Abstract

The aim of study to find out and analyze the implementation of Covid-19 policies as stated in the West Java Governor Regulation Number 60 of 2020 concerning the Imposition of Administrative Sanctions for Violations of Health Order in the Implementation of Large-Scale Social Restrictions and New Life Adaptations in Coping With Covid-19. Analysis of the policy is considered very important considering that at this time there are still many people who have not implemented health protocols as happened in Sampiran Village, Talun District, Cirebon Regency. in Sampiran village, there are still many people who have not implemented health protocols as regulated in the West Java Governor Regulation, the factor regarding the lack of maximum community compliance is due to none other than the public's knowledge of the policy is still very minimal, so various socialization and education are needed from various parties, especially from the government, in addition, other efforts that can be made are so that policies regarding the prevention of Covid-19 can also be issued from several levels, such as Regency / City Regulations to Village Regulations in each region so that the level of public knowledge increases, which This will affect public understanding in controlling the spread of Covid-19. Abstract

This study aims to determine how the policy to prevent Covid-19 in the city of Cirebon, as well as to analyze how the policy is implemented in the community. This research is a type of normative legal research with an empirical approach, this study uses primary data as the main data, namely in the form of data taken directly from the field, through various observation processes. The results showed that the Covid-19 control policy in Cirebon was appropriate and referred to the policy issued by the West Java Regional Government, which was stated in Governor Regulation Number 60 of 2020 concerning the Application of Discipline and Law Enforcement of Health Protocols as Efforts to Prevent and Control Corona Virus Diseas 2019 is in the New Era Life Order, but at an empirical level, the level of community compliance in Cirebon City is still very minimal, especially for people living in areas far from the city center that have not fully enforced health protocols. So it is necessary that the Regional Government of Cirebon City can issue a policy as an alternative solution that can have an impact on the level of public compliance to continue to enforce health protocols in the new normal era. Abstract

Coronavirus Disease (Covid-19). In 2020, a new type of coronavirus (SARS-CoV-2) was spread, called a disease called Coronavirus disease 2019 (COVID-19). This virus was discovered in Wuhan, China for the first time and has infected 90,308 people as of March 2, 2020. The number of deaths reached 3,087 people or 6%, the number of patients recovering 45,726 people. This type of single positive RNA strain infects the human respiratory tract and is sensitive to heat and can effectively be activated by chlorinecontaining disinfectants. The source of the host is thought to come from animals, especially bats, and other vectors such as bamboo rats, camels and ferrets. Common symptoms include fever, cough and difficulty breathing. Clinical syndrome is divided into uncomplicated, mild pneumonia and severe pneumonia. Specimen examination is taken from the throat swab (nasopharynx and oropharynx) and lower airway (sputum, bronchial rinse, endotracheal aspirate). Isolation was carried out on patients proven to be infected with Covid-19 to prevent wider spread. Keywords: Coronavirus; Covid-19; Pneumonia; Wuhan.

Abstract

This study has two issues of study in its discussion, the first is a study that is directed to find out and analyze the duties, functions and authorities of the Village Consultative Body (BPD) from the point of view of positive law in Indonesia, and secondly, this study will also discuss how the role and implementation of BPD functions in overcoming and preventing the spread of Covid-19 in their respective villages. This research is a juridical-empirical research that tries to explain the role of BPD in a predetermined research location, namely in Kaliwedi Kidul Village, Kaliwedi District, Cirebon Regency, this study uses primary data as the main data, the primary data as intended by the author is obtained through the data collection techniques used with unstructured observations and interviews, the results of the study show that legally the BPD has a function, namely the legislative function at the village level, the BPD and the village head have an obligation to make a policy in the form of village regulations, however, in Kaliwedi Village, the implementation of this function has not been able to implemented optimally, especially when it is associated with the formation of village regulations concerning the issue of preventing the spread of Covid-19, so it is necessary that in the future BPD can cooperate with village heads, to make policies to overcome Covid-19 in their villages, this is important so that prevention the spread of Covid-19 can have a strong legal basis down to the village level. Abstract

Undang-undang Narkotika nomor 35 tahun 2009 diundang pada tanggal 12 Oktober tahun 2009 oleh Presiden Dr. Susilo Bambang Yudoyono, diundangkan oleh Menkumham Andi Mattalata dicatat dalam Lembaran Negara Republik Indonesia tahun 2009 nomor 143, dan penjelasan atas undang-undang nomor 35 tahun 2009 ditempat pada Lembaran Negara Republik Indonesia nomor 5062 seluruh Warga Negara Indonesia Wajib mengetahuinya. Kepolisian Negara Republik Indonesia khususnya Daerah Jawa Barat sesuai dengan Peraturan Kepolisian Nomor 14 tahun 2018 tentang Susunan Organisasi Tata Kelola tingkat Poldaa dan Direktorat Reserse Narkotika yang dikepalai oleh seorang Deirektur, wakil Direktur, Bagian Pembinaan Operasional, Bagian Pengawasan Penyidikan dan Sub Direktorat mempunyai tugas dan wewenang melaksanakanpenyelidikan dan penyidikan tindak pidana penyalahgunaan Narkoba, termasuk penyuluhan,pembinaan, pencegahan dan rehabilitasi terhadap korban penyealahgunaan Narkoba. Kasus penyalahgunaan Narkoba dilakukan oleh anggota Polri dijawa Barat tiap tahun mengalami peningkatan baik sebagai Bandar, pengedar maupun sebagai pengguna yang dilakukan mulai dari pangkat Tamtama sampai pada tataran Perwira menengah dan pelakunya bukan saja anggota Polri Pria Polwan pun ada sebagai korban penyalahgunaan Narkoba. Para anggota Polri yang terjerat penyalahgunaan Narkoba sudah banyak yang diajukan ke peradilan umum dan sanksi Kode Etik Kepolisian dengan bermacam-macam hukuman baik menjalankan hukuman penjara maupun dipecat sebagai anggota Kepolisian. Internalisasi undang-undang nomor 35 tahun 2009 yang dilakukan oleh Direktorat Reserse Narkota sudah dilaksanakan sesuai dengan kewenangannya baik secara umum maupun secara khusus anggota Polri dan keluarganya (Bhayangkari), mulai dari tingkat Polda sampai dengan tingkat Polsek , namun karena kurangnya pemahaman dari undang–undang tersebut mengenai dampak dan akibat yang ditimbulakan serta lemahnya fondasi keimanan dari masing-masing anggota yang terjerat penyalahgunaan Narkoba sehingga tanda disadari sudah terperosok kedalam jerat narkoba yang susah dilepaskan. Peran keluarga sangatlah diperlukan untuk mendukung personil yang terjerat Narkoba dalam menyadarkan perilaku buruk yang terjerat penyalahgunaan Narkoba tapi yang terpenting adalah kesadaran, pemahaman terutama perundang-undangan yang mengaturnya, tentang akibat yang terjadi bukan saja menimpa dirinya sendiri juga keluarga rekan sekerja maupun atasan dari anggota Polri itu sendiri serta Institusi Polri sebagai alat Negara penegak Hukum. Kata kunci: Internalisasi, Polri, Narkoba.

Abstract

Based on data obtained from the Cirebon City AIDS Commission (KPA), people living with HIV/AIDS (PLWHA) in Cirebon City until December 2022 amounted to 2,491 people. The number of PLWHA in Cirebon City from year to year the trend is increasing. One of the efforts to prevent and control STIs and HIV/AIDS among female sex workers is by empowering Peer Educators (PE). They are former sex workers who care about their friends by socializing the dangers of STIs and HIV/AIDS. In addition, PEs who already have life skills will share their experiences with female sex workers. The method used in this PKM is the participatory approach method. The PKM process is expected to be able to bring changes to the FSW group in Cirebon City.
