Abstract

Capacity Building as a form of institutional progress for the creation of better organizational performance in perfecting the implementation of the bureaucracy during the COVID-19 pandemic. The purpose of this study is to analyze capacity building in the Department of Women's Empowerment, Child Protection, Population Control and Family Planning, Bintan Regency. The research method used a qualitative approach by reviewing secondary data in the 2020 Government Agency Performance Accountability Report (LAKIP) and other documents which were then analyzed in-depth using the concept of institutional capacity building as a form of evaluating organizational performance in the future in reform bureaucracy. The results show that institutional capacity building in the Department of Women's Empowerment, Child Protection, Population Control, and Family Planning in Bintan Regency has to support and inhibiting factors during the COVID-19 pandemic. it focuses on regulations and rules during a world health emergency that makes the government system not in a normal condition so that these inhibiting factors cannot be guaranteed to disappear. In addition, the supporting factor is organizational leadership ensuring that the vision and mission of the regional head as stated in the RPJMD in the Department of Women's Empowerment, Child Protection, Population Control and Family Planning in Bintan Regency, which gets special attention as stated in the mission of the Regent of Bintan Regency 2021-2026.

Abstract

This article examines the implementation of policy on the arrangement and management of MSME traders in the coastal area of Tanjungpinang City, with a specific focus on Tepi Laut as a strategic public space, tourism icon, and local economic corridor. The main problem addressed in this study is the absence of an integrated management system that can balance trader livelihoods, spatial order, public comfort, coastal cleanliness, and tourism attractiveness. This study employed a qualitative descriptive approach using primary and secondary data collected through interviews, observation, policy documents, trader data, government reports, and relevant literature. The findings show that policy implementation remains constrained by weak spatial arrangement, fragmented institutional coordination, limited facility support, unclear trader-management mechanisms, and insufficient participatory involvement of MSME traders. The analysis also indicates that MSME trader arrangement should not be understood merely as a matter of control or relocation, but as a governance process that integrates economic empowerment, public-space management, tourism development, and environmental sustainability. The proposed integrated governance model emphasizes four main components: spatial integration, operational integration, participatory integration, and sustainability integration. This model is expected to help local government develop a more orderly, inclusive, competitive, and environmentally responsible system for managing coastal MSME traders. The study concludes that sustainable coastal MSME management in Tanjungpinang requires stronger coordination, clear zoning, trader participation, adequate infrastructure, and continuous monitoring to support both local economic growth and coastal tourism quality.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh kualitas pelayanan dan good governance terhadap kepuasan masyarakat dengan kepercayaan publik sebagai variabel intervening. Penelitian menggunakan pendekatan kuantitatif dengan metode Partial Least Squares–Structural Equation Modeling (PLS-SEM). Data dikumpulkan melalui kuesioner skala Likert 1–5 kepada 100 responden yang merupakan pengguna layanan publik dikantor Lurah Sei Jang Tanjunpginang. Hasil penelitian menunjukkan bahwa good governance berpengaruh signifikan terhadap kepercayaan publik dan kepuasan masyarakat, sedangkan kualitas pelayanan hanya berpengaruh terhadap kepuasan masyarakat. Kepercayaan publik berpengaruh signifikan terhadap kepuasan dan memediasi pengaruh good governance, namun tidak memediasi kualitas pelayanan. Nilai R² menunjukkan kemampuan penjelasan model berada pada kategori moderat. peningkatan kepuasan masyarakat tidak hanya ditentukan oleh kualitas pelayanan, tetapi juga sangat dipengaruhi oleh penerapan good governance melalui peningkatan kepercayaan publik. Oleh karena itu, penguatan tata kelola pemerintahan yang baik menjadi strategi penting dalam meningkatkan kepuasan masyarakat terhadap pelayanan publik.

Abstract

This study analyzes the synergy between the Regional Government and the Indonesian National Sports Committee (KONI) in athlete development in the Province of the Riau Islands. The research focuses on collaborative governance in addressing problems such as limited sports facilities, inadequate funding, overlapping programs, and weak stakeholder coordination. The study applies the collaborative governance framework of Chris Ansell and Alison Gash, which includes starting conditions, institutional design, facilitative leadership, and collaborative processes. A qualitative descriptive method with a case study approach was employed. Data were collected through interviews, observations, and documentation involving the Youth and Sports Office, KONI administrators, coaches, and athletes. The findings reveal that collaboration has been implemented through training programs, competitions, talent development, and infrastructure support. However, the synergy remains less effective due to budget limitations, uneven infrastructure distribution, and insufficient coordination mechanisms. The study concludes that strengthening collaborative governance and stakeholder coordination is essential to improve sustainable athlete development and sports achievement in the Riau Islands Province.

Abstract

The Free Trade Zone (FTZ) policy was established to stimulate regional economic growth through investment promotion, trade facilitation, fiscal incentives, and simplified licensing procedures. Despite possessing strategic geographical advantages, the implementation of the FTZ policy in Tanjungpinang has not yet achieved its intended objectives. This study examines institutional fragmentation in investment licensing governance within the Tanjungpinang FTZ and analyzes its implications for investment service effectiveness. A qualitative case study approach was employed, utilizing in-depth interviews, document analysis, and literature review. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña, consisting of data reduction, data display, and conclusion drawing. The findings reveal that overlapping authority among the Tanjungpinang FTZ Management Agency, local government institutions, and national licensing authorities has created institutional fragmentation. Weak inter-agency coordination, inconsistent implementation of the Online Single Submission (OSS) system, and regulatory ambiguities contribute to procedural complexity and uncertainty for investors. These challenges have reduced administrative efficiency, delayed investment realization, and weakened the competitiveness of the Tanjungpinang FTZ compared to other special economic zones. The study emphasizes the need for regulatory harmonization, clearer institutional authority, strengthened coordination mechanisms, and integrated licensing services to improve investment governance and enhance regional competitiveness.

Abstract

Pengelolaan aset daerah merupakan salah satu aspek penting dalam mendukung tata kelola pemerintahan yang akuntabel, transparan, dan efisien. Salah satu tahapan strategis dalam pengelolaan aset daerah adalah penghapusan Barang Milik Daerah (BMD), khususnya terhadap aset yang rusak berat, tidak memiliki nilai ekonomis, atau mengalami permasalahan administratif. Penelitian ini bertujuan untuk menganalisis sumber daya dalam pelaksanaan kebijakan penghapusan BMD di lingkungan Pemerintah Provinsi Kepulauan Riau. Penelitian menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Analisis penelitian menggunakan teori sumber daya Bardach yang meliputi tenaga kerja, anggaran, informasi, teknologi, dan institusi pendukung. Hasil penelitian menunjukkan bahwa pelaksanaan kebijakan penghapusan BMD belum berjalan optimal karena masih terdapat berbagai kendala, seperti keterbatasan kompetensi sumber daya manusia, ketidaksesuaian data aset, keterbatasan anggaran, pemanfaatan teknologi yang belum maksimal, serta lemahnya koordinasi antar organisasi perangkat daerah. Kondisi geografis wilayah kepulauan juga menjadi faktor yang memperumit proses verifikasi dan pengawasan aset daerah. Meskipun demikian, keberadaan regulasi, komitmen institusi, dan penggunaan sistem informasi aset daerah menjadi faktor pendukung dalam meningkatkan tata kelola penghapusan aset daerah. Penelitian ini merekomendasikan peningkatan kapasitas sumber daya manusia, penguatan sistem informasi terintegrasi, percepatan verifikasi aset, serta peningkatan koordinasi antarinstansi guna mendukung pengelolaan penghapusan aset daerah yang lebih transparan dan akuntabel.
