Abstract

A green city is a city with good planning that has an environmentally friendly character and seeks to manage its resources for everything that focuses on environmental balance. In an effort to create a green city, various planning and implementation programs have been and are being carried out, both by the government, private sector and also the community in order to realize the concept of a green city. One form of sustainable program to support, this is known as the Green City Development Program (Program Pengembangan Kota Hijau) or more easily abbreviated as P2KH which refers to the Regional Spatial Planning Plan (Rencana Tata Ruang Wilayah) or abbreviated as RTRW. Green cities themselves have indicators called eight (8) green city attributes, including: green open space, green waste, green transportation, green water, green energy, green building, green community, and green planning and design. The background on this research is presented in three criteria, including empirical problems, theoretical frameworks, and legal foundations used as references or legal guidelines for implementing the green city concept. It is known that the complexity of society's demands increases as the population increases. This of course becomes a challenge in managing environmental resources. Problems such as traffic jams, air pollution, increasing volumes of waste, slums, flooding and other social inequality problems, which of course with the increasing population, logically result in the living area becoming increasingly narrow. What happened in Malang City is no exception. Malang City has great potential for better services, especially in the context of realizing a green city. The research results show that there are eight green city attributes that have been implemented in several activities in Malang City. In practice, these eight attributes need continuous development. The concept of a green city is not a simple concept that can be planned once and then realized, it is a holistic, continuous and sustainable concept. Therefore, this research provides an in-depth look at strategies for developing green city attributes in Malang City using a qualitative approach. The strategy for developing green city attributes in the city of Malang is carried out through the SOAR and SWOT analysis stage, the development stage, the role enhancement stage, the support and development stage of appropriate technology, coordination and synergy between actors, as well as evaluation and supervision in improving the quality of the green environment and public awareness of development of the green city concept in Malang City.

Abstract

(Effectiveness of Using KAI ACCESS Application in Improving the Quality of PT KAI Services (Study at Gubeng Station) The government as the holder of the people's trust in achieving a prosperous life has a big role and responsibility in organizing and implementing supporting programs to achieve a prosperous life and fulfilling job opportunity quotas in Indonesia. The Balikpapan City Manpower Office, which has responsibility for carrying out mandatory employment matters, strives to ensure that local job seekers can compete in the job market by increasing their competency. This research aims to analyze the strategy of the Balikpapan City Manpower Office in improving the competence of local job seekers as well as the obstacles faced by the Balikpapan City Manpower Office. This research is a mixed methods research method with a research focus on strategies for increasing the competence of local job seekers through analysis of the internal environment of strengths and weaknesses , analysis of the external environment of opportunities and threats and the obstacles faced by the Balikpapan City Employment Service. The results of the research show that the strengths of the Balikpapan City Manpower Office are: 1) Plan Work structured , 2) Regulation employment , 3) Facilities and infrastructure . The weaknesses of the Balikpapan City Manpower Office are : 1 ) Lack of human resources, 2) Limitations budget , 3) There is no UPTD BLK for Balikpapan City. The opportunities that the Balikpapan City Manpower Office has are : 1) Development technology , 2) The existence of private LPK , 3) The existence of owned BLK Province East Kalimantan , 4) Training Institute belonging to the Ministry, 5) Apprenticeship . The threats faced by the Balikpapan City Manpower Office are : 1 ) Immigrants from outside area , 2) Expensive cost training Work . Meanwhile, the obstacles faced by the Balikpapan City Manpower Office originate from job seekers who are not serious about improving their competence and the limitations of LPKs in Balikpapan City both in terms of numbers and quality standards.. Abstrak Pemerintah sebagai pemegang amanah rakyat pada pencapaian kehidupan yang sejahtera memiliki andil dan tanggung jawab besar dalam mengatur serta melaksanakan program-program pendukung agar tercapainya kehidupan yang sejahtera dan terpenuhinya kuota-kuota peluang kerja di negara Indonesia. Disnaker Kota Balikpapan yang memiliki tanggung jawab dalam melaksanakan urusan wajib ketenagakerjaan berupaya agar pencari kerja lokal dapat bersaing di pasar kerja dengan meningkatkan kompetensinya. Penelitian ini bertujuan menganalisis strategi Disnaker Kota Balikpapan dalam meningkatkan kompetensi para pencari kerja lokal serta kendala yang dihadapi Disnaker Kota Balikpapan. Penelitian ini merupakan metode penelitian mixed methods dengan fokus penelitian strategi peningkatan kompetensi para pencari kerja lokal melalui analisis lingkungan internal strenght dan weakness, analisis lingkungan eksternal opportunity dan threat serta kendala yang dihadapi Dinas Ketenagakerjaan Kota Balikpapan. Hasil penelitian menunjukkan strenght (kekuatan) yang dimiliki Disnaker Kota Balikpapan yaitu : 1) Rencana kerja terstruktur, 2) Regulasi ketenagakerjaan, 3) Sarana dan prasarana. Weakness (kelemahan) yang dimiliki Disnaker Kota Balikpapan yaitu : 1) Kurangnya SDM, 2) Keterbatasan anggaran, 3) Belum adanya UPTD BLK Kota Balikpapan. Opportunity (peluang) yang dimiliki Disnaker Kota Balikpapan yaitu :1) Perkembangan teknologi, 2) Keberadaan LPK Swasta, 3) Keberadaan BLK milik Provinsi Kaltim, 4) Lembaga Pelatihan milik Kementerian, 5) Pemagangan. Adapun threat (ancaman) yang dihadapi Disnaker Kota Balikpapan yaitu : 1) Pendatang dari luar daerah, 2) Mahalnya biaya pelatihan kerja. Sementara itu, kendala yang dihadapi oleh Disnaker Kota Balikpapan yaitu berasal dari dalam diri pencari kerja yang tidak serius untuk meningkatkan kompetensi dirinya serta keterbatasan LPK di Kota Balikpapan baik dari jumlahnya maupun standar mutu yang dimiliki.

Abstract

The purpose of this study is to ascertain how well employee performance contributes to raising the standard of public services. The study model generated descriptive data in the form of people's written or spoken words and observed behavior by using qualitative research methodologies to investigate and comprehend the meanings that individuals or groups of people perceive regarding social or humanitarian concerns. The study was carried out in North Maluku Province, as this area is among the eastern Indonesian cities with a low growth rate of MSMEs, where many cooperatives are notactively shocked to say that they are not functioning as anticipated, Socio Economic Research and Development and there-remains expected to enhance economic growth and MSMEs. The researcher employed a purposive sampling technique that is non-random and does not rely on reference data sources for data collection. This is grounded in the researcher's aim to comprehend the matter at hand concerning how well employees perform at the Cooperatives and Small and Medium Enterprises (MSMEs) Office of North Maluku Province via individuals whom the researcher deems to possess pertinent knowledge and expertise.

Abstract

This research explores the optimization of the performance efforts of the village government in providing public services in Kuwolu Village, Bululawang Sub-district. The main focus of the research is on the adoption of technology, responsiveness to changes in societal values, the implementation of Law Number 25 of 2009 concerning Public Services, and community participation. The research findings indicate that the adoption of technology has a positive impact on improving administrative efficiency, although challenges related to digital literacy still need to be addressed. Being responsive to changes in societal values is a critical point in formulating service policies that align with local expectations. Law Number 25 of 2009 provides clear direction, but its implementation requires in-depth understanding and adjustment to local conditions. Improving service quality and administrative efficiency remains the primary focus, with active community participation as a vital instrument. Cross-sectoral collaboration and institutional cooperation are identified as assets to create synergy in service provision. Inclusive measures through training programs and digital literacy serve as solutions to address disparities and unequal access. This research paints a picture of the performance efforts of the village government in facing the dynamics of public service in the era of digital transformation and changing societal values. It is hoped that these findings can guide other village governments in creating an effective and responsive public service system amid the challenges of the times.
