Abstract

Penelitian ini bertujuan melihat upaya diplomasi pemerintah Indonesia dalam mediasi konflik kemanusiaan di Myanmar. Bertahun-tahun persekusi pemerintah Myanmar terhadap etnis Rohingya menjadi perhatian masyarakat internasional termasuk Indonesia. Indonesia memiliki kepentingan dalam konflik ini, selain sebagaiamana dari UUD 1945 dalam menjaga perdamaian dunia, isu konflik ini juga berada dalam kawasan Asia Tenggara yang jika tidak diselesaikan dengan cepat akan berpengaruh pada keamanan regional. Masalah pengungsi etnis Rohingya pada negara sekitarnya akan menjadi masalah baru bagi kawasan termasuk di Indonesia. Jumlah etnis Rohingya yang tewas dan mengungsi dikarenakan konflik ini hingga tahun 2019 selalu menunjukkan peningkatan yang signifikan. Penelitian ini menggunakan pendekatan model penelitian kualitatif deskriptif dalam melakukan analisis permasalahan secara empiris. Pendekatan kualitatif yang digunakan dalam penelitian ini adalah jenis studi kepustakaan yang sumber datanya dianalisis dari buku dan jurnal terkait penelitian upaya diplomasi pemerintah Indonesia dalam mediasi konflik kemanusiaan di Myanmar. Temuan dari penelitian ini menunjukkan bahwa ada beberapa strategi diplomasi yang dilakukan oleh Indonesia dalam masalah konflik etnis Rohingya dengan pemerintah Myanmar, yakni pengajuan proposal kemanusiaan dan usulan formula 4+1 bagi masyarakat rohingya dimasa depan. Kemudian, Indonesia juga memanfaatkan OKI sebagai organisasi Islam internasional terbesar untuk menekan dan mendesak Myanmar segera menyelesaikan kekerasan terhadap etnis Rohingya. Terakhir, diplomasi dalam bentuk menyediakan bantuan logistic bagi etnis Rohingya dan partisipasi masyarakat Indonesia dalam menyuarakan penyelesaian konflik di Myanmar dengan media massa secara masif.

Abstract

This research aims to discuss about analysis of United States foreign policy in Afghanistan by looking at case studies of the victory of the Taliban group controlling Afghanistan in 2021. Foreign policy is a unit of analysis in international relations that is related to the national political system. This strategy carried out in foreign policy lasts if the State interacts in the form of relations with the international community in making decisions to achieve its national goals. In making broad country decisions, there is a theory expressed by Richard Snyder which says there are internal factors and external factors that influence a country in determining foreign policy. In the case of the Taliban's victory over Afghanistan in 2021, the United States' policy in responding to the conflict explained the internal and external factors that influence each other. Internal factors are influenced by the structure and social behavior of the State, where this is influenced by the ideology of the State, existing government institutions in the State, where this is influenced by the ideology of the State, existing government institutions in the State, the characteristics contained in national organizational institutions and the role of social groups in influencing decision making which are internal factors. The existence of internal and external factors then provides the results of the decision-making process that cannot be separated from action in decision-making. The conclusion, internal factors and external factors that influence the direction of the United States foreign policy in dealing with cases of conflict in Afghanistan have an impact on the victory of the Taliban group in controlling Afghanistan in 2021.

Abstract

This research aims to explain Israel's foreign policy interests in normalizing relations with Arab countries. Between 2020 and 2021, Israel concluded normalization agreements with 4 Arab countries (United Arab Emirates, Bahrain, Sudan, Morocco) announced and mediated by President Trump. Previously, in 1978, Egypt had already normalized relations with Israel by signing a peace agreement mediated by then US leader Jimmy Carter. In 1994, Jordan also followed in Egypt's footsteps to normalize relations with Israel in the Washington Declaration mediated by Bill Clinton. This research uses a descriptive qualitative research model approach in analyzed problems empirically. The qualitative approach used in this research is a type of literature study whose data sources are analyzed from books, journals and news protals that have a correlation with the research. The results of the study mentioned that the shift in the perspective of regional security to interests allowed the normalization of this relationship. However, this development does not mean that this normalization leads to peace and stability as the main goal. On the contrary, this diplomatic relationship is only an ulterior motive in carrying out interest mutualism to gain benefits, international status and global reputation that are more favorable to Israel.

Abstract

International activities by sub-state actors today do not only apply to developed and developed democratic states, but extend across borders between countries and regions. Along with the rapid wave of globalization, there is a demand for the role of sub-state actors to create various actions in international relations. This study empirically assesses the chance of sub-state actors in the study of international affairs by using inter-state local government collaboration as an expressive action that must be performed between countries, particularly across borders. The success of sub-state actors will not only be an effective tool to solve problems in crossing borders, but also to ensure sustainable living and economic development regionally in the future. This study discovered that improving the capabilities of sub-state actors in cross-border competition can improve the collaboration of local governments between countries in order to overcome various problems that arise. In addition, this research affirms the importance of cross-border local government collaboration as an action to realize the emancipation of the nation-state monopoly in public action to synchronize the interests of all actors in international cooperation. Keywords: Collaborative Sub-national, Cross-border , Sub-State Actors.

Abstract

Sudan is located in the Sahel “Coup Belt” region, which has a long history of coups and military rule in Africa. Tensions peaked on April 15, 2023 when Rapid Support Force (RSF) paramilitary forces led by Mohamed Hamdan “Hemedti” Dagalo and Sudan Armed Forces (SAF) forces loyal to General Fattah al-Burhan fought in the capital region, Khartoum. This paper aims to analyze the conflict resolution of civil armed conflict between SAF and RSF in Sudan. This paper uses a qualitative method with documentation studies as a source of research information. The results of this study indicate that there are conflict resolution efforts that have been made to achieve peace in the country of Sudan. By using Johan Galtung's conflict resolution approach, three forms of resolution models have been grouped, namely Peacemaking with the help of IGAD (Intergovernmental Authority on Development), AU (African Union), Saudi Arabia and the United States, Peacekeeping with the help of the UN Security Council mandate namely UNITAMS United Nations Integrated Transition Assistance Mission in Sudan) and Peacebuilding by forming three framework agreements namely the Juba Peace Agreement (JPA), the Treaty of Jeddah and the Sudan Framework.

Abstract

This study analyzes the effectiveness of multi-stakeholder collaboration in the implementation of the Complete Systematic Land Registration (PTSL) program in Bunut District, Pelalawan Regency. The PTSL program as a government effort to provide legal certainty over land ownership requires cooperation from various stakeholders in its implementation. With a qualitative approach and case study design, this study uses the collaborative governance framework from Emerson et al. (2012) to analyze three main dimensions of collaboration: principled engagement, shared motivation, and capacity for joint action. Data were collected through in-depth interviews with 27 informants, participant observation, focus group discussions, and documentation studies. The results of the study indicate that multi-stakeholder collaboration in the implementation of PTSL in Bunut District shows varying effectiveness in various dimensions. In the principled engagement dimension, collaboration is quite effective in the aspects of discovery and definition, but is still limited in the aspects of deliberation and determination. In the shared motivation dimension, there are limitations in building mutual trust and understanding between the community and technical agencies. Meanwhile, in the capacity for joint action dimension, there are strengths in the aspects of procedural arrangements and leadership, but significant limitations in the aspects of knowledge and resources. Supporting factors for collaboration include political commitment, community awareness, the role of traditional leaders, effective communication platforms, and academic involvement. Meanwhile, inhibiting factors include differences in interests between stakeholders, limited technical capacity at the village level, communication and coordination problems, historical land complexity, and budget constraints. The study recommends strategies to increase the effectiveness of collaboration through strengthening multi-stakeholder forum institutions, developing technical capacity, increasing transparency and accountability, developing effective conflict resolution mechanisms, strengthening the role of village governments, and allocating adequate resources. The research findings contribute to the development of collaborative governance theory in the Indonesian context, especially in rural areas with unique socio-cultural characteristics.

Abstract

Marine debris is one of the most pressing environmental challenges in the modern era, with the Philippines as one of the largest contributors. This study explores the challenges in implementing the Bangkok Declaration to address marine debris in the Philippines 2019-2025. This study uses the theory of pluralism, namely the plurality of actors in efforts to prevent and reduce marine debris in the Philippines. Through descriptive qualitative research using literature study data collection techniques, the results of this study indicate that around 80% of marine debris comes from land activities, with plastic as the dominant component. The seriousness of the Philippines in implementing the Bangkok Declaration on Marine Debris can be seen from the involvement of various actors. The actors who play a role in efforts to prevent and reduce marine debris in the Philippines include the government, private sector, NGOs, and also local communities. However, there are still several challenges in implementing the Bangkok Declaration on Marine Debris in the Philippines, including the lack of waste management infrastructure, low public awareness, weak law enforcement and the problem of plastic waste imports. Despite these challenges, the Philippines' opportunity to at least approach the target of reducing marine debris remains open. This can be achieved by increasing investment in waste processing infrastructure, effective education campaigns, strengthening regulations and law enforcement, and increasing international cooperation to address waste problems, all of which must be implemented in a comprehensive, measurable and responsible manner by all actors involved.
