Abstract

Digital transformation at the village level aims to improve public service efficiency, expand information access, and promote local economic growth through technology. Its success, however, largely depends on visionary and adaptive leadership. Leaders who possess technological understanding and can inspire their communities play a crucial role in fostering inclusivity and addressing challenges such as limited infrastructure and low digital literacy. This study explores leadership competencies that contribute to successful digital transformation, focusing on Pleret Village as a case study. Using qualitative methods and drawing from both primary and secondary data, the research found that effective digital leadership is supported by leaders’ digital knowledge and skills, as well as managerial competencies. Beyond technological proficiency, strategic planning, regulatory strengthening, and innovation development also proved essential. The findings highlight that Pleret Village represents a best practice model for village-level digital transformation, successfully integrating technology, innovation, and managerial capacity while preserving local wisdom.

Abstract

The digitalization of public healthcare services in Indonesia, marked by the introduction of the Mobile JKN application, aims to streamline administrative processes and reduce facility congestion. However, a significant "utilization gap" remains prevalent in rural health centers, where technological availability does not always translate into adoption. This study aims to evaluate the digital service quality of the Mobile JKN online queuing feature at the Cisaga Public Health Center (Puskesmas Cisaga) through the lens of the E-Service Quality (E-SERVQUAL) framework. A qualitative descriptive approach was employed, utilizing in-depth interviews, field observations, and documentation. Data were gathered from a diverse group of informants, including BPJS administrative staff and both active and non-active JKN participants, to capture a 360-degree perspective on service delivery. he findings reveal a stark contrast between technological potential and practical reality; despite being a pioneer of digital transformation in Ciamis Regency, nearly 90% of participants still rely on manual queuing systems. Evaluated against the seven E-SERVQUAL dimensions, "Efficiency" emerged as the most significant potential strength for tech-savvy users, whereas "Responsiveness" and "System Availability" were found to be the weakest due to technical disruptions and the absence of integrated on-site support. The study identifies that low digital literacy, inadequate socialization by BPJS Kesehatan, and infrastructural disparities are the primary inhibitors of digital adoption. This study concludes that for digital health transformation to be effective at the grassroots level, it must be supported by a "hybrid" implementation strategy that aligns digital features with local user readiness and technical reliability.

Abstract

Rumah Dataku is a vital component of the Kampung Keluarga Berkualitas (Quality Family Village) program, serving as a data center for population, health, and socio-economic information at the village/urban ward level. However, comparative studies on Rumah Dataku across different areas remain limited. This study aims to analyze the implementation of Rumah Dataku in Kampung KB Bintara and Kampung KB Sakura, Kiaracondong District, Bandung City, and provide strategic recommendations to improve program effectiveness. A descriptive qualitative approach was used, with data collected through interviews, observations, and document analysis. The study applies George C. Edward III’s policy implementation theory, focusing on communication, resources, disposition, and bureaucratic structure. Findings show that Kampung KB Sakura excels in human resources, equipment, and funding, while Kampung KB Bintara faces significant limitations. Both villages struggle with consistently applying Standard Operating Procedures (SOPs). The study recommends partnerships, regular training, and continuous evaluation to ensure the sustainability of Rumah Dataku.

Abstract

The implementation of the Electronic-Based Government System (Sistem Pemerintahan Berbasis Elektronik/SPBE) requires effective risk management to ensure the continuity, security, and quality of digital public services. However, the Bandung City Government still faces several challenges, including the inconsistent implementation of SPBE risk management across regional government agencies, the absence of an integrated digital platform for risk monitoring, and inconsistencies in risk identification. This community service activity aimed to strengthen the implementation of SPBE risk monitoring at the Bandung City Communication and Informatics Office (Diskominfo) through active participation in planning, monitoring, and reporting processes. The activity employed a participatory approach based on the Indonesian National Work Competency Standards (SKKNI) for Development Planning, encompassing four stages: identification and observation, data collection, development planning formulation, and preparation of progress reports. The activities included compiling SPBE risk management documents, monitoring risk implementation, assisting in the preparation and verification of the Regional Work and Budget Plan (RKA), and contributing to the preparation of performance accountability reports, including the Government Agency Performance Report (LKIP), Regional Government Accountability Report (LKPJ), and Internal SPBE Audit Report. The results indicate that these activities contributed to improving the quality of SPBE risk management documentation, strengthening coordination among organizational units, and supporting better planning and accountability processes. Furthermore, the activity generated recommendations to enhance SPBE governance through standardized risk management practices, continuous monitoring, and the development of an integrated digital platform to support sustainable electronic government governance.

Abstract

This study aims to analyze the success of online-based public service systems in Bandung City and formulate recommendations for improvement. Issues identified include low ratings for the Lapor!, Gampil, and Bandung Sadayana applications, as well as slow data updates on the Open Data portal. The method used is quantitative descriptive through questionnaires, documentation, and interviews. The results indicate that the usage dimension received the lowest score, indicating that service utilization remains low. Meanwhile, the system quality dimension received the highest average score, indicating that users' perceptions of the system are generally positive. The Gampil application received the highest satisfaction rating (87.61%), while Salaman received the lowest (69.72%). In conclusion, online public services in Bandung City are considered suboptimal because they are technically adequate but underutilized. These results are important as a basis for evaluating the city government's digital policies. Based on these findings, it is recommended to educate the public about all online public services and develop application features based on real community needs to make services more effective and inclusive.

Abstract

Pelayanan publik di bidang administrasi kependudukan seringkali dihadapkan pada tantangan efisiensi dan kecepatan. Sebagai respons, Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil) Kota Cimahi meluncurkan program inovatif "One Day Service 3 in 1" yang memungkinkan masyarakat memperoleh tiga dokumen (Akta Kelahiran, Kartu Keluarga, dan Kartu Identitas Anak) dalam satu kali pengajuan. Penelitian ini bertujuan untuk mengevaluasi secara komprehensif pelaksanaan program tersebut guna mengidentifikasi hambatan, upaya yang dilakukan, serta memberikan rekomendasi untuk pengembangan. Penelitian ini menggunakan metode kualitatif dengan pendekatan evaluasi model CIPP (Context, Input, Process, Product) yang dikembangkan oleh Stufflebeam. Pengumpulan data dilakukan melalui wawancara mendalam, observasi partisipasi pasif, dan studi dokumentasi. Hasil penelitian menunjukkan evaluasi yang dualistis, yang ditunjukkan dengan relevansi antara tujuan program dengan kebutuhan masyarakat akan efisiensi, dan selaras dengan target capaian nasional. Selain itu, program ini pun berhasil menurunkan jumlah laporan maladministrasi ke Ombudsman dan dinilai sebagai inovasi yang positif. Akan tetapi, pelaksanaan program masih dihadapi beberapa hambatan fundamental pada aspek input (kekurangan sumber daya manusia dan keterbatasan anggaran) dan konteks (kurangnya sosialisasi) secara langsung berdampak pada inkonsistensi proses dan produk. Rekomendasi difokuskan pada penguatan strategi sosialisasi yang proaktif, peningkatan kapasitas SDM, penguatan pengawasan internal terhadap prosedur, dan pengembangan sistem untuk memastikan konsistensi hasil layanan.

Abstract

Abstrak: Bank Sampah Sauyunan di Desa Cibungur, Kecamatan Rancakalong, Kabupaten Sumedang, masih menghadapi kendala dalam pencatatan transaksi manual, keterbatasan transparansi, rendahnya partisipasi masyarakat, dan kurangnya sarana pengolahan sampah organik. Kegiatan pengabdian ini bertujuan meningkatkan kapasitas pengelola dan masyarakat melalui pemanfaatan teknologi informasi dalam pengelolaan bank sampah. Metode kegiatan meliputi penjajakan mitra, Focus Group Discussion, pelatihan pengelolaan bank sampah berbasis teknologi informasi, serta pendistribusian peralatan pengolahan sampah organik rumah tangga kepada perwakilan 30 KK dari empat RT. Evaluasi dilakukan melalui survei kepuasan dan kebermanfaatan kegiatan. Hasil evaluasi menunjukkan bahwa 90,76% peserta merasa puas terhadap kegiatan dan 90,38% peserta merasakan manfaat kegiatan. Kegiatan ini membantu pengelola memahami pencatatan transaksi, pelaporan, pengelolaan data nasabah, serta penggunaan teknologi informasi untuk mendukung operasional bank sampah. Program ini menunjukkan bahwa digitalisasi sederhana dapat mendukung efisiensi, transparansi, dan partisipasi masyarakat dalam pengelolaan Bank Sampah Sauyunan.Abstract: The Sauyunan Waste Bank in Cibungur Village, Rancakalong District, Sumedang Regency, still faces several challenges, including manual transaction recording, limited transparency, low community participation, and inadequate facilities for organic waste processing. This community service activity aims to strengthen the capacity of waste bank managers and community members through the use of information technology in waste bank management. The methods used in this activity included partner needs assessment, Focus Group Discussions, information technology-based waste bank management training, and the distribution of household organic waste processing equipment to representatives of 30 households from four neighborhood units (RT). The activity was evaluated through a satisfaction and perceived usefulness survey. The results showed that 90.76% of participants were satisfied with the activity, while 90.38% stated that the activity was beneficial. This activity helped waste bank managers improve their understanding of transaction recording, reporting, customer data management, and the use of information technology to support waste bank operations. The program indicates that simple digitalization can improve efficiency, transparency, and community participation in the management of the Sauyunan Waste Bank.
