Abstract

The purpose of this study was to analyze the effect of implementing rural fund policies and community empowerment on community welfare. This research was conducted in 14 (fourteen) villages scattered in Siantar Narumonda District, Toba Regency. The number of respondents in this study were 220 people who were taken using the proportional random sampling method. The data collected in this study were analyzed using structural equation model. Based on the results of the analysis, concluded that directly, the implementation of the rural fund policy has a significant positive effect on community empowerment. The implementation of the rural fund policy has a negative and insignificant effect on community welfare, while community empowerment has a significant positive effect on community welfare. Indirectly, the implementation of the rural fund policy has a significant positive effect on community welfare through community empowerment.

Abstract

This research is descriptive quantitative with the aim to measure significant Public Satisfaction Towards KTP-ElektronikServices. The data used in this study are primary data and secondary data. Primary data was obtained through thedissemination of questionnaires with the number of respondents as many as 91 people and secondary data obtained fromthe district agency Aek Natas. Data analysis using Multiple Regression Data (SPSS version 22). Data analysis using multipleregression, hypothesis test and coefficient of determination test with signification level of 95% (α=0.05). Based on theanalysis of data that has been done, obtained the following results: (1) The influence of public satisfaction on KTP-el servicesis 70.9%. (2) the coefficient of multiple regression of service procedures shall be 4,265. the requirement regression coefisiesis 3,483. coefisies the regression of officer clarity of 3,150. coefisies of officer discipline regression of 3,026. coefisiesregression of officer capability of 2,047. coefisies regression service speed of 1,060 . coefisies regression of courtesy andfriendliness of officers by 1,028. coefisies of regression of service comfort of 0.149. The most influential public satisfactionwith KTP-el services is the service procedure. This can be seen from the value of the variable regression coefficient ofservice procedures greater than the requirements, clarity of officers, discipline of officers, ability of officers, speed of service,courtesy and friendliness of officers, comfort of service. From the results of the above analysis concluded that an evaluationof public satisfaction affects the service of KTP-el.

Abstract

Penelitian ini bertujuan untuk mengetahui sekaligus menganalisis pengaruh pengelolaan dana desa terhadap pembangunan desa di Kecamatan Siantar Narumonda Kabupaten Toba, baik secara langsung muapun melalui pemberdayaan masyarakat. Populasi dalam penelitian ini masyarakat yang tersebar seluruh Desa di Kecamatan Siantar Narumonda Kabupaten Toba sebanyak 6.032 jiwa. Sampel  dalam penelitian ini sebanyak sampel 210 responden yang diambil secara proportional random sampling. Data yang terkumpul dalam penelitian ini dianalisis dengan menggunakan analisis regresi jalur. Berdasarkan hasil analisis, disimpulkan bahwa dana desa berpengaruh negatif signifikan terhadap pembangunan desa, sedangkan terhadap pemberdayaan masyarakat, dana desa berpengaruh positif signifikan dan pemberdayaan masyarakat berpengaruh positif signifikan terhadap pembangunan desa. Dana desa akan berpengaruh positif signifikan terhadap pembangunan desa, jika melalui pemberda-yaan masyarakat sebagai variabel intervening.

Abstract

Tujuan dari penelitian ini adalah untuk mengetahui ada tidaknya pengaruh kompensasi terhadap prestasi kerja pada PT. Rayateh Utama Medan dengan menggunakan pendekatan kuantitatif. Peneliti mengambil seluruh populasi karyawan di PT. Rayateh Utama Medan berjumlah 52 orang (sampel jenuh), keseluruhan dari indikator dn instrument yang dikembangkan digunakan sebagai titik tolak untuk menyusun butir-butir instrumen yang dapat berupa pertanyaan atau pernyataan. Dalam melakukan penelitian terhadap variabel yang akan diuji, setiap jawaban akan diberikan skor. Sebelum melakukan analisis data terlebih dahulu dilakukan Uji Validitas dan Reliabilitas. Hasil penelitian ini adalah terdapat pengaruh positif dan signifikan antara Kompensasi Langsung dan Kompensasi Tidak Langsung terhadap prestasi kerja dengan > (12.878 > 3.23). Sedangkan uji t, untuk variabel x1 diperoleh nilai > (4,107 > 2,009) untuk variabel x2 > (2,689 > 2,009). Untuk Uji Determinasi (R2) dijelaskan bahwa variabel Kompensasi Langsung dan Kompensasi Tidak Langsung sebesar 34,5% dan 65,5% dijelaskan oleh variabel independen lainnya. Dapat disimpulkan bahwa terdapat pengaruh yang positif dan signifikan dari kompensasi (kompensasi langsung dan kompensasi tidak langsung) terhadap prestasi kerja. Untuk itu disarankan kepada PT. Rayateh Utama Medan agar memperhatikan kompensasi yang terdiri dari kompensasi langsung dan kompensasi tidak langsung untuk meningkatkan prestasi kerja.

Abstract

The purpose of this study was to determine the effectiveness of the Family Hope Program (PKH) in improving the welfare of the community in Lawindra Village, Umbunasi District using descriptive qualitative research methods and data sources obtained through interviews and documentation studies. The informants in this study were village heads, beneficiary communities of the Family Hope Program (PKH). The results of this study are that the effectiveness of the Family Hope Program (PKH) in Lawindra Village, Umbunasi District, South Nias Regency is running smoothly and in accordance with existing regulations and the role of the village government there in a good perspective as evidenced by the statements of some of the people they interviewed said that the service from village government officials there is quite good, the inhibiting factors for the Effectiveness of the Family Hope Program (PKH) in Lawindra Village in the process of collecting data on PKH program beneficiaries, technical assistants to PKH, technical distribution/distribution, and use of PKH program funds, supporting factors in the implementation of the PKH program are the provision of Automated Teller Machines (ATMs) and individual account books for PKH beneficiaries. As for the suggestions from the author in the distribution of the Family Hope Program (PKH) the administrators pay more attention to it so that the assistance provided is right on target

Abstract

This study aims to determine how effective the M-Paspor service is in passport management and to find out what are the differences between the M-Paspor service and the previous service model. The method used in this research is descriptive qualitative method. Data collection techniques with primary data collection in the form of observation and interviews, and secondary data collection in the form of documentation. The results of the research conducted concluded that according to the analysis of the indicators of effectiveness namely, understanding of the program, on target, on time, achievement of goals and differences in services in the M-Passport program with the previous model had a positive impact through indicators of real change having been achieved, but in understanding the program it is hoped that implementers can be more informative in providing information about passport services on the M-Paspor application. The policy recommendations are expected to increase socialization, display creativity in socialization, and the public can understand and understand the process of making passports properly and correctly.

Abstract

This study aims to find out how the public perceives the service quality of the Toba Regency Population and Civil Registration Service (Study on Making E-KTP and KK). The method used in this research is descriptive qualitative while the number of informants is 11 people. This study uses data analysis techniques consisting of data reduction, data presentation and drawing conclusions. The results of the study show that the quality of public services in the Population and Civil Registration Office of Toba Regency seen from the tangible dimension (physical evidence) does not meet the quality of service properly, the Reliability dimension of employees has carried out in a timely manner according to applicable regulations and has standard procedures in carrying out the function as a service to the community so that it runs in a structured manner, the Responsiveness dimension means that employees have shown a responsive attitude to the community the officers will respond well and quickly, the Assurance dimension that guarantees certainty of service time and guarantees of service costs is good but not yet provide satisfaction to the community as service users, the last dimension, namely Empathy (Empathy) in providing services also behaves unfairly and is still indiscriminate (discriminatory). In accordance with the research that has been done, service officers at the Population Administration and Civil Registration Office of Toba Regency still discriminate between people who provide services

Abstract

Individuals with disabilities are citizens of the Republic of Indonesia who, as stipulated by the 1945 Constitution, are entitled to the same status, rights, obligations, and roles as all other citizens. In the realm of public services, they are afforded equal access across all sectors. This study aims to examine the implementation of Law Number 8 of 2016 concerning the empowerment of people with disabilities and to identify the specific programs initiated by the Medan City Government to enhance the empowerment of this community. The research adopts a qualitative approach, employing data collection and interview techniques. The findings reveal that, as of June 2023, there are 1,805 individuals with disabilities (based on data from 2022-2023). The study concludes that the implementation of Law Number 8 of 2016 has been effectively executed, with the Social Service playing a key role in administering the Medan City Government’s programs, including the distribution of assistance to individuals with disabilities.

Abstract

The establishment of Tapanuli Province is one way to improve public welfare through the acceleration of public services considering that the North Sumatra region is quite large and wide, so that areas far from the provincial capital experience obstacles in terms of provincial government services to the community, as a result, public welfare is always focused on areas around the city of Medan. This study aims to examine and analyze public services in the Tapanuli region, then the researcher conducts an analysis if the Tapanuli Province is formed, services to the community dealing with the provincial government will be easier to reach because the government will be close to each region. Then with the focus of the provincial government on the Tapanuli region, the government's responsiveness in handling all problems and issues between districts/cities will be faster, such as if there is a road between districts or damaged provincial roads, it will be quickly worked on and repaired. So with the existence of the Tapanuli Province, the workload of the North Sumatra Provincial Government will be reduced and the community will also find it easier to take care of all their affairs. Improving public services is one of the keys to driving the increase in the community's economy because a good bureaucracy is a bureaucracy that can be reached easily and quickly by the community.

Abstract

This study aims to examine the development strategy of Micro, Small, and Medium Enterprises (MSMEs) in Humbang Hasundutan Regency and the role of the Industry and Trade Service in improving this sector in accordance with the provisions of Law No. 20 of 2008. MSMEs are considered the backbone of the regional economy because they are able to open up new business opportunities and survive during the economic crisis with direct connections to the community. This study identifies the advantages of MSMEs such as technological innovation, market flexibility, and roles in absorbing labor. However, various obstacles such as complicated licensing processes and limited market access are still major obstacles. Through qualitative research methods, data were collected through direct observation and interviews with MSME actors and related parties. In-depth analysis revealed that market service fees have the potential to be a significant instrument in increasing Local Revenue (PAD) and MSME development. This study concludes the importance of strategic support from the Industry and Trade Service to overcome existing obstacles, and recommends more effective development strategies to advance the local economy in Humbang Hasundutan Regency.
