Abstract

Population non-compliance in carrying out strict health protocols in public spaces has the potential to be infected with covid 19, therefore the government limits population crowds in public spaces. This article aims to explain the level of community compliance with health protocols in public spaces. The survey was conducted on 100 residents using questionnaires and observations in public places. Data were analyzed using the statistical packed for social sciences (SPSS) program. The research was conducted in the city of Padang. The research findings show that the level of compliance of the population in complying with the covid-19 health protocol is generally quite high, although there are several health protocols that are not adhered to in certain public areas. In particular, residents are very obedient in implementing the covid-19 health protocol when at malls and recreational areas. While places of worship are places where many residents violate the covid-19 health protocol.

Abstract

The iceberg phenomenon has become a popular expression of the widespread non-violence against children that is spreading in Indonesia. This phenomenon shows that the social symptoms of acts of violence against children appear small on the surface but in reality are bigger than what is visible on the surface. The scene of acts of violence against children no longer only occurs in the private sphere but has entered the public sphere. Schools are one of the places where violence against children is often the center of attention. Actors who commit acts of violence against children can be carried out by teachers against students or between students. This study aims to examine the forms and actors of violence in schools. Acts of violence that occur in schools are still relatively few and only limited to acts of physical and psychological violence. Both forms of violence are not high in intensity. Bullying is a form of violence that is mostly done by female students, while acts of physical violence in the form of fights and threats are mostly done by male students. Meanwhile, teachers or other stakeholders were not found to have committed acts of violence. There are four times that are considered to be prone to acts of violence against children, namely during recess, after school, changing class hours and empty classes. Most of the incidents of violence occurred in the environment outside the school rather than in the school environment. Although outside the school environment, the place is not far from the school, just outside the school fence. Behind the school and outside the school near the river are the most vulnerable places used by school students to commit acts of violence. These places are often used by male students to gather there.

Abstract

Indonesia ranked to five the number of deaths most because of traffic accident. Is a traffic accident motor vehicles most compared with adults. Motorcycle become the first rank of motor vehicles accident. Traffic accidents begins with a mistake individuals because violate traffic rules. This paper assess the a road traffic accident among teenagers and factors. Research conducted using the quantitative approach with a middle of the data. Respondents research are teenagers users motorcycle in high school. Samples taken to technique the sample intentional. The number of samples from 100 people. Data analyzed using statistic packed program for social sciences. Research conducted in SMAN 3 Padang city. The results of the study showed that although of teenagers on the traffic regulation is good but behavior of young people in traffic there are still many who flouted the rules. No consistency of knowledge in regard to the regulation traffic with his behavior traffic. The accident happened young people in traffic caused by a violation of traffic signals. Placement traffic signals in strategic locations, crowded, a lot of activity encourage road users violations. More action forcefully from police are required so that the deviation (offense traffic) teenagers not increase

Abstract

The Municipal Government of Padang has changed its policy towards street vendors through city government regulations by placing street vendors as part of the urban economic system that needs to be organized and empowered. So far, the government of Padang City has considered street vendors to be the cause of disorder, so it needs to be organized. This paper will explain what benefits can be obtained by street vendors from changes in the structuring and empowerment of street vendors policies implemented by the Padang city government. The study used a quantitative method with a sample of 100 street vendors. Data was collected using a questionnaire. The research was conducted in the city of Padang. The results of the study concluded that most street vendors still have not benefited from the implementation of the policy of structuring and empowering street vendors by the Padang City government, even though the street vendors see several opportunities that will arise and can be exploited to gain profits from the implementation of the policy. The Municipal Government of Padang needs to revise this policy so that street vendors will benefit more from this policy

Abstract

Data on violence against children are only a few reported but in reality more than reported. School is one of the locations of acts of violence against children. Preventing violence against children cannot just be handed over to the police, but must involve other education stakeholders in the school. This paper looks at the role of education stakeholders in preventing violence in schools. A qualitative approach used to understand the problems be researched, data taken by the use of in-depth interviews and obeservasi. The research was done in senior high shool  "X" Bukitinggi City and  senior high school  "X"  Padang City. A description of the cases of violence that occurred at school and the way in which schools dealt with them gave an indication that education stakeholders had a sufficient role in overcoming or preventing violence. However, education stakeholders are less empowered in carrying out this role. Education stakeholders actually have the strength and authority but are less brave to use these powers and authorities to take action that can reduce or prevent acts of violence against children in school. Although their roles, duties and functions are clearly regulated in existing government regulations.

Abstract

Schools become one of the secondary socialization agents that children get. Unfortunately, schools are a place that is prone to sexual violence. Therefore, it is necessary to socialize the prevention of sexual violence in schools so that schools become safe spaces for children to continue their education. This activity is beneficial for schools to raise awareness of the importance of preventing sexual violence. Service activities were conducted using counselling and focused group discussions—the place of activity at State High School 15, Padang. Prevention of sexual violence in schools can be done by empowering students to become agents of change. State High School 15, Padang, has an anti-bullying ambassador who can also function as an anti-sexual violence ambassador at school. Cases of sexual violence must be prevented by involving various parties, ranging from schools, students, and families. Socialization activities on anti-sexual violence values ​​need to be carried out continuously among school students so that they become part of their behaviour. Anti-sexual violence values ​​that have been internalized will make students behave spontaneously to reject acts of sexual violence.

Abstract

The COVID-19 pandemic affects various aspects of human life, including commercial sex workers. The existence of restrictions on community activities makes commercial sex workers unable to conduct transactions directly so they must use online media to attract customers. This study aims to describe the use of online media and explain the structures that hinder and support the social practice of prostitution. The research was carried out using qualitative methods with descriptive research type. Informants in this study were obtained using the snowballing technique. The data were obtained using in-depth interview techniques and involved observation. The research was conducted in the city of Padang. The results showed that michat and twitter are online media applications that are widely used by commercial sex workers in attracting customers. Meanwhile, there are three structures that hinder the social practice of online prostitution, namely: 1) Fear of raids 2) Religion 3) Norms. Meanwhile, there are four enabling structures for the social practice of online prostitution, namely: 1) Place safety 2) Understanding of norms 3) Understanding of law and 4) Social media

Abstract

This research aims to find out how local government policies reduce poverty in Baringin Village, Lubuk Kilangan District, West Sumatra. Includes policy strategies, policy steps, and follow-up Local government policies and village community development, as well as factors that influence local government policies not being optimal in reducing poverty in Baringin District, include budget factors, community factors, resource factors, community factors, and apparatus attitudes. The research method used is qualitative-descriptive. In collecting data, field research was carried out using observation techniques with the aim of directly knowing the data needed. Then carry out interview techniques and conduct library research by searching for documents related to local government policy issues related to reducing poverty in Baringin Village. The results of this research show that the local government's policy in reducing poverty in Baringin Subdistrict is quite good. This can be seen from the policy programs implemented by the subdistrict government, which can be directly felt by the community. However, in the implementation of local government policies to reduce poverty, there are of course obstacles or factors such as budget, lack of communication, less creative human resources, and less professional attitudes of officials.

Abstract

This research paper offers an extensive literature review concerning the effects of legal alterations on the operational efficiency of municipal administrations. Despite implementing numerous legislative modifications to improve administrative efficacy, many local governing bodies encounter obstacles such as bureaucratic procedures, corruption, and insufficient institutional capabilities. Successful instances in nations like South Korea and Singapore underscore the significance of digitalization within public administration and unwavering political dedication in overcoming these hindrances and bolstering transparency. Conversely, in regions such as India and various African countries, obstacles like institutional shortcomings and widespread corruption hinder the effectiveness of reform initiatives. Critical elements for the success of such reforms encompass institutional capacity, political backing, and the integration of information and communication technologies. Public involvement and the effective management of bureaucratic opposition are also paramount. This analysis furnishes valuable insights for policymakers and scholars aiming to devise and execute more effective legal reforms. Policy recommendations entail continual training for governmental officials, persistent political dedication, and customized strategies tailored to local reform implementation obstacles.

Abstract

here are still various problems in providing social services and fulfilling children's rights at LKSA AlHidayah. These problems include inadequate quality of service facilities and infrastructure, incompetent workers, and limited budget. The purpose of this study is to describe the types of social services and fulfillment of children's rights in LKSA Al-Hidayah. This research approach is qualitative with a descriptive type. Research informants were selected using purposive sampling techniques, in data collection using observation techniques, in-depth interviews, and document studies. The results of the study indicate that the types of social services in LKSA Al Hidayah include: 1) basic services (clothing, food, and shelter), 2) psychological services, 3) educational services, 4) health services, 5) recreation and entertainment services, 6) skills and talent development services, 7) spiritual services, and 8) transportation services. Six of the eight types of social services provided are quite good, while the quality of psychological and transportation services is not good enough. The fulfillment of children's rights in this LKSA includes: 1) the right to life, 2) the right to growth and development, 3) the right to protection, 4) the right to education, 5) the right to health, 6) the right to participation, 7) the right to identity, 8) the right to freedom of expression, 9) the right to receive equal treatment, and 10) the right to play and relax. Nine of the ten children's rights have been fulfilled well. However, the right to participation has not been fulfilled well.
