Abstract

Penelitian ini bertujuan untuk mengetahui fungsi kepemimpinan dalam meningkatkan prestasi kerja pegawai Kantor Camat Kedurang Kabupaten Bengkulu Selatan. Karena diharapkan fungsi kepemimpinan dari camat ini nanti dapat meningkatkan prestasi kerja pegawai, sebab dalam observasi sebelumnya terindikasi bahwa prestasi kerja pegawai kecamatan masih belum maksimal. Penelitian ini termasuk dalam penelitian kualitatif deskriptif dengan mengacu pada indikator Fungsi kepemimpinan pegawai Hadari Nawawi (1992). Penelitian ini dilakukan di Kecamatan Kedurang, narasumber dari Camat Kecamatan Kedurang, Sekretaris Camat Kedurang, Kasi Pelayanan Umum Kecamatan Kedurang, Kepala Desa Keban Agung II dan Tokoh Masyarakat. Teknik pengumpulan data dilakukan dengan observasi, wawancara, dokumen dan catatan lapangan. Kemudian data dianalisis secara deskriptif kualitatif. Hasil penelitian menunjukkan bahwa prestasi kerja pegawai secara keseluruhan sudah dapat dikatakan optimal, walaupun masih ada indikator yang tidak maksimal, SOP menjadi pedoman kerja bagi pegawai, prestasi kerja pada pelayanan umum masih dikategorikan belum maksimal, namun pada fungsi partisipatif sudah maksimal terlihat dari keikutsertaan pegawai dalam kegiatan dan rencana kerja pemerintah kecamatan yang selalu diikuti dengan aktif dan konsultatif. SDM sebagian pegawai yang masih rendah sehingga tidak dapat mencerna dengan baik instruksi dari camat, seperti masih ada pegawai yang kurang termotivasi dan tidak dapat mengoperasikan komputer , dengan adanya pegawai diharapkan pekerjaan kantor dapat terselesaikan dengan tepat waktu, dan outputnya adalah pelayanan yang prima dan pemberdayaan bagi masyarakat kecamatan kedurang

Abstract

Kinerja suatu organisasi sangat penting, oleh karena terlihatnya kinerja dengan tingkat pencapaian hasil, maka dapat diketahui hasil pekerjaan yang beorientasi dengan tugas dan wewenang yang diberikan dilaksanakan secara nyata dan maksimal. Kelurahan sebagai organisasi pemerintahan yang terdepan dan paling dekat dengan kebutuhan maupun hubungannya dengan masyarakat, yang menjadi tombak keberhasilan pembangunan. Mendukung dari apa yang diinginkan masyarakat dalam terwujudnya pelayanan yang prima, maka menjadi perlu pula bagi aparat pemerintah kelurahan Napal untuk memiliki kemampuan Akuntabilitas, Responsivitas dan Responsibilitas di dalam pelaksanaan tugas dan fungsinya sebagai unsur pelayan di dalam organisasi publik. Penelitian ini menggunakan tipe penelitian deskriptif. Sebagaimana menurut Nawawi (1990: 64), bahwa metode deskriptif yaitu metode penelitian yang memusatkan perhatiannya kepada masalah-masalah atau fenomena yang ada pada saat penelitian dilakukan atau masalah yang bersifat faktual, kemudian digambarkan secara deskriptif tentang masalah yang diselidiki sebagaimana adanya dengan diiringi interprestasi yang rasional dan akurat. Diketahui bahwa dalam melaksanakan fungsinya, aparat kelurahan Napal kecamatan Seluma Kota kabupaten Seluma telah berupaya secara optimal dalam memberikan pelayanan kepada masyarakat dengan mengupayakan pemberdayaan kelurahan dan masyarakat kelurahan dengan mengaktualisasikan prinsip akuntabilitas, responsibilitas dan responsivitas di dalam kinerjanya. Akuntabilitas aparat kelurahan Napal kecamatan Seluma Kota kabupaten Seluma sudah cukup baik, dimana hal ini ditunjukkan dengan adanya komitmen dan kesungguhan aparat kelurahan dalam melaksanakan tugas dan fungsinya dalam hal pelaksanakan program pemberdayaan. Responsibilitas aparat kelurahan sudah cukup baik, dimana hal ini dapat dilihat dari kemampuan aparat kelurahan dalam meminimalisir pelanggaran-pelanggaran yang dilakukan masyarakat. Responsivitas aparat kelurahan Napal masih perlu adanya perbaikan-perbaikan, hal ini perlu adanya komitmen dan tindakan aparatur yang intens di dalam melakukan pembinaan kepada masyarakat.

Abstract

This study aims to describe the implementation of North Bengkulu Regent Regulation Number 47 of 2018 concerning North Bengkulu District Policies and Strategies in the Management of Household Waste and Household Waste-like Waste, in terms of the supporting factors for successful implementation, namely: communication, resources, disposition/attitude executive and bureaucratic structure. This type of research is qualitative research. The location of this research was at the North Bengkulu Regency Environmental Service. Informal selection technique is the informant of this research is snowball sampling. Data collection was carried out through author observation, in-depth interviews and documentation studies. Data analysis was carried out through descriptive data analysis techniques. The results of this study indicate that the implementation of waste management policies in North Bengkulu Regency based on North Bengkulu Regent Regulation Number 47 of 2018 has been going well, especially in Arga Makmur City, as the capital of North Bengkulu Regency and also as the center of government administration and the regional economy. However, for the whole area of North Bengkulu Regency it has not been implemented properly, due to geographical constraints, limited resources and facilities. The success of this implementation is supported by communication factors, resources, dispositions or attitudes of the implementers as well as a well-run bureaucratic structure and community participation. Several obstacles to the implementation of this regulation, in the form of socialization to the community which is still lacking and resource constraints to reach all areas of North Bengkulu Regency.

Abstract

This study aims to evaluate the Regional Regulation of Bengkulu Province Number 02 Year 2018 regarding Public Order Management, Community Peace, and Community Protection, specifically in the context of street vendors in Panorama Traditional Market, Bengkulu City. The research was conducted using a qualitative approach and a case study method. Data were collected through observations, interviews, and documentation and then analyzed descriptively. The findings reveal that the socialization of the regulation has been implemented by the Regional Public Order Agency of Bengkulu Province, although not fully executed. Sanctions for violating the rules include warnings, written notices, cessation or dismantling of operations, and fines. The evaluation concludes that the Regional Regulation of Bengkulu Province Number 02 Year 2018 aligns with the principles of governance and does not conflict with legal perspectives. However, it is recommended that the Regional Public Order Agency of Bengkulu Province be more consistent and effective in enforcing the regulation. At the same time, the local government needs to enhance coordination with the agency. Furthermore, street vendors in Panorama Traditional Market, Bengkulu City, are expected to comply with the regulations by refraining from selling on the sidewalks.

Abstract

Based on Regional Regulation no. 11 of 2021 Bengkulu City concerning the implementation of a Child Friendly City. KLA is a city with a development system that guarantees the fulfillment of children's rights and special protection for children in a planned, comprehensive and sustainable manner. This research aims to determine the evaluation of the regional regulatory policy process focusing on article 8 Number 3 regarding the fulfillment of family environmental rights and alternative care for children. The research method uses qualitative. The results of the research show that in the evaluation of Regional Regulation Number 11 of 2021 of Bengkulu City concerning Child Friendly Cities regarding Article 8 Number 3 concerning the fulfillment of family environmental rights and alternative care, that the City Government has provided facilities for every fulfillment of child care. It can be concluded that: 1) The city government has fulfilled its provision of facilities, whether in the form of complaints or assistance. 2) There is still a lack of a routine agenda and a lack of comprehensive socialization programs for the community. The suggestion is to improve and develop the program agenda as a whole in the form of comprehensive outreach to the community regarding children's rights in order to seek understanding and public awareness regarding the protection and rights of children.

Abstract

In improving the quality of life of the community at the village level or equivalent, KB Villages were formed. Through the Kampung KB program, it is hoped that it can improve the welfare of the community. With the existence of the Kampung KB program, which was originally less public awareness in terms of social awareness, it is now starting to grow again. This study aims to determine the effectiveness of the implementation of the Family Planning Program in North Bengkulu District. This study uses a quantitative method and uses a questionnaire data collection technique that is distributed to respondents from residents of Aur Gading Village who are actively participating in the family planning program, through random sample sampling. The researcher's data analysis technique uses a simple regression test through SPSS 27. The results of the study showed that the significant value of the effectiveness of the program implementation was 0.00 < 0.05 so it can be concluded that the variable of the Effectiveness of the Implementation of the KB Village Program (X) has an effect in North Bengkulu Regency (Y). concluded that there was a positive and significant influence on the effectiveness of the implementation of the KB Village program in North Bengkulu Regency. This means that the more effective the implementation of the KB Village program, the more the welfare of the community will also increase, and vice versa.

Abstract

This research aims to evaluate Lebong Regency Regional Regulation Number 12 of 2011 concerning Terminal Retributions. The research results show that the implementation of Lebong Regency Regional Regulation Number 12 of 2011 concerning terminal fees has not run optimally. This can be seen from the lack of human resources and low competence in the field of transportation and terminals, lack of functioning of terminals, inadequate facilities and infrastructure, inadequate socialization of regional regulations, lack of firm control and enforcement carried out by the Transportation Service and UPT terminals to restore terminal functions are equipped with adequate facilities, and collaborate with the police in carrying out control and taking action against violations that occur.
