Abstract

Agronomic and ecological aspects play important roles in vegetable production, because the aspects will be used for determining suitable interventions.  This study aims to provide current farmers’ practices of vegetable production, particularly for agronomic and ecological aspects of chilli and tomato in four regions of East Java and Bali.  This study uses of analytical tool of descriptive approach by comparing and contrasting each production practices across regions. Data were compiled from a field survey of 360 farmers during 2013-2014. Results of analysis were presented in graphical and tabular forms. Farmers mostly selected hybrid varieties of vegetables because of economic reasons, such as high yield, good appearance and high number of fruits. Anthracnose and late blight were perceived as the most important disease in chilli and tomato respectively. Farmers controlled pests and diseases using pesticides. In general, farmers perceived that irrigation was one of limiting factors of vegetable farming. Poor drainage was one of the crucial issues in Bali. Farmers mostly sold vegetable once harvested. Post-harvest handling was still traditional, where farmers still less pay attention on post-harvest, even though they observed the economic advantage of post-harvest. Based on the existing practices, a special extension on vegetable production needs to be formulated appropriately, based on the specific characteristics of each region.

Abstract

Chili production is an essential commodity in Indonesia, and the marketing issues frequently disrupt the economy. This paper aims to analyze the distribution channel of chili and formulate a suitable policy to overcome the marketing problems. A market survey was qualitatively conducted at a producer, intermediary, wholesaler, and retailer levels. The results were descriptively presented using tables and figures. The analysis shows that the marketing channel of chili in Indonesia was long and complicated. Many players were starting at the village level to the provincial level. Segmented markets were based on the types of chili, which were categorized as local and hybrid cultivars. Farmers selected the marketing channels because of business circumstance and their farm location. Distance and gentleman agreement with traders limited farmers to select the marketing channel. Thus, the government is strongly recommended to provide a unique vegetable market such as an agribusiness terminal close to the center of production. This action will shorten the marketing chain such that both producers and consumers gain the benefits. The role of the private sector will be crucial in order to keep healthy agribusiness.

Abstract

A program intervention has been launched to achieve food and nutrition security in Indonesia. However, the process and implementation are supposed to be smoother than anticipated. This research analyzes the involvement and roles of stakeholders and organizations in implementing the program as the factors affecting the process’s smoothness. This research espoused an actor and institution-centered communication approach to dissect the stakeholders directly and laterally involved in executing the program. The East Java region was selected as the study sample. A qualitative ethnographic-phenomenological approach was adopted for this study. The crucial snatchers include government officers, extension workers, original leaders, and growers. Data were compiled using direct interviews and focus group discussions. This study applied triangulations among government organizations, stakeholders, and end-druggies to corroborate the data and information. Results of the analysis show that the dispatches of actors and institutions played dominant roles in the program’s execution. In the early application stage, the dominant role of actor and institution communication was explosively needed in a new program intervention to smooth implementation. In the provincial position, government officers played significant communication roles. The main actors in the program included women leaders of ménage substance education and farmer leaders at the grassroots position. Agrarian extension officers dominantly communicated between parochial and grassroots situations. The roles and involvements of the stakeholders varied across stages of program implementation. Institutions should reduce the dominant roles of their staff members in the late stages, engage local champions to replace the staff members, and substantially lessen reliance on formal institutions.
