Abstract

The development of sustainable tourism villages necessitates the implementation of effective spatial planning policies, which are instrumental in ensuring the harmonious management of economic, social, and environmental dimensions. Kalanganyar Village, located within the Sedati Sub-district, is one of the coastal village areas in Sidoarjo Regency that has the potential to become a tourist village. The objective of this research is to analyse the spatial planning policies applied in Kalanganyar Village, Sedati Subdistrict, Sidoarjo Regency, to create a sustainable tourist village. The present research employed a qualitative methodology, utilizing a case study approach. The data collection techniques employed in this study included in-depth interviews, observational studies, and detailed documentation. The analysis techniques employed in this study are interactive, encompassing data collection, condensation, presentation, and conclusion drawing.  The results indicate that the implementation of spatial planning policies in Kalanganyar Village has not contributed to the development of tourism villages. This is since these policies are not aligned with the Regional Spatial Plan (RTRW) and the Regional Medium-Term Development Plan (RPJMD) of Sidoarjo Regency. Consequently, the Village Medium-Term Development Plan (RPJMDes) and Village Government Work Plan (RKPDes) lack a clear and sustainable direction, resulting in conflicts of interest between villages and environmental damage. This research underscores the necessity of integrating spatial planning policies with local development policies to ensure targeted and sustainable development.

Abstract

Social conflict in the coastal community of Teleng Ria Beach, Pacitan, East Java, is linked to the use of coastal space for lobster seed fishing (benur). The conflict involves local fishermen, the government, and the private sector, due to the misalignment of lobster seed catching activities with government regulations, which permit catching only for cultivation purposes in Indonesia. However, local fishermen sell the seeds for export to Singapore through collectors. The conflict escalated when PT El-John Tirta Emas banned local fishermen from parking their boats near the tourist area of Teleng Ria Beach, citing disturbances to visitors' comfort. Local fishermen opposed this ban, leading to increased tension between the parties involved. This research aims to identify and analyze the conflict, assess potential resolutions, and evaluate the impact if the conflict persists. A socio-spatial approach is used to understand the relationship between space and people, and how people perceive their environment. The research uses a qualitative case study approach. The results reveal that the conflict over coastal space utilization at Teleng Ria Beach can be viewed from three perspectives: spatial practice (physical space), representations of space (government policy), and space of representation (social space). Conflicts arise from boat parking management, seed-catching policies, and cultural differences and fishery business waste.

Abstract

Military discipline is often viewed as the result of rules, hierarchy, and sanctions. However, this view does not explain how leaders develop discipline based on professional awareness, particularly amid personnel shortages and multiple-duty assignments. This qualitative case study examines transformational leadership in strengthening discipline at Gatot Soebroto Army Aviation Base, Lampung. Data were collected through interviews with seven informants representing command, operations, maintenance, pilots, non-commissioned officers, and enlisted personnel, supported by observation and documentation. The data were analyzed through condensation, display, and conclusion drawing, while source triangulation ensured credibility. The findings show that role modelling, inspirational motivation, educational guidance, and fair firmness form complementary leadership mechanisms. Role modelling builds trust, motivation gives meaning to service, guidance connects rules with mission objectives, and firmness maintains consistent standards. However, implementation remains limited by a shortage of 51 personnel against a requirement of 158, multiple duties, one-way communication, inadequate facilities, and differences in service-branch cultures. This study proposes a contextual-transformative discipline model that integrates leadership behaviours with structural conditions. Sustainable discipline requires not only command and sanctions but also value internalization, open communication, individualized development, and organizational support.
