Abstract

Pemilih pemula merupakan masyarakat negara yang didaftar oleh penyelenggara Pemilu pada daftar pemilih, serta baru mengikuti pemilu (menyampaikan suara) pertama kali semenjak pemilu yang diselenggarakan di Indonesia menggunakan rentang usia 17-21 tahun. Dimana mereka tidak mempunyai pengalaman voting pada pemilu sebelumnya, namun ketiadaan pengalaman bukan berarti mencerminkan keterbatasan menyalurkan aspirasi politik. Teori yang digunakan iyalah Teori Proses pembentukan persepi menurut Damayanti(2017:11) yang memiliki 5 dimensi : Penerimaan sensorik, Pengorganisasian, Pembentukan pola, Persepsi ruang dan waktu, Kesalahan persepsi dan distorsi. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Hasil dari penelitian ini menunjukkan bahwa Persepsi Pemilih Pemula Pada Pemilihan Umum (PEMILU) Presiden dan Wakil Presiden Periode 2024/2029 Di Kabupaten Tanggamus sudah optimal.Dalam hal ini aspek pendukung yaitu, Komisi Pemilihan Umum Kabupaten Tanggamus telah memiliki program sosialisasi yang sangat berpengaruh untuk penciptakan persepsi dan pandangan pemiih pemula terhadap Pemilu, strategi sosialisasi yang dilangsungkan 4 bulan sebelum pelaksanaan pemilu, adanya kerjasama yang baik dengan Dinas Pendidikan Wilayah 2 dan juga Lembaga-lembaga terkait seperti sekolah dan kampus. Selain dari pada aspek pendukung ditemukan juga spek penghambat yaitu, Kurangnya waktu yang diberikan oleh KPU dalam mensosialisasikan pemilu, dan Sumber Daya Manusia yang masih memiliki sikap apatis terhadap pemilu.

Abstract

Penelitian ini berjudul “Gerakan Membangun Desa Dalam Meningkatkan Pemberdayaan Masyarakat Berbasis Potensi Lokal di Desa Purwodadi Dalam Kecamatan Tanjung Sari Kabupaten Lampung Selatan. Adapun latar belakang penelitian ini adalah mengetahui Gerakan Membangun Desa Dalam Meningkatkan Pemberdayaan Masyarakat Berbasis Potensi Lokal di Desa Purwodadi Dalam Kecamatan Tanjung Sari Kabupaten Lampung Selatan. Tipe penelitian deskriptif dengan pendeketan kualitatif, Teknik pengumpulan data dengan wawancara, observasi dan dokumentasi serta analisis data kualitatif Gerakan Membangun Desa Dalam Meningkatkan Pemberdayaan Masyrakat Berbasis Potensi Lokal di Desa Purwodadi dalam dapat dilihat dari 5 dimensi yaitu, Standar dan sasaran kebijakan, Sumberdaya, Komunikasi Antar Organisasi, Karakteristik Agen Pelaksana serta Kondisi Sosial, Ekonomi dan Politik. Aspek pendukung dalam Gerakan Membangun Desa Dalam Meningkatkan Pemberdayaan Masyarakat Berbasis Potensi Lokal di Desa Purwodadi Dalam Kecamatan Tanjung Sari Kabupaten Lampung Selatan adalah adanya kebijakan dan sasaran yang tepat, kedua dukungan pemerintah desa sebagai pelaksana program, ketiga dasar hukum yang jelas karena dijadikan acuan dalam program. Dimana fokus utama dalam program ini adalah pembenahan berbagai sektor yang ada di Desa Purwodadi dalam baik dari segi infrastruktur, SDM , Ekonomi maupun pendidikan. Sedangkan Aspek penghambat gerakan membangun desa adalah keterbatasan dan keterlambatan turunnya APBD dari pemerintah dan perilaku korupsi oleh oknum-oknum pelaksana baik dari pemerintah desa maupun fasilitator.

Abstract

Sekretariat DPRD Provinsi Lampung juga berperan dalam mendukung fungsi anggaran dan juga fungsi pengawasan, hal ini dibuktikan dengan adanya bagian anggaran DPRD Provinsi Lampung yang pemeran pentingnya ialah Sekretariat DPRD Provinsi Lampung. Tujuan penelitian ini adalah mengetahui mengetahui efektivitas peran Sekretariat DPRD Provinsi Lampung dalam meningkatkan kinerja DPRD Provinsi Lampung dan mengetahui aspek pendukung dan aspek penghambat efektivitas peran Sekretariat DPRD Provinsi Lampung dalam meningkatkan kinerja DPRD Provinsi Lampung. Tipe penelitian deskriptif dengan pendekatan kualitatif, teknik pengumpulan data dalam penelitian adalah dengan wawancara, observasi dan dokumentasi serta analisis data kualitatif. Berdasarkan hasil penelitian dan pembahasan, maka dapat diambil kesimpulan bahwa Peran Sekretariat DPRD sangat efektif dalam meningkatkan kinerja DPRD Provinsi Lampung dalam mendukung pelaksanaan fungsi DPRD Provinsi Lampung hendaknya Sekretariat DPRD mewujudkan reformasi birokrasi melalui perbaikan sistem tatakelola (manajemen) urusan pemerintahan dengan mengoptimalkan penggunaan teknologi informasi dan komunikasi. Aspek pendukung dan aspek penghambat efektivitas peran Sekretariat DPRD dalam meningkatkan kinerja DPRD Provinsi Lampung adalah fasilitas kerja yang memadai, dan memiliki kultur kerja yang mengedepankan pelayanan yang ramah, berintegritas tinggi, efektif dan efisien dalam pelayanan, bekerja secara profesional dan disiplin, dan bertanggung jawab dalam tugas menjadi faktor pendukung, sedangkan kurang optimalnya koordinasi antar Sekretariat DPRD dengan OPD lainnya dan kompetensi ASN menjadi faktor penghambat peranan Sekretariat DPRD dalam mendukung pelaksanaan fungsi DPRD Provinsi Lampung.Keyword : Efektivitas; Peran; Sekretariat DPRD; Kinerja The Lampung Provincial DPRD Secretariat also plays a role in supporting the budget function and also the supervisory function; this is evidenced by the existence of the Lampung Provincial DPRD budget section whose important role is the Lampung Provincial DPRD Secretariat. The purpose of this study is to determine the effectiveness of the role of the Lampung Provincial DPRD Secretariat in improving the performance of the Lampung Provincial DPRD and to determine the supporting aspects and aspects that inhibit the effectiveness of the role of the Lampung Provincial DPRD Secretariat in improving the performance of the Lampung Provincial DPRD. The type of descriptive research with a qualitative approach, data collection techniques in the study are through interviews, observation and documentation as well as qualitative data analysis. Based on the results of the research and discussion, it can be concluded that the Role of the DPRD Secretariat is very effective in improving the performance of the Lampung Provincial DPRD in supporting the implementation of the Lampung Provincial DPRD function. The DPRD Secretariat should realize bureaucratic reform through improving the governance system (management) of government affairs by optimizing the use of information and communication technology. The supporting and inhibiting aspects of the effectiveness of the role of the DPRD Secretariat in improving the performance of the Lampung Provincial DPRD are adequate work facilities, and having a work culture that prioritizes friendly service, high integrity, effective and efficient in service, working professionally and disciplined, and being responsible in carrying out tasks as supporting factors, while the less than optimal coordination between the DPRD Secretariat and other OPDs and ASN competence are inhibiting factors for the role of the DPRD Secretariat in supporting the implementation of the functions of the Lampung Provincial DPRD. Abstract

Dalam rangka mewujudkan masyarakat yang makmur dan sejahtera dengan pendapatan rata-rata masyarakat cukup layak maka perlu adanya doronga serta dukungan yang nyata dengan memberikan solusi dari berbagai masalah ekonomi di masyarakat. Pengembangan usaha mikro, kecil dan menengah UMKM tentunya menjadi solusi yang terbaik dengan bukti bahwa disektor perekonomian masyarakat terbesar di Indonesia adalah melalui usaha mikro, kecil dan menengah (UMKM). Pengembangan UMKM melalui kerajinan Tapis Lampung di Desa Negeri Katon Kabupaten Pesawaran masih mengalami permasalahan yang cukup mendasar seperti pengelolaan manajemen serta penguatan kelembagaan juga masih menjadi kendala. Potensi yang ada pada Desa Negeri Katon sangatlah besar selain berkumpulnya para pegrajin Tapis juga memiliki lokasi daerah yang sejuk dan asri sehingga mampu menarik wisatawan dari luar daerah. Untuk itu dibutuhkan adanya pemberdayaan masyarakat untuk dapat mewujudkan Ekowisata berbasis Kain Tapis di Desa Negeri Katon Kabupaten Pesawaran.

Abstract

This research reveals how the quality of human resources exists in the public service office in the City of Bandar Lampung. The element of the problem found in the depths by seeing how the change of the service pattern that exists in society is mainly in the use of digital services (E-government) for that Capacity of Officers, Employee Placement, Authority, Responsibility as well as Motivation of Officials in performing service based on the main tasks and functions of the District Officer in the City of Bandar Lampung need to be reviewed to get a good quality of human resources. The type of research used is the Qualitative Method using a case study approach. The results of the study found that there is an influence of the capacity of employees on the technological tendency to support the digital government services (Electronic Government) in the area so that good governance is realized, the placement of employees in accordance with their expertise, the authority of responsibility of each employee as well as the motivation is still a factor in achieving the quality of human resources in providing services in the district of the city of Bandar Lampung.

Abstract

Human resource development at the Regional Secretariat of Tanggamus Regency has not been optimally implemented by each section, as evidenced by the infrequent organization of training, seminars, and employee participation policies that are conducted in a simple manner without staged and continuous planning, even though these needs are urgent. This study uses a qualitative method, with data collection techniques including observation, interviews, and documentation, while data analysis techniques involve data reduction, data presentation, and conclusion drawing. The research results indicate that human resource development at the Regional Secretariat of Tanggamus Regency has been carried out through job rotations across departments to enhance experience and understanding of responsibilities, educational orientation training for employees in both formal and non-formal contexts, and leadership guidance aimed at improving employee performance, although such guidance has not been fully absorbed by some employees. Job rotation aids employees in understanding new responsibilities, while formal and non-formal training provides opportunities to enhance their competencies, yet leadership directions to employees still require improvement to be more effective. Therefore, leadership attention to human resource development through job rotation, training, and guidance needs to be enhanced and carefully re-planned to ensure that human resource development implementation significantly impacts employee performance improvement.

Abstract

This research aims to determine the strategy for implementing an innovation model for developing educational tourism areas based on filter cloth to increase product sales by utilizing available resources. The innovation model is developed through developing a master plan for an edu-tourism area based on Tapis by inventorying the potentials in the village of Negeri Katon Pesawaran. This research used the Soft System Methodology (SSM) method. SSM is a systemic approach to dealing with complex and less structured situations. In developing a Tapis cloth-based edu-tourism area by the Tapis Jejama Kham Women's Group in Pesawaran Regency, SSM can be used to understand the various aspects involved and develop a comprehensive solution. The steps of this research are needs analysis, testing of the innovation model, module development, and reporting. Literature studies were carried out on related documents such as regulations, book references, and updated journals. Meanwhile, interviews were conducted with several informants, such as the Tapis Jejama Kham women's group, cultural activists, the tourism and creative economy department of Lampung Province, and local communities of Negeri Katon Village. The preliminary findings of this study show that there are a lot of potential natural resources and human resources as well as cultural heritage in Negeri Katon village, Pesawaran district, which has not been managed optimally, and there is a lack of public awareness regarding the management of existing tourism potential.  This research has attempted to contribute to the creation of a regional innovation model of the edu-tourism area based on tapis cloth for the tapis jejama women’s group in Pesawaran District, Lampung Province and the creation of Intellectual Property Rights in the form of a Master Plan for the model of edu-tourism area in the Negeri Katon subdistrict.

Abstract

Dalam desentralisasi pemerintahan, kebutuhan dana untuk mendukung berbagai fungsi pemerintahan dan pembangunan terus meningkat, sementara sumber daya keuangan terbatas. Hal ini mendorong pemerintah daerah untuk lebih kreatif dalam menggali pendapatan. Pajak Kendaraan Bermotor (PKB) menjadi salah satu sumber pendapatan yang stabil dan mencerminkan kesadaran serta tanggung jawab masyarakat, memberikan kontribusi besar terhadap pendapatan negara dan pembiayaan pembangunan. Namun, tingkat kepatuhan masyarakat terhadap pembayaran PKB di Pesawaran masih rendah, menghambat optimalisasi pemungutan pajak. Beberapa masalah utama meliputi antrean panjang, pelayanan yang kurang responsif, dan lokasi kantor Samsat yang sulit dijangkau di daerah terpencil. Selain itu, masyarakat belum sepenuhnya memahami layanan SAMSAT Online. Proses pembayaran dan pencetakan TBPKB yang tidak efisien juga menjadi kendala. Oleh karena itu, langkah-langkah perbaikan diperlukan agar kepatuhan pajak meningkat dan administrasi pajak lebih efisien. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Dalam penelitian ini menggunakan teori Budiani dalam Setiyowati (2022) terdapat empat dimensi teori yaitu, ketepatan sasaran, sosialisasi program, tujuan program dan pemantauan program.

Abstract

This article analyzes Government Regulation Number 45 of 1990, this regulation contains gaps in polygamy arrangements between men and women who are civil servants.  The focus of this article is to describe the construction of polygamy regulations for the State Civil Apparatus (ASN) which seems gender biased, then how efforts to reconstruct polygamy rules for the State Civil Apparatus (ASN) and then analyze its contribution to the reform of Islamic family law in Indonesia. This library research article is descriptive analytical. The primary data sources in writing this article are the Qur'an, Hadith, and positive laws in Indonesia that regulate marriage and divorce for Civil Servants. The analysis uses the theory of Mashlahah Mursalah, Gender and Feminist Amina Wadud and Gustav Redbruch's theory of legal objectives. The result of the analysis is Government Regulation Number 45 of 1990 concerning Marriage and Divorce Permits for Civil Servants which regulates polygamy for Civil Servants, must be rejected because it contains legal content that is not fair to women as legal subjects. It should be reconstructed by providing equitable regulations, no discrimination, and equalizing the position of men and women before the law. Keyword: Reconstruction, Marriage and Divorce Law, Civil Servants

Abstract

The efforts of the Lampung provincial government through the Social Service to break the chain of poverty are by increasing the educational level of children from KPM (Beneficiary Families) PKH, namely through various social programs and driven by the innovation of the Let's Go to College (GAK) Movement which is currently running. (GAK) is complementary social assistance as well as a complement to PKH social assistance to families and/or individuals who are poor, underprivileged, and/or vulnerable to social risks in the form of services in the education sector through a series of systematic activities. (GAK General Guidelines). This research aims to analyze and describe the implementation of GAK through PKH and the aspects that influence it. The research uses a descriptive qualitative approach, where researchers go directly to the field to obtain accurate data. The sources and types of data used are primary data and secondary data. Data collection techniques include interviews, observation, documentation and literature/library studies. Data analysis was carried out by means of data reduction, data presentation and drawing conclusions. GAK provides results and impacts in accordance with its goal, namely increasing the level of KPM PKH children in Lampung province.
