Abstract

Instead of Value Management (VM,) term of Value Engineering (VE) in Indonesia has been known over three decades. So far, there seems to be scanty attention, if any, from academia to summarize and review practical application of VE, particularly in construction industry. This paper, therefore, attempts to encapsulate and critically review the extant of VE application in Indonesian construction industry. The review presents the development of VE, identifies the opportunities and challenges and proposes new direction for future development. Both document searching technique and literature review were undertaken to find and view the existence of the methodology. It can be said that the practical application of VE in Indonesian construction projects is running in place. Four shortfall issues contributing to this patency were identified comprising lack of regulation, promotion, knowledge and expertise. Nevertheless, there are still big opportunities to echo and develop this methodology.

Abstract

Abstrak Makalah ini bertujuan untuk mempresentasikan pengembangan model penilaian iklim keselamatan (PIK) untuk proyek jalan melalui studi kasus pada proyek konstruksi dan pemeliharaan jalan di Sumatera Barat (SB), Indonesia. Data diperoleh dari survei kuesioner yang dibagikan kepada para pemangku kepentingan di 11 lokasi proyek jalan yang tersebar di lima wilayah di provinsi SB. Empat puluh lima (45) aspek iklim keselamatan dinilai oleh 209 responden yang terdiri dari administrator proyek (perwakilan pemerintah), pihak manajemen kontraktor dan konsultan serta pekerja terdepan proyek. Hasil analisis faktor menunjukkan bahwa 12 variabel yang diamati meliputi tiga konstruk faktor: komitmen dan sumber daya manajemen, prosedur dan kesadaran serta persepsi tentang kemalangan. Faktor-faktor tersebut kemudian divalidasi melalui Analisis Faktor Konfirmatori menggunakan aplikasi Onyx. Hasil PIK menunjukkan bahwa nilai reliabilitas konstruk dan goodness of fit sesuai dengan yang diharapkan. Dengan memahami dan mengetahui variabel yang diamati dari IK yang membentuk faktor IK membantu tim manajemen proyek untuk merancang strategi yang tepat untuk menciptakan lingkungan proyek yang selamat. Kata-kata kunci: Keselamatan konstruksi, Iklim keselamatan, model pengukuran, analisis faktor, pekerjaan jalan. Abstract This paper’s objective is to present the development of safety climate measure (SCM) model for road projects through a case study on the construction and maintanance road projects in West Sumatra (WS), Indonesia. The data obtained from questionnaire survey distributed to stakeholders at 11 road project locations spread over in five regions in WS province. A 45-item safety climate variables was assessed by 209 respondents comprised project administrators (government representatives), contractors’ and consultant’s management as well as the project’s frontline workers. Factor analysis results show that 12 observed variables encompassed three factor constructs: management commitment and resources, procedure and awareness and perception on misfortune. These factor were then validated through Confirmatory Factor Analysis using Onyx application. The results of SCM indicates that the score of reliability construct and goodness of fit are desireble. Understanding and knowing the observed variables of SC constructing SC factors help project management team to design an appropriate strategy in order to create a safety project environment. Abstract

Waste to energy (WTE) project is a solution to solve energy crisis and at the same time may resolve the waste problem. Public private partnership (PPP) scheme has been widely used to deliver WTE project. The success of PPP projects heavily relies on the advisability of management and risk sharing.  Risk management needed to conduct in order to understand specific risks, examine risk sharing between government and public sector and analyze risk mitigation for preventing and rectifying the impact. The effective decision on risk needed to improve decision-making process that may occur in the WTE projects. Therefore, this study identify risk probability in PPP WTE projects in West Sumatera. This probability relying on expert judgement were collected via an empirical questionnaire survey. The respondents were invited to rate a total of 21 risk factors that impact the success of PPP WTE projects as gleaned from previous research. The overall result ranked risk probability factors that land acquisition and administration approval risk, public opposition, construction cost overrun, operating cost overrun, and design/construction/commissioning performance risk are the top five risk factors affecting the sustainable development of PPP WTE Projects. A better understanding of the risk may improve project feasibility and attract private sector for investing in WTE projects.

Abstract

Persoalan komunikasi juga menjadi masalah serius proyek konstruksi di Indonesia. Kegagalan komunikasi efektif di proyek konstruksi menghasilkan distribusi informasi yang tidak tepat. Konsekuensinya, mutup ekerjaan tidak sesuai bestek, keterlambatan dari jadwal pelaksanaan, peningkatan biaya, dan bermuara padaber kurangnya kepuasan pemberi kerja. Tujuan penelitian ini adalah untuk mengidentifikasi dan menilai faktor determinasi terhadap komunikasi efektif di proyek konstruksi dari perspektif berbagai pemangkukepentingan. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei kuisioner untuk pengumpulan data. Dari hasil studi literatur, 31 unsur komunikasi efektif di proyek konstrsuksi berhasil diidentifikasi. Kuisioner didistribusikan kepada pemangku kepentingan di proyek konstruksi yang terdiri dari pemilik proyek, kontraktor, konsultan, akademisi dan pemasok konstruksi di Sumatera Barat. Seterusnya data yang terkumpul dianalisis dengan metode analisis komponen prinsip (principle component analysis). Hasilnya adalah terdapat tiga faktor penentu komunikasi efektif di proyek konstruksi di Sumatera Barat, yaitufaktor individual dan organisasi kerja (6 variabel), faktor kejelasan informasi dan tanggung jawab (6 variabel), dan faktor lingkungan kerja dan teknologi (4 variabel). Penelitian ini juga merekomendasikan pengukuran hubungan ketiga faktor dengan cara analisis faktor konfirmatori untuk penelitian dimasa akan datang.

Abstract

The main objective of this research is to identify and analyze indicators of the causes of corrupt practices in the construction sector in West Sumatra. Research methodology used descriptive statistics and inferential statistical analysis used in the test is Cronbach's Alpha. The results of Cronbach's Alpha test can be seen in the value in the Corrected Item-Total Correlation column for the number of variables as many as 30 can be seen in r table 0.361. This is also supported by Cronbach's alpha value of 0.960. The indicator that causes corruption in the first rank is the existence of tender evaluations that do not meet the criteria (X9). Conclusion in this research are 10 variables (out of 30 variables) indicators of the causes of corrupt practices in construction projects in West Sumatra.

Abstract

The increase in the budget allocation for procurement of goods or services in the Agam Regency Government cannot be separated from the problem of procurement of goods or services. In Agam Regency, the problem that often arises in the appointment of commitment making officials is limited human resources in managing construction work so that many projects are found to be late in completing their work. The aim of the research is to identify factors and determine the most dominant factors that influence commitment making officials performance in construction projects in Agam Regency, and create a measurement model for the relationship between commitment making officials performance. The research method used is a quantitative research method, namely by distributing questionnaires to respondents. The results of the research conducted show factors that influence commitment making officials performance in construction projects in Agam Regency, namely the Technical Capability and Workload factors, the Capability factors in planning and control, the Knowledge and Budget Factors and the Skills Factors

Abstract

Government infrastructure projects in water resources projects generally apply a unit price contract system. This is because implementing a unit price contract system is not difficult and is balanced in terms of sharing risks from contract changes between providers and users of construction services. In the unit price contract system, it is very possible for contract changes to occur on construction projects. Changes in the implementation of construction projects can occur repeatedly and are difficult to avoid. The aim of the research is to identify the factors that cause Contract Change Orders and the dominant factors that cause them during the implementation phase of construction projects in the water resources sector. The research was carried out by distributing questionnaires to respondents involved in water resources construction project work at the Padang Pariaman PUPR Service for the 2019 to 2021 budget year and then carrying out factor analysis. In research on the factors that cause Contract Change Orders to occur during the implementation phase of water resources construction projects in Padang Pariaman Regency, there are 4 factors that cause Contract Change Orders during the implementation phase of water resources construction projects, namely managerial factors, regulatory factors. from parties who have the authority to make decisions, planning factors, design change factors. The dominant factor that causes the Contract Change Order to occur during the implementation stage of a water resources construction project is the managerial factor.

Abstract

The Indonesian government through the minister of Public Works and Public Housing has recently issued regulation Number 10 of 2021 concerning guidelines for construction safety management systems. The SMK3 Occupational Health and Safety Management System is part of the company's overall management system in order to control risks related to work activities in order to create a safe, efficient and productive workplace. The Construction Safety Management System is required to be implemented during construction because it is also part of the planning and control of the BPSDM PUPR project, 2021. In fact, in Sungai Full city in 2019-2021 experienced labor accidents, one of the projects was a school construction project at the Sungai Full City Education Office which could not be separated from the risk factors for accidents to its workers. Based on secondary data related to work accident information at the Sungai Full City education office School Building Construction Project, information was obtained that there had been 68 accident cases during 2019 – 2021. The purpose of this study is to identify the dominant factors and factors in the Implementation of Improving Performance Aspects of the Work Safety Management System of the Education Building Project in Sungai Full City, as well as providing solutions to improve the Performance of the Work Safety Management System. This study used quantitative methods by distributing questionnaires to respondents. The results of the research conducted there are 6 factors in the Work Safety Management System (SMKK) implemented in the implementation of the Education Building Project in Sungai Full City, consisting of Commitment factors, Project Managerial factors, K3 Regulations and Procedures factors, Worker Communication factors, Worker Competence factors, Work Environment factors, and Worker Involvement factors in K3.

Abstract

One of the strategic issues facing the City of Sungai Penuh is flooding, as indicated by the Detailed Spatial Planning (Rencana Detail Tata Ruang or RDTR) for the years 2021–2024. Despite efforts to manage the drainage, there is currently no digital-based drainage asset database in the City of Sungai Penuh. The aim of this study is to optimize the asset database used by the Geographic Information System (GIS) at the Public Works and Housing Agency (Dinas PUPR) of Sungai Penuh. The objective is to enhance the efficiency of asset management owned by the Dinas PUPR of Sungai Penuh in terms of utilization, management, and maintenance. This research employs the waterfall method for system design and part analysis to evaluate the condition of the asset database. According to this study, the drainage infrastructure asset database system still does not meet user needs from various perspectives. Several aspects require improvement. The development of a drainage infrastructure asset database through the implementation of a Geographic Information System (GIS), aligned with findings from questionnaires and analysis using the PIECES framework, has proven to meet user expectations. This is particularly evident in the aspects of delivering relevant information, data security, and the availability of adequate services. This evaluation can be substantiated through the average Satisfaction Response (RK) score, which indicates user satisfaction levels ranging from satisfied to very satisfied.
