang digunakan adalah analisis regresi sederhana atau analisis partial dananalisis korelasi. Berdasarkan hasil analisis dismpulkan kemampuan pegawai dan pelaksanaan pemungutanretribusi daerah berada pada kategori “tinggi”,analisis regresi partial menunjukkan bahwa ketiga dimensivariabel kemampuan pegawai berkontribusi positif dan linear terhadap pelaksanaan pemungutan retribusidaerah kota bitung, analisis regresi linear sederhana menunjukkan bahwa variabel kemampuan pegawaiberkorelasi positif dan berkontribusi cukup signifikan terhadap pelaksanaan pemungutan retribusi daerah kotabitung. Dengan demikian hipotesis yang diajukan dapat teruji keberlakuannya secara empiris sekaligusmendukung teori yang melandasinya.Kata Kunci : Kemampuan pegawai, Pelaksanaan pemungutan retribusi daerah

Abstract

The number of complaints from the community regarding the management of village funds by the villagehead and his officials starting from the planning stage of the implementation program, administration,reporting and accountability is not implemented transparently as well as the financial management ofvillage funds such as the provision of direct cash assistance (BLT) which is not distributed evenly to thecommunity. Weigh to choose even though it is according to government instructions. Based on theseproblems, this study aims to determine how the management of village funds in Mugin Village, MetemaniDistrict, South Sorong Regency This Research Is Designed As A Qualitative Research. This study aims todevelop or build a procession or explain the meaning behind reality. In qualitative research, research isbased on reality or events that take place in the field. The results showed that the management of villagefunds to improve facilities and infrastructure in Mugim Village, Metemani District was not optimal, thiswas because problems were still found in the planning, organizing, implementing and monitoring processes.Researchers will also reveal how the form of community interaction in managing village funds in order toimprove existing facilities and infrastructure in Mugim Village.Keywords: Effectiveness; Management; Village Fund

Abstract

Tujuan penelitian ini adalah untuk mengetahui bagaimana pengelolaan pendidikan sekolah menengahpertama Daerah Perbatasan di kecamatan Tabukan Selatan Kabupaten Kepulauan Sangihe ProvinsiSulawesi Utara.Penelitian ini menggunakan metode pendekatan deskriptif kualitatif. Pengelolaan pendidikan sekolahmenengah pertama daerah perbatasan dilihat dari empat indikator pengelolaan menurut George RTerry, yaitu perencanaan, pengorganisasian, penggerakkan dan pengawasan. Informan penelitian iniadalah kepala sekolah, siswa dan tenaga pengajar. Pengumpulan data menggunakan pedomanwawancara, sedangkan Teknik analisis yang digunakan adalah analisis model interaktif model dariMiles dan Huberman.perencanaan pendidikan Sekolah Menengah Pertama Daerah Perbatasan di Kecamatan Tabukan-Selatan sudah cukup baik dilihat dari ketersediaan sarana, prasarana serta tenaga penagajar yangsudah cukup memadai.Pengorganisasian Proses pengorganisasian pendidikan merupakan proses yangmelibatkan berbagai pihak, yakni kepala sekolah, guru dan Siswa. Mereka selalu bergerak secarabersama-sama sebagai satu kesatuan. Dan untuk memadukan gerak langkah tersebut diperlukansuatu garis koordinasi yang mantap. Penggerakkan fungsi penggerakkan sudah berjalan dengan baiksehingga semua siswa mampu terdorong untuk menyalurkan minat dan bakatnya masing-masingserta mampu mengikuti kegiatan perlolmbaan antar sekolah. Setiap siswa juga mampu lulus sesuaidengan standar mata pelajaran (KKM) yang ada, terlebih sudah tidak adalagi siswa yang putussekolah.Pengawasan proses pengawasan sudah berjalan dengan baik dimana Kepala sekolah selalumemantau kegiatan-kegiatan sekolah serta kinerja para guru.Kata kunci : Pengelolaan, Pendidikan Menengah Pertama, Daerah Perbatasan

Abstract

This study aims to determine the effect of the implementation of the zoning policy onstudents' learning motivation at SD Negeri 2 Sopai.This research was conducted at SD Negeri 2 Sopai Toraja Utara. The data collection techniques used inthis study were questionnaires, interviews, and observation documentation.The data analysis method used is a simple linear regression test method, validity test, reliability test andproduct moment correlation test to determine the education zoning policy variable has a positive andsignificant effect on the learning motivation of SD Negeri Sopai students.Based on the results of the research that has been done, there is a positive influence on the learningmotivation of SD Negeri 2 Sopai students and the implementation of the education zoning policy has astrong and significant correlation to the development of student motivation in SD Negeri 2 Sopai.Keywords: Policy Implementation, School Zoning, Learning Motivation

Abstract

Unsur-unsur Sumber Daya Manusia (SDM) memiliki posisi yang sangat penting dan menentukandidalam organisasi. Manajemen SDM dapat diartikan sebagai kegiatan perencanaan, pengadaan,pemngembangan, pemeliharaan SDM dalam upaya mencapai tujuan individual maupun organisasi.Keberhasilan organisasi sangat ditentukan oleh kualitas orang-orang yang belkerja didalamnya.Perubahan lingkungan yang begitu cepat, menuntut kemampuan SDM dalam menangkap fenomenaperubahan, menganalisa dampak terhadap organisasi, dan menyiapkan langkah-langkah gunamenghadapi kondisi tersebut. Menyimak kenyataan ini, maka peran manajemen SDM dalamorganisasi tidak hanya sekedar administratif tetapi justru lebih mengarah pada bagaimanamengembangkan potensi SDM agar menjadi kreatif dan onnovatif. Jenis penelitian yang digunakandalam penelitian ini adalah penelitian deskriptif kualitatif Moleong (2006), penelitian kualitatif adalahpenelitian yang bermaksud untuk memahami fenomena tentang apa yang dialami oleh subjekpenelitian (misalnya, perilaku, persepsi, tindakan dan lainnya), secara holistik, dan dengan caradeskripsi dalam bentuk kata-kata dan bahasa, pada suatu konteks khusus yang alamiah dan denganmemanfaatkan berbagai metode alamiah. Sesuai dengan rumusan masalah dan tujuan penelitian inimaka yang menjadi fokus penelitian adalah: “Pelaksanaan Program Pendidikan (Diklat) DalamMeningkatkan Kinerja Aparatur Sipil Negara (ASN) yang menurut Sadarmayanti (2007: 176) hal inidapat dikaji melalui 4 dimensi yaitu: penentuan kubutuhan diklat, tujuan diklat, isi program diklat,prinsip belajar mengajar.Kata Kunci: Pelaksanaan, Program, Pendidikan, Kinerja, Aparatur, Sipil, Negara, dan KecamatanEssang Selatan, Kabupaten Talaud.
