Abstract

The Fact that candidacy of women in simultaneously local head election (pilkada serentak) 2015 at Central Java more give opportunities for the wife or daughter of the head/former head of region, indicating women's candidacy opportunities are limited to elites (political dynasty) and therefore exclusive, is contradict with norm of democracy which is inclusive. The studies aim to analyze practice of political dynasty in women candidacy in concurrently local election 2015 at Central Java, previous studies are see it as negative for democracy. This Study also to make recommendation on this pattern of nomination. This study uses literature study .The data sources are literatures , documents and the news media that relevant, both published or no published . The Information that were collected then recorded , processed and analyzed. The study result shows that the nomination women as candidate based kinship no inevitable faced on internal and external barriers of women in politics. Strategy of political dynasty for women can be read as affirmation policy which are not provided by regulation pilkada . However, this study recommend a more inclusive (open) competition within pilkada through decline threshold limit candidation for party that nominee women as candidate in pilkada.

Abstract

Pasca terbit Putusan Mahkamah Konstitusi No.33/PUU-Xlll/2015 sebagai pem-batalan larangan politik dinasti, sejumlah calon  dari kerabat petahana maju dalam Pilkada 2015 dan terus berlanjut di pilkada setelahnya. Selain karena hambatan regulasi yang telah dianulir oleh Mahkamah Konstitusi, maraknya calon yang berlatar belakang dinasti terindikasi adanya masalah di partai politik dalam melaksanakan fungsi rekrutmen politik. Artikel ini berusaha menjelaskan bagaimana partai-partai politik melaksanakan proses rekrutmen politik untuk pencalonan pilkada yang ikut menyuburkan politik dinasti. Artikel ini menggunakan data dari studi literatur, hasilnya menunjukkan bahwa rekrutmen politik untuk pencalonan pilkada oleh partai politik  bersifat sentralistis dan informal, serta menggunakan pertimbangan pragmatis dengan menambahkan syarat  kemampuan finansial dan tingkat elektabilitas calon, sehingga lebih memberi jalan bagi calon yang berlatar belakang dinasti.

Abstract

Tulisan ini mengkaji kecenderungan partisipasi pemilih pemula di Jawa Tengah menjelang Pemilihan Gubernur 2018, dengan lokasi penelitian di Kabupaten Temanggung. Sebagaimana diketahui, partisipasi politik dalam pemilu sering dikaitkan dengan persentase kehadiran pemilih dalam tempat pemungutan suara (TPS). Tingkat partisipasi politik ini seringkali dihubungkan dengan legitimasi hasil pemilu, yakni seberapa besar dukungan suara yang didapat oleh pemenang pemilu, dimana makin tinggi tingkat partisipasi maka hasil pemilu dianggap semakin legitimatif. Pemilih muda dan pemilih pemula dalam kajian partisipasi politik saat ini semakin mendapatkan perhatian dari kalangan ilmuan politik di Indonesia. Pertanyaannya kemudian, bagaimana dinamikanya di lapangan, dan bagaimana para pemilih muda memiliki persepsi tentang kandidat dan pemilu menarik untuk ditelisik lebih jauh. Hasil kajian ini menunjukkan bahwa pemilih muda skeptis terhadap politik, pemilu dan kandidat, walaupun mereka bukan warga negara yang pesimis. Mereka tetap anti-hoaks, meskipun juga ada sebagian yang menoleransi politik uang. Kelompok muda ini juga terbuka dengan berbagai program pendidikan politik dan masih memiliki harapan terhadap hasil pemilu yang transformatif.

Abstract

The existence of traditional village government eroded during the New Order era with the implementation of Law No. 5 of 1979 which made village administration uniform throughout Indonesia including Maluku Province. In the reform era and after that, there was a shift in power from centralization to decentralization in the form of changes in regulations until the issuance of Law Number 6 of 2014 concerning Villages. The issuance of the Village Law has implications for the government's recognition and respect for the rights of traditional communities. However, this later became an obstacle to the birth of a definitive government in traditional villages/traditional villages in Maluku because it was related to the leadership problem of traditional village or customary land administration. The problem is related to the matarumah parentah or clan who has the right to lead the customary land as a King who is appointed through customary deliberations by the Negeri Saniri Institution. This problem is still a serious problem because it often creates horizontal conflicts. By using a qualitative-descriptive research method to answer how problematic the existence of traditional government leadership in Maluku Province is, the research results contain a number of findings. First, Matarumah Parentah is a symbiosis of customary inheritance. Second, there is a conflict of interest in the election and determination of the definitive head of government (king). Third, musyawarah negeri saniri becomes an arena of conflict of interest. Fourth, the existence of customary government can still be found in several places in Maluku, such as Buru District and the Kei Islands.

Abstract

This research seeks to explore the phenomenon of gotong royong in political funding, which occurred in several districts/cities in Central Java during the election momentum used as one of the political funding strategies. This study uses the concept of campaign funds, and campaign expenditure as an analytical tool. Political funding has an important role because it intersects with many aspects of political activity. Indonesia as a pluralistic and multicultural nation has a variety of local wisdom, one of which is the culture of gotong royong. Especially, practices in the context gotong royong that occurred in Central Java's based political funding of Pilkada, which used as case study in this research. It can be optimised in social terms, and also in the political context. The result of this research is an alternative to political funding that raises public confidence to revive the values of gotong royong culture in building a more established democratic society. Based on the case studies studied, local wisdom-based election political funding alternatives were identified based on several factors. The first factor is building sustainability from the cultural value of gotong royong. Second, through cultural values that are built and then supported by mutual understanding communication among existing stakeholders to strengthen and preserve local wisdom-based political funding. Thirdly, it forms the political awareness of the community, the political awareness of the community that is formed will support candidates who really have the competence to solve regional problems.  This research uses a descriptive qualitative approach by observing the dynamics of gotong royong culture as an alternative to political funding which makes this study interesting to be researched more deeply.

Abstract

Political polarization has become increasingly prevalent worldwide, posing significant challenges to social cohesion, democratic governance, and civic participation. Various factors, including ideological divisions, socio-economic disparities, and the rise of digital echo chambers, have exacerbated this phenomenon. Amidst this backdrop, educational institutions have emerged as pivotal actors in addressing political polarization by fostering inclusive communities and promoting civic engagement among students and faculty members. This study aims to identify the key challenges and opportunities faced by educational institutions in addressing political polarization, examine the effectiveness of existing interventions and programs, and propose evidence-based recommendations for enhancing the role of educational institutions in building inclusive communities. This study employs a qualitative research design utilizing a literature review as the primary methodological approach. The data for this research are obtained from various scholarly sources, including academic journals, books, reports, and policy documents, accessed through academic databases, institutional repositories, and online libraries. In conclusion, this research sheds light on the crucial role that educational institutions play in combating political polarization by fostering inclusive communities and promoting civic engagement among students. Through an analysis of the various mechanisms and strategies employed, it becomes evident that educational institutions are vital platforms for bridging ideological divides and nurturing a culture of tolerance and respect for diverse perspectives.

Abstract

Stunting has been proven to be a global issue that significantly impacts the growth of a country. In Indonesia, the problem of stunting has become one of the Strategic Priority Projects (Major Projects) in the National Medium-Term Development Plan 2022-2024. Based on this decision, each regents, including Kendal Regency, has also been promoting the acceleration of stunting reduction. Various medical studies have extensively discussed the dangers, factors, and the actions that can be undertaken to prevent stunting. However, they have yet to elaborate on the actual obstacles faced by local governments in their efforts to create stunting-free regions. The purpose of this study is to identify strategies for reducing stunting and the factors that may hinder the achievement of stunting reduction targets. In collecting research data, the author uses a qualitative descriptive method obtained from literature reviews, observations, and interviews involving relevant stakeholders.

Abstract

Pemilu 2024 lalu, beberapa daerah di Indonesia, salah satunya Kabupaten Magelang, harus melaksanakan pemungutan suara ulang pada beberapa tempat pemungutan suara (TPS). Peristiwa pemungutan suara ulang merupakan akibat dari kesalahan prosedural, kegagalan fungsi teknis, atau tuduhan pelanggaran. Tujuan penelitian adalah menganalisis faktor-faktor yang menyebabkan dilakukannya Pemungutan Suara Ulang dalam pemilu di Indonesia khususnya di kabupaten Magelang dan mengeksplorasi persepsi masyarakat dan peserta pemilu terkait dengan pelaksanaan PSU. Penelitian menggunakan metode kualitatif dengan pendekatan deskriptif analitis. Pendekatan ini dipilih untuk memahami secara mendalam fenomena Pemungutan Suara Ulang (PSU) dalam Pemilihan Umum di Kabupaten Magelang. Hasil penelitian menunjukkan faktor yang menyebabkan Pemungutan Suara Ulang (PSU) pada penyelenggaraan pemilu tahun 2024 KPU Kabupaten Magelang karena adanya temuan pelanggaran pemilu yang dilakukan penyelenggara pemilu di TPS, temuan tersebut berupa kesalahan pemberian surat suara yang keliru oleh KPPS kepada pemilih yang terdaftar dalam DPTB, sehingga Bawaslu Kabupaten Magelang mengeluarkan rekomendasi melakukan pemungutan suara ulang. Lemahnya pengetahuan mengenai regulasi pemilu tercermin dari pemberian surat suara yang tidak sesuai yang terjadi di lima TPS.  Pemungutan Suara Ulang (PSU) di Kabupaten Magelang bisa dihindari jika petugas KPPS dan panwas TPS sama-mama mengetahui akan tugas dan fungsinya masing-masing. Berdasarkan hasil temuan sebagai masukan diantaranya perekrutan Anggota KPPS seharusnya dilaksanakan jauh sebelum pemungutan suara dilaksanakan, hal ini supaya KPU Kabupaten/Kota bisa lebih banyak mencari calon KPPS. Dengan semakin banyaknya calon anggota KPPS yang mencalonkan diri maka semakin baik pula kualitas yang akan dihasilkan dalam seleksi KPPS.
