Abstract

Reformasi sektor publik yang disertai adanya tuntutan demokratisasi menjadi suatu fenomena global termasuk di Indonesia. Salah satu output dari reformasi sektor publik khususnya dalam bidang pengelolaan keuangan daerah adalah alokasi anggaran pendapatan dan belanja daerah. Dengan adanya reformasi ini daerah diberi kebebasan untuk mengelola kekayaan daerahnya seoptimal mungkin untuk membiayai penyelenggaraan pemerintahan daerah, sehingga muncullah kebijakan otonomi daerah. Salah satu tujuan otonomi daerah adalah untuk mempercepat pertumbuhan ekonomi dan pembangunan daerah. Masalah yang muncul adalah terjadi ketimpangan yang cukup signifikan dalam pengalokasian anggaran pendapatan daerah terhadap anggaran belanja pegawai dan anggaran belanja pembangunan. Tujuan penelitian yaitu untuk mengkaji seberapa besar alokasi anggaran pendapatan dan belanja daerah terkait dengan ekonomi makro dalam hal ini pertumbuhan ekonomi dan terkait dengan pembangunan daerah. Upaya menjawab permasalahan ini dengan menggunakan teori evaluasi oleh Dunn yang digunakan untuk menarik kesimpulan. Dengan desain penelitian kualitatif deskriptif. Hasil penelitian menunjukkan bahwa terjadi hubungan yang positif antara alokasi anggaran pendapatan dan belanja daerah dengan ekonomi makro, khususnya pertumbuhan ekonomi. Dimana pertumbuhan ekonomi dapat dilihat dari pembangunan daerah, dalam hal ini pembangunan manusianya yang dapat dilihat dari kemampuan daya beli masyarakat yang dapat diukur dengan Indeks Harga Konsumen (IHK) dan Laju Inflasi. Disarankan perlu adanya keseimbangan dalam penyusunan proporsi alokasi anggaran untuk belanja pegawai dan belanja pembangunan.

Abstract

Every organization wants its employees to perform optimally. Theperformance results achieved are a person in carrying out the tasks assigned toemployees based on skills, experience, determination and time. One important aspectin realizing the success of employee performance is its ability of government officialswho work professionally. In addition to increased job satisfaction and workdiscipline. The study aims were to determine the relationship of work ability, jobsatisfaction and work discipline to the performance of district employees KedungwuniPekalongan district.This study uses a design or explanatory research design. The population inthis study were all employees of the District Kedungwuni Pekalongan district,amounting to 55 people. the unit of analysis in the form of an employee. Sampleswere taken by census sampling technique, in which all employees were targetedsampling. Techniques of data analysis using the Kendall rank correlation andKendall rank correlation W.Research findings indicate that there is a significant relationship between theability to work with employee performance, there is a significant relationshipbetween job satisfaction with the performance of employees, there is a significantrelationship between the discipline of working with employee performance, there is asignificant relationship between work ability, job satisfaction and disciplineperformance of work by employees in the District Kedungwuni Pekalongan district.Advice can be given to improve the performance of employees, by making theprocedures or standards of work that can be understood and implemented by allemployees. In addition to increasing the available facilities office supplies. Toimprove labor discipline by priventif approach.

Abstract

In any organization man holding a very important role. Humans can said force middlemost as an engine of an organization organizations, to accomplish a purpose where supported with human resource quality. Performance bpbd central java provinces less than optimal, because human resources and the less employees still lacking conformity with capability owned thus causing the low in resolving their jobs.Research purposes to test the relation between a style of leadership and motivation with the performance of employees, both in partial and simultaneous. Type this research using eksplanatori with a sample of 62 people by the use of sampling saturates. Engineering analysis used is a technique analysis rank kendall and concordance kendall, used to know the whereabouts the relations between variables.The result showed that. The employee performance disaster management agency of the province of central java overall good likewise with motivation work civil servants who are high but the style of leadership is not appropriate because the rates of ripeness employees were heading high but orientation duty high and orientation relations low. The results of the test hypotheses indicates that there is a relationship between the style of leadership by the employee performance in regional disaster management agency of the province of central java. Shall be proven with a price z-hitung ( 3.52 ) > Zt5% (1,96) and sig of 0,001 < 0.05, there is a relationship between motivation with the performance of employees in regional disaster management agency of the province of central java. Shall be proven with a price z-hitung (2,94) > Zt5% (1,96) and sig of 0,007 < 0.05, there ' s a style of leadership, and motivation employees jointly having relation to the employee performance, can be proven by the test 2 known that the 2h of 72,224 > 2 t5% (43,1).Education and training needs to be done, the delivery of a duty that clear to improve understanding employees against their jobs. Leaders must be willing to listen and receive complaints and advice from employees.. Reviewing the health insurance, and necessary briefing.

Abstract

In deal with the society demand of first-rate public service, it becomes an individual challenge to Other Income Section of Management Income of Finance and Region Asset Department (DPPKAD) District Pemalang in giving the service of land and building tax of rural and urban (PBB-P2). Through this research, the researcher wants to analysis the organization performance of other income section in associated with the existence of diversion PBB policy from central to region. The research phenomenon which is observed in this research is organization performance dimensions, which are dimension of productivity, dimension of orientation service quality of customer, dimension of responsivity, dimension of responsibility, and dimension of accountability. IIn based of the research that has been done, it can be known that the performance of other income section DPPKAD District Pemalang has not been optimal yet or good enough. This can be seen from some organization performance section that is still obstructed, including dimension of productivity, dimension of orientation service quality to customer, dimension of responsibility, and dimension of accountability. It is because the amount of workers is not appropriate with the work load that has to be accomplished. But it also there is no information board inside the service room that makes the organization lacks of giving the clarity to the society. The other dimension which is dimension of responsivity has got the good valuation. This aims to increase the performance of other income section in order to receive the new tasks that are related with diversion of PBB policy that can be more optimal and impacts on giving the first-rate service to society.

Abstract

Education is recognized as a fundamental right of citizens in the life of the nation. Every person has the right to receive educational services and guarantee for education of the country. Therefore, the State was required to meet the needs and education for its citizens including those with disabilities and disorders / disabilities. Policy on the Management and Operation of Education is one policy that can guarantee the implementation of special education for the disabled and functional abnormalities that provide educational services for students who have difficulty in following the learning process due to physical, emotional, mental, intellectual, and / or social . The objectives are to develop the potential of learners optimally within its capabilities.This study aims to determine the performance management policy and the implementation of special education for persons with disabilities and abnormalities in Semarang in accordance with Government Regulation no. 17 of 2010 with the wear indicators  of evaluation: Input, Process and Output as well as the use of education as a national standard 8 operationalization of the concept under study. In addition, this study also aimed to describe the obstacles as well as solutions in the management of policy implementation and delivery of special education in the city of Semarang.The results showed that the management and operation of Semarang city still has many shortcomings which can be seen from: Standard contents are less rigid and less accommodating ABK special talents, Standards Educators and education personnel who still have not managed properly related to the existence and adequacy, Standard infrastructure is still below the minimum service standards for the types of special schools. Financing is still lacking in terms of financing physical, educational outcomes assessment standards are still only show the results of the students at this stage of cognition, as well as graduate competencies are still lacking in terms of skill. The jug is affected by the shortage of regulations is still not clear which affect the management and administration in the city of Semarang. Recommendations from this research is that the delegation of authority immediately held a special education management as a whole to the Provincial Government of Central Java, reviewing and preparing content standards are more adaptive and able to accommodate special talents ABK, manage and commercialize infrastructure better, perform mapping needs and shortages of teachers and and spreading, select and define the mechanisms, procedures and assessment instruments are able to describe the knowledge, attitudes and skills, and provide support for public order management and delivery of special education, especially parents of children with special needs such .

Abstract

Green open space is one of the important components to manage the city in order to realize the mandate of law Number 5 Year 2008. The implementation of the green open space in Semarang City hasn’t fully reached 30 %. Green open space has various type and benefits, one of them is theTinjomoyo Tourism Forest which the planning and management itself should involve Local Government Agencies of Semarang including Regional Development Planning Board and Departent of Cultural and Tourism.In making strategic planning of Green Open Space including Tinjomoyo Tourism Forest, it needs some things that support and great commitment of the parties involved, which is poured in the form of a initial agreement, understanding of the mandate in the Organization including the action that should be performed as well as regulatory support, alignment with the mission and purpose of which are owned by the identification of fulfilment, response to stakeholder, philosophy and the uniqueness of the Organization, assessment of external factors (political, economic, social and technological) and internal factors (resources, strategies, the effectiveness of performance) which subsequently obtained 7strategic issues identified and tested with litmus tests so that each of the formulation strategy obtained can be applied in the planning of the Green open spaces of Semarang, in particular Tinjomoyo Tourism Forest.To develop The Green Open Space can be done with the main strategy, that is cross-sector coordination, supported by other strategies that are improving the quality of human resources,harnessing the investor according to regulations, doing communication with all stakeholders including the public society, optimizing organizational performance through its vision and mission, taking advantage of the conducive political condition in Semarang city as well as the improvement of planning quality and budgeting of green open space, each of them is contained in the programs and activities that are relevant.
