Open Government is one of the main roads for accelerating development and ensuring sustainable development. One of the strategies to encourage open government is by implementing what is the mandate of the Law on public information openness well. For citizens, this law means a guarantee to citizens to obtain public information in order to increase their active role in governance. As for government institutions, the law provides the obligation to government institutions to open access to public information, actively (without preceded by the request), and passively (with the request by the requestor) to the community. However, when citizens try to access the public information, it is not uncommon for the answer to be obtained is "This is the system", "The procedure is like this", "I am not authorized".This is the background of research on how collaboration among local government institutions in Padang Panjang Municipality in realizing public information openness. With qualitative descriptive method, through the analysis of data in ethics and emic found that Local Government of Padang Panjang Municipality developed collaboration among government institutions that marked by the cooperation, interaction, compromise of some related elements to encourage public information openness. One of the ways implemented by Local Government of Padang Panjang Municipality is by the establishment of Management Officer of Information and Documentation or Pejabat Pengelola Informasi dan Dokumentasi (PPID) or consisting of Main PPID (PPID Utama) and Asssisytance PPID (PPID Pembantu). For the future, it is required a clear Standard Operating Procedure for the local government work unit to network each other in encouraging the openness of public information, so the impression that the responsibility of creating public information openness in Padang Panjang Municipality is only a function of PPID can be eliminated.

Abstract

Using used cooking oil in culinary harms human health because this oil is carcinogenic due to being easily oxidized when it is isogenic. In addition, if used cooking oil becomes waste from household kitchens, it will hurt the earth in the form of the environment. The use of simple technology can help recycle used cooking oil into laundry or body soap, a product that can also be used for daily household needs by the community. The Andalas University community engagement team conducted the training through an online workshop based on the Zoom application on June 4, 2020, which 133 participants attended. The speaker processed used cooking oil with NaOH solution and natural dyes (according to the dose) directly in front of the participants. The participants practised it in their respective homes. Discussions between participants and speaker were conducted interactively, guided by a workshop moderator. At the end of the session, the speaker and participants could demonstrate the soaps recycled from used cooking oil in their respective kitchens. The follow-up to the activity was creating and managing WhatsApp groups as a forum for proactive communication with related topics. Creative participants produce soaps, which can be used for families, reducing daily expenses. It was recommended that the best-produced soaps could also be marketed to the public.

Abstract

This research examines the role of women in political oligarchy and their potential to change power dynamics. Political oligarchy concentrates power in the hands of a few, often overlooking women's roles within this structure. Feminist intersectionality reveals that social class significantly influences women's involvement in oligarchy, with greater barriers for women from lower economic classes. Women's participation in politics, both as leaders and members of political parties, is crucial for representing their unique needs in policy-making. However, women in decision-making roles often face cultural and normative dilemmas, needing to overcome negative stereotypes. The feminist movement plays a vital role in addressing gender inequality by changing cultural norms and raising awareness of gender bias. Although the Constitution of Indonesia and international conventions affirm gender equality, implementation requires specific policies. This research employs a qualitative descriptive method, collecting data from literature, official documents, and news sources. Findings indicate that women's roles in political oligarchy are often tied to kinship relations, political clans, and dynasties. Despite affirmative action policies promoting 30% female representation in legislative candidate lists, this representation often serves to validate the interests of certain groups. Nonetheless, women's involvement in politics is a positive step toward gender equality. Addressing gender inequality and increasing women's participation in decision-making requires robust efforts to support women's rights and dismantle social and political barriers. Further policy implementation to support women's political representation is essential for a more inclusive and gender-equal society.

Abstract

Abstract

Indonesia is committed to achieving Sustainable Development Goals (SDGs), especially the second and third goals, child health and nutrition are very important. Stunting is a problem that often occurs in Indonesia. The prevalence of stunting in West Sumatra in 2022 still touched 25.2%, still high from Indonesia's target of 14%. This scientific paper analyzes various relevant literature with descriptive qualitative methods. The AGIL Framework approach by Talcott Parsons found that policy success depends on adaptation to community conditions, achieving clear targets, cross-sector integration, and long-term behavior change. Policies or programs in reducing the prevalence of stunting affect people's attitudes, awareness, and parenting of health and nutrition in children. Based on the analysis conducted, efforts to prevent and manage stunting in West Sumatra have shown changes in community behavior. Programs that are in line with policy directions, such as routine posyandu programs, actions to report children indicated as stunted, Supplementary Food Provision (PMT), and the establishment of Healthy Village Houses (RDS), behavior change communication policies, and specific nutrition interventions, in children aged 0-23 months and pregnant women, have proven effective in influencing changes in community behavior. Therefore, it is hoped that the government can provide support and collaboration between stakeholders, and help increase community participation in controlling the prevalence of stunting in West Sumatra.
