At present the main problem in the implementation of Security and Order Development is human resources. The pattern of multiple positions in the Police has led to the formation of guidance not optimal even though both in terms of work productivity and service quality but from the side of responsiveness and responsibility and accountability is still not optimal. This study aims to determine the performance of Bhayangkara Pembina Masyarakat Security and Order in creating security and order in the community. In this study the authors used qualitative research methods with a descriptive approach. The performance of Bhabinkamtibmas in Tanjung Agung Subdistrict, West Baturaja Subdistrict in fostering community security and order has run according to what is expected and running well, both from the police as the duty bearer of Bhabinkamtibmas and from the government and the community itself although there is still a lot to be improved.

The City Without Slums Program (Kotaku) is a program of the Kementrian Pekerjaan Umum dan Perumahan that aims to eradicate the slum areas of the closest urban village to the city, this program has the aim of creating a clean, safe and comfortable area in accordance with the 1945 Constitution article 28H paragraph 1 states that "Everyone has the right to live in physical and spiritual prosperity, to have a place to live, and to have a good and healthy living environment and have the right to obtain health services. The method used is descriptive qualitative which is based on the stages of The implementation of the Kotaku program is Planning, Site Survey, Funding, and Implementation and is related to Edward III's theory, namely Communication, Resources, Disposition, and Bureaucratic Structure. Where the data collection techniques by means of interviews, documentation and observation. Informants and research locations were selected through data presentation techniques, and finally drew conclusions. The results showed that the implementation of the Kotaku program in Kelurahan Talang Jawa focused on development such as the construction of footpaths, drilled wells, drainage and communal toilets running well as expected. This Kotaku program provides many benefits to the community and makes Talang Jawa Village a less slum village. at the planning stage the Kotaku program is designed in such a way that what activities will be carried out later in Kelurahan Talang Jawa, at the survey stage carried out by the Village Facilitator accompanied by an LKM, the funding stage of this program is provided through Provinsi and Kabupaten APBD funds through the Perkim service, and at the implementation stage the implementer is the Kelurahan Talang Jawa Community Self-Help Institution.

Pemberdayaan masyarakat merupakan bagian dari fungsi pemerintah yang tujuannya adalah membentuk individu atau masyarakat menjadi mandiri sehingga mampu meingkatkan kesejahteraan melalui peningkatan ekonomi, untuk itu perlu disediakan wadah atau kegiatan yang mampu memberikan fasilitas serta kreatifitas guna mendukung kegiatan pemberdayaan masyarakat tersebut. Kelurahan Talang Jawa Kecamatan Baturaja Barat merupakan wilayah yang majemuk yang memiliki lokasi strategis bagi pengunjung di sekitaran wilayah Baturaja. Dengan berbagai kreatifitas warga setempat menjadikan Kelurahan Talang Jawa dianggap “seksi” untuk kegiatan-kegiatan yang melibatkan masyarakat dalam hal peningkatan ekonomi. Salah satunya di Rt.15 Kelurahan Talang Jawa yang sudah tahap perencanaan dalam pembuatan Agrowisata. Dalam kegiatan pengabdian ini Rt. 15 Kelurahan Talang Jawa sudah memiliki tanaman buah markisa yang sudah melingkar di sekitar pergola dan memberikan sosialisasi ke masyarakat bagaimana mengelola tempat wisata yang terstruktur, serta membentuk kepengurusan tempat wisata agar dapat terkelola dengan baik serta berkoordinasi dengan pemerintah setempat untuk mendapat dukungan guna pelaksanaan kegiatan masyarakat yang akan dibentuk. Masih kurangnya pemahaman masyarakat akan adanya potensi peningkatan ekonomi di tempat ini sehingga membutuhkan pendampingan yang berkelanjutan.

A pandemic situation like the one faced some time ago has caused part of the community's economy to decline. Therefore, the government and the private sector are always trying to explore various innovations in increasing the economic capacity of the community in the midst of a pandemic. The Baturaja People's Credit Bank (BPR Baturaja) together with the regional government of Ogan Komering Ulu Regency, in this case the Department of Trade and MSMEs, are partners in implementing community empowerment programs affected by the co-19 pandemic. The purpose of this study was to determine the partnership between the government and the private sector in carrying out innovative community empowerment programs, and to measure the success of the empowerment programs carried out. More specifically, this research is intended to determine the strengths and weaknesses of the program being implemented, so as to produce recommendations to strengthen the program. This study uses a qualitative research method, in order to examine in depth about public-private partnerships, which is not possible to study quantitatively. Based on research, the community empowerment program carried out by a government-private partnership in the Ogan Komering Ulu district was realized in the form of a program providing catfish seeds and a set of equipment for communities affected by Covid-19. In this empowerment program, the local government acts as a decision maker, target setter, facilitator in linking the community with the private sector, and as a supervisor in program implementation. Meanwhile, the private sector (BPR Baturaja) acts as a provider of capital and oversees the implementation of the program.

Coronavirus Disease 2019 (COVID-19) yang berasal dari Wuhan, China menyebar sangat cepat hingga ke seluruh dunia, tak terkecuali Indonesia. Pemerintah Indonesia melalui Anggaran Pendapatan dan Belanja Negara (APBN) telah berupaya memulihkan keadaan ekonomi dan penanganan covid-19, salah satunya melalui Dana Desa. Nomor 118/PMK.07/2022 tentang Perubahan Ketiga atas Penangan pandemi Covid-19 telahl ditetapkan Peraturanl Menteri Keuanganl Nomor l17/PMK.07/2021l tentang Pengelolaanl Transfer kel Daerah danl Dana Desal Tahun Anggaranl 2021 dalaml rangka Mendukungl Penangan Pandemi Coronavirus Diseasel (COVID-19) danl dampaknya. Diskresi kebijakan penggunaanl dana desa ini ditetapkan untuk mengurangi dampak ekonomi akibat adanya Pandemi Corona Virus Disease 2019 (COVID-19) kepadal masyarakat miskinl atau tidakl mampu. Tujuanl penelitian inil untuk mengetahuil bagaimana Implementasi Diskresi Kebijakanl Penggunan Dana Desal Masa Pandemi Covid-19l di Desal Pisang Jaya Kecamatan Buay Madang Kabupatenl Ogan Komering Ulu Timur. Jenisl penelitian inil adalah penelitianl deskriptif lkualitatif, teknik lpengumpulan data melaluil observasi, dokumentasi, danl wawancara. Tenik analisis datal yaitu pengumpulan datal (reduksi), penyajian ldata, dan penarikanl kesimpulan, informan terdiri dari 4 orang.Waktu penelitian dilakukan pada tanggal 1 Desember 2022 di Desa Pisang Jaya. Hasill penelitian ini dapatl disimpulkan bahwal Implementasi Diskresi Kebijakan Penggunaanl Dana Desal belum baik karena tidak adanya sosialisasi pemerintah desa kepada masyarakat, tidak ada fasilitas dan bentuk kegiatan dari pemerintah desa, tidak adanya SOP dalam mendukung berjalannya Implementasi Diskresi Kebijakanl Penggunaan Danal Desa Masa Pandemil Covid-19l di Desal Pisang Jaya Kecamatanl Buay Madangl Kabupaten Oganl Komering Ulul Timur.

Program Bantuan stimulan perumahan swadaya merupakan bentuk bantuan dari Pemerintah untuk masyarakat kurang mampu agar dapat mendorong dan meningkatkan keswadayaan sehingga meningkatnya kualitas perumahan dan pembangunan baru perumahan serta sarana, prasarana dan utilitas umum. Program BSPS mempunyai beberapa jenis kegiatan seperti peningkatani kualitasi rumahi swadayai (PKRS) dan kegiatan pembangunani barui rumahi swadayai (PBRS). Penelitian ini mempunyai tujuan untuk mengetahui efektivitas pelaksanaani program Bantuani Stimulani Perumahan Swadayai (BSPS) tahun 2020 oleh Dinas Perumahan dan Kawasan Permukiman Kabupaten Ogan Komering Ulu di desai Batui Raden Kecamatani Lubuki Rajai Kabupateni Ogani Komeringi Ulu. Metode penelitian ini adalah penelitian deskriptif kualitatif. Penelitian ini dilakukan di kantor Dinas Perumahan dan Kawasan Permukiman Kabupaten Ogan Komering Ulu dan berfokus di desa Batu Raden Kecamatan Lubuk Raja Kabupaten Ogan Komering Ulu. Teknik pengumpulani datai yangi dilakukan ialahi dengan cara wawancarai mendalam, observasi, dani dokumentasi. Berdasarkani penelitiani yangi telahi dilakukani di desa Batu Raden, pelaksanaani programi Bantuani Stimulani Perumahani Swadaya (BSPS) belumi berjalani dengani efektif, dikarenakan programi Bantuani Stimulan Perumahani Swadayai (BSPS) belumi disampaikan dengani baiki kepada masyarakat, selain itu terdapat ketidak tepatan sasaran bagi penerima bantuan program BSPS sehingga pada pelaksanaannya belum berjalan dengan baik. Masyarakat penerima bantuan juga belum memahami betul mengenai programi Bantuani Stimulan Perumahani Swadayai (BSPS) yangi akan dilaksanakan. Pada pelaksanaannya juga masih terdapat konstruksi rumah yang belum selesai serta terdapat kondisi rumah yang belum berhasil direnovasi keseluruhannya.

The Uninhabitable House Rehabilitation Program is a government program that aims to help low-income people have habitable houses. The problems with this program are limited quotas, lack of contribution in providing building materials, and lack of clarity when conveying building distribution procedures. This program needs to be evaluated to find out the results of the 2019 Uninhabitable House Rehabilitation Program in Ogan Komering Ulu Regency which has been implemented.This research was carried out on 14-30 October 2023. The theory used was Policy Evaluation Theory according to William Dunn with indicators of effectiveness, adequacy, equity, responsiveness and accuracy. Qualitative descriptive research method. Data collection techniques through observation, interviews and documentation. Data analysis techniques by collecting data, reducing data, presenting data, and drawing conclusions.Based on the research results of five indicators, namely: 1) Effectiveness, it has been implemented effectively as expected. 2) Sufficiency, this program is sufficient to solve problems and the funds/materials provided are also sufficient. 3) Equity, development implementation has been even and there are no longer any people who have houses that are uninhabitable. 4) Responsiveness, this program has been very responsive as seen so far the response from the community, sub-districts and the Perkim Service has been good. 5) Accuracy, this program is right on target because this program is really given to people who have low incomes and have uninhabitable houses.This research can be concluded that the 2019 Uninhabitable House Rehabilitation Program in Ogan Komering Ulu Regency has been able to achieve its goal of solving the problem of uninhabitable houses.

Digital Indonesian Identity Card (IKD) is a transition to digital form of e-KTP which makes it easy to access population information. The implementation of IKD is targeted at 50 million of the total number of mandatory KTPs throughout Indonesia's population. For the regencies, especially in OKU Regency, the target is 30% of the total number of mandatory KTPs in 2024. However, this target has not been achieved and the implementation of IKD by the OKU Regency Dukcapil Office is less effective. This research uses descriptive qualitative methods with data collection techniques consisting of interviews, documentation and observation. This research was carried out from March 4 - May 27 2024. The research uses strategy theory which has indicators of goal, environment, direction, action and learning. The results of this research show that the Population and Civil Registration Office of OKU Regency has not reached the target of 30% which has been set, and is still at 6.8% in May 2024, this is due to the lack of community support, and the lack of optimal socialization and activation of IKD to agencies which is aimed. The conclusion of this research is that the OKU Regency Population and Civil Registration Office has not achieved the targets that have been set. This cause is due to a lack of community support and there are not many benefits from IKD for public service needs for the community. The advice given is that the community should give full support to IKD. The government, especially regional heads, provides support in the form of issuing regulations for IKD obligations.

Pasar tradisional yang biasanya kumuh, berdebu, dan kumuh masih menjadi permasalahan yang belum tuntas diatasi, termasuk Pasar Baru di Kecamatan Baturaja Timur, Kabupaten OKU. Penelitian ini bertujuan untuk mengevaluasi Peraturan Menteri Perdagangan Nomor 21 Tahun 2021 tentang Pedoman Pembinaan dan Pengelolaan Sarana Perdagangan pada Pasar Baru di Kecamatan Baturaja Timur, Kabupaten OKU. Penelitian ini menggunakan teori evaluasi kebijakan William Dunn yang mencakup enam kriteria penilaian kebijakan, yaitu efektivitas, efisiensi, kecukupan, pemerataan, daya tanggap, dan ketepatan. Berdasarkan hasil penelitian, Evaluasi Kebijakan Publik (Studi Evaluasi Program Kegiatan Pelaksanaan Peraturan Menteri Perdagangan Nomor 21 Tahun 2021 mengenai Pedoman Pengembangan dan Pengelolaan Sarana Perdagangan) dapat digolongkan cukup baik dari segi efektivitas, efisiensi, kecukupan, keselarasan, daya tanggap, dan ketepatan. Pasar Baru, Kecamatan Baturaja Timur, Kabupaten OKU telah mengembangkan pasarnya dengan menata struktur kios dan los bagi pedagang, menyediakan sarana dan prasarana pasar, mengawasi kegiatan pasar, dan menanggapi pengaduan pengguna pasar. Namun hal ini belum maksimal dilaksanakan terutama dalam pengawasan kegiatan pasar sehingga masih banyak para pedagang yang tidak menempati lokasi jualan yang telah disediakan dan pedangang kaki lima yang masih ditemui dilokasi pasar sehingga menggangu kegiatan aktivitas pasar serta masih kurangnya penyediaan fasilitas tempat penampungan sampah, penyediaan lokasi parkir, hingga pemberian sanksi terhadap penyalagunaan ketetapan lokasi penempatan pasar.

his study analyzes local government policies on waste management in Ogan Komering Ulu Regency, which have become increasingly complex due to population growth and development activities. Waste management issues are not merely technical problems but also involve environmental political dynamics, public policy, and the roles of various actors. This research aims to examine how environmental political dynamics influence the formulation, legitimacy, and implementation of waste management policies. The research employs a descriptive qualitative method with data collection techniques including interviews, observation, and documentation. Informants consist of officials from the Environmental Agency, academics, waste management practitioners, and community members. The findings indicate that the Environmental Agency plays a central role in waste management; however, policy implementation has not been optimal due to limited facilities, low public awareness, and weak coordination among stakeholders. Effective waste management requires strong synergy between local government, the local parliament, the community, and non-governmental actors. Strengthening environmental politics through increased community participation, institutional reinforcement, and consistent local policies is essential for achieving sustainable waste management.
