Abstract

Penelitian ini mengkaji proyeksi dinamika penduduk dan perubahan penutupan lahan di Pesisir Kecamatan Bumi Waras, Kota Bandar Lampung dengan menggunakan pendekatan Sistem Dinamik. Kawasan ini dipilih karena memiliki populasi tertinggi di antara kecamatan pesisir lainnya di Kota Bandar Lampung. Penelitian berfokus pada dua variabel utama: dinamika penduduk dan penutupan lahan, dengan mempertimbangkan sub-variabel berupa tingkat kematian akibat polusi dan kebutuhan ruang per kapita. Hasil analisis menunjukkan bahwa pada tahun 2033, populasi di Kecamatan Bumi Waras diproyeksikan mencapai 48.490 jiwa. Peningkatan populasi ini berdampak pada perluasan lahan terbangun hingga 93,5% (234,03 Ha) dari total wilayah, menyisakan hanya 6,5% (16,77 Ha) lahan non-terbangun. Kondisi ini tidak sesuai dengan Rencana Tata Ruang Wilayah (RTRW) Kota Bandar Lampung yang mewajibkan minimal 30% (75,24 Ha) lahan non-terbangun di kawasan tersebut. Ketidakseimbangan ini berpotensi meningkatkan konsentrasi karbondioksida (CO2) di udara, yang diperkirakan dapat mengakibatkan kematian sebanyak 8 jiwa per tahun akibat polusi udara. Temuan ini mengindikasikan pentingnya pengendalian pertumbuhan penduduk dan perencanaan tata ruang yang lebih baik untuk menjaga keseimbangan lingkungan di kawasan pesisir.

Abstract

Background: Padang, as a national activity center, continues to face serious challenges related to urban slum settlements, primarily due to the limited provision of basic infrastructure. While infrastructure provision is considered one of the most effective strategies to address these issues, its implementation remains difficult due to the varying perceptions among government stakeholders responsible for infrastructure development. In this context, identifying priority infrastructure becomes crucial. Methods: This study aims to identify infrastructure priorities for slum upgrading using a mixed-methods approach. The analysis incorporates the perceptions of seven key stakeholders from the local government, employing the Analytical Hierarchy Process (AHP) alongside qualitative descriptive methods based on interviews and field observations. Findings: The results reveal that the prioritized infrastructure components, in order of importance, are drainage, clean water, wastewater management, solid waste management, neighborhood road improvement, and fire protection. These priorities may serve as a guideline for the Padang City Government in realizing a city that is progressive, safe, clean, orderly, inclusive, and respectful of local wisdom. Novelty/Originality of this article: This research offers a unique contribution by presenting infrastructure provision priorities from the perspective of local government—an aspect that remains underexplored in slum settlement studies.

Abstract

Coastal settlements continue to expand rapidly, driven by population growth and housing development shaped by diverse socio-economic and cultural factors. This study examines the factors influencing settlement decision in coastal areas through a quantitative approach, using questionnaires from 196 respondents and observations in eight sub-districts of Bandar Lampung. The city was selected due to its rapid coastal urbanization, with long-established yet continuously growing coastal settlements. The findings reveal that most residents—fishermen, traders, and laborers linked to urban and fisheries activities—have lived in these areas for over a decade. They primarily construct homes on coastal land and over water using wooden and brick structures. Economic factors, particularly affordable coastal land, are the most influential, alongside proximity to the city and family networks, which further drive continuous settlement growth. These trends underscore the urgent need for integrated spatial planning and stronger policy frameworks to balance urban expansion, environmental sustainability, and long-term coastal resilience.

Abstract

The issue of slum settlements impacts the limited provision of basic settlement infrastructure. Penjaringan Urban Village faces irregular settlement patterns, high building density, and constraints in providing basic infrastructure to support the residential area. This research aims to determine the priority of basic infrastructure provision in the slum settlements of Penjaringan Urban Village, North Jakarta, based on settlement characteristics. The study seeks to identify the characteristics of slum settlements, the condition of basic infrastructure in slum areas, and the prioritization of basic infrastructure provision in slum settlements according to settlement characteristics. The methods used are both qualitative and quantitative, employing qualitative descriptive analysis and the Analytical Hierarchy Process (AHP) to determine the priorities for basic infrastructure provision in the slum settlements of Penjaringan Urban Village, North Jakarta. The goal is to align infrastructure provision with existing conditions while considering the characteristics of each area. The priorities for basic infrastructure provision based on settlement characteristics are as follows: for commercial area slum clusters: waste management, wastewater, drainage, building structures, clean water, fire protection, and neighborhood roads. For industrial area slum clusters: waste management, drainage, clean water, fire protection, wastewater, building structures, and neighborhood roads. For slum clusters near railway boundaries: waste management, drainage, wastewater, clean water, fire protection, neighborhood roads, and building structures.
