Abstract

This study aims to determine how effective the M-Paspor service is in passport management and to find out what are the differences between the M-Paspor service and the previous service model. The method used in this research is descriptive qualitative method. Data collection techniques with primary data collection in the form of observation and interviews, and secondary data collection in the form of documentation. The results of the research conducted concluded that according to the analysis of the indicators of effectiveness namely, understanding of the program, on target, on time, achievement of goals and differences in services in the M-Passport program with the previous model had a positive impact through indicators of real change having been achieved, but in understanding the program it is hoped that implementers can be more informative in providing information about passport services on the M-Paspor application. The policy recommendations are expected to increase socialization, display creativity in socialization, and the public can understand and understand the process of making passports properly and correctly.

Abstract

This study discusses the impact of revitalization on traders in the Pagaran market, Pagaran District, North Tapanuli Regency. The research method used is qualitative research. Research data were obtained using interview and documentation techniques. The results of the revitalization show that this market transformation has succeeded in overcoming previous problems. Market cleanliness has increased significantly, existing facilities such as toilets are now better maintained and the construction of new infrastructure has created a more comfortable and safe atmosphere. In addition, the arrangement of sales space and the addition of parking spaces also contribute to increasing the comfort of both buyers and sellers, as well as increasing trader income.

Abstract

This research was conducted in Titi Papan Village, Medan Deli District, and this study aims to determine the performance of the implementation of the Child Identity Card Program. This study uses a descriptive qualitative approach with data collection techniques sourced from observations, interviews, and documents. The research informants who will provide information in this study are the village head as the key informant, the village employee in the field of government administration as the main informant, and the community who take care of the Child Identity Card as additional informants. The results of the study conducted through in-depth interviews with the village head, government administration employees, and the community, found that the implementation of the policy in making the Child Identity Card (KIA) has been running in accordance with the Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 2 of 2016 concerning the Child Identity Card (KIA)

Abstract

This study discusses the Implementation of Regional Regulation Number 09 of 2011 concerning Business Service Retribution at tourist attractions in Simalungun Regency, with a focus on case studies in Dolok Pardamean District. The purpose of this study is to analyze the extent to which the regulation is implemented in the field, the obstacles faced, and its impact on the management and regional income from the tourism sector. The research method used is a qualitative approach with data collection techniques through interviews and documentation. The main informants in this study include government officials at the sub-district office, tourism object managers, and tourists. The results of the study indicate that the Implementation of Regional Regulation Number 09 of 2011 in Dolok Pardamean District has been carried out well. However, it still faces various challenges, such as lack of socialization to the community and tourism business actors, weak supervision of the implementation of levies, and obstacles in the collection and reporting system for retribution income. However, this policy has great potential in increasing regional original income (PAD) if implemented more optimally. In conclusion, efforts are needed to improve aspects of socialization, supervision, and transparency of the retribution system so that the implementation of this policy can run effectively and provide maximum benefits for local governments and the community.

Abstract

The Medan City Government has implemented the E-Parking policy since 2021 as a solution to create a more transparent, modern parking system, and reduce leakage of Regional Original Income (PAD). This policy requires parking payments to be made non-cash through Electronic Data Capture (EDC) machines or digital applications. However, in its implementation in Kesawan Village, West Medan District, this policy still faces various obstacles that hinder its effectiveness. This study aims to analyze the implementation of the E-Parking policy for the 2021-2024 period, identify inhibiting factors, and evaluate its effectiveness using George C. Edward III's policy implementation theory, which includes communication, resources, disposition, and bureaucratic structure. The research method used is a qualitative approach with data collection techniques through interviews and documentation. This study shows that the implementation of E-Parking has not been optimal due to various challenges, such as lack of supervision and enforcement of regulations, misuse of the system by unscrupulous parking attendants, rejection from the community, and lack of socialization and training. As a result, this policy does not achieve its main objective of reducing illegal levies and increasing transparency in parking management. Based on various obstacles that occurred in the field, the Medan City Government finally stopped the E-Parking policy on July 1, 2024 and replaced it with a subscription parking system. In conclusion, efforts to improve supervision, wider socialization, and intensive training for each parking attendant are needed to ensure that future parking policies are more effective and acceptable to the public.
