Abstract

The background of this research is to develop students 'moral intelligence and learning models as well as the lack of PPKn teachers themselves who always develop and educate students' morale in teaching and learning activities in class, besides that students have not been accustomed to answering questions that have the ability to think. they. The objectives of this study are (1) To determine the efforts of the teacher in the development of moral intelligence of students in schools at 33 Halmahera Selatan Public Middle School. (2) To find out the factors that influence the development of moral intelligence of students in schools at 33 Halmahera Selatan State Junior High School. The subjects of this study were the Principals, Teachers and Students of SMP Negeri 33 Halmahera Selatan. Data collection techniques used observation, interviews, and documentation study. The results of this study: the efforts of the teacher in developing the moral intelligence of students are important to note because it is a method used to find out how the moral intelligence of students is when interacting in the school, family, and community environment in the teaching and learning process in the classroom. able to understand the material being taught and be able to apply it in everyday life. As a form of effort in developing students' moral intelligence, it can be seen from the attitude of piety, discipline, obedience, responsibility, and honesty of students. Basically, the awareness of students is needed, because awareness of the importance of moral intelligence will bring students to good things. If students are aware of the importance of moral values, students will be aware of the laws they get if they violate school rules, students as students can certainly distinguish between good or bad things, and actions that are allowed or prohibited. The availability of facilities and infrastructure is also a factor in developing students' moral intelligence.

Abstract

This research to describes the supervision by Supervisor. In education needs supervision because it is the part of point effort to increase the learning achievement and quality of school. The effort to improving competence of teacher and head master its can done by given helping professional like as implementation, consultation and guidance, and also the activities that related with the improvement of competence quality. Every supervisor demand to have the base of certain capability than other in educational.  The  base  capability  called  competence.  Competence  is  knowledge,  skill/know-how, ability or capacity to get to someone that becomes part of its situation until supervisor has capability to  do  to  cognitive  agent,  affective  and  certain  psychomotor  in  optimal.  The  conceptual  of  this research as follow: (1).Supervision management, (2). Supervision’s effectiveness by supervisor, (3).Supervision management to increase the education quality of teacher. This research used qualitative  method  and  descriptive  approach.  Technique  to  determining  the  data  is  purposive samling, its focus to the key of informant is actors in implementation and as an actor in carrying out of the location. Getting the data, primer data although secondary data its based on the observation, documentation and focus interview (in-depth-interview) that used the guidelines of interview not structure. The next getting data is verification and analysis with the theorist interpretation. The findings of this research are some points related with the obstacles that appear in supervision management by supervisor in Department of National education area of Ternate city. (1). less care from government to increase the professionalism of supervisor, (2). less facility of transportation for supervisor, (3). Not yet the different from other’s room for supervisor, (4). less guidance supervision book of supervisor, (5). Less comprehension about supervision concept of supervisor, (6). The teacher’s supervision don’t prepare the learning set of equipment when get the supervision, (7). Almost the teacher came late in the first class when the supervisor to do to supervision, (8). Used time is not affective by teacher when supervisor get the supervision, (9). Management class is not effective by teacher when supervisor get supervision. Key Word: Supervision Management, teachers’ competence

Abstract

This research entitled Management Planning and Recruitment of Educators by the Education Office of Ternate City. The background of this study explains the human resources planning of the educators is the initial stage of the implementation of management functions. This planning is often overlooked. By doing this plan, all functions of human resources can be implemented effectively and efficiently. In addition, the function and role of educators are professionals in charge of planning and implementing the learning process, assessing the learning outcomes, conducting guidance and training in improving the quality of education.This research uses a naturalistic qualitative approach to describe the management of human resources educators at the official service of Ternate City comprehensively,  naturally and deeply. A naturalistic qualitative approach is used to obtain information and deep interpretation of the meaning of human resource management in accordance with the reality of the field. Techniques data collection in this study is conducted through several techniques, namely observation, interview and documentation. Data collection techniques by conducting interview is to answer the provided research questions. Informants consisted of heads of education offices, principals, teachers and school committees.The conclusion of this study indicates that the planning and recruitment of Education Officers of Education Office of Ternate City has not been optimal in viewing the aspect of equal distribution of teacher placement, administration, management, development, supervision, and technical service to support education process in education unit. In addition there is still a gap of subject teachers in each school. Furthermore, many educators have not yet maximized their capability in performing their obligations as a professional teacher. Kata Kunci: Planning, Recruitment, Educators, and Education Office of Ternate City
