Abstract

Spatial planning policies must align with environmental policies to increase security and comfort, productivity, and harmony in the natural environment. This paper aims to identify and analyze the application of spatial planning policies to environmental management in Gayo Lues Regency because several community conflicts still need to carry out their business following the regulations that apply to both spatial planning and environmental policies. This study collected data through interviews with the spatial planning and environmental services and the community and business actors using a qualitative method. In addition, data collection also uses documents. The analysis technique is based on an interactive model of data collection, data reduction, presentation, and conclusion. The study results show that Gayo Lues Regency already has excellent and synergistic regulations between spatial planning and the environment. However, implementing this policy is still not optimal, so several violations by the community are found, such as disposing of waste oil indiscriminately. Some of the obstacles to implementing these policies consist of two factors. 1) External factors where some people need a high level of concern and low awareness to protect the surrounding environment. 2) From internal factors that the government itself needs to maximize in disseminating policies or is still negligent in providing educative information to the public related to protecting the environment.

Abstract

Organisasi Pembinaan Kesejahteraan Keluarga (PKK) di Desa Hamparan Perak merupakan organisasi kemasyarakatan yang memberdayakan perempuan. Peran dan fungsi Ibu PKK Desa Hamparan Perak, bukan semata-mata hanya di pemerintah saja namun juga untuk seluruh komponen yang ada di Masyarakat, maka penting adanya peningkatan pemahaman dan kemampuan ibu PKK terkait mewujudkan keluarga sehat dan berkualitas sebagai upaya penanganan stunting di Desa Hamparan Perak melalui program pola hidup sehat dan bersih (PHBS). Adapun sasaran dalam kegiatan ini adalah ibu hamil, calon pengantin dan ibu yang mempunyai balita, selanjutnya sasaran ini juga termasuk sebagai anggota PKK Desa Hamparan Perak yang mengikuti kegiatan sosialisasi dan penyuluhan tentang kesehatan, kebersihan dan stunting. Tujuan kegiatan ini untuk meningkatkan pengetahuan dan keterampilan ibu-ibu PKK tentang pola hidup sehat dan bersih juga bagaimana penanganan stunting secara dini. Manfaat kegiatan ini diharapkan dapat memberikan kontribusi kepada pemerintah desa melalui ibu-ibu PKK nya untuk dapat memperkuat dan mengoptimalkan pola hidup sehat dan bersih sehingga dapat mewujudkan Hamparan Perak Bebas Stunting. Metode dalam kegiatan ini dilaksanakan dengan Partisipatory Rural Appraisal (PRA) yang menghasilkan Gerakan hidup sehat dan bersih dalam penanganan stunting di Desa Hamparan Perak, dan peningkatan pemahaman ibu-ibu PKK tentang cara hidup sehat dan bersih melalui pemilihan dan pengolahan makanan yang baik dan bergizi.

Abstract

The land conflict in Gayo Lues Regency is a development problem requiring a comprehensive resolution. Settlement of land disputes that give rise to this conflict really requires the role of the government to be able to resolve land disputes peacefully, both with the community and with non-governmental third parties. This land dispute case was caused by administrative irregularities in the processing of land ownership documents or documents in the Gayo Lues Regency, which triggered land disputes that eventually became ongoing conflicts. Thus, it is necessary to have a mediation system in resolving land disputes initiated by the government as a neutral party to minimize land conflicts. The government's role is also not only needed as a mediator but also as a facilitator in implementing land dispute resolution policies that must be implemented by all parties involved in the land conflict resolution process. The purpose of this study was to identify and analyze the implementation of land dispute settlement policies through mediation at the Land Office of Gayo Lues District, Aceh Province, and to analyze the inhibiting factors of the performance of the policy. The method used in achieving the objectives of this study is a descriptive research method and is analyzed qualitatively. The results of the study show that the land dispute resolution policy implemented through the mediation system is going well, although there are still several areas in the Gayo Lues Regency that have not been properly socialized regarding this policy. Thus, the regional government represented by the Land Office of Gayo Lues Regency must be more optimal in carrying out socialization related to land dispute settlement policies through a mediation system so as to minimize the occurrence of ongoing land conflicts

Abstract

Stunting is a child nutrition problem that is an important concern in Indonesia because of the large number of complications it causes, such as impaired growth and development, cognitive problems, decreased immune system, risk of metabolic disease and socio-economic problems. Indonesia's stunting prevalence is high, still above 20% (21.6%). Langkat Regency has the potential for local food ingredients that can meet the nutritional needs of families so as to prevent malnutrition and stunting. The aim of this community service is to identify the potential of local food ingredients. The method used was a Focus Group Discussion with relevant stakeholders in Langkat Regency. From the results of the discussion, it was found that the potential for local food ingredients were rice, fish, vegetables and local fruit such as bananas, rambutan and papaya. Furthermore, training is needed to process the available food sources so that they are highly nutritious and affordable for the community.

Abstract

Digital technology is a solution in improving public services and governance, such as in administrative services with open access information. In organizing public services, the Hamparan Perak village government uses web-based applications, which aim to prevent corruption, increase transparency and reduce administrative costs in governance. This research uses a survey method, and is processed through smart PLS software. The results of this study indicate that digital-based public service innovation has a t value of 138.059 and a p value of 0.000. In addition, the results show that digital-based public service innovation has a significant positive effect on public value creation, which is 1.96. Thus, by implementing an electronic system in governance, Hamparan Perak Village can co-create public value by fulfilling the strategic trangle and relating to the main components that can differentiate services provided by public and private organizations. The form of innovation in optimizing digital-based public services in Hamparan Perak Village is the application of web applications. This will strengthen the co-creation of public value derived from the level of community satisfaction through community trust and support for the implementation of web-based governance in Hamparan Perak Village.

Abstract

Lake Toba area as one of the national super priority tourism destinations (DPSP) faces challenges in realizing sustainable tourism management. This study is important because it focuses on the need for evaluation of tourism policies that not only emphasize aspects of physical and economic development, but also integrate sound governance principles such as transparency, accountability, participation, effectiveness and responsiveness in every stage of its formulation. The purpose of this study is to evaluate the implementation of sustainable tourism policies in the Lake Toba area with a good governance approach as an analytical framework. The method used in this study is a qualitative approach with thematic analysis and SWOT analysis. The results of the study indicate that although there has been progress in infrastructure development and tourism promotion, the application of sound governance principles is still partial and has not been integrated systemically. The main weaknesses lie in the weak coordination between institutions, limited participation of local communities in decision-making, and the suboptimal public accountability mechanism. These findings emphasize the importance of reformulating sustainable tourism policies in the Lake Toba area through a more inclusive, collaborative, and data-based sound governance approach.

Abstract

Pelayanan administrasi kependudukan masih mengalami kendala seperti keterbatasan akses layanan, kondisi geografis wilayah, serta masih rendahnya pemahaman masyarakat mengenai pentingnya dokumen kependudukan. Sebagai solusi, Pemerintah Kabupaten Batu Bara meluncurkan Program BERLAYAR (Bupati Sinergi Melayani Masyarakat) untuk mendekatkan layanan kepada masyarakat. Dalam perspektif komunikasi program ini memerlukan sebuah strategi agar informasi layanan tersampaikan dengan optimal. Penelitian ini mengkaji strategi komunikasi Dinas Kependudukan dan Catatan Sipil Kabupaten Batu Bara dalam pelayanan administrasi kependudukan melalui Program BERLAYAR. Jenis penelitian deskriptif kualitatif, data diperoleh melalui wawancara, observasi, dan studi dokumentan yang melibatkan pejabat fungsional, pegawai lapangan, serta masyarakat sebagai penerima layanan. Analisis data meliputi pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa strategi komunikasi dalam Program BERLAYAR dilaksanakan melalui tahapan penelitian, perencanaan, pelaksanaan, evaluasi, dan pelaporan. Penyampaian informasi dilakukan melalui koordinasi antar instansi, pemanfaatan media sosial, serta komunikasi tatap muka langsung dengan masyarakat. Strategi komunikasi tersebut berkontribusi dalam mempermudah akses masyarakat terhadap pelayanan administrasi kependudukan serta meningkatkan pemahaman masyarakat mengenai pentingnya dokumen kependudukan.

Abstract

This study aims to analyze how the Adaptive Human Resource Development (AHRD) approach can be a strategic framework in developing local human resource capacity to support sustainable development based on geotourism in the Toba Caldera Area in Samosir Regency, and uses a qualitative approach. The results of the study indicate that the implementation of AHRD integrated with local wisdom values, mastery of digital technology, and strengthening community institutions can be an important foundation in improving the quality of local human resources that are responsive to change and able to play an active role in environmental conservation, sustainable tourism management, and improving community welfare.

Abstract

Efforts to improve tourism sustainability that integrates local cultural values, preserves the environment and empowers local communities. In the era of globalization, this approach is expected to prevent negative acculturation that can harm local identity. The purpose of this study is to explore and identify the principles of self-governance that can be implemented in tourism management in Samosir Regency, as well as to analyze its impact on local economic development. The method used in this study is a qualitative approach, in-depth interviews were conducted with FGDs with various stakeholders such as community leaders, tourism managers and local communities. The analysis was carried out using thematic analysis techniques to identify key issues and potentials. The results of the study indicate that the application of self-governance in tourism management can increase community participation in decision-making, strengthen local cultural identity, and increase economic benefits for local communities. In addition, this study found that local wisdom is a valuable asset that can be used as a foundation for sustainable tourism development. Therefore, cooperation between all stakeholders is needed to realize these goals.

Abstract

Background Stunting remains a multidimensional public health problem in Indonesia, including in Medan. It is influenced by factors such as nutrition, sanitation, parenting, food security, and the effectiveness of public policy governance. To date, stunting management has tended to be sectoral, top-down, and has not optimally utilized the potential of digital technology, particularly social media, as a tool for communication, education, and public participation. Methods This research uses a qualitative approach with a case study design in Medan City.   Results Social media functions as an adaptive communication space that accelerates the flow of information, strengthens family nutritional literacy, and opens up two-way feedback between the government and the public. Social media-based adaptive governance practices are characterized by increased policy flexibility, strengthened cross-sector coordination, and growing digital community participation in stunting prevention. Furthermore, this study found that the successful use of social media is largely determined by actor capacity, public trust, and the sustainability of institutional learning. Adaptive Governance based social media is a relevant, innovative, and contextual approach to accelerating stunting reduction in Medan City. Social media has been proven to function not only as a means of disseminating health information but also as an adaptive communication space that enables two- way interaction, continuous policy learning, and strengthened community participation in stunting prevention programs. Conclusions Stunting management in the digital era can no longer be understood solely as a technical health issue, but rather as an adaptive governance process based on learning, collaboration, and two-way communication. In this context, social media serves as a strategic medium that strengthens policy sensitivity to social realities while shortening the gap between policy formulation and implementation.
