Abstract

Penelitian ini menganalisis inovasi pelayanan program status kawin tercatat melalui inovasi pelayanan kependudukan menggunakan aplikasi kalimasada di kelurahan babat jerawat, kota surabaya. Untuk mengetahui inovasi pelayanan inovasi pelayanan program status kawin tercatat melalui inovasi pelayanan kependudukan menggunakan aplikasi kalimasada kelurahan babat jerawat, kota surabaya menggunakan teori Atribut inovasi dari Rogers (2003) dengan menggubakan metode penelitian kualitatif. Hasil peneliitan menunjukkan bahwa dapat diketahui program KALIMASADA berjalan dengan lancar sudah sesuai dengan indikator keuntungan relatif (relative advantage), kesesuaian (compatibility), kemungkinan dicoba (trialability), dan kemudahan diamati (observability), sedangkan terdapat indakator yang belum optimal pada indikator kerumitan (complexity) masih belum dikatakan maksimal sehingga perlu adanya peningkatan dan perbaikan pada website sobat dukcapil agar memberikan pelayanan yang optimal. Masih banyak masyarakat di Kelurahan Babat Jerawat yang mengurus adminitrasi kependudukan ke kelurahan, keterlibatan Ketua RW/RT dan KSH dalam pendampingan menjadi strategi yang efektif karena mereka mengenal karakteristik masyarakat setempat. Selain itu, tetap melakukan update data sesuai kondisi riil saat survei atau jemput bola juga merupakan solusi yang diberikan oleh Disdukcapil Kota Surabaya.

Abstract

Public service is one of the efforts made by the government to provide services to the community. In Surabaya, one of the most important public services is the population administration service, which is managed by the city's Population and Civil Registration Office. To access this service, Surabaya residents have the option to take care of their population administration at the local urban village office or RW hall. Thus, the Surabaya City Government seeks to bring services closer to the community and improve the ease of access to administrative services. This research aims to describe and analyze how the implementation of bureaucratic reform on service performance in Medokan Ayu urban village. The research method used in this research is descriptive qualitative. Data collected by observation, interview and documentation methods. This research uses the theoretical reference put forward by Agus Dwijayanto (2006) in Ismoyo (2017), which identifies five main indicators to measure the performance of the public bureaucracy. These indicators include: (1) Productivity, (2) Service Quality, (3) Responsiveness, (4) Responsiveness (5) Accountability. The results show that population administration services in Kelurahan Medokan Ayu face significant challenges, especially related to the limitations of competent human resources and the lack of socialization of administrative programs. However, with reforms through the application of digital technology, such as barcode systems and e-Kios, service productivity has increased substantially despite the limited number of employees. The quality of service has also been improved by providing additional services such as outreach for underprivileged residents and making it easier for them to access the services they need.

Abstract

This study aims to determine the Reform of Public Service Administration in Banjar Kemuning Village, Sedati District, Sidoarjo Regency. This study uses a qualitative descriptive approach method. The results of this study indicate that the Service in Banjar Kemuning Village has met the indicators of the theory of public service quality according to Parasuraman, Zeithaml, and Berry (1988). All services use digital, namely websites or applications. Although there are slight obstacles from the facilities and infrastructure, namely the application or website has server problems or in other words "errors". However, the Banjar Kemuning village government provides a solution by continuing to serve offline or coming to the village office. The suggestion given is to improve the facilities and infrastructure in Banjar Kemuning, including adequate WiFi and computers that can run smoothly for applications.

Abstract

The administrative reform of MSMEs in Kenjeran Village, Surabaya City, aims to increase the competitiveness of craft and processed fish products in the area. This study identifies the challenges faced by MSME actors, such as limited market access and capital. The research method used is a descriptive qualitative approach through observation, interviews, and documentation. The results of the study indicate that although MSMEs have great potential, they need innovation in marketing strategies, especially by utilizing social media and e-commerce platforms. In addition, the importance of collaboration between the government, local communities, and MSME actors is also expressed to create an ecosystem that supports sustainable growth.

Abstract

Empowerment public is A draft development economy that summarizes values social concepts. This concept produces a new paradigm in development that are people centered, participatory, empowering and sustainability in development. This article used study descriptive with method qualitative . Focus of the research is to see conditions of implementation of coastal communities empowerment in the sub-district Pond Osowilangun, Surabaya City. The approach uses Hasan and Azis (2018) concept in which the empowerment consist of enabling, empowering, and protecting. The results of study describe empowerment community in the area Coast Ward Pond Osowilangun Surabaya from enabling, empowering, and protecting aspects have been fulfilled. It means empowerment in Tambak Osowilangun Surabaya has already realized.

Abstract

Tujuan program pelatihan berbasis kompetensi adalah untuk mencapai hasil kerja berdasarkan tujuan kinerja yang telah ditetapkan melalui rangkaian kegiatan pendidikan atau pelatihan yang dirancang untuk mengembangkan kemampuan dan keterampilan. Balai Latihan Kerja Kota Surabaya menyediakan fasilitas dan sumber daya pelatihan agar siswa dapat memperoleh keterampilan baru. Tujuan penelitian ini adalah efektivitas program pelatihan berbasis kompetensi di Balai Latihan Kerja UPT Kota Surabaya. Metodologi yang digunakan dalam penelitian ini adalah kerangka pandang fenomenologis dan penelitian kualitatif. Selain data primer dan sekunder, penelitian ini menggunakan dua metode penelitian: snowball sampling dan purposive sampling. Teknik pengumpulan data yang digunakan dalam penelitian antara lain dokumentasi, observasi, dan wawancara. Analisis data meliputi pengumpulan data, pemadatan data, penyajian data, dan pengambilan atau validasi kesimpulan. Penelitian ini didasarkan pada teori efektivitas program Subagyo (2000). Temuan penelitian menunjukkan bahwa program Pelatihan Berbasis Kompetensi di Balai Latihan Kerja Kota Surabaya belum berjalan efektif, dibuktikan dengan (1) tepat sasaran program, (2) program sosialisasi, (3) pencapaian tujuan, dan (4) program pemantauan, yang semuanya menunjukkan bahwa program secara keseluruhan belum dilaksanakan secara maksimal selama periode ini. Penelitian ini menawarkan saran pelatihan yang antara lain mengutamakan lulusan sekolah sesuai dengan jurusannya dan membuat jadwal sosialisasi sehingga kuantitas sosialisasi dapat diatur.

Abstract

This study analyzes community empowerment practices in Kampung Jepang Manukan, Surabaya, using a descriptive qualitative approach with the ACTORS (Assets, Capacity, Transformation, Organization, Rules, Scale) theory. The results show that the village's main assets, such as thematic ornaments, strategic location, and independently managed culinary MSMEs, have driven a significant transformation from an ordinary settlement into a tourist village with a Japanese cultural nuance. This transformation has social, economic, and aesthetic impacts, but the level of community participation is still limited to around 50% and is mostly dominated by neighborhood association (RT) officials. The organizational structure is centralized with a top-down pattern, while the role of youth and youth organizations is limited to technical implementation. Internal regulations operate informally based on social agreements and supported by community trust, while funding is managed transparently through contributions and donations. The scale of the program's impact is still local, but has the potential to be expanded to the neighborhood association (RW) or sub-district level through institutional strengthening, cross-generational participation, and more intensive promotional strategies.

Abstract

Pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kapasitas pengelola UMKM di Kecamatan Sukolilo, Kota Surabaya, melalui pelatihan penyusunan proposal penawaran produk, teknik menjalin kerjasama, dan teknik presentasi yang efektif. Pelatihan ini dirancang untuk memberikan keterampilan yang diperlukan agar pelaku UMKM dapat meningkatkan kualitas produk dan memperluas jaringan bisnis mereka. Hasil dari pelatihan menunjukkan peningkatan yang signifikan dalam tiga area utama: penyusunan proposal, kemampuan menjalin kerjasama bisnis, dan kemampuan public speaking. Para peserta berhasil menyusun proposal penawaran produk yang lebih sistematis, memanfaatkan teknik negosiasi dan membangun hubungan bisnis yang lebih produktif, serta menyampaikan presentasi produk dengan lebih percaya diri dan persuasif. Pelatihan ini juga membuka peluang untuk peningkatan keterampilan lebih lanjut dalam pemasaran digital, yang penting untuk mendukung pertumbuhan usaha UMKM. Temuan ini memberikan kontribusi penting dalam pengembangan UMKM di Indonesia, khususnya dalam konteks pemberdayaan masyarakat pada keterampilan praktis yang dapat langsung diterapkan dalam dunia usaha. Pelatihan lanjutan diperlukan bagi pelaku UMKM dalam bidang pemasaran digital dan peningkatan pendampingan pasca-pelatihan untuk mendukung keberlanjutan perkembangan UMKM.

Abstract

Permasalahan rendahnya peluang kerja di kalangan ibu rumah tangga dan perempuan usia produktif di wilayah RT 05/RW 07 Kelurahan Medokan Semampir, Kota Surabaya, mendorong dilaksanakannya kegiatan pemberdayaan masyarakat melalui pelatihan pembuatan aksesori headpiece. Kegiatan ini bertujuan untuk meningkatkan keterampilan teknis peserta serta memperkenalkan strategi pemasaran digital guna mendukung pengembangan usaha kreatif berbasis kerajinan tangan. Metode yang digunakan meliputi survei awal, penyampaian materi, praktik langsung, pelatihan pemasaran digital, serta evaluasi dan monitoring secara berkelanjutan. Hasil kegiatan menunjukkan adanya peningkatan keterampilan teknis peserta dalam membuat headpiece, serta pemahaman yang lebih baik mengenai pemasaran melalui media sosial dan marketplace. Sebagian peserta bahkan mulai memproduksi dan memasarkan produk secara mandiri. Kesimpulan dari kegiatan ini menunjukkan bahwa seluruh tahapan pemberdayaan masyarakat yaitu penyadaran, pengkapasitasan, dan pemberian daya telah terlaksana secara efektif. Pelatihan ini tidak hanya meningkatkan kapasitas ekonomi keluarga, tetapi juga mendorong tumbuhnya jiwa kewirausahaan digital di kalangan perempuan, sehingga berkontribusi positif terhadap penguatan ekonomi kreatif lokal

Abstract

The study starts from the problems in collaboration of coastal management and the various efforts have not been able to improve the welfare of fishermen optimally.  This study aims to analyse the actors and their roles in coastal management collaboration in Gisik Cemandi, Indonesia. The type of research is qualitative research with a case study in Gisik Cemandi with aims to reveal phenomena according to the setting and reality. The data used are in the form of primary data and secondary data. The informants consist of Village Head and officials, heads of Village Community, stakeholders and fishermen. The data analysis technique uses thematic analysis techniques, namely through determining themes, data classification, data interpretation and data analysis based on themes. This study found that the actors and their roles in coastal management collaboration are varies. The actors consist of private sectors, universities, government institution. Private sectors provide training, public goods that are needed by fishermen, universities are doing education and training for small enterprises, preserving their sustainable and clean environment, free medical treatment, and increasing the public service quality. Government institution was giving education, training, providing fishing tools and information, guarding the beach security. The private sector and university did all the programs based on trust and community based coastal management, whilst the government collaborate based on formal regulations. The impact of the collaboration can improve fisherman’s skill, fishing livelihood, fish processing product and in social, the fisherman can increase their participation in organization. The challenge of collaboration comes from its continuity. Most of the programs were done in certain time and temporary. Only the programs are coming from government that is continue, so this study recommends to enhance sustainability in collaboration for all actors.
